COUNTRY DESCRIPTION: The United Arab Emirates (UAE) is a federation of seven independent emirates, each with its own ruler.
The federal government is a constitutional re
ublic, headed by a president and council of ministers.
Islamic ideals and beliefs provide the conservative foundation of the country's customs, laws and practices. The UAE is a modern, developed country, and tourist facilities are widely available. Read the Department of State Background Notes on the United Arab Emirates for additional information.

ENTRY/EXIT REQUIREMENTS: A passport is required. For stays of less than 60 days, U.S. citizens holding valid passports may obtain visitor visas at the port of entry for no fee. For a longer stay, a traveler must obtain a visa before arrival in the UAE. In addition, an AIDS test is required for work or residence permits; testing must be performed after arrival. Unlike other countries in the region that accept U.S. military ID cards as valid travel documents, the UAE requires U.S. military personnel to present a valid passport for entry/exit.

UAE authorities will confiscate any weapons, weapon parts, ammunition, body armor, handcuffs, and/or other military/police equipment transported to or through a civilian airport.
Americans have been arrested and jailed for transporting such weapons and equipment without the express written authorization of the UAE government, even though airline and U.S. authorities allowed shipment on a US-originating flight.

U.S. citizens and citizens of other countries that are not members of the Gulf Cooperation Council (GCC), who depart the UAE via land are required to pay a departure fee. This fee is 20 UAE dirhams and is payable only in the local UAE dirham currency.

SAFETY AND SECURITY: Americans in the United Arab Emirates should exercise a high level of security awareness. The Department of State remains concerned about the possibility of terrorist attacks against U.S. citizens and interests throughout the world. Americans should maintain a low profile, vary routes and times for all required travel, and treat mail and packages from unfamiliar sources with caution. In addition, U.S. citizens are urged to avoid contact with any suspicious, unfamiliar objects, and to report the presence of the objects to local authorities.
U.S. Government personnel overseas have been advised to take the same precautions. In addition, U.S. Government facilities may temporarily close or suspend public services from time to time as necessary to review their security posture and ensure its adequacy.

Taking photographs of potentially-sensitive UAE military and civilian sites, or foreign diplomatic missions, including the U.S. Embassy, may result in arrest, detention and/or prosecution by local authorities.
In addition, engaging in mapping activities, especially mapping which includes the use of GPS equipment, without coordination with UAE authorities, may have the same consequences.

On several occasions in the past three years, small groups of expatriate recreational boaters were detained by the Iranian Coast Guard for alleged violation of Iranian territorial waters while fishing near the island of Abu Musa, approximately 20 miles from Dubai.
The UAE and Iran have had a long-standing dispute concerning jurisdiction of Abu Musa.
Fishing or sailing in these waters may result in seizure of vessels and detention of passengers and crew in Iran.
Obtaining consular assistance in Iran is difficult and can only be done through the Swiss Embassy in Tehran, which acts as a Protecting Power, providing limited U.S. consular services.

CRIME: Crime generally is not a problem for travelers in the UAE. However, the U.S. Embassy advises U.S. citizens to take normal precautions against theft, such as not leaving a wallet, purse, or credit card unattended. Although vehicle break-ins in the UAE are rare, U.S. citizens are encouraged to ensure that unattended vehicles are locked and that valuables are not left out in plain sight.

INFORMATION FOR VICTIMS OF CRIME: The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate. If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance. The Embassy/Consulate staff can, for example, assist you to find appropriate medical care, to contact family members or friends and explain how funds could be transferred. Although the investigation and prosecution of the crime is solely the responsibility of local authorities, consular officers can help you to understand the local criminal justice process and to find an attorney if needed.

MEDICAL FACILITIES AND HEALTH INFORMATION: Basic modern medical care and medicines are available in the principal cities of the UAE, but not necessarily in outlying areas.

MEDICAL INSURANCE:
The Department of State strongly urges Americans to consult with their medical insurance company prior to traveling abroad to confirm whether their policy applies overseas and whether it will cover emergency expenses such as a medical evacuation.

TRAFFIC SAFETY AND ROAD CONDITIONS: While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States. The information below concerning the United Arab Emirates is provided for general reference only, and may not be totally accurate in a particular location or circumstance.

The police emergency number and ambulance number is 999. Mobile phones are widely used throughout the UAE, so passers-by usually request emergency police and medical services quickly. Response time by emergency services is adequate. However, medical personnel emphasize transport of the injured to the hospital rather than treatment on site. Traffic accidents are a leading cause of death in the UAE because drivers often drive at high speeds. Unsafe driving practices are common, especially on inter-city highways. On highways, unmarked speed bumps and drifting sand create additional hazards.

Country-wide traffic laws impose stringent penalties for certain violations, particularly driving under the influence of alcohol.
In the UAE, there is zero tolerance for driving after consumption of alcohol.
Penalties may include hefty jail sentences and fines over $6,000 and, for Muslims (even those holding U.S. citizenship), lashings. Persons involved in an accident in which another party is injured automatically go to jail, until the injured person is released from the hospital. Should a person die in a traffic accident, the driver of the other vehicle is liable for payment of compensation for the death (known as "dhiyya"), usually the equivalent of 55,000 U.S. dollars. Even relatively minor accidents may result in lengthy proceedings, during which both drivers may be prohibited from leaving the country.

In order to drive, UAE residents must obtain a UAE driver's license. Foreign driver's licenses are not recognized. However, a non-resident visitor to the UAE can drive if he/she obtains a valid international driver's license issued by the motor vehicle authority of the country whose passport the traveler holds. The UAE recognizes driver's licenses issued by other Gulf Cooperation Council (GCC) states only if the bearer is driving a vehicle registered to the same GCC state. Under no circumstances should anyone drive without a valid license.

AVIATION SAFETY OVERSIGHT: The U.S. Federal Aviation Administration (FAA) has assessed the Government of the United Arab Emirates’ Civil Aviation Authority as being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for oversight of the United Arab Emirates' air carrier operations. SPECIAL CIRCUMSTANCES: The UAE government does not recognize dual nationality.
Children of UAE fathers automatically acquire UAE citizenship at birth and must enter the UAE on UAE passports. UAE authorities have confiscated U.S. passports of UAE/U.S. dual nationals in the past. This act does not constitute loss of U.S. citizenship, but should be reported to the U.S. Embassy in Abu Dhabi or the U.S. Consulate General in Dubai. In addition to being subject to all UAE laws, U.S. citizens who also hold UAE citizenship may also be subject to other laws that impose special obligations on citizens of the UAE.

U.S. citizens have at times become involved in disputes of a commercial nature that have prompted local firms or courts to take possession of the U.S. citizen's passport. Travel bans may also be enforced against U.S. citizens involved in financial disputes with a local sponsor or firm. Such travel bans, which are rigidly enforced, effectively prevent the individual from leaving the UAE for any reason until the dispute is resolved. Although it is customary for a local sponsor to hold an employee's passport, it is illegal to do so under UAE law. Most contractual/labor disputes can be avoided by clearly establishing all terms and conditions of employment or sponsorship in the labor contract at the beginning of any employment. Should a dispute arise, the UAE Ministry of Labor has established a special department to review and arbitrate labor claims. A list of local attorneys capable of representing Americans in such matters is available from the Consular and Commercial sections of the U.S. Embassy in Abu Dhabi and the U.S. Consulate General in Dubai.

Codes of behavior and dress in the UAE reflect the country's Islamic traditions and are more conservative than those of the United States. Visitors to the UAE should be respectful of this conservative heritage, especially in the Emirate of Sharjah where rules of decency and public conduct are strictly enforced. Female travelers should keep in mind the cultural differences among the many people who coexist in the UAE and should be cognizant that unwitting actions may invite unwanted attention to them. Isolated incidents of verbal and physical harassment of Western women have occurred. Victims of harassment are encouraged to report such incidents to the U.S. Embassy in Abu Dhabi or the Consulate General in Dubai.

American citizens intending to reside and work in the UAE may have to present personal documents authenticated by the Department of State's Office of Authentications in Washington, D.C. before traveling to the UAE. This can be a complex process involving local, state and federal offices and requiring several weeks to complete.

In order to meet UAE government requirements for school registrations and residency sponsorship for family members, Americans intending to bring their families to reside with them in the UAE will need to have their marriage certificate and children's birth certificates, or custody/adoption decrees, if appropriate, authenticated by the Department of State in Washington, DC.
The U.S. Embassy and Consulate General cannot authenticate U.S. local- and state-issued personal, academic or professional documents; they will only be able to authenticate the final authentication document from the Department of State.

In terms of employment, a recent change to UAE labor law requires local sponsors to have employees' diplomas, academic and/or occupational/professional certificates validated through a “Degree Verification” process established in the UAE.
Prospective employees will be required to submit photocopies of such documents for verification to a firm under contract to the Ministry of Labor.

In addition, persons in the education and health professions reportedly have to meet two requirements for validation of their educational credentials at this time – the formal “chain” authentication of academic/professional credentials in the U.S. and the “Degree Verification” process in the UAE.
Different UAE Ministries have different requirements in this regard.
Determining these requirements with one’s prospective employer is strongly recommended before arrival in the UAE.

CRIMINAL PENALTIES:
While in a foreign country, a U.S. citizen is subject to that country's laws and regulations, which sometimes differ significantly from those in the United States and may not afford the protections available to the individual under U.S. law. Penalties for breaking the law can be more severe than in the United States for similar offenses. Persons violating UAE laws, even unknowingly, may be expelled, arrested or imprisoned. Penalties for possession, use, or trafficking in illegal drugs in the UAE are severe, and convicted offenders can expect long jail sentences and heavy fines. Engaging in sexual conduct with children or using or disseminating child pornography in a foreign country is a crime, prosecutable in the United States. Legislation enacted in January 1996 imposes the death sentence for convicted drug traffickers. Since January 2006, possession of even trace amounts of illegal drugs has resulted in sentences of four years imprisonment for foreign citizens transiting the UAE. American citizens transiting and entering the UAE’s airports and in possession of illegal drugs have been discovered, arrested and prosecuted by UAE authorities.
As mentioned, in such cases the minimum penalty is four years imprisonment.

Some drugs normally taken under a doctor's supervision in the United States, and even some over-the-counter U.S. drugs and medications, are classified as narcotics in the UAE and are illegal to possess.
A doctor's prescription should be carried along with any medication that is brought into the country.
A person may be subject to arrest and prosecution if possession of prescribed medicines (especially those containing codeine and similar narcotic-like ingredients) comes to the attention of local authorities.
The U.S. Embassy’s web site includes an unofficial list of such medicines, obtained from the UAE Ministry of Health.
Most medications available in the U.S. are also available by doctors’ prescription through hospitals and pharmacies in the UAE.

In addition, the UAE's tough anti-narcotics program also includes poppy seeds, widely used in other cultures, including the U.S., for culinary purposes, on its list of controlled substances. The importation and possession of poppy seeds in any and all forms is strictly prohibited. Persons found to possess even very small quantities of controlled substances listed by the UAE are subject to prosecution by the authorities and may be given lengthy prison terms of up to 15 years. Travelers with questions regarding the items on the list of controlled substances should contact the U.S. Embassy in Abu Dhabi or the U.S. Consulate General in Dubai. If suspected of being under the influence of drugs or alcohol, individuals may be required to submit to blood and/or urine tests and may be subject to prosecution.

Crimes of fraud, including passing bad checks and non-payment of bills (including hotel bills), are regarded seriously in the UAE and can result in imprisonment and/or fines. Bail generally is not available to non-residents of the UAE who are arrested for crimes involving fraud.

Drinking or possession of alcohol without a Ministry of Interior liquor permit is illegal and could result in arrest and/or fines and imprisonment. Alcohol is served at bars in most major hotels but is intended for guests of the hotel. Persons who are not guests of the hotel, and who consume alcohol in the restaurants and bars, technically are required to have their own personal liquor licenses. Liquor licenses are issued only to non-Muslim persons who possess UAE residency permits. Drinking and driving is considered a serious offense. Penalties generally are assessed according to religious law.

While individuals are free to worship as they choose, and facilities are available for that purpose, religious proselytizing is not permitted in the UAE.
Persons violating this law, even unknowingly, may be imprisoned or deported.

If arrested, U.S. citizens should contact the U.S. Embassy or Consulate General for assistance. The U.S. Consul will provide information on the local judicial system and a list of local attorneys. In Dubai, the U.S. Consul can also arrange for U.S. citizen detainees to meet with an ombudsman from the Human Rights Department of the Dubai police headquarters, if the detainee believes he or she is not being treated fairly.

Dubai, April 2, 2020 (AFP) - Emirates Airline said Thursday it is to resume a limited number of outbound passenger flights from April 6, less than two weeks after its coronavirus-enforced stoppage.   "Emirates has received approval from UAE authorities to restart flying a limited number of passenger flights," its chairman, Sheikh Ahmed bin Saeed Al-Maktoum, said on Twitter.   "From April 6, these flights will initially carry travellers outbound from UAE," he said, adding that details would be announced soon.      Dubai-owned carrier Emirates, the largest in the Middle East with 271 wide-body aircraft, grounded passenger operations last week as the UAE halted all passenger flights to fight the spread of coronavirus.

The UAE, which groups seven emirates including Dubai, has declared 814 coronavirus cases along with eight deaths.   It has imposed a sweeping crackdown, including the flight ban and closure of borders.   Sheikh Ahmed said Emirates, which owns the world's largest fleet of Airbus A-380 superjumbos with 113 in its ranks, was looking to gradually resume passenger services.   "Over the time, Emirates looks forward to the gradual resumption of passenger services in line with lifting of travel and operational restrictions, including assurance of health measures to safeguard our people and customers," he said.

When Emirates suspended flights, it cut between 25 percent and 50 percent of the basic salary of its 100,000-strong staff for three months, saying it wanted to avert layoffs.   Dubai's crown prince, Sheikh Hamdan bin Mohammed bin Rashid Al-Maktoum said Tuesday that Dubai will support the airline by injecting new capital.   Tourism, aviation, hotels and entertainment are key contributors to Dubai's mostly non-oil economy.

Dubai, March 22, 2020 (AFP) - The United Arab Emirates announced on Monday it will temporarily suspend all passenger and transit flights amid the novel coronavirus outbreak.    The Emirati authorities "have decided to suspend all inbound and outbound passenger flights and the transit of airline passengers in the UAE for two weeks as part of the precautionary measures taken to curb the spread of the COVID-19", reported the official state news agency, WAM.   It said the decision -- which is subject to review in two weeks -- will take effect in 48 hours, adding: "Cargo and emergency evacuation flights would be exempt."

The UAE, whose international airports in Abu Dhabi and Dubai are major hubs, announced on Friday its first two deaths from the COVID-19 disease, having reported more than 150 cases so far.   Monday's announcement came hours after Dubai carrier Emirates announced it would suspend all passenger flights by March 25.    But the aviation giant then reversed its decision, saying it "received requests from governments and customers to support the repatriation of travellers" and will continue to operate passenger flights to 13 destinations.

