The early history of the Faroe Islands is not very clear. According to Færeyinga Saga emigrants who left Norway to escape the tyranny of Harald I of Norway settled in the isla
ds about the beginning of the 9th century. There is also evidence that Irish monks settled the islands, introducing sheep in the process. Early in the 11th century Sigmund, whose family had flourished in the southern islands but had been almost exterminated by invaders from the northern islands, was sent from Norway, from which he had escaped, to take possession of the islands for Olaf Tryggvason, king of Norway. He introduced Christianity and, though he was subsequently murdered, Norwegian supremacy was upheld. Norwegian control of the islands continued until 1380, when Norway entered into a union with Denmark, which gradually evolved into the double monarchy Denmark/Norway. The reformation reached the Faroes in 1538. When Norway was taken away from Denmark at the Treaty of Kiel in 1814, Denmark retained possession of the Faroe Islands.
The monopoly trade over the Faroe Islands was abolished in 1856. Since then, the country developed towards a modern fishery nation with its own fleet. The national awakening since 1888 was first based on a struggle for the Faroese language, and thus more culturally oriented, but after 1906 was more and more politically oriented after the foundation of the political parties of the Faroe Islands.
On April 12, 1940, the Faroes were invaded and occupied by British troops. The move followed the invasion of Denmark by Nazi Germany and had the objective of strengthening British control of the North Atlantic (see Second Battle of the Atlantic). In 1942–43 the British Royal Engineers built the only airport in the Faroes, the Vágar Airport. Control of the islands reverted to Denmark following the war, but in 1948 a home rule regime was implemented granting a high degree of local autonomy. The Faroes declined to join Denmark in entering the European Community (now European Union) in 1973. The islands experienced considerable economic difficulties following the collapse of the fishing industry in the early 1990s, but have since made efforts to diversify the economy. Support for independence has grown and is the objective of the government.

COUNTRY DESCRIPTION: Denmark is a highly developed stable democracy with a modern economy. Greenland is a self-governing dependency of Denmark. ENTRY REQUIREMENTS: Passport and visa regulations are similar for Denmark, Greenland, and the Faroes. A valid passport is required. U.S. citizen tourist and business travelers do not need visas for visits of up to 90 days. That period begins when entering any of the following countries which are parties to the Schengen agreement: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Italy, Luxembourg, The Netherlands, Norway, Portugal, Spain, and Sweden. Note: Although European Union regulations require that non-EU visitors obtain a stamp in their passports upon initial entry to a Schengen country, many borders are not staffed with officers carrying out this function. If an American citizen wishes to ensure that his or her entry is properly documented, it may be necessary to request a stamp at an official point of entry. Under local law, travelers without a stamp in their passports may be questioned and asked to document the length of their stay in Schengen countries at the time of departure or at any other point during their visit, and could face possible fines or other repercussions if unable to do so.

SAFETY AND SECURITY: Denmark remains largely free of terrorist incidents, however the country shares, with the rest of Western Europe, an increased threat of Islamic terrorism. Like other countries in the Schengen area, Denmark's open borders with its Western European neighbors allow the possibility of terrorist groups entering and exiting the country with anonymity. Americans are reminded to remain vigilant with regard to their personal security and to exercise caution.

Public demonstrations occasionally occur in Copenhagen and other Danish cities and are generally peaceful events. Prior police approval is required for public demonstrations, and police oversight is routinely provided to ensure adequate security for participants and passers-by. Nonetheless, as with any large crowd comprised of diverse groups, situations may develop which could pose a threat to public safety. U.S. citizens are advised to avoid areas where public demonstrations are taking place.

CRIME: Denmark, Greenland, and the Faroes all have very low violent crime rates, however, non-violent crimes of opportunity have slightly increased over the last few years, especially in Copenhagen and other major Danish cities, where tourists can become targets for pickpockets and sophisticated thieves. Criminals frequent airports, train stations, and cruise ship quays to take advantage of weary, luggage-burdened travelers. Thieves also operate at popular tourist attractions, shopping streets, and restaurants. In hotel lobbies and breakfast areas, thieves take advantage of even a brief lapse in attention to snatch jackets, purses, and backpacks. Women's purses placed either on the backs of chairs or on the floor are typical targets for thieves. Car and home break-ins are also on the rise.

INFORMATION FOR VICTIMS OF CRIME: The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate. If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance. The Embassy/Consulate staff can, for example, assist you to find appropriate medical care, to contact family members or friends, and explain how funds could be transferred. Although the investigation and prosecution of the crime is solely the responsibility of local authorities, consular officers can help you to understand the local criminal justice process and to find an attorney if needed.

Denmark has a program to provide financial compensation to victims who suffer serious criminal injuries. According to existing regulations, the victim must report the incident to the police within 24 hours. Danish police routinely inform victims of serious crime of their rights to seek compensation. MEDICAL FACILITIES AND HEALTH INFORMATION: Excellent medical facilities are widely available in Denmark. In Greenland and the Faroe Islands, medical facilities are limited and evacuation is required for serious illness or injury. Although emergency medical treatment is free of charge, the patient is charged for follow-up care.

TRAFFIC SAFETY AND ROAD CONDITIONS: While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States. The information below concerning Denmark is provided for general reference only, and may not be totally accurate in a particular location or circumstance.

A valid U.S. driver's license may be used while visiting Denmark, but the driver must be at least 18 years old. Driving in Denmark is on the right side of the road. Road signs use standard international symbols. Many urban streets have traffic lanes reserved for public transport only. Unless otherwise noted on traffic signs, the speed limit is 50 km/h in urban areas, 80 km/h on open roads, and 130 km/h on expressways.

Use of seat belts is mandatory for drivers and all passengers. Children under three years of age must be secured with approved safety equipment appropriate to the child's age, size, and weight. Children from three to six years of age may use approved child or booster seats instead of seat belts.

Driving under the influence of alcohol or drugs is considered a very serious offense. The rules are stringently enforced, and violations can result in stiff fines and possible jail sentences.

Copenhagen, the capital and largest city in Denmark, has an extensive and efficient public transportation system. Trains and buses connect Copenhagen with other major cities in Denmark and to Norway, Sweden, and Germany. Bicycles are also a common mode of transportation in Denmark. Passengers exiting public or tourist buses, as well as tourists driving rental cars, should watch for bicycles on their designated paths, which are usually located between the pedestrian sidewalks and the traffic lanes.