Emirates had said it will continue to fly to the United Kingdom, Switzerland, Hong Kong, Thailand, Malaysia, the Philippines, Japan, Singapore, South Korea, Australia, South Africa, the United States and Canada.   "We continue to watch the situation closely, and as soon as things allow, we will reinstate our services," said the airline's chairman and CEO, Sheikh Ahmed bin Saeed Al-Maktoum.   Gulf countries have imposed various restrictions to combat the spread of the novel coronavirus pandemic, particularly in the air transport sector.   The UAE has stopped granting visas on arrival and forbidden foreigners who are legal residents but are outside the country from returning.

Dubai, Jan 6, 2020 (AFP) - The United Arab Emirates on Monday introduced a multiple-entry visa scheme valid for five years for all nationalities, with the aim of turning the Gulf state into a tourism hub.   "#UAE Cabinet chaired by @HHShkMohd, approves new amendment for tourist visas in #UAE," the government of Dubai Media Office tweeted, referring to Sheikh Mohammed bin Rashid Al Maktoum, the UAE prime minister and ruler of Dubai.   "The new tourist visa will be valid for 5 years and can be used for multiple entries and is open for all nationalities," the Dubai Media Office wrote.

Sheikh Maktoum said on Twitter that the UAE currently attracts 21 million tourists a year.   Travellers from Africa, some South American countries, Arab states outside the Gulf, and European states from outside the European Union and former Soviet Union previously needed visas.   In October, Dubai is to host Expo 2020, a big-budget global trade fair.

Dubai Municipality has shut down a restaurant in Jumeirah after 15 people fell ill following an outbreak of _Salmonella_ infection, local media reported. An initial investigation revealed that the outbreak was likely caused by raw eggs served in a hollandaise sauce.

Officials received a report that several people, including a child, fell sick with symptoms such as diarrhoea, fever, and vomiting after eating at the restaurant. They collected samples and conducted tests, following which they found that the chef had used raw eggs in violation of the food safety rules.

The chef and person-in-charge (PIC) of food safety have been held, the municipality said. The food safety department has also downgraded the rating of the outlet and revoked its PIC certificate, Gulf News reported. The unnamed American outlet will be under "strict monitoring" for the next 6 months once it is allowed to reopen.

The municipality banned the use of raw eggs in ready-to-eat products in 2012 after authorities found them to be a cause for _Salmonella_ infections. Following the recent incident, the department has issued a fresh alert to restaurants reminding them about the ban.

A resident of Swabi district has succumbed to Congo fever in Sharjah hospital and was laid to rest there on [Sat 24 Aug 2019].

According to details, the man was cutting meat on Eid day, when he accidentally cut one of his fingers. He didn't take it seriously, but after few days, he felt unwell and was taken to the hospital in Sharjah where he was told that he is suffering from a lethal infection known as Crimean-Congo haemorrhagic fever.

Doctors have told him that while he was cutting meat, the deadly Congo virus entered into his body. He was unaware of it while the virus was gradually spreading in his veins, killing him a slow death.

And finally, the virus shattered his body to an extent that he was unable to recover. He was admitted to a hospital in Sharjah in an isolated ward and was kept away from his relatives so that they may not contract the virus. His dead body was laid to rest in Sharjah and was not allowed to be taken to his home town in Swabi due to the fear of virus spread. The man was a resident of Cham village in Daghai, in District Swabi and was living with his family in Sharjah.

CCHF was first reported in the United Arab Emirates (UAE; Sharjah is one Emirate) in 1979, when 6 cases were reported among the staff of a hospital in Dubai. An outbreak of CCHF occurred during 1994-1995 with 35 human infections. In 1994, 35 clinical CCHF cases were reported in 1994,and between January 1998 and October 2013, 5 more cases and 2 deaths were reported from the UAE (Ince Y, Yasa C, Metin M, et al. COUNTRY DESCRIPTION:
Paraguay is a constitutional democracy with a developing economy.
Tourist facilities are adequate in the capital city of Asuncion, but they vary greatly
n quality and prices.
Travelers outside Asuncion should consider seeking travel agency assistance, as satisfactory or adequate tourist facilities are very limited in other major cities and almost nonexistent in remote areas.

ENTRY/EXIT REQUIREMENTS:
A passport and visa are required.
U.S. citizens traveling to Paraguay must submit completed visa applications in person or by secure messenger to the Paraguayan Embassy or one of the consulates and pay a fee.
Paraguay issues visas for one-entry or multiple entries up to the validity of the U.S. passport.
Applicants under 18 years of age traveling alone must appear with both of their parents or a legal guardian.
In case of a guardian, an original and one copy of proof of legal guardianship are required.
A document of authorization from parents/guardian will be accepted only if it is notarized and certified by the county clerk.
Travelers entering or departing Paraguay with regular U.S. passports will be fingerprinted.
Some airlines include the Paraguayan airport departure tax in the price of the airline ticket.
It is recommended that you check with the airline in order to determine whether or not the departure tax has been included.

SAFETY AND SECURITY:
As stated in the Department of State's latest Worldwide Caution, U.S. citizens overseas may be targeted by extremist groups and should maintain a high level of vigilance.
The U.S. Embassy is not aware of any specific terrorist threat to Americans in Paraguay.
Individuals and organizations providing financial support to extremist groups operate in Ciudad del Este and along the tri-border area between Paraguay, Brazil and Argentina.
Small armed groups have also been reported to be operating in the San Pedro and Concepcion Departments.
Drug trafficking remains a serious concern in the Department of Amambay.
Because of concerns about the lack of security in border areas, the U.S. Embassy in Asuncion requires U.S. Government personnel and their family members to provide advance notice and a travel itinerary when traveling to Ciudad del Este or Pedro Juan Caballero.
As a general precaution, the Embassy also counsels its employees traveling outside the capital to provide an itinerary including dates, contact names, and telephone numbers where the employee may be reached.

Since January 2007, there have been numerous kidnapping incidents mainly in the Alto Parana department.
Targets have been members of the Paraguayan business community or their family members.
It is believed that the individuals responsible for the kidnappings are financially motivated and have pre-selected their targets based on the victims’ wealth.

U.S. citizens should avoid large gatherings or any other event where crowds have congregated to demonstrate or protest.
Such activities have resulted in intermittent road closures including major routes traveled by tourists and residents.
While generally nonviolent, demonstrations and/or roadblocks have turned violent in the past.
Areas where such closures and barricades exist should be avoided.
U.S. citizens who encounter demonstrations and/or roadblocks should not attempt to continue the planned travel or to confront those at the roadblock.
Instead, they should avoid areas where individuals are demonstrating and in case of roadblock, wait for the road to reopen or return to the origin of their trip.
Uniformed police often conduct roving checks of vehicles and passengers.

CRIME:
Crime has increased in recent years with criminals often targeting those thought to be wealthy.
Although most crime is nonviolent, there has been an increase in the use of weapons and there have been incidents where extreme violence has been used.
U.S. citizens have on occasion been the victims of assaults, kidnappings, robberies, and rapes.
Local authorities frequently lack the training and resources to solve these cases.
Under these circumstances, U.S. citizens traveling to or residing in Paraguay should be aware of their surroundings and security at all times.
They should take common sense precautions including refraining from displaying expensive-looking cameras and jewelry, large amounts of money, or other valuable items.
Resistance to armed assailants has often aggravated the situation and therefore is not advised.

Armed robbery, carjackings, car theft, and home invasions are a problem in both urban and rural areas.
Street crime, including pick pocketing and mugging, is prevalent in cities.
The number of pick pocketing incidents and armed assaults is also increasing on public buses and in the downtown area of Asunción.
As many incidents on public buses involve individuals snatching valuables, passengers should not wear expensive-looking jewelry or display other flashy items.
There have been incidents of pilferage from checked baggage at both airports and bus terminals.
Travelers have found it prudent to hide valuables on their person or in carry-on luggage.
Unauthorized ticket vendors also reportedly operate at the Asuncion bus terminal, badgering travelers into buying tickets for substandard or non-existent services.

In many countries around the world, counterfeit and pirated goods are widely available.
Transactions involving such products may be illegal under local law.
In addition, bringing them back to the United States may result in forfeitures and/or fines.

The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate.

TRAFFIC SAFETY AND ROAD CONDITIONS:
While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States.
The information below concerning Paraguay is provided for general reference only, and may not be totally accurate in a particular location or circumstance.

U.S. citizens have been injured and killed in traffic accidents.
Only minimal standards must be met to obtain a Paraguayan driver's license, and driver education prior to licensing is not common.
Drivers throughout Paraguay routinely ignore traffic regulations.
No vehicle insurance is required, and many Paraguayans drive without any insurance coverage.
Persons who drive in Paraguay should be prepared to drive defensively and with their own insurance in both urban and rural areas.

Public transportation is readily available for urban and inter-city travel.
Buses vary in maintenance conditions and may not meet U.S. safety standards.
Armed robberies and pick pocketing occur on buses in cities and rural areas, sometimes with the apparent collusion of the bus driver.
Taxis are available and may be called using telephone numbers listed in the newspapers.
No passenger train service exists.
Bicycle travel may not be safe due to traffic and other road hazards.
Most urban streets consist of cobblestones over dirt.
Some roads in Asuncion and other large cities are paved.
However, these roads frequently develop potholes that often remain unrepaired.
Nearly all rural roads are unpaved, and during rainy periods and the rainy season (November-March/April), they may be impassable.
Road signs indicating hazards, such as sharp curves or major intersections, are lacking in many areas.

Driving or traveling at night is not advisable outside Asuncion because pedestrians, animals, or vehicles without proper lights are often on the roads.
In addition, assaults and other crimes against motorists traveling at night have occurred.
Extra precautions should be exercised along infrequently traveled portions of the rural roads.

Intercity highway maintenance is not equal to U.S. standards.
The privately maintained toll road between Caaguazu and Ciudad del Este and the routes between Asuncion and Encarnacion and Asuncion and Pedro Juan Caballero are in good condition.
Most other intercity routes are in good to fair condition, with brief stretches in poor condition.
The Trans-Chaco route is in fair condition except for the portion between Mariscal Estigarribia and the Bolivian border, which is unpaved and at times impassable.

The Touring and Automobile Club provides some roadside assistance to its members.

SPECIAL CIRCUMSTANCES: Paraguay’s customs authority may enforce strict regulations concerning temporary importation into or export from Paraguay of items such as firearms, medications, toys resembling weapons, or protected species.

Paraguay does not recognize dual Paraguayan nationality for American citizens.
Under Article 150 of the Paraguayan Constitution, naturalized Paraguayans lose their nationality by virtue of a court ruling based on unjustified absence from the Republic for more than three years, or by voluntary adoption of another nationality.

While in a foreign country, a U.S. citizen is subject to that country's laws and regulations, which sometimes differ significantly from those in the United States and may not afford the protections available to the individual under U.S. law.
Penalties for breaking the law can be more severe than in the United States for similar offenses.
Persons violating Paraguay’s laws, even unknowingly, may be expelled, arrested, or imprisoned.
Penalties for possession, use, or trafficking in illegal drugs in Paraguay are severe, and convicted offenders can expect long jail sentences and heavy fines.
Engaging in sexual conduct with children or using or disseminating child pornography in a foreign country is a crime, prosecutable in the United States.

Nanawa, Paraguay, May 28, 2019 (AFP) - Like 70,000 people living close to the broken banks of the Paraguay River, where the water level has risen seven meters (23 feet) in some places, Graciela Acosta has had to pack up her belongings and evacuate.   Piled up on a canoe are the 39-year-old housewife's bed, wardrobe, bedside table and her dog Pirulin.

Acosta is getting ready to cross the border into Argentina with her daughter to seek refuge in a reception center in the neighboring town of Clorinda.   "I've had enough! It's the third time that I've had to move everything because of the floods," said Acosta.   "I pray to God that it ends. Every time. it costs a lot of money."   However, there's no chance of Acosta leaving her home in Nanawa, a town of just 6,000 people that borders Argentina to the west and faces the capital Asuncion to the east across the Paraguay River, for good.   "As soon as the water level drops, I'll go home," she said.

- 'Greater impact' -
In Nanawa, only around 500 people were able to avoid evacuation, due to living in homes with upper floors above the flood levels.   They're used to this as the Paraguay River, one of the largest in the Americas, breaks its banks and causes havoc in the poorest Nanawa neighborhoods built on the flood plain.   The river's brown waters rise almost to the height of street signs: in some areas, there is up to one or two meters of water covering roads.

Paraguayans have seen worse, though, back in 1983, according to the assistant director of the country's meteorology and hydrology service, Nelson Perez.   "It's not the Paraguay River's worst flood, but the impact is greater because more people live close to the river," said Perez.   "These are the worst floods I've seen," said Ruben Acosta, 55, who peddles his moving services by canoe.   It's a far cry from January and February, when the river's level was so low that navigating it became difficult.   "It rained a lot in March, three times more than usual, and it also rained a lot in April and May," said Perez, who pointed to deforestation as an added problem.

- 'It's like being in Venice' -
Wading through water up to his chest, Rigoberto Nunez leaves a cemetery carrying a chandelier, a vase, some crucifixes and family portraits, all plucked from the family vault.   "I prefer to take them away to be safe," says the 47-year-old traveling salesman.    The town is without electricity or police and inhabitants are afraid of looters.   Nunez is heading to a reception center provided by Argentine authorities in a Clorinda slum where he's already stashed his furniture.   Enrique Cardozo's workshop has already been ravaged by the floods.   "I've lost my sofa, the cupboard, I had nowhere to put them," said the 51-year-old father of four.

The family has moved into the first floor of their house, which is just 15 meters from the river.   "It rained non-stop for a week. One day, the water rose one meter. It was impressive, we couldn't save everything," said Cardozo.   "There's nowhere you can put your feet on the ground. It's like being in Venice, we move about by Gondola!"

On the other side of the river, Asuncion has not been spared as several areas have also had to be evacuated.   In the Sajonia residential zone, inhabitants and shopkeepers have seen their sidewalks lined with sandbags, to keep back the floodwaters.   According to Perez, though, the problems -- and waters -- will soon subside.   The water level rose only slightly on Monday, and will continue to do so for a few more days before it drains away during the first half of June, he said.

Asuncion, May 27, 2019 (AFP) - Heavy flooding in Paraguay has displaced 70,000 families and is threatening to further inundate the capital Asuncion in the coming weeks, the country's weather bureau said.   Water levels on the Paraguay River are rising at a rate of 4-5 centimetres (1.5-2 inches) every day and is only 46 cm (18 in) below a "disaster" level, according to official data from the Department of Meteorology and Hydrology (DMH).

Crossing that threshold would "have a very strong impact" because of the number of Asuncion residents who have moved into the city's floodplain, said DMH deputy director Nelson Perez on Sunday.   The city's water service infrastructure was clogged with garbage which was exacerbating the floods, Perez added. 

Unusually heavy downpours over May, including two days which together exceeded Asuncion's average monthly rainfall, have exacerbated the flooding, said DMH meteorologist Eduardo Mingo.    Some 40,000 people in Asuncion have already been affected by the floods, official data reported.   A further 10,000 people have been displaced in the southern town of Pilar on the Argentinian border.   The government has mobilized armed forces to help displaced residents relocate to shelters, but hundreds of families have opted to stay behind in their inundated homes.

Asuncion, April 4, 2019 (AFP) - More than 20,000 families across Paraguay have been affected by severe flooding from two weeks of heavy rain that caused the country's main river to burst its banks, a senior official said Wednesday as an emergency was declared in the capital.   National Emergency Minister Joaquin Roa made the announcement as forecasters said the precipitation would continue for the rest of the week.   The Paraguay River, which runs some 1,000 kilometres north to south and splits the country in two, is expected to continue overflowing.

A 90-day emergency was declared in Asuncion on Wednesday due to the flooding. Hardest-hit are some 5,000 families living in the Banado Sur working-class neighbourhood on the city outskirts.   The people affected by flooding "need sheet metal roofing, wood, and all types of help," a municipal official told AFP.   The Paraguay River flows past Asuncion and eventually merges into the Parana River in Argentina.   "We did not expect it to swell so quickly," said Pablo Ramirez, a resident of Banado Sur, a neighbourhood in the capital, dismayed after returning to his home after he left it one month ago due to flooding.

Ramirez, who relies on crutches to get around following a car accident, said that he will not leave home this time. The flooding "will go by quickly," he said optimistically.   Pedro Velasco, the leading neighbourhood Catholic priest, said that one week ago they warned emergency officials that the river was about to overflow and asked for trucks to deliver aid and help evacuate people.   "They didn't move until Monday, but by then it was already too late and they couldn't come in" because of the flooding, Velasco said.   Roa said that his office will deliver 400,000 of food in the next days in coordination with the Paraguayan military.

Patients who present with febrile symptoms and who reside in the area where the 1st positive case was reported positive request tests for hantavirus [infection]. Until now there are 5 cases, 3 were positive in initial laboratory tests and 2 are suspect cases that will be tested outside [the country] because the Central Laboratory does not do confirmatory tests.

The febrile cases of residents in Capiata [Central department], the area where the 1st cases of hantavirus occurred, are adding up and now Health Surveillance has reported 2 more suspected cases, all children between 2 and 7 years old living in the same city; community intervention continues in search of possible cases.

The 1st cases confirmed in a private laboratory remain hospitalized in intensive care and the others who have improved are now receiving ambulatory treatment, stated Dr Sandra Irala of Health Surveillance.

"The clinical picture of hantavirus [infection] is that of a patient with a temperature above 38 deg C [100.4 deg F] and respiratory difficulty is another characteristic in the endemic area such as that of Chaco. In the non-endemic area [hantavirus infection] is suspected if the patient presents with fever and other possible causes are eliminated," the doctor indicated in a press conference.

The rodents that transmit the hantavirus do not inhabit urban areas and the way in which the disease [virus] is acquired is through contact with excreta and other secretions such as saliva and urine of these [infected] rodents.

Irala pointed out that the cases that are initially positive should have a cross-section of studies for final confirmation, so the samples were sent to Argentina, where there is a reference laboratory for the detection of this type of virus.

The person acquires the virus by inhaling air contaminated with the virus that is transported through dust particles, which is why it is recommended before cleaning, especially of storage buildings, to open doors and windows to ventilate the environment and moisten the soil to before proceeding with the sweeping.

The possibility of acquiring a hantavirus [infection] is if you have a history of having visited the Chaco area or if you were in a country that registers outbreaks of hantavirus, such as southern Argentina.

The disease has a 30% mortality rate and in Paraguay every year about 20 cases are registered, all in the Chaco region.

Alerting symptoms

The symptoms of hantavirus [infection] are similar to other infectious diseases and include fever, headache, and gastrointestinal problems and, according to the development and the seriousness of the case, the patient may present with respiratory manifestations.

Before the appearance of any of these or other symptoms [the Ministry of Health] urges the public to go to the nearest health service to make the appropriate diagnosis and appropriate treatment. Under no circumstances should self-medication be used as this could aggravate the picture and obstruct the actual diagnosis of the disease.

[The active surveillance efforts in the neighborhood of the initial case has detected more patients now with a total 3 confirmed and 2 suspected. The tests used in the private laboratory to determine that 3 cases as confirmed are not indicated, nor if samples of these 3 cases were sent to the reference laboratory in Argentina for confirmation.

Most of the previous cases of hantavirus infection in Paraguay have been diagnosed in Boqueron department in the north western part of the country. This is the 1st report of hantavirus infections in the Central department of Paraguay. The possible hantavirus involved in this suspected case is not stated. A 2011 report indicated that Leguna Negra hantavirus was responsible for hantavirus pulmonary syndrome (HPS) cases in Presidente Hayes department. Activities centred on strengthening epidemiological surveillance, robust case management, and a public information campaign on the diagnosis, treatment, and prevention of malaria to promote behaviour change among populations in at-risk areas.

Integration

During 2015 and 2016, as part of a broader health reform, malaria surveillance, diagnosis, and treatment activities were integrated within Paraguay's general health services, with the aim of expanding health coverage to at-risk populations and preventing re-establishment.

Strengthening surveillance skills
---------------------------------
A 3-year initiative to hone the skills of front-line health workers in the country's 18 health regions was launched in 2016 to keep the malaria surveillance system sustainable over the long term. Supported by The Global Fund to Fight AIDS, Tuberculosis and Malaria, the project addresses disease prevention, identification of suspected cases, accurate diagnosis and prompt treatment to respond to the on-going threat of malaria importation from endemic countries in the region and Africa.

- How has Paraguay managed to stay malaria-free since 2012? What are the systems in place that made this possible and how long will the country keep those systems operational?
As part of the WHO elimination certification process, countries must demonstrate that they have the capacity to prevent the re-establishment of malaria transmission. The availability of free universal health services in Paraguay and a strong malaria surveillance system ensure imported cases of malaria are detected and responded to in a timely manner to prevent local transmission.

The inclusion of the national malaria programme within the National Malaria Eradication Service (SENEPA, in the Spanish acronym), the institution within the ministry of health responsible for the control of vector-borne diseases, helps guarantee the programme's future existence.

Further, congressional legislation provides predictable and long-term financing for the national malaria programme: by law, 1.5 percent of annual income from Paraguay's social security programme is allocated to SENEPA. Together, these elements ensure that efforts to prevent the re-establishment of malaria transmission can be sustained in the decades to come.

- What are the benefits of malaria elimination for Paraguay?
Eliminating malaria in Paraguay means that no one will fall ill or die from local transmission of the disease, bringing about tangible health benefits at the individual and community levels, as well as broader socio-economic outcomes.

- What role did national leadership, political will, civil society and international partners play in Paraguay's success?
Eliminating malaria is a collective effort, requiring the sustained engagement of many partners at the national, regional and global levels. However, achieving elimination is a country-driven process. For elimination efforts to succeed, government stewardship is essential, together with the engagement and participation of affected communities.

- Does Paraguay coordinate cross-border surveillance activities to prevent importation of malaria cases and do they provide antimalarial treatment to visitors and migrants?
Paraguay provides free treatment to all citizens, visitors, and migrants, regardless of their nationality or residency status. The national malaria programme has identified 3 populations at greatest risk: the military, Brazilian students attending universities in Paraguay, and Paraguayans travelling to Africa. Targeted interventions include strengthening passive detection systems, promotion of health education, and providing prophylaxis to travellers heading to and returning from malaria-endemic regions in Africa.

To step up cross-border collaboration, the Pan American Health Organization (PAHO) funded a project focused on strengthening entomological surveillance and control of vector-borne diseases in the 'triple border' area of Argentina, Brazil, and Paraguay. A key outcome of the project, which ran from 2010 to 2012, was the development of an _Anopheles_ mosquito range map, a tool that shows the geographic distribution of malaria-carrying mosquitoes.

- What are the lessons learned from Paraguay's experience that can be applied in other countries looking to eliminate malaria?
Paraguay provides universal free health services to all, one of the critical elements that helps drive a country towards malaria elimination. Sustained political commitment and robust financial support are further keys to success. Continued surveillance of suspected cases, targeted community engagement and education, as well as strengthening skills of front-line health workers, are recommended strategies that WHO encourages countries to adopt as part of their national malaria elimination programmes.
 
- Is Paraguay replicating its elimination strategy with other infectious and mosquito-borne diseases?
Paraguay has an integrated approach to entomological surveillance activities, taking into account several vector-borne diseases including dengue, leishmaniasis, and Zika virus. Integration of malaria surveillance into the general health system had been a challenging task in Paraguay, but the lessons and experiences learned from other vector-borne diseases have contributed to the smooth integration and transition of the malaria programme. At the same time, the approach used to eliminate malaria is now being applied to eliminate Chagas disease and schistosomiasis.

- Niue Island. 20 Jul 2012. Two tourists visiting Niue have been taken to hospital with dengue fever. More than 100 people, or about 8 percent of the population, are believed to be suffering from the fever, and visitors are being warned to use insect repellent during early morning and evening. Dengue, which does not often occur on Niue, has been afflicting  the island since February [2012]. It was originally confined to a small area of Niue's main village but has now spread throughout the island. One local man recently died from a serious form of the virus.

- Niue Island. 24 Apr 2012. The Niue Health Department says it believes the dengue outbreak has peaked. The department says there have been 47 recorded cases of dengue fever, but only one case has been picked up in the last 7 days. The Acting Director of Health, Manila Nosa, says it's a relief to see the wane in cases, but it's too early to say that dengue is completely gone. He said that there has been a lot of rain lately, and it's hoped this won't contribute to a further spread.

- Niue Island. 12 Apr 2012. Health authorities on Niue are confident that they are on top of the latest dengue outbreak that has infected 20 people to date. The chief medical officer, Dr Eddie Akau'ola, says this outbreak began about 3 weeks ago but they believe they have been able to contain it. He says it is peaking now and they expect a decline in a week or 2. Dr Akau'ola says none of the cases have been too serious.

ALOFI, Niue, July 23, 2011 (AFP) - In a once-thriving village on the Pacific island of Niue, homes lie abandoned, their stucco-clad walls mildewed and crumbling as the jungle slowly reclaims them. "These villages used to be bustling with people -- now you go there in the afternoon and there's no one," says the Niue Tourism Authority chairman Hima Douglas. The number of people living on the lush coral atoll, about 2,500 kilometres (1,550 miles) northeast of New Zealand, has been declining for decades as inhabitants seek a better life overseas.

The population, which peaked at more than 5,000 in the mid-1960s, has dwindled to just 1,200, according to a New Zealand parliamentary report, raising doubts about the island nation's economic viability.  Douglas said a major cyclone in 2004, which destroyed much of Niue's infrastructure, accelerated the exodus, and the threat of future natural disasters was discouraging people from returning. "Of course it's concerning but it's not something we can do too much about until we can build an economy that will give them the confidence to come back," Niue's Premier Toke Talagi told reporters this month. "There aren't simple and easy answers to people leaving. We've got to build a strong economy and hope to attract them back." Known locally as "The Rock", Niue was settled by Polynesian seafarers more than 1,000 years ago and the palm-dotted island's name in the local language means "behold, the coconut".

The British explorer captain James Cook tried to land there three times in 1774 but was deterred by fearsome warriors, eventually giving up to set sail for more welcoming shores and naming Niue "savage island" on his charts. But modern day Niueans are desperate for visitors, with Talagi unveiling plans this month to turn it into a boutique tourism destination in a bid to put his nation on a sound economic footing. Using aid from New Zealand, with which Niue has a compact of free association giving its people dual citizenship, Talagi has overseen construction of a new tourism centre and expansion of the island's Matavai Resort.

Paths have also been cut through the jungle to give visitors access to swimming spots on the rugged limestone coastline, and cruise liners are being encouraged to include Niue on their itineraries. "We can become self-sustaining in the long term (and) reduce New Zealand assistance to Niue," Talagi said, estimating that visitor numbers could quadruple to 20,000 a year in the next decade. Addressing a visiting delegation of New Zealand business executives this month, Talagi acknowledged doubts about the nation's ability to meet the challenge. "I know some of you are a bit sceptical about our ability to become self sustaining... (but) tourism is not going to fail and I don't expect it to fail given the numbers that are being generated," he said.

The New Zealand parliamentary report, released last December, estimates that about 50,000 Niueans and their children now live in Australia and New Zealand, creating a shortage of skilled labour in one of the world's smallest states. "Niue is caught in a vicious cycle, with its economic difficulties both exacerbated by, and reflected in, the long-term decline of its population," it said, adding that 40 years of New Zealand aid "has yielded almost no return". The report's authors suggested Niue should concentrate on promoting itself as a retirement destination for elderly New Zealanders, who could help revitalise the economy. "The climate is excellent, existing buildings could be brought into service, and health facilities are satisfactory," it said. "Retirees would bring steady cash flow and contribute to stable employment options."

Asked about the suggestion, Talangi said "we'll look at everything", although one long-time resident, who asked not to be named, was unenthusiastic at the prospect. "How depressing to think that we might be turned into a major geriatric ward," she said. "Not that I have anything against old people, mind." Another resident said that whatever steps Niue took to improve its economy must result in major changes, pointing out people could earn more by moving to New Zealand and claiming unemployment benefits than working on the island. "It's pretty hard when your cuzzies (cousins) call you and say 'we're getting more on the dole in Auckland than you're getting paid'," he said.

Angola - US Consular Information Sheet

COUNTRY DESCRIPTION:
Angola is a large, developing country in south-west central Africa.
The capital city is Luanda.
Portuguese, the official language, is widely spoken through
ut the country.
Despite its extensive oil and mineral reserves and arable land suitable for large-scale production of numerous crops, Angola has some of the world's lowest social development indicators.
Development was severely restricted by a 27-year long civil war that broke out upon independence in 1975, which destroyed the majority of the country's infrastructure.
Since the conflict's conclusion in 2002, the government has initiated extensive infrastructure reconstruction and development projects, and there are growing signs of economic recovery.
However, Angola still faces challenges with its infrastructure and with providing government services, especially in basic social services, aviation and travel safety, accommodation availability and quality and communications. Facilities for tourism, particularly outside the capital of Luanda, are often rudimentary. Read the Department of State Background Notes on Angola for additional information.
ENTRY/EXIT REQUIREMENTS:
A passport and visa are required and must be obtained in advance.
An International Certificate of Vaccination is required.
Visitors should allow several weeks for the processing of their visa application.
Angola does not issue airport visas.
Persons arriving without visas are subject to arrest or exclusion.
Travelers may also encounter delays if they do not have at least one completely blank visa page in their passports for entry stamps.
As of November 1, 2007, Angola no longer requires travelers to have an exit visa.
Travelers whose international immunization cards do not show inoculations against yellow fever within the past ten years may be subject to exclusion, on-the-spot vaccination, and/or heavy fines.
Visitors remaining in Angola beyond their authorized visa duration are subject to fines and arrest.
It is illegal to attempt to carry local currency out of Angola and persons found attempting to carry local currency out of Angola are subject to having this currency confiscated by customs officers.