Danish expressways, highways, and secondary roads are of high quality and connect all areas of the country. It is possible to drive from the northern tip of Denmark to the German border in the south in just four hours. Greenland has no established road system, and domestic travel is performed by foot, boat, or by air. The majority of the Faroe Islands are connected by bridges or serviced by boat. Although the largest islands have roads, most domestic travel is done on foot, horseback, boat, or by air.

Copenhagen, April 24, 2020 (AFP) - The Faroe Islands had planned to close to tourists for a weekend this April to protect its fragile ecosystem.   However, isolated due to the pandemic, the Danish archipelago is now offering people a chance to discover the islands with virtual tours online.   "We do these tours for people who were supposed to come to the Faroe Islands and visit now and had to cancel their tours. This is kind of our way of giving them the experience they otherwise would have had, (but) through our eyes, ears and body," Kristina Sandberg Joensen, one of the virtual guides working for the Faroese tourism office, told AFP.   The self-governing territory in the North Atlantic, which has 187 confirmed cases of the new coronavirus, closed its borders in mid-March.

In order to visit the islands virtually, "tourists" take in the stunning views on their phone or computer free of charge as their guide explores the local landscape in real time, either on foot, on horseback or at sea.    Each tourist can even control the direction their guide takes for 60 seconds, using on-screen joystick controls.   Between 20,000 and 40,000 people have taken part in virtual tours since they started on April 15, the tourism office said.   Known for its high cliffs, dramatic waterfalls and open expanses, the archipelago of 1,400 square kilometres (540 square miles) is home to 50,000 people and 80,000 sheep spread out over 18 islands.

Some 110,000 tourists visited the Faroe Islands in 2018, with their numbers increasing by 10 percent per year the past five years.   The archipelago had originally planned to close its main tourism sites on April 18 and 19, asking only a select number of volunteers to come help clean up the local ecosystem.   The operation has instead been postponed until September because of the coronavirus crisis.

Copenhagen, Nov 14, 2019 (AFP) - Authorities in the Faroe Islands have announced the archipelago in the North Atlantic will be "closed for maintenance" for two days in April when tourists won't be welcome, instead opening the doors to volunteer caretakers.   In practice, the self-governing Danish islands will keep hotels open and international flights running, but popular tourist sites will be temporarily closed on April 16 and 17 next year.   The event is a continuation of a pilot project run in the spring of 2019, when 100 volunteers from 25 countries were invited to the islands.

Registrations for eager volunteers opened on Wednesday at 1500 GMT and were to remain open for 24 hours, the Faroese tourism office said on its website.   One hundred people will then be randomly selected to be part of the maintenance crew, who will be offered housing and food during their stay although they will still need to pay for their own plane tickets.   "The fragile natural environment in some popular tourist locations has felt the effects of an increase of visitors," the head of the tourism office, Guri Hojgaard, told AFP in March shortly after the pilot project was launched.   "These areas need a helping hand to ensure they remain pristine".

For the first edition of the event they received about 3,500 applications and the selected volunteers helped with projects like creating walking paths, constructing viewpoints to help preserve nature and protect birdlife sanctuaries and re-building rock cairns.   A popular destination for its fascinating landscapes with 30-metre cliffs, the archipelago covers 1,400 square kilometres (540 square miles) and has 50,000 inhabitants and 80,000 sheep spread over 18 islands.   In 2018, 110,000 tourists visited the Faroe Islands and the number of tourists has increased by about 10 percent annually for the past five years.    According to Hojgaard, the "closed for maintenance, open for voluntourism" weekend can "contribute to the international discussion about overtourism by showing that tourists can actually be a part of the solution."

COPENHAGEN, Nov 25, 2011 (AFP) - A hurricane packing winds of almost 200 kilometres (125 miles) an hour tore through the Faroe Islands overnight, causing major damage and evacuations but no deaths, police said Friday.  "There was a hurricane... a lot of material damage has been reported but no deaths so far," said Rani Wardum, a police officer in Torshavn, the capital of the North Atlantic archipelago. "Winds reach up to 55 metres per second," or 198 kilometres per hour, in some places, meteorologist Mogens Roenebek of the Danish Meteorological Institute told AFP.

The Faroe Islands, an autonomous Danish province, are home to around 48,000 people. The extent of the damage was not immediately known. "Many roofs were blown off and we had to evacuate a retirement home. The seniors were moved into a hospital," Wardum said.

Some residents were also evacuated from their homes during the night and a number of boats came loose from their moorings and ended up on land, he added. "The winds are still raging, but it was particularly violent last night and overnight," Wardum said, noting that the southern coastal regions of the Faroes Islands were hardest hit. The storm was heading towards the west coast of Norway on Friday, with strong winds and heavy seas, according to Roenebek.

REYKJAVIK, May 6, 2010 (AFP) - The quantity of ash spewed by Iceland's Eyjafjoell volcano increased overnight and the higher ash cloud could make it to the Faroe Islands Friday, Icelandic authorities said Thursday.   "Ash production did increase last night and the ash plume is going higher now than the last couple of days," Agust Gunnar Gylfason, who monitors the eruption's progress at Iceland's Civil Protection Department, told AFP.

The ash cloud "might reach the Faroe Islands around midnight (GMT Thursday) under 20,000 feet (6,000 meters)" and continue on south towards Ireland on Friday, he added.   "The plume went up to 30,000 feet (9,000 meters) for some time last night, and again this morning, due to an increase in explosive activity, but otherwise it's been around 18,000 and 20,000 feet" high, he said.

At the strongest period of the eruption, Eyjafjoell sent a plume around 30,000 feet into the air, but scientists have stressed that the height of the plume does not necessarily reflect a particular quantity of ash.   On Tuesday, the plume contained about only 10 percent of the ash it held at the beginning of the eruption.   European airspace and airports across the continent were open on Thursday, but intergovernmental air traffic controller Eurocontrol said the ash cloud could mean transatlantic flights might need to be re-routed.

Airspace above Ireland, Northern Ireland and Scotland was partly shut Wednesday for the second time in two days, causing the cancellation of hundreds of flights.   The fresh disruption came after Europe's skies were closed for up to a week last month by the eruption of the Eyjafjoell volcano. It was the biggest aerial shutdown in Europe since World War II, with more than 100,000 flights cancelled and eight million passengers affected.

Angola is a large, developing country in south-west central Africa.
The capital city is Luanda.
Portuguese, the official language, is widely spoken through
ut the country.
Despite its extensive oil and mineral reserves and arable land suitable for large-scale production of numerous crops, Angola has some of the world's lowest social development indicators.
Development was severely restricted by a 27-year long civil war that broke out upon independence in 1975, which destroyed the majority of the country's infrastructure.
Since the conflict's conclusion in 2002, the government has initiated extensive infrastructure reconstruction and development projects, and there are growing signs of economic recovery.
However, Angola still faces challenges with its infrastructure and with providing government services, especially in basic social services, aviation and travel safety, accommodation availability and quality and communications. Facilities for tourism, particularly outside the capital of Luanda, are often rudimentary. Read the Department of State Background Notes on Angola for additional information.
ENTRY/EXIT REQUIREMENTS:
A passport and visa are required and must be obtained in advance.
An International Certificate of Vaccination is required.
Visitors should allow several weeks for the processing of their visa application.
Angola does not issue airport visas.
Persons arriving without visas are subject to arrest or exclusion.
Travelers may also encounter delays if they do not have at least one completely blank visa page in their passports for entry stamps.
As of November 1, 2007, Angola no longer requires travelers to have an exit visa.
Travelers whose international immunization cards do not show inoculations against yellow fever within the past ten years may be subject to exclusion, on-the-spot vaccination, and/or heavy fines.
Visitors remaining in Angola beyond their authorized visa duration are subject to fines and arrest.
It is illegal to attempt to carry local currency out of Angola and persons found attempting to carry local currency out of Angola are subject to having this currency confiscated by customs officers.

SAFETY AND SECURITY:
The overall security situation in Angola has improved markedly since the end of the civil war; however, Americans should still exercise caution when traveling in Angola.
Although the war has ended, ground travel throughout Angola can be problematic due to land mines, which were used extensively during the war.
Travelers should not touch anything that resembles a mine or unexploded ordinance.
Frequent checkpoints and poor infrastructure contribute to unsafe travel on roads outside of the city of Luanda.
Police and military officials are sometimes undisciplined, but their authority should not be challenged.
Travel in many parts of Luanda is relatively safe by day, but car doors should be locked, windows rolled up, and packages stored out of sight.
Visitors should avoid travel after dark, and no travel should be undertaken on roads outside of cities after nightfall.

Americans located in, or planning to visit, the northern province of Cabinda should be aware of threats to their safety outside of Cabinda city.
In 2007 and 2008 armed groups specifically targeted and attacked expatriates in Cabinda; these armed attacks resulted in the rape, robbery and murder of a small number of expatriates working in Cabinda.
Those responsible have declared their intention to continue attacks against expatriates.
Occasional attacks against police and Angolan Armed Forces (FAA) convoys and outposts also continue to be reported.
These incidents, while small in overall numbers, have occurred with little or no warning.
American citizens are, therefore, urged to exercise extreme caution when traveling outside of Cabinda city and limit travel to essential only.

Americans are advised to undertake only essential travel to Lunda North and South provinces.
As the government of Angola is sensitive to the travel of foreigners in the diamond producing areas of the provinces, proper permission and documentation is required to frequent these areas.
One can be subject to restriction or detention.
There have been reports of crime or banditry in these areas, especially on roads leading into these areas.

Visitors to Angola are advised not to take photographs of sites and installations of military or security interest, including government buildings, as this can result in fines and possibly arrest.

CRIME:
Crime is a serious problem throughout Angola.
While most violent crime occurs between Angolans, foreigners have occasionally been attacked as well.
Street crime is a regular occurrence in Luanda.
The most common crimes are pick-pocketing, purse-snatching, vehicle theft, and vehicle break-ins.
Armed muggings, robberies, and carjacking involving foreigners are not frequent but do occur.
Americans are advised to avoid Roque Santeiro and Rocha Pinto, and to only travel the “Serpentine Road” in front of the U.S. Embassy by car.
In general, movement around Luanda is safer by day than by night.
Touring after dark should be avoided.
Police and military officials are sometimes undisciplined, but their authority should not be challenged.
Air travelers arriving in Luanda are strongly advised to arrange reliable and secure ground transportation in advance; there is no regular taxi service.
American citizens are advised to avoid the use of the public transportation known as “candongueiros” or “taxistas”; these multi-passenger vans are largely unregulated and often dangerous.

Motorists should stop at all police checkpoints if so directed.
Police officers may solicit bribes or request immediate payment of "fines" for alleged minor infractions.
American citizens asked for bribes by the police should politely ask the traffic police to write them a ticket if the police allege a moving violation.
If the police officer writes the ticket, then the motorist would pay the fine at the place indicated on the ticket.
If no moving violation is alleged and the officer is asking for a bribe, the motorist should, without actually challenging the officer's authority, politely ask the officer for his/her name and badge number.
Officers thus engaged will frequently let motorists go with no bribe paid if motorists follow this advice.
Motorists are reminded to have all proper documents in the vehicle at all times (i.e. vehicle registration, proof of insurance, and driver's license), as the lack of documentation is a violation and can also be a reason an officer would solicit a bribe.
Local law requires that every driver in Angola have the proper permission to drive.

Police are not always responsive to reports of crime or requests for assistance.
Most police are on foot and are assigned to designated stationary posts.
The Rapid Intervention Police (PIR) unit is frequently seen patrolling various areas of the city.
This unit, which is well trained and organized, will respond to major criminal incidents.

There have been police operations against illegal aliens and private companies resulting in deportation of illegal resident foreign nationals and loss of personal and company property.
Independent entrepreneurs in Angola should carry relevant immigration and business documents at all times.