SAFETY AND SECURITY:
The overall security situation in Angola has improved markedly since the end of the civil war; however, Americans should still exercise caution when traveling in Angola.
Although the war has ended, ground travel throughout Angola can be problematic due to land mines, which were used extensively during the war.
Travelers should not touch anything that resembles a mine or unexploded ordinance.
Frequent checkpoints and poor infrastructure contribute to unsafe travel on roads outside of the city of Luanda.
Police and military officials are sometimes undisciplined, but their authority should not be challenged.
Travel in many parts of Luanda is relatively safe by day, but car doors should be locked, windows rolled up, and packages stored out of sight.
Visitors should avoid travel after dark, and no travel should be undertaken on roads outside of cities after nightfall.

Americans located in, or planning to visit, the northern province of Cabinda should be aware of threats to their safety outside of Cabinda city.
In 2007 and 2008 armed groups specifically targeted and attacked expatriates in Cabinda; these armed attacks resulted in the rape, robbery and murder of a small number of expatriates working in Cabinda.
Those responsible have declared their intention to continue attacks against expatriates.
Occasional attacks against police and Angolan Armed Forces (FAA) convoys and outposts also continue to be reported.
These incidents, while small in overall numbers, have occurred with little or no warning.
American citizens are, therefore, urged to exercise extreme caution when traveling outside of Cabinda city and limit travel to essential only.

Americans are advised to undertake only essential travel to Lunda North and South provinces.
As the government of Angola is sensitive to the travel of foreigners in the diamond producing areas of the provinces, proper permission and documentation is required to frequent these areas.
One can be subject to restriction or detention.
There have been reports of crime or banditry in these areas, especially on roads leading into these areas.

Visitors to Angola are advised not to take photographs of sites and installations of military or security interest, including government buildings, as this can result in fines and possibly arrest.

CRIME:
Crime is a serious problem throughout Angola.
While most violent crime occurs between Angolans, foreigners have occasionally been attacked as well.
Street crime is a regular occurrence in Luanda.
The most common crimes are pick-pocketing, purse-snatching, vehicle theft, and vehicle break-ins.
Armed muggings, robberies, and carjacking involving foreigners are not frequent but do occur.
Americans are advised to avoid Roque Santeiro and Rocha Pinto, and to only travel the “Serpentine Road” in front of the U.S. Embassy by car.
In general, movement around Luanda is safer by day than by night.
Touring after dark should be avoided.
Police and military officials are sometimes undisciplined, but their authority should not be challenged.
Air travelers arriving in Luanda are strongly advised to arrange reliable and secure ground transportation in advance; there is no regular taxi service.
American citizens are advised to avoid the use of the public transportation known as “candongueiros” or “taxistas”; these multi-passenger vans are largely unregulated and often dangerous.

Motorists should stop at all police checkpoints if so directed.
Police officers may solicit bribes or request immediate payment of "fines" for alleged minor infractions.
American citizens asked for bribes by the police should politely ask the traffic police to write them a ticket if the police allege a moving violation.
If the police officer writes the ticket, then the motorist would pay the fine at the place indicated on the ticket.
If no moving violation is alleged and the officer is asking for a bribe, the motorist should, without actually challenging the officer's authority, politely ask the officer for his/her name and badge number.
Officers thus engaged will frequently let motorists go with no bribe paid if motorists follow this advice.
Motorists are reminded to have all proper documents in the vehicle at all times (i.e. vehicle registration, proof of insurance, and driver's license), as the lack of documentation is a violation and can also be a reason an officer would solicit a bribe.
Local law requires that every driver in Angola have the proper permission to drive.

Police are not always responsive to reports of crime or requests for assistance.
Most police are on foot and are assigned to designated stationary posts.
The Rapid Intervention Police (PIR) unit is frequently seen patrolling various areas of the city.
This unit, which is well trained and organized, will respond to major criminal incidents.

There have been police operations against illegal aliens and private companies resulting in deportation of illegal resident foreign nationals and loss of personal and company property.
Independent entrepreneurs in Angola should carry relevant immigration and business documents at all times.

Travelers should be alert to fraud occasionally perpetrated by Luanda airport personnel.
Immigration and customs officials sometimes detain foreigners without cause, demanding gratuities before allowing them to enter or depart Angola.
Airport health officials sometimes demand that passengers arriving without proof of current yellow fever vaccination accept and pay for a vaccination at the airport.
Travelers are advised to carry their yellow fever vaccination card and ensure their yellow fever vaccine is up-to-date.
If travelers forget to bring their yellow fever vaccination card and do not wish to receive the vaccine offered at the airport, they should be prepared to depart the country on the next available flight.
Searches of travelers' checked baggage is common; travelers are advised to take precautions against this possibility.
Travelers should also be aware that criminals sometimes attempt to insert items into baggage at the airport, particularly for flights from Luanda to South Africa.
It is important that travelers maintain control of their carry-on baggage at all times, and if they believe something has been inserted into their baggage, they should report the incident immediately to airport authorities.
INFORMATION FOR VICTIMS OF CRIME:
The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate.
If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance.
The Embassy/Consulate staff can, for example, assist you to find appropriate medical care, to contact family members or friends, and explain how funds could be transferred.
Although the investigation and prosecution of crimes are solely the responsibility of local authorities, consular officers can help you to understand the local criminal justice process and to find an attorney if needed.

In addition to reporting crime to local police and the U.S. Embassy in Angola, victims of crime who are residing in Angola are also encouraged to report the crime to the security department of their employer.
Short-term visitors are encouraged to report the crime to the management of the hotel where they are staying if the crime occurred in or near the hotel.
The local equivalent to the “911” emergency line in Angola for police is 113; for fire fighters: 115, and for ambulance services: 112.

MEDICAL FACILITIES AND HEALTH INFORMATION:
Medical facilities and services are available in Angola, but are limited and often do not meet U.S. standards.
Adequate care for medical emergencies is limited to Luanda, where there are some good private clinics that usually have a 24-hour service provided by a general practice physician and with specialists on call.

Routine operations such as appendectomies can be performed.
Local pharmacies provide a limited supply of prescriptions and over-the-counter medicines/drugs.
Travelers are, therefore, urged to carry with them an adequate supply of properly-labeled medications they routinely require for the duration of their projected stay in Angola.
Malaria is endemic in most areas of Angola.

An outbreak of Marburg hemorrhagic fever, a severe and often fatal disease, occurred in Uige province in the spring of 2005; however, on November 7, 2005, the Ministry of Health of the Republic of Angola and the World Health Organization (WHO) declared that the Marburg outbreak in Angola had ended.
This announcement came after 45 consecutive days without a new case of the illness.

TRAFFIC SAFETY AND ROAD CONDITIONS:
While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States.
The information below concerning Angola is provided for general reference only, and may not be totally accurate in a particular location or circumstance.
Since the end of the civil war in 2002, overland access to the interior has increased.
However, fighting in most of the country damaged or destroyed many roads and bridges, and services for motorists outside urban areas cannot be counted on.

Road travel can be dangerous, especially during the rainy season (October - March), which can cause large potholes and erosion and due to the presence of landmines.
Road conditions vary widely outside the capital from acceptable paved surfaces to virtually impassable dirt roads, particularly secondary routes.
Many secondary roads, including secondary roads in urban areas, are impassable during the rainy season.
Overloaded, poorly marked, and disabled vehicles, as well as pedestrians and livestock, pose hazards for motorists.
Ground travel in rural areas should be undertaken during daylight hours only.
Landmines also pose a continuing hazard to travelers.
Many areas were heavily mined during the war, including roads, bridges, and railroad tracks.
Areas with suspected landmines are generally clearly marked and travelers should heed these warnings.
Primary roads are considered to be landmine free in most provinces, but travelers should not venture far from the margins of the road.
Extensive government, commercial, and NGO demining projects continue throughout the country.

Traffic in Luanda is heavy and often chaotic, and roads are often in poor condition.
Few intersections have traffic lights or police to direct vehicles.
Drivers often fail to obey traffic signals and signs, and there are frequent vehicle breakdowns.
Itinerant vendors, scooters and pedestrians often weave in and out of traffic, posing a danger to themselves and to drivers.
Most public transportation, including buses and van taxis, should be avoided as the vehicles are generally crowded and may be unreliable.

AVIATION SAFETY OVERSIGHT:
As there is no direct commercial air service to the United States by carriers registered in Angola, the U.S. Federal Aviation Administration (FAA) has not assessed Angola’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards.

The U.S. Embassy in Luanda prohibits its employees from using TAAG, Angola’s national airline, for domestic or international flights due to concerns regarding safety and maintenance.
SPECIAL CIRCUMSTANCES:
Customs Regulations:
Angolan customs authorities may enforce strict regulations concerning temporary importation into or export from Angola of sensitive items including firearms, antiquities, and currency.
It is advisable to contact the Embassy of Angola in Washington, DC or one of Angola's consulates in the United States for specific information regarding customs requirements.

Financial Transactions:
Angola is generally a cash-only economy; neither traveler’s checks nor credit cards are used outside the capital of Luanda.
In Luanda, credit cards are accepted in extremely limited circumstances, namely large hotels.
Although, in April 2007 a major campaign was launched to expand credit card acceptance this effort has yet to expand beyond the capital city.
In general, Automated Teller Machine’s (ATM’s) are only accessible to those individuals who hold accounts with local banks.
Dollars are generally accepted in all provincial capitals; travelers should carry a sufficient supply of U.S. dollars with them.
Only the newer series U.S. dollar bills (with large faces) are accepted.
U.S. dollars can be converted to local currency at exchange businesses authorized by the Angolan government.
Angolan currency (the Kwanza) may not be taken out of the country and travelers, who attempt to carry currency out of Angola, are subject to having the currency confiscated.

Personal Identification: U.S. citizens are encouraged to carry a copy of their U.S. passports with them at all times so that, if questioned by local officials, proof of identity and U.S. citizenship is readily available.
The Consular Section of the U.S. Embassy in Luanda can prepare copies of American passports at no charge for individuals who register with the Embassy.
To avoid the risk of theft of or confiscation of original documentation, the U.S. Embassy recommends that Americans keep their passport in a secure place and carry a copy to avoid the possibility of authorities confiscating identity and travel documents.

Labor Disputes: American performers traveling to Angola to perform in concerts and/or other events should be aware that there have been several serious allegations made against talent agencies making arrangements for foreign performers.
These allegations include, among other things, several charges of breach of contract and the forcible retention of passports and persons.
Performers should assure themselves of the reputation of any agency they may contract with before traveling.
Many find it useful to contact performers who have previously worked in Angola and are familiar with agencies in Angola.
Persons experiencing any incidents of this nature in Angola should report these to the local Angolan police and the U.S. Embassy.

Long Delays in Renewal of Visas: U.S. citizens who opt to renew their work or other visa while in Angola should expect delays of 2-10 weeks or more, during which time the Angolan immigration authorities will retain one's passport and one will not be able to travel.
U.S. citizens are advised to plan accordingly, and if travel during this time cannot be avoided, one should apply for a second U.S. passport PRIOR to turning over the primary passport to Angolan authorities for visa renewal.
To apply for a second U.S. passport, you must write a letter explaining the need for the second passport, as well as meet all the requirements for a normal application for passport renewal, including being able to show a current valid passport.
Receiving a second passport will take 7-10 business days.
Expatriates who stay beyond their visa expiration date are subject to steep fines.

Hotel Availability:
Hotels are limited in Angola, and demand for the limited number of rooms is high.
Hotels are often booked months in advance, especially in the capital city of Luanda.
Only a few large hotels in Luanda accept credit cards; hotels in the provinces generally do not accept credit cards.
Adequate hotels are found in most provincial capitals, but some provide limited amenities.

CRIMINAL PENALTIES:
While in a foreign country, a U.S. citizen is subject to that country's laws and regulations, which sometimes differ significantly from those in the United States and may not afford the protections available to the individual under U.S. law.

Luanda, April 6, 2020 (AFP) - Angola on Monday deployed a special police unit in armoured vehicles to patrol Luanda streets to enforce anti-coronavirus regulations as people continued to venture outside despite restrictions on movement.   President Joao Lourenco declared a state of emergency in the southwest African country last month to halt the spread of the deadly virus -- banning travel, meetings and public activities with the aim of keeping people indoors.

But few have adhered to the new rules, prompting the government to reinforce patrols, rolling out its rapid intervention police force.   The special police unit, which is deployed in emergency situations, patrolled the seaside capital on Monday aboard black armoured vehicles.   "Security measures have been reinforced because the population has not conformed to the lockdown (implemented) under the state of emergency," Luanda police spokesman Mateus Rodrigues said over national radio.

Angola has so far detected 14 cases of the novel coronavirus and recorded two deaths -- a relatively low figure compared with other countries in the southern Africa region.   But governments across the continent have scrambled to shut their borders and restrict movement in a bid to prevent further spread.   On Friday, Interior Minister Eugenio Laborinho said the police were not out "to please (people) or to distribute chocolates".

Despite the restrictions, many Angolans view earning money, finding food and fetching water as legitimate reasons to leave home.   "Police beat anyone who leaves the house without valid reason," said Luanda resident Francisca Daniela.    "I was hit yesterday," she complained. "The only reason I am still leaving (the house) today is because I have to buy something for my children to eat."   Police have arrested several hundred people for defying the restrictions since the state of emergency came into effect on March 27.

Luanda, March 29, 2020 (AFP) - Angola has recorded its first two deaths from coronavirus, out of the seven confirmed cases in the southwestern African country, health minister said Sunday.   "We now have seven confirmed cases and unfortunately two people lost their lives between last night and this morning," Health Minister Silvia Lutucuta told a news conference.   The fatalities were both Angolan citizens -- a 59-year-old, who was regularly resident in Portugal,but returned home on March 12 and a 37-year-old who had returned home from Lisbon the following day.

Luanda, Jan 9, 2020 (AFP) - Torrential rain in Angola has killed 41 people and caused widespread destruction, the government said on Thursday.   Twelve out of 18 provinces were hit by a violent downpour which began in the early hours of Monday and lasted late into the afternoon, Interior Minister Eugenio Laborinho said in a statement.   Forty-one people died and more than 300 homes were destroyed by flooding, he said.   "In recent days we have been witnessing heavy rainfall, causing flooding, destruction of infrastructure and plantations," he said.   More than 2,000 families had been affected, said Laborinho, warning that drinking water and electricity supplies had been cut off in some areas.    The rain comes on the heels of a severe regional drought caused by years of erratic rainfall and record-high temperatures.

Luanda, Jan 6, 2020 (AFP) - At least five people were killed in Angola after a vehicle drove over a landmine in the northeast, the government said on Monday.   More than one million landmines were planted during Angola's 27-year war, which started after the southwest African country's independence from Portugal in 1975.   After the war, Angola pledged to eradicate landmines by 2025.    But more than 1,200 minefields remain to be cleared and hidden explosives continue to claim lives.

The latest incident took place in the province of Lunda Sul late on Sunday, when a land cruiser carrying 13 men struck a landmine between the towns of Cacolo and Alto Chicapa.   "(The vehicle) set off a suspected antitank mine, leaving five people dead at the scene and eight seriously injured," said the interior ministry in a statement.