Travelers should be alert to fraud occasionally perpetrated by Luanda airport personnel.
Immigration and customs officials sometimes detain foreigners without cause, demanding gratuities before allowing them to enter or depart Angola.
Airport health officials sometimes demand that passengers arriving without proof of current yellow fever vaccination accept and pay for a vaccination at the airport.
Travelers are advised to carry their yellow fever vaccination card and ensure their yellow fever vaccine is up-to-date.
If travelers forget to bring their yellow fever vaccination card and do not wish to receive the vaccine offered at the airport, they should be prepared to depart the country on the next available flight.
Searches of travelers' checked baggage is common; travelers are advised to take precautions against this possibility.
Travelers should also be aware that criminals sometimes attempt to insert items into baggage at the airport, particularly for flights from Luanda to South Africa.
It is important that travelers maintain control of their carry-on baggage at all times, and if they believe something has been inserted into their baggage, they should report the incident immediately to airport authorities.
INFORMATION FOR VICTIMS OF CRIME:
The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate.
If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance.
The Embassy/Consulate staff can, for example, assist you to find appropriate medical care, to contact family members or friends, and explain how funds could be transferred.
Although the investigation and prosecution of crimes are solely the responsibility of local authorities, consular officers can help you to understand the local criminal justice process and to find an attorney if needed.

In addition to reporting crime to local police and the U.S. Embassy in Angola, victims of crime who are residing in Angola are also encouraged to report the crime to the security department of their employer.
Short-term visitors are encouraged to report the crime to the management of the hotel where they are staying if the crime occurred in or near the hotel.
The local equivalent to the “911” emergency line in Angola for police is 113; for fire fighters: 115, and for ambulance services: 112.

MEDICAL FACILITIES AND HEALTH INFORMATION:
Medical facilities and services are available in Angola, but are limited and often do not meet U.S. standards.
Adequate care for medical emergencies is limited to Luanda, where there are some good private clinics that usually have a 24-hour service provided by a general practice physician and with specialists on call.

Routine operations such as appendectomies can be performed.
Local pharmacies provide a limited supply of prescriptions and over-the-counter medicines/drugs.
Travelers are, therefore, urged to carry with them an adequate supply of properly-labeled medications they routinely require for the duration of their projected stay in Angola.
Malaria is endemic in most areas of Angola.

An outbreak of Marburg hemorrhagic fever, a severe and often fatal disease, occurred in Uige province in the spring of 2005; however, on November 7, 2005, the Ministry of Health of the Republic of Angola and the World Health Organization (WHO) declared that the Marburg outbreak in Angola had ended.
This announcement came after 45 consecutive days without a new case of the illness.

TRAFFIC SAFETY AND ROAD CONDITIONS:
While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States.
The information below concerning Angola is provided for general reference only, and may not be totally accurate in a particular location or circumstance.
Since the end of the civil war in 2002, overland access to the interior has increased.
However, fighting in most of the country damaged or destroyed many roads and bridges, and services for motorists outside urban areas cannot be counted on.

Road travel can be dangerous, especially during the rainy season (October - March), which can cause large potholes and erosion and due to the presence of landmines.
Road conditions vary widely outside the capital from acceptable paved surfaces to virtually impassable dirt roads, particularly secondary routes.
Many secondary roads, including secondary roads in urban areas, are impassable during the rainy season.
Overloaded, poorly marked, and disabled vehicles, as well as pedestrians and livestock, pose hazards for motorists.
Ground travel in rural areas should be undertaken during daylight hours only.
Landmines also pose a continuing hazard to travelers.
Many areas were heavily mined during the war, including roads, bridges, and railroad tracks.
Areas with suspected landmines are generally clearly marked and travelers should heed these warnings.
Primary roads are considered to be landmine free in most provinces, but travelers should not venture far from the margins of the road.
Extensive government, commercial, and NGO demining projects continue throughout the country.

Traffic in Luanda is heavy and often chaotic, and roads are often in poor condition.
Few intersections have traffic lights or police to direct vehicles.
Drivers often fail to obey traffic signals and signs, and there are frequent vehicle breakdowns.
Itinerant vendors, scooters and pedestrians often weave in and out of traffic, posing a danger to themselves and to drivers.
Most public transportation, including buses and van taxis, should be avoided as the vehicles are generally crowded and may be unreliable.

AVIATION SAFETY OVERSIGHT:
As there is no direct commercial air service to the United States by carriers registered in Angola, the U.S. Federal Aviation Administration (FAA) has not assessed Angola’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards.

The U.S. Embassy in Luanda prohibits its employees from using TAAG, Angola’s national airline, for domestic or international flights due to concerns regarding safety and maintenance.
SPECIAL CIRCUMSTANCES:
Customs Regulations:
Angolan customs authorities may enforce strict regulations concerning temporary importation into or export from Angola of sensitive items including firearms, antiquities, and currency.
It is advisable to contact the Embassy of Angola in Washington, DC or one of Angola's consulates in the United States for specific information regarding customs requirements.

Financial Transactions:
Angola is generally a cash-only economy; neither traveler’s checks nor credit cards are used outside the capital of Luanda.
In Luanda, credit cards are accepted in extremely limited circumstances, namely large hotels.
Although, in April 2007 a major campaign was launched to expand credit card acceptance this effort has yet to expand beyond the capital city.
In general, Automated Teller Machine’s (ATM’s) are only accessible to those individuals who hold accounts with local banks.
Dollars are generally accepted in all provincial capitals; travelers should carry a sufficient supply of U.S. dollars with them.
Only the newer series U.S. dollar bills (with large faces) are accepted.
U.S. dollars can be converted to local currency at exchange businesses authorized by the Angolan government.
Angolan currency (the Kwanza) may not be taken out of the country and travelers, who attempt to carry currency out of Angola, are subject to having the currency confiscated.

Personal Identification: U.S. citizens are encouraged to carry a copy of their U.S. passports with them at all times so that, if questioned by local officials, proof of identity and U.S. citizenship is readily available.
The Consular Section of the U.S. Embassy in Luanda can prepare copies of American passports at no charge for individuals who register with the Embassy.
To avoid the risk of theft of or confiscation of original documentation, the U.S. Embassy recommends that Americans keep their passport in a secure place and carry a copy to avoid the possibility of authorities confiscating identity and travel documents.

Labor Disputes: American performers traveling to Angola to perform in concerts and/or other events should be aware that there have been several serious allegations made against talent agencies making arrangements for foreign performers.
These allegations include, among other things, several charges of breach of contract and the forcible retention of passports and persons.
Performers should assure themselves of the reputation of any agency they may contract with before traveling.
Many find it useful to contact performers who have previously worked in Angola and are familiar with agencies in Angola.
Persons experiencing any incidents of this nature in Angola should report these to the local Angolan police and the U.S. Embassy.