The wounded were rushed to the provincial hospital, 145 kilometres (90 miles) away from the explosion.   Driver Antonio Perreira said he was confused about how a landmine had remained hidden on a such a well-travelled route.    "Many cars drive along this road," Perreira said from his hospital bed. "I do not know how it happened. We set off the mine and a lot of people died."   Landmines in Angola have injured between 40,000 and 60,000 people, according to government estimates.

The last deadly blast recorded before Sunday's incident took place in the southern Cunene province, where five people were killed in October 2019.     Angola's landmines drew international attention in the late 1990s, after Britain's late Princess Diana famously walked across a cleared minefield near the central city of Huambo.

Diana's son Prince Harry returned to the area in September last year as part of an official visit to the region -- echoing his mother's calls for action.   But Angola's government has since complained about lack of funding for mine-clearing work and warned that meeting its 2025 target would be "difficult".

COUNTRY DESCRIPTION:
Sudan is a diverse, developing country in northeastern Africa. The capital city is Khartoum. The civil war between the northern and southern regions, which began in 1
83, ended in 2005. A multi-party conflict continues in the west in Darfur, and the armed Ugandan group known as The Lord’s Resistance Army is present in the south. Security conditions are adverse in these and some other regions. Transportation networks and other forms of infrastructure are poor and do not meet western standards. Even where available, water and electric services suffer frequent outages. Read the Department of State Background Notes on Sudan for additional information.

ENTRY/EXIT REQUIREMENTS: The Government of Sudan requires all travelers to present a passport and an entry visa. Most travelers must obtain the entry visa before arrival; only American citizens who also possess a Sudanese national identification document (such as a Sudanese passport or national identification card) may apply for an entry visa at Khartoum International Airport. The Government of Sudan routinely denies visas to travelers whose passports contain visas issued by the Government of Israel or other evidence of travel to Israel such as exit or entry stamps.

Travelers must obtain an exit visa before departure from Sudan as well as pay any airport departure tax not included in the traveler’s airline ticket. Travel permits issued by the semi-autonomous Government of Southern Sudan (GOSS) or by the South Sudan Relief and Rehabilitation Commission (SSRRC) are not adequate for entry to the country, although travelers may find these documents useful to present to local authorities when in the south. Personal baggage, including computers, is routinely searched upon arrival to and departure from Sudan. The authorities will seize material deemed objectionable, such as alcohol or pornography, and may detain or arrest the traveler. Travelers intending to bring electronic items should inquire about entry requirements when they apply for a visa; restrictions apply to many devices, including video cameras, satellite phones, facsimile machines, televisions, and telephones. Travelers are not allowed to depart Sudan with ivory, some other animal products, or large quantities of gold.

All visitors must register with the authorities within three days of arrival. Travelers must register within 72 hours of arrival in Sudan at the Ministry of Interior. All foreigners traveling more than 25 kilometers outside of Khartoum must obtain a travel permit from the Ministry of Humanitarian Affairs in Khartoum. This applies to all travel, including private, commercial, and humanitarian activities. Americans risk detention by Sudanese authorities when traveling more than 25 kilometers outside of Khartoum without a travel permit issued by the Ministry of Humanitarian Affairs. Travelers must register again with the police within 24 hours of arrival. The government requires a separate travel permit for travel to Darfur. These regulations are strictly enforced and even travelers with proper documentation may expect delay or temporary detention from the security forces, especially outside the capital. Authorities expect travelers to strictly respect roadblocks and other checkpoints.

Travelers who wish to take any photographs must obtain a photography permit from the Government of Sudan, Ministry of Interior, Department of Aliens.

SAFETY AND SECURITY:
On January 1, 2008, unknown assailants shot and killed two U.S. Embassy employees - an American USAID officer and a Sudanese national driver. Terrorists are known to operate in Sudan and continue to seek opportunities to carry out attacks against U.S. interests. Terrorist actions may include suicide operations, bombings, or kidnappings. U.S. citizens should be aware of the risk of indiscriminate attacks on civilian targets in public places, which include tourist sites and locations where westerners are known to congregate, and commercial operations associated with U.S. or Western interests. Terrorists are known to have targeted both official facilities and residential compounds. Anti-American sentiment is prevalent and Americans should exercise utmost caution at all times.

The U.S. Embassy’s ability to provide consular services in Sudan, including emergency assistance, is severely limited. Many areas outside the capital of Khartoum are extremely difficult to access.

Travel in many parts of Sudan is hazardous. Outside the major cities infrastructure is extremely poor, medical care is limited, and very few facilities for tourists exist.

Conflict among various armed groups and government forces continues in western Sudan, in the states of North Darfur, South Darfur, and West Darfur. Banditry and lawlessness are also common in the west. Many local residents are in camps for internally-displaced persons, and receive humanitarian assistance for basic needs such as food, water, and shelter. Expatriate humanitarian workers have been the targets of carjackings and burglaries.

Land mines remain a major hazard in southern Sudan, especially south of the city of Juba. Visitors should travel only on main roads unless a competent de-mining authority such as the UN has marked an area as clear of mines. The armed Ugandan group known as The Lord’s Resistance Army is present along the southern border and reportedly has announced it will target Americans.
Occasional clashes between armed groups representing communal interests continue to occur in the centrally-located states of Upper Nile, Blue Nile, and Bahr al Ghazal. Banditry also occurs.
Sudan shares porous land borders with nine other countries, including Chad, the Central African Republic, Uganda, Democratic Republic of Congo, Ethiopia, and Eritrea. Conflict in these countries occasionally spills over into Sudan.

Americans considering sea travel in Sudan's coastal waters should exercise caution as there have been incidents of armed attacks and robberies by unknown groups in recent years, including one involving two American vessels. Exercise extreme caution, as these groups are considered armed and dangerous. When transiting in and around the Horn of Africa and/or in the Red Sea near Yemen, it is strongly recommended that vessels convoy in groups and maintain good communications contact at all times. Marine channels 13 and 16 VHF-FM are international call-up and emergency channels, and are commonly monitored by ships at sea. 2182 Mhz is the HF international call-up and emergency channel. Wherever possible, travel in trafficked sea-lanes. Avoid loitering in or transiting isolated or remote areas. In case of emergency, contact the nearest U.S. Embassy or Consulate. In the event of an attack, consider activating Emergency Position Indicating Radio Beacons.

CRIME: Crime is on the increase throughout Sudan. Additional security measures should be taken at places of residence to protect life and property. Anti-American sentiments can be found throughout the country. Americans should exercise caution by avoiding crowded public areas and public gatherings. Americans should avoid traveling alone. Report all instances of anti-American acts and crime targeting westerners to the American Embassy, and report incidents of crime to the Sudanese Police.

Americans should guard their backpacks or hand luggage. When traveling by air, travelers should maintain constant contact with their baggage and assure that they do not contain illicit items, such as alcohol or military ordinance. Americans have been removed from international airlines and detained when suspect items have been detected in checked baggage.

Carjacking and armed robbery continue to occur in western and southern Sudan. Sexual assault is more prevalent in the areas of armed conflict. Travelers who do not use the services of reputable travel firms or knowledgeable guides or drivers are especially at risk. Travel outside of Khartoum should be undertaken with a minimum of two vehicles so that there is a backup in case of mechanical failure or other emergency. Solo camping is always risky.

The Sudanese mail system can be unreliable. International couriers provide the safest means of shipping envelopes and packages, although anything of value should be insured.

INFORMATION FOR VICTIMS OF CRIME: The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate. If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance. The Embassy/Consulate staff can, for example, assist you to find appropriate medical care, contact family members or friends and explain how funds could be transferred. Although the investigation and prosecution of the crime is solely the responsibility of local authorities, consular officers can help you to understand the local criminal justice process and to find an attorney if needed.

MEDICAL FACILITIES AND HEALTH INFORMATION: Individuals with medical conditions which may require treatment are discouraged from traveling to Sudan. Medical facilities in Khartoum fall short of U.S. standards; outside the capital, very few facilities exist and hospitals and clinics are poorly equipped. Travelers must pay cash in advance for any medical treatment. Ambulance services are not available. Medicines are available only intermittently; travelers should bring sufficient supplies of needed medicines in clearly-marked containers.

Malaria is prevalent in all areas of Sudan. The strain is resistant to chloroquine and can be fatal. Consult a health practitioner before traveling, obtain suitable anti-malarial drugs, and use protective measures, such as insect repellent, protective clothing, and mosquito nets. Travelers who become ill with a fever or a flu-like illness while in Sudan, or within a year after departure, should promptly seek medical care and inform their physician of their travel history and the kind of anti-malarial drugs used. Officially, people with HIV are not granted a visa and are not permitted to enter Sudan. A negative HIV test result must be presented at a Sudanese embassy or at Khartoum airport in order to obtain a visa. However, anecdotal reports indicate this requirement is not enforced in practice. Please confirm this requirement with the Embassy of Sudan at www.sudanembassy.org.

TRAFFIC SAFETY AND ROAD CONDITIONS: While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States. The information below concerning Sudan is provided for general reference only, and may not be accurate in a particular location or circumstance.

Road conditions throughout Sudan are hazardous due to erratic driver behavior, pedestrians and animals in the roadways, and the lack of basic safety equipment on many vehicles. Only major highways and some streets in the cities are paved; many roads are narrow, rutted, and poorly maintained. Local drivers do not observe conventions for the right-of-way, stop in the road without warning, and frequently exceed safe speeds for road, traffic, and weather conditions. Driving at night is dangerous and should be avoided if possible; many vehicles operate without lights.

In the north and west, dust storms and sand storms, known locally as haboobs, greatly reduce visibility when they occur. Roads in these areas can be quickly covered with shifting sand at any season of the year. Roads in southern Sudan often are impassable during the rainy season, from March to October.
U.S. citizens are subject to the laws of the country in which they are traveling, including traffic laws. In Sudan vehicles have the steering wheel on the left side and drivers use the right side of the road.

Traffic from side streets on the right has the right-of-way when entering a cross street, including fast-moving main streets. Traffic on the right has the right-of-way at stops. Right turns on a red light are prohibited. Speed limits are not posted, but the legal speed limit for passenger cars on inter-city highways is 120 kph (about 70 mph), while in most urban areas the limit is 60 kph (about 35 mph.) The speed limit in congested areas and school zones is 40 kph (about 25 mph).

Many local drivers carry no insurance despite the legal requirement that all motor vehicle operators purchase third-party liability insurance from the government. Persons involved in an accident resulting in death or injury must report the incident to the nearest police station or police officer as soon as possible. Persons found at fault can expect fines, revocation of driving privileges, and jail sentences, depending on the nature and extent of the accident. Persons convicted of driving under the influence of alcohol face fines, jail sentences, and corporal punishment.

Americans may use their U.S. driver's licenses for up to 90 days after arrival in Sudan, and then must carry either an International Driving Permit (IDP) or a Sudanese driver's license. There are no restrictions on vehicle types, including motorcycles and motorized tricycles.

Public transportation is limited to within and between major urban areas. Passenger facilities are basic and crowded, especially during rush hours and periods of seasonal travel. Schedules are unpublished and subject to change without notice. Vehicle maintenance does not meet U.S. standards. There is routine passenger train service on the route from Khartoum to Wadi Halfa (on the border with Egypt) and to Port Sudan (on the Red Sea.) Bus service between major cities is regular and inexpensive. Intra-city bus service in the major urban areas is regular, but most buses and bus stops are privately-operated and unmarked. Taxis are available in the major cities at hotels, tourist sites, and government offices. The motorized rickshaws in common use in Khartoum are unsafe. Travelers are encouraged to hire cars and drivers from reputable sources with qualified drivers and safe vehicles. Irregularly-scheduled mini-buses provide some public transit to rural communities; many areas lack any public transportation.

AVIATION SAFETY OVERSIGHT: As there is no direct commercial air service to the United States by carriers registered in Sudan, the U.S. Federal Aviation Administration (FAA) has not assessed Sudan’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards. Enforcement of aviation safety standards in Sudan is uneven; civil aviation in Sudan continues to experience air incidents and accidents, including 5 crashes with at least 64 fatalities between November 8, 2007, and June 30, 2008. Incidents included engine failures, collapsed landing gear, and planes veering off the runway. Whenever possible, Americans traveling to Sudan despite the ongoing travel warning are advised to travel directly to their destinations on international carriers from countries whose civil aviation authorities meet international aviation safety standards for the oversight of their air carrier operations under the FAA’s International Aviation Safety Assessment (IASA) program. Adverse seasonal weather conditions, such as dust or sand storms in the north between April and June and severe rain storms in the south between March and October, cause frequent flight cancellations.

Two hijackings originated in Sudan in 2007; no passengers were harmed.

SPECIAL CIRCUMSTANCES: In November 1997, the U.S. imposed comprehensive financial and commercial sanctions against Sudan, prohibiting U.S. transactions with Sudan. Travelers intending to visit Sudan despite the Travel Warning should contact the Department of the Treasury, Office of Foreign Assets Control (OFAC), Office of Compliance, telephone 1-800-540-6322 or 202-622-2490, regarding the effect of these sanctions.

Travelers must be prepared to pay cash for all purchases, including hotel bills, airfares purchased locally, and all other travel expenses. Major credit cards, including Visa, MasterCard, or American Express, cannot be used in Sudan due to U.S. sanctions. Sudan has no international ATMs. Local ATMs draw on local banks only.

Travelers, including journalists, must obtain a photography permit before taking any photographs. Even with a photography permit, photographing military areas, bridges, drainage stations, broadcast stations, public utilities, slum areas, and beggars is prohibited.

Sudan is a conservative society, particularly in the capital and other areas where the Muslim population is the majority. Alcohol is prohibited by law and modest dress is expected. Loose, long-sleeved shirts and full-length skirts or slacks are recommended attire for women visitors. Women who are not Muslim are not expected or required to cover their heads. Men may wear short-sleeved shirts but short pants are not acceptable in public.

Khartoum, May 9, 2020 (AFP) - Sudan extended a curfew in and around the capital Khartoum for 10 days from Saturday as coronavirus cases mount, state media reported.    The Sudanese health ministry has so far reported 1,111 COVID-19 cases including 59 deaths, with Khartoum state hardest hit.

Authorities initially imposed a curfew in Khartoum for three weeks from April 18. With its twin city Omdurman, the capital has a population of more than five million.   "The health emergency committee decided to extend the curfew in Khartoum state starting Saturday and for 10 days," the official SUNA news agency reported late Friday.   Travel between the capital and other Sudanese states will be banned, the news agency added.

Since March, Sudan has imposed a state of emergency, shuttering schools and universities, and almost totally closing its borders.    The country's dilapidated healthcare system is already strained by acute shortages of medicines and medical supplies.    Last Sunday, the government announced that a minister of state in the transport and infrastructure ministry, Hashim Ibn Auf, had tested positive for the novel coronavirus.

Juba, May 7, 2020 (AFP) - South Sudan on Thursday announced the easing of restrictions to combat the coronavirus, including re-opening bars and restaurants and shortening a curfew, even as cases continue to rise.