Long Delays in Renewal of Visas: U.S. citizens who opt to renew their work or other visa while in Angola should expect delays of 2-10 weeks or more, during which time the Angolan immigration authorities will retain one's passport and one will not be able to travel.
U.S. citizens are advised to plan accordingly, and if travel during this time cannot be avoided, one should apply for a second U.S. passport PRIOR to turning over the primary passport to Angolan authorities for visa renewal.
To apply for a second U.S. passport, you must write a letter explaining the need for the second passport, as well as meet all the requirements for a normal application for passport renewal, including being able to show a current valid passport.
Receiving a second passport will take 7-10 business days.
Expatriates who stay beyond their visa expiration date are subject to steep fines.

Hotel Availability:
Hotels are limited in Angola, and demand for the limited number of rooms is high.
Hotels are often booked months in advance, especially in the capital city of Luanda.
Only a few large hotels in Luanda accept credit cards; hotels in the provinces generally do not accept credit cards.
Adequate hotels are found in most provincial capitals, but some provide limited amenities.

CRIMINAL PENALTIES:
While in a foreign country, a U.S. citizen is subject to that country's laws and regulations, which sometimes differ significantly from those in the United States and may not afford the protections available to the individual under U.S. law.
Penalties for breaking the law can be more severe than in the United States for similar offenses.
Persons violating Angolan laws, even unknowingly, may be expelled, arrested or imprisoned.
Penalties for possession or use of, or trafficking in illegal drugs in Angola are severe, and convicted offenders can expect long jail sentences and heavy fines.
Engaging in sex with children or using or disseminating child pornography in a foreign country is a crime prosecutable in the United States.

Luanda, April 6, 2020 (AFP) - Angola on Monday deployed a special police unit in armoured vehicles to patrol Luanda streets to enforce anti-coronavirus regulations as people continued to venture outside despite restrictions on movement.   President Joao Lourenco declared a state of emergency in the southwest African country last month to halt the spread of the deadly virus -- banning travel, meetings and public activities with the aim of keeping people indoors.

But few have adhered to the new rules, prompting the government to reinforce patrols, rolling out its rapid intervention police force.   The special police unit, which is deployed in emergency situations, patrolled the seaside capital on Monday aboard black armoured vehicles.   "Security measures have been reinforced because the population has not conformed to the lockdown (implemented) under the state of emergency," Luanda police spokesman Mateus Rodrigues said over national radio.

Angola has so far detected 14 cases of the novel coronavirus and recorded two deaths -- a relatively low figure compared with other countries in the southern Africa region.   But governments across the continent have scrambled to shut their borders and restrict movement in a bid to prevent further spread.   On Friday, Interior Minister Eugenio Laborinho said the police were not out "to please (people) or to distribute chocolates".

Despite the restrictions, many Angolans view earning money, finding food and fetching water as legitimate reasons to leave home.   "Police beat anyone who leaves the house without valid reason," said Luanda resident Francisca Daniela.    "I was hit yesterday," she complained. "The only reason I am still leaving (the house) today is because I have to buy something for my children to eat."   Police have arrested several hundred people for defying the restrictions since the state of emergency came into effect on March 27.

Luanda, March 29, 2020 (AFP) - Angola has recorded its first two deaths from coronavirus, out of the seven confirmed cases in the southwestern African country, health minister said Sunday.   "We now have seven confirmed cases and unfortunately two people lost their lives between last night and this morning," Health Minister Silvia Lutucuta told a news conference.   The fatalities were both Angolan citizens -- a 59-year-old, who was regularly resident in Portugal,but returned home on March 12 and a 37-year-old who had returned home from Lisbon the following day.

Luanda, Jan 9, 2020 (AFP) - Torrential rain in Angola has killed 41 people and caused widespread destruction, the government said on Thursday.   Twelve out of 18 provinces were hit by a violent downpour which began in the early hours of Monday and lasted late into the afternoon, Interior Minister Eugenio Laborinho said in a statement.   Forty-one people died and more than 300 homes were destroyed by flooding, he said.   "In recent days we have been witnessing heavy rainfall, causing flooding, destruction of infrastructure and plantations," he said.   More than 2,000 families had been affected, said Laborinho, warning that drinking water and electricity supplies had been cut off in some areas.    The rain comes on the heels of a severe regional drought caused by years of erratic rainfall and record-high temperatures.

Luanda, Jan 6, 2020 (AFP) - At least five people were killed in Angola after a vehicle drove over a landmine in the northeast, the government said on Monday.   More than one million landmines were planted during Angola's 27-year war, which started after the southwest African country's independence from Portugal in 1975.   After the war, Angola pledged to eradicate landmines by 2025.    But more than 1,200 minefields remain to be cleared and hidden explosives continue to claim lives.

The latest incident took place in the province of Lunda Sul late on Sunday, when a land cruiser carrying 13 men struck a landmine between the towns of Cacolo and Alto Chicapa.   "(The vehicle) set off a suspected antitank mine, leaving five people dead at the scene and eight seriously injured," said the interior ministry in a statement.

The wounded were rushed to the provincial hospital, 145 kilometres (90 miles) away from the explosion.   Driver Antonio Perreira said he was confused about how a landmine had remained hidden on a such a well-travelled route.    "Many cars drive along this road," Perreira said from his hospital bed. "I do not know how it happened. We set off the mine and a lot of people died."   Landmines in Angola have injured between 40,000 and 60,000 people, according to government estimates.

The last deadly blast recorded before Sunday's incident took place in the southern Cunene province, where five people were killed in October 2019.     Angola's landmines drew international attention in the late 1990s, after Britain's late Princess Diana famously walked across a cleared minefield near the central city of Huambo.

Diana's son Prince Harry returned to the area in September last year as part of an official visit to the region -- echoing his mother's calls for action.   But Angola's government has since complained about lack of funding for mine-clearing work and warned that meeting its 2025 target would be "difficult".

COUNTRY DESCRIPTION: Cote d'Ivoire (Ivory Coast) is a developing country on the western coast of Africa.
The official capital is Yamoussoukro, but Abidjan is the largest city, the
ain commercial center, and where the Ivorian government and the U.S. Embassy are located.
Cote d'Ivoire is a republic whose constitution provides for separate branches of government under a strong president.

The country has been divided since a 2002 coup attempt developed into a civil war.
Despite several peace agreements and the establishment of a transitional government, key issues remain unresolved, elections have been delayed, and tensions persist throughout the country.

Tourist facilities in and near Abidjan, the commercial capital, are good; accommodations in many other locations are limited in quality and availability.

ENTRY/EXIT REQUIREMENTS:
A passport is required, but U.S. citizens traveling to Cote d'Ivoire for business or tourism do not require visas for stays of 90 days or less.
To stay longer than 90 days, the visitor may still enter without a visa, but then must apply for a "carte de sejour" within 90 days of arrival.
(Note: "Cartes de sejour" are not issued to children under the age of 16, who are documented on their parents' visas).
An international health certificate showing current yellow fever immunization is required for entry into Cote d'Ivoire.
Without it, the traveler may be required to submit to vaccination at the airport health office before clearing immigration, at a cost of 5,000 CFA (a little less than $10).

SAFETY AND SECURITY:Cote d'Ivoire has been unstable since the coup in 1999, and territorially divided since 2002.
The New Forces control the northern and some western parts of the country.
There are many road checkpoints manned by security forces and militia in both the government-controlled and New Forces-controlled portions of the country.
Soldiers and militia members check documents and frequently demand cash for permission to pass.
Cote d'Ivoire's border with Liberia is open, but border controls are extensive.

Political instability has contributed to economic stagnation and high unemployment, exacerbating social tensions and creating the potential for labor unrest and civil disorder.
There have been recurring episodes of violence, some of them severe.
In November 2004, there was a brief resumption of hostilities between the two sides followed by widespread attacks against people and property in Abidjan and elsewhere.
Many of these attacks were directed against French and other expatriates, and thousands fled the country.
Americans should avoid crowds and demonstrations, be aware of their surroundings, and use common sense to avoid situations and locations that could be dangerous.
While diplomatic efforts to end the crisis are ongoing, further civil unrest, coup attempts or the resumption of hostilities are possible.

Swimming in coastal waters is dangerous and strongly discouraged, even for excellent swimmers.
The ocean currents along the coast are powerful and treacherous, and numerous people drown each year.

CRIME:
Crime continues to be a major security threat for Americans living in Cote d'Ivoire.
Grab-and-run street crime and pick pocketing in crowded areas are widespread.
Armed carjacking, robberies of businesses and restaurants, and home invasions are common, and they often target expatriate residents who are perceived as wealthy.
Armed criminals use force when faced with resistance.
Travelers displaying jewelry and carrying cameras are especially at risk.
Travelers are advised to carry limited amounts of cash and only photocopies of key documents.
While there have been relatively few reported cases of sexual assault, given the general climate of criminality, the actual rate of assault may be much higher than that which is reported.
There were allegations of sexual assaults during the November 2004 civil strife.
Given the strong anti-French sentiment, people of non-African appearance may be specifically targeted for violence.
Avoid large gatherings and political demonstrations, as they can turn violent quickly.

Travel outside of Abidjan or at night is strongly discouraged, and it is particularly dangerous to visit Abidjan's Treichville, Adjame, Abobo, and Plateau districts after dark.
The DeGaulle and Houphouet-Boigny bridges in Abidjan are dangerous areas for pedestrians.
Inadequate resources and training limit the ability of the police to combat crime.
Many hotels, restaurants, nightclubs and supermarkets provide security guards to protect clients and vehicles.

Travelers should take the same common sense precautions in Abidjan that they would in any metropolitan area in the United States.
Travelers should stay in well-lit areas and walk confidently at a steady pace on the side of the street facing traffic close to the curb.
Travelers should avoid crowds, mass transit, doorways, bushes, alleys and sparsely populated areas.
Travelers who need transportation at night should take an Orange metered taxi.
Travelers should be discreet about your transactions, especially in sight on the street.
Normal spending habits of Westerners appear extravagant.

Credit card use in Cote d'Ivoire is limited, particularly outside Abidjan, but credit card fraud is an increasing problem.
Travelers should not use credit cards in paper transactions unless the credit card transaction is electronically performed in view of the individual.

Business fraud is rampant and the perpetrators often target foreigners, including Americans.
Schemes previously associated with Nigeria are now prevalent throughout West Africa, including Cote d'Ivoire, and pose a danger of grave financial loss.
Typically these scams begin with unsolicited communication (usually e-mails) from strangers who promise quick financial gain, often by transferring large sums of money or valuables out of the country, but then require a series of "advance fees" to be paid, such as fees for legal documents or taxes.
Of course, the final payoff does not exist; the purpose of the scam is simply to collect the advance fees.
A common variation is the scammer’s claim to be a refugee or émigré of a prominent West African family, or a relative of a present or former political leader who needs assistance in transferring large sums of cash.
Still other variations appear to be legitimate business deals that require advance payments on contracts.
Sometimes victims are convinced to provide bank account and credit card information and financial authorization that drains their accounts, incurs large debts against their credit, and takes their life savings.

The best way to avoid becoming a victim of advance-fee fraud is common sense — if a proposition looks too good to be true, it probably is a scam, particularly if one has never met the correspondent.
Travelers should carefully check and research any unsolicited business proposal before committing any funds, providing any goods or services, and undertaking any travel.
A good clue to a scam is the phone number given to the victim; legitimate businesses and offices provide fixed line numbers, while scams typically use only cell phones.
In Cote d'Ivoire, all cell phone numbers start with zero.

It is virtually impossible to recover money lost through these scams.

While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States.

Serious traffic accidents, one of the greatest threats to U.S. citizens in Cote d’Ivoire, occur regularly in Abidjan.
Unsafe road conditions, unskilled drivers, and poorly maintained and overloaded vehicles create very poor driving conditions.
Speed limits, signals, and yielding for pedestrians and cyclists are not respected.
Travelers should drive defensively, watch out for public transportation vehicles that stop and start without warning, and be especially cautious at intersections because traffic lights often malfunction.
Travelers who must travel at night should beware of vehicles without headlights and/or taillights, and pedestrians and bicycles along the roadside.
In case of an accident, travelers are advised not to move their vehicle until a police officer authorizes.
Travelers should go to the nearest hospital or police station if there is no other vehicle to take the injured to a hospital, or if there is reason to believe that their life is in danger from others at the site of the accident.

Abidjan has a poor public transportation system; if traveling by bus, use only the “Express” line.
In Abidjan, taxis are readily available, inexpensive (metered), but poorly maintained and notorious for not respecting the rules of the road.
Communal taxis (“woro-woros”), used only within the limits of each commune, are not metered and are dangerous.
Local vans ("Gbaka") should not be used because they are frequently involved in accidents.