South Sudan confirmed 16 new cases on Thursday, bringing the total to 90 in the country -- up from a total of six cases at the beginning of last week.    President Salva Kiir took the decision which will be effective "in 72 hours", according to Richard Laku, a member of the country's task force on the virus.

The measures include re-opening internal travel by air, land and river and allowing regional flights back to South Sudan, Laku said. Markets, shops, bars and restaurants will also be allowed to re-open.   Schools, mosques, churches and night clubs will remain shut, while sports activities and other public gatherings remain banned.

The curfew which had been from 7pm to 6am has been shortened to start only at 10pm.   The task force decided to maintain other measures such as requiring all travellers coming to and exiting South Sudan to present a certificate proving they are free of the virus.     It is unclear how this will work in practice given limited testing capacity and inconclusive evidence on immunity to the disease.   Motorbike taxis and rickshaws will once again be allowed to operate, while passenger buses and taxis are still only allowed to operate at half-capacity.

Laku said masks were mandatory in meetings, public places, and public transport.   South Sudan put in place the strict measures at the end of March, before it had registered a single case.   Rwanda, Uganda and Mauritius are among the countries in the region where measures have been relaxed, after they appeared to have flattened the curve of new cases.

On 3 Mar 2020, the Ministry of Health of South Sudan reported 2 presumptive positive cases of yellow fever in Kajo Keni County, Central Equatoria State, South Sudan. Both the cases were subsequently confirmed positive by plaque reduction neutralization testing (PRNT) at the regional reference laboratory, Uganda Viral Research Institute (UVRI) on 28 Mar [2020].

The cases were identified through a cross-border rapid response team investigation mounted in response to the recently declared outbreak in the bordering Moyo district, Uganda. During the investigation, the team collected 41 blood samples from 5 villages that were in close proximity to the bordering Moyo district, Uganda. Of the 41 individuals whose samples were collected, 9 (22%) had history of fever, but none had history of jaundice. The individuals represented a spectrum of occupations typical for the area (farming, forestry, homemaker, soldier). Most of the individuals investigated were between 20 and 45 years of age, and 18 (44%) of these individuals were female.

In addition, a rapid entomology survey in the villages found evidence of multiple mosquito breeding sites and abundant _Aedes_ species mosquitos (e.g., _ Aedes aegypti_, _Aedes albopictus_, _Aedes simpsoni_).

As of 28 Mar 2020, these are the only 2 cases (no deaths) that have been confirmed from Kajo Keji County.

South Sudan has experienced several yellow fever outbreaks in the past. The last outbreak was declared on 29 Nov 2018, in Sakure payam, Nzara County, Gbudue State when 3 laboratory-confirmed cases with no associated deaths was reported. To respond to the outbreak, a targeted reactive vaccination campaign was mounted in the affected area. Prior to this outbreak, in May 2003, a total of 178 cases with 27 deaths were reported in Imatong region, Torit County, South Sudan. A reactive vaccination campaign was mounted to respond to the outbreak in 2003.

Public health response
- The country rapidly mounted an in-depth multidisciplinary investigation in Kajo Keji County in response to the cross-border notification of the outbreak in Moyo, Uganda. The investigations included enhanced surveillance, active case finding and entomological surveys from 12-18 Feb [2020], supported by WHO country office and headquarters.
- Surveillance has been enhanced within the context of integrated disease surveillance and response (IDSR) through training of health workers and disseminating the yellow fever case definition to the health facilities to enhance case detection and reporting.
- The Ministry of Health, with support from the WHO Country office, has planned a reactive vaccination campaign in Kajo Keji County for which an International Coordination Group (ICG) request has been submitted.
- The Ministry of Health has also proposed implementation of preventive mass vaccination campaigns and introduction of yellow fever vaccination into the routine immunization schedule by 2022.

WHO risk assessment
Yellow fever is an acute viral haemorrhagic disease transmitted by infected mosquitoes and has the potential to spread rapidly and cause serious public health impact. Vaccination is the most important means of preventing the infection, which provides immunity for life.

The risk of ongoing and further transmission of yellow fever is concerning in South Sudan due to:
- Confirmed outbreak in the bordering area of Uganda, coupled with the continuous savannah and forest biome with common mosquito vectors and non-human primates;
- Gaps in surveillance and weaknesses in health services could delay rapid detection of additional yellow fever cases;
- Negligible population immunity;
- Ongoing resettlement in Kajo Keji including more than 13,200 returnees to the county primarily from Uganda in recent weeks represents an influx of new susceptible population to the county;
- The ongoing COVID-19 related controls on borders (air/land) is anticipated; however, as the borders between Democratic Republic of the Congo, Uganda and South Sudan are highly porous with substantial cross-border social and economic activities, risk of transmission cannot be excluded;
- The current rainy season, which started in early March, is anticipated to increase the vector burden in coming weeks, thereby increase the risk of ongoing yellow fever transmission.
- Close monitoring of the situation with active cross-border coordination and information sharing is needed.

Based on available information, WHO assesses the overall risk to be high at the national level and regional level.

WHO advice
South Sudan is classified as a high-risk country in the "Eliminate Yellow Fever Epidemics" (EYE) initiative. Epidemic spread of yellow fever is a risk in South Sudan, as the estimated overall population immunity is negligible with nearly 0% immunity in Kajo Keji County.

Vaccination is the primary means for prevention and control of yellow fever and provides immunity for life. In urban centres, targeted vector control measures are also helpful to interrupt transmission. The country plans to introduce yellow fever vaccination into the routine immunization program and complete preventive mass vaccination activities to rapidly boost population immunity. Expedited planning and implementation of these activities to protect the population will help avert risk of future outbreaks.

WHO recommends vaccination against yellow fever for all international travellers aged 9 months and above going to South Sudan, as there is evidence of persistent or periodic yellow fever virus transmission. Yellow fever vaccination is safe, highly effective and provides life-long protection. However, yellow fever vaccination is not recommended for infants aged 6 to 8 months, except during epidemics when the risk of yellow fever virus transmission may be very high. The risks and benefits of vaccination in this age-group should be carefully considered before vaccination. The vaccine should be used with caution during pregnancy or breastfeeding. However, pregnant or breastfeeding women may be vaccinated during epidemics or if travel to a country or area with risk of transmission is unavoidable. South Sudan also requires, as a condition of entry, a valid yellow fever vaccination certificate for travelers aged 9 months and above.

In accordance with the International Health Regulations (IHR 2005), 3rd Edition, the validity of the international certificate of vaccination against yellow fever extends throughout the life of the person vaccinated. The International Certificate of Vaccination becomes valid 10 days after vaccination. A single dose of WHO-approved yellow fever vaccine is sufficient to confer sustained immunity and life-long protection against yellow fever disease. A booster dose of the vaccine is not needed and is not required of international travellers as a condition of entry.

WHO encourage its Member States to take all actions necessary to keep travellers well informed of risks and preventive measures including vaccination. As a general precaution, WHO also recommends avoidance of mosquito bites. The highest risk for transmission of yellow fever virus is during the day and early evening. Travellers should be made aware of yellow fever symptoms and signs and instructed to rapidly seek medical advice if presenting signs and symptoms suggestive of yellow fever infection. Travellers returning to South Sudan who may be infected with possible high levels of the virus in the blood may pose a risk for the establishment of local cycles of yellow fever transmission in areas where the competent vector is present.

WHO does not recommend any restrictions on travel and trade to Republic of South Sudan on the basis of the information available on this outbreak.

SM sits beside her children in front of their makeshift home in a shanty community in South Sudan's capital Juba. Six of her children have died of various illnesses. She's got 3 left.  "The 1st one died at 9 months. Another one died at the age of 10 months. Another one died when he was crawling, about 3 months," she tells VOA.  Moni's story highlights a sad fact: Millions of children in South Sudan do not get routine vaccinations. They are vulnerable to preventable illnesses.

While South Sudan is currently free of the coronavirus pandemic alarming the global community, the country is battling a severe measles outbreak, with over 4700 confirmed cases and 26 deaths since January 2019.  The government of South Sudan has partnered with the World Health Organization, UNICEF, Gavi, the Vaccine Alliance and ONE, the anti-poverty campaign co-founded by Irish musician and celebrity-activist Bono, to carry out a nationwide measles vaccination drive that aims to reach 2.5 million children by April 2020.

The campaign was launched in February 2020 at the only paediatric medical facility in the entire country, Al-Shabbah Children's Hospital. Situated in the heart of Juba, it provides healthcare to more than 5000 people monthly, reaching some of the poorest people in the city.  "We need to boost the vaccination coverage to protect children against measles outbreaks," says Dr. Makur Matur Kariom, the Ministry of Health's undersecretary. "Unfortunately, in South Sudan, routine vaccination coverage against measles remains low at only 59 percent."

Public health specialists recommend coverage not to fall below 90 percent. It's crucial to maintain that standard for measles, which is highly infectious. With poor coverage, outbreaks reoccur.  "[Measles] can cause rashes, eye infection, respiratory infections, diarrhoea and even death," says Dr. Olushayo Olu, the WHO's South Sudan country representative.

One reason why childhood immunization coverage against measles is low in the country is due to the logistical challenges involved in keeping vaccines at near-freezing temperatures. It's not easy to do in South Sudan, the least electrified country in the world, where temperatures often soar above 40 C [104 F].  "We are able to keep these things at the correct temperature in the hospital here. That is the most important thing," says Dr. Felix Nyungura, the hospital's executive director. "Public electricity has not yet arrived in our place here. Although in some places, it is there. But now we are depending on solar power and electricity from a generator."

UNICEF is helping to restore what is known in healthcare terms as the cold-chain system, which was severely disrupted during the civil war that broke out in 2013.  "With the conflict, more than 50 percent of the cold chain equipment installed in the country was vandalized, and some of it looted," Dr. Patti Samuel, a UNICEF health specialist, tells VOA. He says UNICEF has installed cold-chain equipment, such as refrigerators, to run in about 55 percent of health facilities across the country.

South Sudan faces huge developmental challenges as a young nation mired in historic conflict, economic crisis, and grappling with rapid population growth. Only one percent of the government's 2019-2020 fiscal budget has been allocated to healthcare. In 2018, it was 2 percent.  "When your house is on fire, you just want to put out the fire, and, unfortunately, in South Sudan, the fire has been burning for so long and some of the basics of development have just not been prioritized," says Edwin Ikhuoria, ONE's Africa executive director.

He says governments in Africa do not adequately fund healthcare because politicians don't see it as a "sexy campaign," compared to other areas like infrastructure.  "But if health care is not well invested in, you're going to lose a lot in human capital," he says.

ONE tries to convince governments to increase domestic financing for primary healthcare and pushes for investments that help to end preventable childhood deaths.  Another reason immunization coverage is low is because people aren't informed. That's where community mobilizers like Agnes Anjack Alphonse come in. Volunteering for UNICEF, she's on the frontline in the effort to get the word out.  "Sometimes I knock on the doors," she says. "If they do not come, and I know that this house has kids, and they did not come, I'll go knock on the door. 'Hi, we are doing vaccine, why are you not coming?' They'll say, 'I'm busy.' I'll say, 'can I have your kids and I'll return them back?' They'll say it's OK."

Making the rounds in her neighborhood, she meets a mother whose daughter has not been vaccinated and gently persuades her to go to a medical facility. The efforts are paying off. Juba, March 13, 2020 (AFP) - The cattle rustlers were asleep, resting ahead of a raid, when automatic gunfire tore through their camp. Ambushed by rival herdsmen, encircled and outgunned, they were cut down, one by one.   Koba Ngacho was lucky. Shot three times and left for dead, the young rustler was found alive in the carnage, the bullets having missed his vital organs, and airlifted to Juba for surgery.   "I'm grateful to be alive," the 20-year-old told AFP as he was wheeled to one of the few operating theatres in South Sudan equipped to deal with complicated gunshot injuries.

In February, after months of protracted negotiations, President Salva Kiir and his rival Riek Machar joined forces in government, drawing a line under a long-running conflict that left around 380,000 people dead.    South Sudan's civil war may have been declared over. But armed violence has anything but slowed in the troubled young country awash with guns, and riven by ethnic turmoil.   Hospital wards overflow with young men like Ngacho -- not soldiers, but farmers and herdsmen disfigured by machine gun fire in brutal fighting over land, cattle and revenge.

These clashes between communities have surged even as violence between Kiir and Machar's forces has eased.   Thousands of armed men from the Nuer and Murle communities have been fighting in Jonglei, an eastern state, since February, leaving towns in ashes and untold dead and injured.   UN special envoy to South Sudan, David Shearer, who toured the conflict-ravaged region this month, said bodies were lying in the open and women and children had been abducted by both sides.

- 'Unconscionable' -
"This is unconscionable," he told reporters in Juba on March 9 after visiting Pibor, where 8,000 civilians -- mainly women, children and the elderly -- have sought shelter at a UN base.    Large-scale battles between government and rebel forces ebbed considerably in the aftermath of a September 2018 ceasefire between Kiir and Machar, who is once again vice-president in a unity government with his old rival.   But in 2019, the International Committee of the Red Cross actually treated more patients for serious gunshot wounds than the previous year -- 769 compared to 658.    The fear is that 2020 could follow the same trajectory.   Since December, UN peacekeepers have been deployed to Jonglei, greater Tonj in the northwest, and Rumbek, in central South Sudan, where ethnic violence has left scores dead and wounded, and thousands more on the run.

Every bed is taken at the ICRC ward at Juba Military Hospital, where Ngacho, a Murle cattle raider from Jonglei, nervously awaits his turn.     "I don't know if these wounds will heal, or if I'll walk again," he says.   Many here endure multiple rounds of surgery to put their bullet-riddled bodies back together.   His Ethiopian surgeon, Dr Belayneh Assefa, assures he'll recover. Thirteen other patients have arrived in the past two days, all victims of a vicious cattle raid, and he is busy.   "During the dry season, we will have an influx of patients," Dr Assefa tells AFP, as a team of surgeons operate on a 26-year-old man with gaping gunshot wounds.    "He is lucky to have survived this."

- Lucky ones -
Especially so in South Sudan, where healthcare is non-existent in remote parts, and there are about 180 doctors for a population of 12 million.   Only the lucky few gunned down in remote bush conflicts get medevaced to Juba. The rest take their chances at local clinics or simply bleed out in the field.   "Natural triage has often worked, rather sadly, before patients can get to definitive care. Patients who would be described as red -- needing immediate surgery -- may well have already perished," said Dr Colin Berry, an ICRC anaesthetist.   Left unchecked, these local conflicts risk spiralling further out of control, prolonging misery in a country that has known little but war since its independence from Sudan in 2011.

The EU, among others, has urged Kiir and Machar's government to "redouble efforts" to calm tensions.   But the pair have been busy haggling over key positions in their administration. A new cabinet was announced late Thursday, but the seats of state governors remain unfilled.   "The absence of authority at the state level has caused a vacuum of power and decision-making... emboldening those involved in the recent violent intercommunal clashes," Shearer said.   A new army of their combined forces, meanwhile, is not ready to deploy and restore security to areas where lawlessness has allowed violence to flourish.