Criminals usually steal vehicles when the driver is in or near the vehicle, so car doors and windows should be kept locked.
While stopped in traffic, travelers should remember to allow enough room between your car and the one in front to maneuver out if needed.
Travelers should look around to see if there is anyone paying unusual attention or if someone appears to be watching, before entering their vehicles. Travelers should not attempt to enter their vehicles, and should go get assistance.
Travelers should enter and exit their vehicles as quickly as possible, to limit their vulnerability to carjacking.

Victims of carjacking should not resist.
Victims should try to remain calm and give the carjackers what they want, which is usually the vehicle and any valuables.
Experience shows that criminals usually don’t use violence unless they are confronted with resistance.
Furthermore, it is not uncommon to take an occupant, usually a woman or child, as hostage to ensure their safe escape; the hostage is usually released unharmed.
This is a very difficult situation; victims should use their best judgment in deciding a course of action.

A newer phenomenon is the staged accidental "bumping" accident.
If your vehicle is "bumped" from the rear or the side, stay locked inside because this ruse is used to get the driver out and leave the vehicle free for carjacking.
Travelers with cell phones should call for assistance.
Victims should report the accident at the nearest police station as soon as possible if they feel their safety is in jeopardy and try to get the license number for any other vehicle involved.

Emergency services such as ambulance service (SAMU) exist in Abidjan and larger towns.

If traveling to another West African Economic and Monetary Union (WAEMU) country, expatriate residents leaving Cote d’Ivoire must declare the amount of currency being taken out of the country; if going to any other country, tourists are prohibited from taking more than 500,000 CFA francs (approximately $1,000), and business operators two million CFA francs (approximately $4,000), without government approval.
Even with authorization, there is a cash limit of $4,000 for tourists and $5,500 for business people, with any surplus in travelers or bank checks.

Travelers should carry a photocopy of your U.S. passport, visa, and entry stamps.
Travelers should also, carry their international driver's licenses if planning to drive.

Government corruption remains a serious problem in Cote d'Ivoire, and has an impact on judicial proceedings, contract awards, customs, and tax issues.
Security forces (police, military, gendarmes) routinely stop vehicles for traffic violations and security checks. Travelers should politely present identification if stopped.
Travelers who are stopped at one of these check points for any reason and asked to pay a "fine" to these uniformed officials, should politely refuse and present a photocopy of their U.S. passport, visa, and entry stamp.

Taking pictures is prohibited near sensitive installations, including military sites, government buildings such as the radio and television stations, the Presidency building, the airport, and the DeGaulle and Houphouet-Boigny bridges in Abidjan.

Cote d’Ivoire recognizes dual nationality if acquired at birth.
Americans who also are Ivorian nationals may be subject, while in Côte d'Ivoire, to certain aspects of Ivorian law that impose special obligations on citizens of that country.

Abidjan, May 7, 2020 (AFP) - Ivory Coast will lift many of its coronavirus containment measures from Friday, except in economic capital Abidjan which has the vast majority of the country's cases, President Alassane Ouattara announced.   The West African nation acted swiftly in enacting restrictions against the pandemic more than a month and a half ago, and it has so far only recorded 20 deaths.   "No positive case has been detected in the interior of the country since April 21," Ouattara said on public television Thursday.   In these interior areas almost all measures will be lifted from Friday, with curfews ended and schools, restaurants, bars and concert venues opened, he said.

However the coastal city of Abidjan, which has a population of five million, will remain isolated from the rest of the country, with measures staying in place there until at least May 15.   Ouattara said the city has registered 98 percent of the country's 1,571 infections.   But Abidjan's curfew will be shortened from 9am-5am to 11pm-4am during the Muslim holy month of Ramadan.   The country's borders will remain closed until further notice.   Ouattara praised the country's "satisfactory results" so far in the fight against the virus, but warned that "we have not yet won the battle".   "We must remain mobilised and show discipline and good citizenship," he said, adding that measures could be reimposed if needed.   The announcement came just hours after the World Health Organisation warned that up to 190,000 people in Africa could die if containment measures fail.

Krindjabo, Côte d'Ivoire, April 27, 2020 (AFP) - An aide to an influential king in Ivory Coast has said the monarch could order a procession of naked women to ward off coronavirus by seeking the protection of spirits.   The king of Sanwi, based in the southeast of the world's top cocoa grower, held a special exorcism ceremony last week seeking divine intervention to protect his three million subjects against the epidemic.

Traditional kings and local chieftains have great authority and the event would normally have been attended by hundreds but due to coronavirus restrictions keeping gatherings to less than 50 people, a handful turned up.   "I ask God ... to protect the population and keep this virus away from the kingdom, Ivory Coast and the world," King Amon N'Douffou V said, speaking through his official announcer as royals do not address the public directly.   Traditional "komians" or women healers dressed in white purified the royal court by sprinkling alcohol to the strains of the "abodan", a traditional beat.

Those attending then daubed their faces with the wet earth as a sign of obeisance to the king and lifted their heads towards the sun.   Such ceremonies are held to ward off natural disasters such as droughts or floods.   Ivory Coast has more than 1,000 cases of the new coronavirus with 14 deaths and the government has roped in traditional rulers to enforce social distancing and other measures.   About 20 percent of the population is animist. Muslims and Christians account for 40 percent each and many members of the two faiths also practise animist rituals.   The king, resplendent in gold and draped in colourful tribal woven cloth, arrived for the ceremony in the village of Krindjabo, the capital of the kingdom, to the beating of tam-tam drums.

- 'Bad spirit' -
"We have gathered here to ward off this bad spell," he said, through the royal announcer, calling coronavirus a "bad spirit."   "Human beings have to redefine their space in this world and respect nature. Without that, we will always be confronted with these epidemics," he added.   After that, the king of the Akan people -- who live in Ivory Coast and neighbouring Ghana -- poured two bottles of alcohol on the ground.

"In Africa, we live in two worlds -- the visible and the invisible," said Ben Kottia, the king's counsellor. "Only kings have the power through this libation to demand the protection of the invisible world.   "The king can order women who hold this secret to perform the 'adjalou' -- a procession through the village to protect the people.