- Revenge -
The fighting in Jonglei followed bad floods in the region in late 2019 which wiped out livestock, and left cattle-rearing communities desperately short on assets.   Herders like Ngacho resorted to cattle raiding -- a generations-old phenomenon in South Sudan, but one that has turned increasingly deadly.    Spears and other traditional weapons have been replaced by easily-available automatic rifles, a poisonous legacy from decades of war.    Raids turn into wholesale massacres, spurring vicious cycles of retribution.   Margaret Malweyi, the Kenyan head nurse at the ICRC ward, said patients from rival clans flown to Juba were sometimes placed in separate wards so "they don't again start fighting".

Others, once recuperated, would "go back home and want revenge", she said.   "They get shot again, then they come back here (and) we treat them," Malweyi told AFP, surrounded by young men in wheelchairs and stretchers, nursing grisly wounds.   Those who pull through confront an uncertain future. Some have lost limbs, or will never walk again.   For others, the trauma leaves indelible scars.   "I don't want to go back," said Peter Majok, a softly-spoken 22-year-old, propped up in a wheelchair after being shot by cattle raiders.   "If I go home... they'll come and shoot me."

ENTRY/EXIT REQUIREMENTS: All Americans traveling by air outside the United States are required to present a passport or other valid travel document to enter or re-enter the United States. This requirement will be extended to sea travel (except closed loop cruises), including ferry service, by the summer of 2009. Until then, U.S. citizens traveling by sea must have government-issued photo identification and a document showing their U.S. citizenship (for example, a birth certificate or certificate of nationalization), or other document compliant with the Western Hemisphere Travel Initiative, such as a passport card for entry or re-entry to the U.S. Sea travelers should also check with their cruise line and countries of destination for any foreign entry requirements.

Applications for the new U.S. Passport Card are now being accepted. Based on current projections, we expect to begin production of the passport card in June 2008 and be in full production in July 2008. CRIME: In recent years, street crime has increased, especially in St. Maarten. Valuables, including passports, left unattended on beaches, in cars and hotel lobbies are easy targets for theft, and visitors should leave valuables and personal papers secured in their hotel. Burglary and break-ins are increasingly common at resorts, beach houses and hotels. Armed robbery occasionally occurs. The American boating community has reported a handful of incidents in the past, and visitors are urged to exercise reasonable caution in securing boats and belongings. Car theft, especially of rental vehicles for joy riding and stripping, can occur. Incidents of break-ins to rental cars to steal personal items have been reported by American tourists. Vehicle leases or rentals may not be fully covered by local insurance when a vehicle is stolen. Be sure you are sufficiently insured when renting vehicles and jet skis.

MEDICAL FACILITIES AND HEALTH INFORMATION: Medical care is generally good in Curaçao and St. Maarten, but may be limited on the other three islands. Hospitals have three classes of services i.e.: First Class: one patient to a room, air conditioning etc.; Second Class: two to six patients to a room, no air conditioning; Third Class: 15 to 30 people in one hall. Patients are accommodated according to their level of insurance.
Bonaire: The San Francisco hospital is a medical center (35 beds) with decompression facilities. The hospital has an air ambulance service to Curaçao and Aruba.
Curaçao: St. Elizabeth hospital is a public hospital that may be compared to midrange facilities in the United States. St. Elizabeth's hospital has a decompression chamber and qualified staff to assist scuba divers suffering from decompression sickness. Several private clinics provide good to excellent medical service.
St. Maarten: St. Maarten Medical Center (79 beds) is a relatively small hospital where general surgery is performed. Complex cases are sent to Curaçao.
Statia: Queen Beatrix Medical Center (20 beds) is a medical facility well equipped for first aid. Surgery cases are sent to St. Maarten.

Driving in the Netherlands Antilles is on the right hand side. Right turns on red are prohibited, and traffic conditions require somewhat defensive driving. Local laws require drivers and passengers to wear seat belts and motorcyclists to wear helmets. Children under 4 years of age should be in child safety seats; children under 12 should ride in the back seat.
Nonexistent or hidden and poorly maintained street signs are the major road hazard in the Netherlands Antilles. Therefore, drivers should proceed through intersections with caution. Roads in the Netherlands Antilles are extremely slippery during rainfall. Night driving is reasonably safe in the Netherlands Antilles as long as drivers are familiar with the route and road conditions. Most streets are poorly lit or not lit at all. In Curacao, drivers should be aware of herds of goats that may cross the street unexpectedly. In Bonaire, wild donkeys may also cross the road.
Taxis are the easiest, yet most expensive form of transportation on the islands. As there are no meters, passengers should verify the price before entering the taxi. Fares quoted in U.S. dollars may be significantly higher than those quoted in the local currency. Vans are inexpensive and run non-stop during daytime with no fixed schedule. Each van has a specific route displayed in the front of the windshield. Buses, which run on the hour, have limited routes. The road conditions on the main thoroughfares are good to fair.

Dutch law in principle does not permit dual nationality. However, there are several exceptions. Potential investors should be aware that failed land development schemes involving time-share investments could result in financial losses. Interested investors may wish to seek professional advice regarding investments involving land development projects. Real estate investment problems that reach local courts are rarely settled in favor of foreign investors.
An unusually competitive fee to rent vehicles or equipment could indicate that the dealer is unlicensed or uninsured. The renter is often fully responsible for replacement costs and fees associated with any damages that occur during the rental period. Visitors may be required to pay these fees in full before leaving the Netherlands Antilles and may be subject to civil or criminal penalties if they cannot or will not make payment.

Washington, May 16, 2019 (AFP) - The Church of Scientology said Thursday all the passengers from a cruise ship that was quarantined over a measles case had been cleared to leave.    "All passengers and crew (100%) of the Freewinds have been fully cleared of any possible risk of being infected by the measles or infecting others," the organization said in a statement.   "All passengers and crew are free to come and go as they wish," a spokesman added to AFP.

The infected individual was a member of the crew who, according to the Church, had fully recovered and was given a clean bill of health a week ago. She had been earlier confined on the ship.   The ship, which is based in Willemstad on the island of Curacao in the Dutch West Indies, was quarantined after its arrival in Saint Lucia on April 30.   It remained there for two days before returning to Willemstad on May 4 where local authorities ordered a fresh quarantine to give them time to confirm the passengers were either immunized or had no risk of contracting the virus.

The Hague, May 4, 2019 (AFP) - The Dutch territory of Curacao said Saturday it would do what is needed to prevent measles spreading from a Scientology cruise ship, after a crew member came down with the disease.   The Freewinds, which left the Caribbean island of St. Lucia on Friday, arrived back in its home port of Curacao at around 9:00 am (1300 GMT) Saturday, according to myshiptracking.com.

The Curacao government said in a statement that it would "take all necessary precautions to handle the case of measles on board of the Freewinds," including vaccinations.   "An investigation will also be done to determine who will be allowed to leave the ship without (posing) a threat to the population of Curacao," it said.   "It is imperative to make all efforts to prevent a spread of this disease internationally."   Dutch broadcaster NOS reported that three health officials had boarded the boat to examine those on board. Only people able to prove that they have been vaccinated against measles or had already had the disease would be able to leave the boat, its correspondent there reported.

- Anti-vaccine movement -
The Church of Scientology says the 440-foot (134-meter) vessel is used for religious retreats and is normally based in Curacao.   The vessel had arrived in St Lucia from Curacao on Tuesday, when it was placed under quarantine by health authorities there because of a measles patient, said to be a female crew member.   According to NOS, the crew member concerned is a Danish national, who arrived in Curacao from Amsterdam on April 17. It was only when the boat was at sea, on route to St Lucia, that a doctor discovered she had measles, their correspondent said.

The resurgence of the once-eradicated, highly contagious disease is linked to the growing anti-vaccine movement in richer nations, which the World Health Organization (WHO) has identified as a major global health threat.   The authorities in Curacao nevertheless urged local people not to panic, as the risk of the disease spreading in this case was fairly low.   Several people did however visit the cruise ship between April 22 and April 28 before it set sail for St Lucia and the authorities asked them to make themselves known to health officials.

Officials said the Freewinds had travelled between Curacao, St Lucia and another Dutch-held island, Aruba, several times towards the end of April.   There were about 300 people aboard the ship, according to Saint Lucia authorities, which placed the vessel in quarantine. They said they provided 100 doses of measles vaccine at no cost.   The Scientology church, founded by science fiction writer L Ron Hubbard in 1953, did not respond to requests for comment.   Its teachings do not directly oppose vaccination, but followers consider illness a sign of personal failing and generally avoid medical interventions.

On several of the Caribbean islands, epidemics of viral conjunctivitis are ongoing. Recently, general practitioners in the overseas territories of the Netherlands reported an increased incidence of this syndrome.

As of 26 May 2017, an outbreak of conjunctivitis occurred in a nursing home on Bonaire. In total, 14 patients and 13 healthcare workers presented with conjunctivitis. Patients were between 71 to 94 years of age. The number of new cases peaked in week 20 through 22. After week 22, a significant reduction was seen (1-3 new cases per week). Initially, conjunctival swabs from 5 patients were tested for the presence of adenovirus by PCR; all 5 were negative.

Subsequently, swabs from 4 patients were analyzed for the presence of enterovirus by RT-PCR, and all 4 were positive. The enterovirus from 3 samples was further characterized by partial VP1 sequence analysis. In all 3 samples, the enterovirus was characterized as Coxsackievirus A24, which belongs to Enterovirus C. Coxsackievirus A24 has been identified frequently as the causative agent of epidemic viral conjunctivitis. The strain from Bonaire is at least 5 percent different from any of the previously isolated and sequenced CV-A24 strains available in Genbank in a 330nt VP1 fragment. The strain involved in the most recent outbreak of CV-A24 conjunctivitis on La Reunion in 2015 is 6 percent different from the Bonaire 2017 strain.

[ProMED thanks Harry Vennema and colleagues for this report.  Acute hemorrhagic conjunctivitis (AHC) is characterized by sudden onset of painful, swollen, red eyes with subconjunctival haemorrhages and excessive tearing. Most cases are self-limited but highly contagious, with the potential for causing considerable illness. Adenoviruses and picornaviruses can cause AHC outbreaks (1). Among picornaviruses, enterovirus 70 and coxsackievirus A24 variant (CA24v) have caused large outbreaks of AHC[2].

Coxsackieviruses are transmitted primarily via the fecal-oral route and respiratory aerosols, although transmission via fomites is possible. The viruses initially replicate in the upper respiratory tract and the distal small bowel. They have been found in the respiratory tract up to 3 weeks after initial infection and in feces up to 8 weeks after initial infection[3]. The potential for exponential spread is, therefore, quite considerable.

It is important to understand that sequential outbreaks of AHC due to CA24v might occur in the same location after a considerable period, and public health precautions are necessary to control these outbreaks.

At the end of 2013, chikungunya virus (CHIKV) emerged in Saint Martin Island, Caribbean. The Asian lineage was identified. 7 months after this introduction, the seroprevalence was 16.9 percent in the population of Saint Martin and 39.0 percent of infections remained asymptomatic. This moderate attack rate and the apparent limited size of the outbreak in Saint Martin could be explained by control measures involved to lower the exposure of the inhabitants. Other drivers such as climatic factors and population genetic factors should be explored. The substantial rate of asymptomatic infections recorded points to a potential source of infection that can both spread in new geographic areas and maintain an inconspicuous endemic circulation in the Americas.

Miami, Aug 26, 2015 (AFP) - Tropical storm Erika took aim at the Lesser Antilles Wednesday as storm warnings went up there and in Puerto Rico in anticipation of heavy rains, US forecasters said.   With winds of 75 kilometres (45 miles) per hour, Erika was 540 kilometres (335 miles) east of Antigua at 1200 GMT, the Miami-based National Hurricane Center reported.

Advancing at a speed of 28 kilometres (17 miles) per hour, it was expected to sweep over the Lesser Antilles Wednesday night and then head toward Puerto Rico and the Virgin Islands.   Tropical storm warnings were up in Puerto Rico, the Virgin Islands, Antigua and Barbuda, Guadeloupe, Montserrat, St Kitts and Nevis, Anguilla, Saba, St Eustacia and St Maarten.

A US Air Force hurricane hunter aircraft that flew into the storm found it was slightly increasing in strength.   "Some slow strengthening is forecast during the next 48 hours," the hurricane centre said.   According to the NHC's projections, Erika could become a hurricane by the end of the week, or early next, as it nears Florida.   But "the intensity forecast remains very uncertain," it said.

Erika is arriving on the heels of Danny, the season's first hurricane which petered out before reaching the Caribbean.   Experts said earlier this month that there was a 90 percent chance the 2015 hurricane season in the Atlantic would be less active than usual.

Dublin, May 19, 2020 (AFP) - This year's Dublin marathon scheduled for October 25 was cancelled on Tuesday despite Ireland's move to lift coronavirus lockdown measures, indicating potential long-term disruption caused by the outbreak.   Ireland plans to have fully lifted restrictions well before October, in a staggered process that began on Monday.   But organisers indicated the race -- which had 22,500 entrants last year -- would still not go ahead because of safety fears.   "We made the difficult decision in the best interest of the health and well-being of all those involved in making our events such a success from runners, supporters, volunteers, sponsors, to suppliers," said race director Jim Aughney.   "We explored many alternatives for running the events safely but ultimately none were viable."    Ireland's five-stage "roadmap" to reopen the nation is due to be completed in August, when the current ban on mass gatherings of more than 5,000 people is set to expire.   The cancellation suggests coronavirus fallout may last longer than suggested by official plans and could hit similar events.

The London Marathon, which attracts tens of thousands of runners, has been postponed until October 4.    "We need to be aware that we will continue to be in the acute emergency phase of this crisis for some time with further waves an ever present danger," the health department Secretary-General Jim Breslin told a special parliamentary committee on the crisis.   "This is not a one, a two or even a three-day storm, after which we move to a recovery phase. The acute phase of this crisis will definitely be measured in months and most probably in years."   Ireland has suffered 1,547 deaths from COVID-19, according to the department of health.   On Monday the number of daily deaths had fallen from a peak of 77 to just four.   "We have suppressed the virus and limited its impact on public health," said chief medical officer Tony Holohan on Monday.   "We need to sustain this in the weeks and phases ahead."

Paris, May 18, 2020 (AFP) - Air France said Monday it hoped to double the number of cities it serves, including over 40 European destinations, by the end of June as nations begin to lift coronavirus travel restrictions.   "Between now and the end of June and subject to travel restrictions being lifted, Air France plans to gradually resume its flights,"  the airline said.   Like other airlines, Air France grounded most of its planes as governments imposed stay-at-home orders and demand for travel evaporated. 

Air France said it was currently operating between three and five percent of its usual schedule and serving 43 destinations for essential passenger traffic as well as cargo.   The airline, which received a 7-billion-euro rescue package from the French government, listed more than 90 destinations it hopes to serve by the end of June.   That would be equivalent to 15 percent of its normal schedule, and use 75 of its fleet of 224 aircraft.