"During Adjalou, these women are naked and we confine men and children in their homes," he said.   "The women erect barricades at the entrance of villages to prevent bad spirits from entering and claiming lives."   The procession is kept secret until the previous day when the royal announcer goes through the village to say it will take place.

Abidjan, April 5, 2020 (AFP) - Residents in a working-class district of the Ivory Coast city of Abidjan on Sunday destroyed a coronavirus testing centre that was under construction, police and health ministry officials said.   Videos posted on social media, showed several dozen people dismantling the building, some of them shouting: "We don't want it!"

The incident happened in Yopougon district of the city of five million inhabitants, which is the country's commercial capital.   Locals had demonstrated against the centre because they thought it was too close to their homes and right in the middle of a residential district, one police officer told AFP on condition of anonymity.   But the building, which was still under construction, had never been intended as a treatment centre for virus patients -- only as a testing centre, said a health ministry official, who also asked not to be named.

This was the first violent incident connected to the COVID-19 outbreak in the country, which so far appears to have been relatively untouched by the virus, at least according to official figures.   They put the number of cases at 261, with three deaths so far.

Nevertheless, the authorities are trying to increase their capacity to treat the outbreak.   President Alassane Ouattara declared a state of emergency on March 23.   Abidjan has already been placed under quarantine, effectively cut off from the rest of the country, and a nationwide overnight curfew is in force.

Schools, churches and non-essential shops have been closed and gatherings have been banned.   On Saturday, senior health officials recommended that people wear masks in public places to try to slow the spread of the virus.   So far however, the government has not ordered a full lockdown.   Last Tuesday, the government announced a 2.6-billion-euro plan ($2.8 billion) to tackle the economic and social effects of the pandemic, which is forecast to halve the country's growth rate to 3.6 percent in 2020.

Bouake, Ivory Coast, Oct 24, 2019 (AFP) - Once the bane of sub-Saharan Africa, sleeping sickness is agonisingly close to being wiped out, but only if countries -- and donors -- keep up their guard, say scientists.   The disease, transmitted to humans by the tsetse fly, was once a curse in 30 countries.   But a coordinated global fight to eradicate it has borne fruit, leading to a 95-percent fall in cases over the past 15 years, according to the World Health Organization (WHO).

Last year, the agency recorded only 977 cases, compared to a peak of some 300,000 in the 1990s. Its hope is that sleeping sickness will enter the history books by 2030.   Sleeping sickness -- human African trypanosomiasis -- is caused by the trypanosoma parasite, which is transmitted to humans by the tsetse when it takes a blood meal.   The disease is fatal unless diagnosed and treated rapidly. Early symptoms are severe headaches and muscle aches and fever.

Sufferers feel lethargic and sleepy by day then awake and exhausted at night. Neuropsychiatric and sensory disorders follow, then a coma before death ensues within months or sometimes even years later.   "Sleeping sickness is scary -- when someone has it, it makes them mad," said Emile Gouribitiali, 56, a villager in central Ivory Coast whose mother and younger brother both fell ill.   But scientists say this dreaded disease is on the ropes.   "After a century of fighting it, sleeping sickness is on the verge of being eradicated," said Dr Dramane Kaba, an entomologist and director of the Pierre Richet Institute (IPR) at Bouake in central Ivory Coast.   "Sleeping sickness has almost stopped being a public health problem in Africa," he said. "But we have to maintain our efforts."   The institute, founded in 1970, specialises in insect-transmitted diseases including malaria, dengue, zika and chikungunya.

- Meticulous task -
Despite the progress, "pockets of resistance" remain, says Kaba.   They include the Democratic Republic of Congo -- home to 80 percent of cases -- and Guinea, where health programmes have been ravaged by the Ebola crisis.   It is also difficult to gain an accurate assessment in areas of armed conflict.   If the overall outlook is relatively favourable, there must be no let-up towards eradication, Kaba insists.

He points to the fact that, after a campaign against the illness from the 1920s through to the 1960s "vigilance then dropped off and the illness returned".   Combatting the spread of the disease requires meticulous work to break the chain of transmission and kill the parasite, said Vincent Jamonneau at France's Research Institute for Development (IRD).   Teams on the ground, working with lab-based researchers, comb rural areas to uncover possible cases of the disease and beef up control of the tsetse fly, which favours a hot, humid habitat.

- Fly traps -
They log symptoms that point to a possible infection and then carry out a quick diagnostic blood test, obtaining results confirmed in a lab.   Patients identified in this way can be cured through hospitalisation of seven to 10 days, which the WHO provides free of charge across Africa. A revolutionary treatment, which involves taking a one-off pill, is being tested.

Ironically, as the disease is rolled back, it becomes more and more difficult to encourage villagers to come forward and get tested, said Jammoneau.   "People no longer feel that the disease is a threat," he said.   The researchers also test cattle, another tsetse target who suffer a different strain of the virus -- animal trypanosomiasis. They lose weight, their milk production slumps, then they die.   IPR teams set tsetse traps in villages where they operate. The traps comprise blue screens impregnated with insecticide -- the flies find the colour attractive. 

Another trap variant permits capture to assess their number and then dissection to determine if they are infected.   The IPR hosts research at its lab as the scientific community hones its battle to eradicate sleeping sickness.    The lab can draw on some state-of-the-art equipment as well as some 100 employees, including 16 researchers, but needs renovating, said Kaba.    For Jamonneau, "the means to eradicate trypanosomiasis are there.   "But this disease raises scant interest among fundraisers. So we still need their support as the challenge is to track down and treat the last cases in order to finish off the illness."

Abidjan, Oct 22, 2019 (AFP) - Ivory Coast announced Tuesday that Arab investors had pledged $5 billion to support its programme to attract foreign tourists to the West African nation.   The tourism ministry said "a round table of investors in Dubai" on Sunday and Monday expressed interest In Ivory Coast and in total, the minister for tourism and leisure, Siandou Fofana, "enlisted from them pledges worth just over $5 billion" (4.49 billion euros).   Ivory Coast's charm offensive in the United Arab Emirates included a delegation with recently retired star footballer Didier Drogba and A'Salfo, lead singer with the pop group Magic System, who gave two concerts.

The initiative, dubbed "Sublime Cote d'Ivoire" (Magnificent Ivory Coast), was launched in May.   "Our goal is to become the fifth biggest destination for tourism in