Abuja, May 18, 2020 (AFP) - Nigeria's government on Monday extended a coronavirus lockdown on the northern region of Kano after it became a hotspot for new infections.    The head of the country's coronavirus taskforce, Boss Mustapha, said the lockdown on the economic hub -- which includes Nigeria's second biggest city -- would be prolonged for two weeks.    The authorities will also start to impose "precision" lockdowns in any other areas that report a "rapidly increasing number of cases, when the need arises", he said.    The outbreak in Kano has become a major cause of concern after medics and residents last month began reporting a spike in deaths.

Regional officials at first put the "unexplained" fatalities down to other ailments, but government investigators later said coronavirus was suspected in most cases.    Neighbouring states to Kano have also begun reporting suspicious surges in death tolls that authorities are scrambling to investigate.    Nigeria has confirmed 5,959 infections and 182 deaths from the novel coronavirus across the country.    Kano is the second hardest hit region with 825 confirmed cases and 36 fatalities.   The region has already been under lockdown for a month but enforcement has been lax and measures have been eased sporadically for people to buy food during the Muslim holy month of Ramadan.

Testing has been a key problem across Nigeria and only 35,345 samples have so far been screened in Africa's most populous nation of 200 million people.    Mustapha insisted there had been a slowdown in the transmission rate of the virus, "elongating the doubling time" from seven to 11 days.    But he announced that measures would remain in place limiting businesses and restricting crowds across the rest of the country despite earlier plans to gradually roll them back.     "Nigeria is not yet ready for full opening of the economy and tough decisions have to be taken for the good of the greater majority," he said.   The government has also imposed a night-time curfew and made mask wearing mandatory in all regions.     Mustapha complained that "non-compliance was rampant" with social distancing measures.     "The fight against COVID-19 is long-term as the virus is not likely to go away very soon," he said.

Stockholm, May 18, 2020 (AFP) - Sweden, whose softer approach to the new coronavirus pandemic has garnered worldwide attention, recorded its deadliest month in almost three decades in April, according to statistics released on Monday.   Sweden has stopped short of introducing the restrictive lockdowns seen elsewhere in Europe, instead opting for an approach based on the "principle of responsibility".

The Scandinavian country has kept schools open for children under the age of 16, along with cafes, bars, restaurants and businesses, and urged people to respect social distancing guidelines.   A total of 10,458 deaths were recorded in the country of 10.3 million inhabitants in April, Statistics Sweden said.   "We have to go back to December 1993 to find more dead during a single month," Tomas Johansson, population statistician at Statistics Sweden, said in a statement.

In total, 97,008 deaths were recorded in Sweden during the whole of 1993, which in turn was the deadliest year since 1918, when the Spanish flu pandemic ravaged the country.   Johansson told AFP there was no official breakdown explaining the high death toll in December 1993 but said there was a flu epidemic at the time.   According to preliminary data, the number of deaths has been on the decline since the end of April, including in Stockholm -- the epicentre of the Swedish epidemic -- where the highest number of deaths were recorded in early April.

The Swedish approach to the novel coronavisrus has come under criticism both at home and abroad, particularly as the number of deaths has far exceeded those in neighbouring Nordic countries, which have all imposed more restrictive containment measures.   On Monday, Sweden reported a total of 30,377 confirmed cased of the new coronavirus and 3,698 deaths.

Helsinki, May 18, 2020 (AFP) - Finland's national airline will restart routes between Europe and Asia in July once countries begin to lift coronavirus restrictions on travel, the company announced on Monday.   Beijing and Shanghai will be the first long-haul destinations to reopen, alongside Hong Kong, Seoul, Singapore, Bangkok and three Japanese routes, Finnair said in a statement.

Flights to Delhi and New York will follow in August.    The move makes Finnair one of the first European carriers to restart intercontinental flights, after the Lufthansa Group announced on Friday it would resume 19 long-haul routes by early June.   "We expect aviation to recover gradually, starting in July," Finnair chief commercial officer Ole Orver said in a statement, adding that the company intends to bring its operations back to one-third of normal capacity.

Finnair cut 90 percent of its flights on April 1 and issued a profit warning as coronavirus restrictions brought international passenger travel almost to a standstill.     Facemasks will be mandatory on all Finnair flights "until at least the end of August," Finnair spokeswoman Paivyt Tallqvist told AFP.     "We have also taken a number of steps to avoid unnecessary movement on board," Tallqvist said, including having passengers disembark in smaller groups, and limiting capacity of shuttle bus transport between aircraft and the terminal to 50 percent.

Flights along the so-called "shorter northern route" between Helsinki and Asia, bypassing the Middle East, have been a key part of the Finnish carrier's growth strategy in recent years, with passenger numbers on its Asian routes doubling between 2010 and 2018.    On Monday, Finnair also announced it would restart 26 European routes in July, including to Brussels, Moscow, Prague and Paris.    Destinations including Rome, Madrid and Warsaw would be added in August, the firm said.     Finnair said it would open further routes on a monthly basis depending on demand and how travel restrictions change over the summer.

Dublin, May 18, 2020 (AFP) - Ireland launched the first tentative step in its plan to lift coronavirus lockdown on Monday, with staff returning to outdoor workplaces as some shops resumed trade and sports facilities unlocked their doors.   The modest tweaks to the restrictions in place since 28 March start a staggered process set to stretch until August.

"I'm both pleased and nervous," health minister Simon Harris told state broadcaster RTE.    "I'm pleased that we've gotten to this point because of the incredible efforts of the Irish people in suppressing this virus."   "I'm nervous because the virus hasn't gone away, there still isn't a vaccine, there's still people in our country getting very sick, and there's still people dying every day."

Shops such as garden centres, hardware stores and farmers markets were permitted to open their doors whilst outdoor staff such as builders and gardeners returned to workplaces.   Football pitches, tennis courts and golf courses were also allowed to resume business whilst maintaining strict social distancing.

Meanwhile citizens were permitted to meet in small gatherings outside of people from different households.   But Harris urged caution as the republic took its first step in trying "to live successfully and safely alongside the virus".   "Just because somewhere is open doesn't mean we need to go," he said.   There have been 1,543 deaths from COVID-19 in Ireland according to the department for health.

Reported daily deaths peaked at 77 on 20 April, but by Sunday the figure had fallen to just 10.   As with other nations officials remain fearful a second wave of infections could inundate the healthcare system.   But Prime minister Leo Varadkar confirmed on Friday that Ireland would press ahead to the first of its five step plan to reopen the nation.   "This gives us reason to hope, but it is not a cause for celebration.  We have a long way to go yet," Varadkar said in a statement.

The fallout of the lockdown changes will be monitored for three weeks before the government decides whether to move to the next stage in the "roadmap" to reopening.   "Coronavirus is an inferno that is raging around the world", said Varadkar.   "In Ireland it is now a fire in retreat but it's not defeated -- we must extinguish every spark."

Puebla, Mexico, May 17, 2020 (AFP) - Scores of Mexicans are dying from drinking adulterated liquor, a consequence of the shortage of mainstream alcoholic beverages during the coronavirus pandemic, authorities say.   The first of at least 121 deaths in recent weeks occurred at the end of April in the western state of Jalisco, almost exactly a month after the government declared a health emergency over the spread of COVID-19.   Much of Mexico has run out of beer after factories producing liquor and beer were shut down, along with other non-essential firms.

Beer stocks were practically depleted within a month, and in some areas the prices of what was left doubled, according to industry sources.    Many of the 53 deaths in central Puebla province have been linked to a wake where people drank moonshine containing methanol -- a wood alcohol that in non-lethal doses can cause blindness and liver damage.    Twenty-three people died in the hours following the gathering in the town of Chiconcuautla, according to authorities.   The town's mayor said the popular "refino" drink, made from sugarcane, had been adulterated.

German Hernandez said his father died after being poisoned by drink known locally as "tejon" -- a blend of brandy with tejocote fruit (a type of hawthorn), in the Puebla town of Cacaloxuchitl.   "They sell it in the stores, and you can buy it and take it out. My father began trembling and feeling weak. He told us he felt bad, and we took him to the hospital," Hernandez told AFP.   "This has never happened before."    Deaths have also been recorded in the central state of Morelos and Yucatan and Veracruz in the east.

- Mafia trade -
Gangs specializing in bootleg booze are trying to take advantage of the lack of alternative alcohol sources during the shutdown.    "They usually have very well-structured mafias, and some escape the surveillance of the authorities," Ricardo Cardenas of the Federal Commission for Protection against Sanitary Risks told AFP.   "We presume that, as a result of this shortage and demand being very high, some people are offering or trying to sell methanol instead of ethyl alcohol," said Denis de Santiago, head of Sanitary Risks in Jalisco.

Methanol is used in fuel, solvents and antifreeze.   The country's largest beer producers, Grupo Modelo -- which makes the popular Corona beer -- and Heineken, which makes Sol, halted production in early April.   Alcohol sales have been banned in some states, including Yucatan. In others, alcoholic beverages can only be purchased at certain times.   Some drinks companies have switched production to antibacterial gel that they are donating to the federal government and health workers.

- 'Who would have thought?' -
In Yucatan, where 38 people have died so far, victims unknowingly drank methanol in their usual "pajaretes" -- a common cocktail that includes milk, coffee, vanilla and brand-name sugarcane alcohol.   Humberto Macias, 36, said he saw three of his relatives die within days of each other after drinking a pajarete cocktail, made using a trusted brand of alcohol.   "We had always drunk it, including myself, many people. Who would have thought it was like this?" Macias said.

In the Yucatan peninsula town of Acanceh, seven people have died from alcohol poisoning.   "It's the first time I've heard of a case like this. I don't remember anything similar," the town's mayor Felipe Medina told AFP.   In Veracruz, Morelos and Yucatan, investigators are still trying to determine what drinks the victims consumed.

Doha, May 17, 2020 (AFP) - Qatar on Sunday began enforcing the world's toughest penalties of up to three years' in prison for failing to wear masks in public, in a country with one of the highest coronavirus infection rates.   More than 32,000 people have tested positive for COVID-19 in the tiny Gulf country -- 1.2 percent of the 2.75 million population -- although just 15 people have died.   Only the micro-states of San Marino and the Vatican have had higher per-capita infection rates, according to the European Centre for Disease Prevention and Control.   Violators of Qatar's new rules will face up to hree years in jail and fines of as much as $55,000.

Drivers alone in their vehicles are exempt from the requirement, but police erected checkpoints across the capital Doha on Sunday evening to check compliance by motorists.   Most customers gathered outside money lenders on Banks Street wore masks, while others produced a face covering when asked.   "From today it's very strict," said Majeed, a taxi driver waiting for business in the busy pedestrian area, who wore a black mask.   Heloisa, an expat resident, saw the steep penalties as "a bit of a scare tactic".   Wearing a mask is currently mandatory in around 50 countries, although scientists are divided on their effectiveness.

Authorities in Chad have made it an offence to be unmasked in public, on pain of 15 days in prison. In Morocco, similar rules can see violators jailed for three months and fined up to 1,300 dirhams ($130).   Qatari authorities have warned that gatherings during the Muslim fasting month of Ramadan may have increased infections.   Abdullatif al-Khal, co-chair of Qatar's National Pandemic Preparedness Committee, said Thursday that there was "a huge risk in gatherings of families" for Ramadan meals.   "(They) led to a significant increase in the number of infections among Qataris," he said.   Neighbouring Saudi Arabia will enforce a round-the-clock nationwide curfew during the five-day Eid al-Fitr holiday later this month to fight the coronavirus.

- Labourers at risk -
Mosques, along with schools, malls, and restaurants remain closed in Qatar to prevent the disease's spread.   But construction sites remain open as Qatar prepares to host the 2022 World Cup, although foremen and government inspectors are attempting to enforce social distancing rules.    Officials have said workers at three stadiums have tested positive for the highly contagious respiratory virus. Masks have been compulsory for construction workers since April 26.   A 12-strong team of masked labourers kept their distance from one another as they worked under baking sun on a road project in Doha's blue-collar Msheireb district on Sunday.

Tens of thousands of migrant workers were quarantined in Doha's gritty Industrial Area after a number of infections were confirmed there in mid-March, but authorities have begun to ease restrictions.   Khal said that most new cases were among migrant workers, although there has been a jump in infections among Qataris. He said the country had not yet reached the peak of its contagion.   Rights groups have warned that Gulf labourers' cramped living conditions, communal food preparation areas and shared bathrooms could undermine social distancing efforts and speed up the spread of the virus.

Tehran, May 17, 2020 (AFP) - Iran said Friday it had recorded nearly 7,000 deaths from the novel coronavirus, warning of infection clusters in new regions after it partially eased lockdown measures.   Health ministry spokesman Kianoush Jahanpour said the COVID-19 illness had claimed a further 51 lives over 24 hours into Sunday.   The ministry raised the overall death toll to 6,988 since Iran announced its first fatalities in the Shiite pilgrimage city of Qom in February.   Jahanpour warned that cases were rising "in the province of Lorestan, and to some extent in Kermanshah, Sistan and Baluchistan".   "Khuzestan province is still in a critical situation," he added.

The southwestern province has become Iran's new coronavirus focal point, with the most critical "red" ranking on the country's colour-coded risk scale.   It is the only region so far where authorities have reimposed business lockdowns after a country-wide relaxation in April.   Iran stopped publishing provincial figures for the coronavirus last month, but the health ministry's latest report said there is a "rising trend or the beginning of a peak" in eight provinces, including Khuzestan.   The country on Friday reported its highest number of new infections in more than a month.   A virus taskforce official said Sunday that the increase was due to a surge in testing, not just of COVID-19 patients with severe symptoms.

Early in the outbreak "our focus was on severe cases that had to be hospitalised, but as we started to manage the disease we looked at those infected and not hospitalised," said Ali Akbar Haghdoost, head of the taskforce's epidemiology committee.   "It is possible that the reported number of infections have gone up, but this in no way means more have been infected with COVID-19," he told ISNA news agency.   According to Jahanpour, 1,806 new cases had been confirmed across Iran in the past day, bringing the total to 120,198.   Over 1,460 of the new cases were "outpatients, including those who had been in close contact with the infected," he said.

The ministry said 94,464 people hospitalised with the virus have recovered and been discharged.   Experts both at home and abroad have voiced scepticism about Iran's official figures, saying the real toll could be much higher.   Iran also cancelled rallies held annually in solidarity with the Palestinians, set for Friday next week.    President Hassan Rouhani had said Saturday that the Qods (Jerusalem) Day parades would go ahead with some measures against the virus.    But organisers said Sunday the event could not be held "decently" and would be scrapped apart from a televised speech by the supreme leader Ayatollah Ali Khamenei.

Antananarivo, May 17, 2020 (AFP) - Madagascar on Sunday reported the first death of a patient suffering from novel coronavirus nearly two months after it was first detected in the country, official statistics showed.   The Indian ocean island which has reported 304 cases has hit the headlines over a home-grown herbal concoction that President Andry Rajoelina claims can cure people infected with the virus.

Several African countries have ordered or expressed interest in the purported remedy, which is known as Covid-Organics.   The tonic drink is derived from artemisia -- a plant with proven efficacy in malaria treatment -- and other indigenous herbs.   But the World Health Organization has warned against "adopting a product that has not been taken through tests to see its efficacy".
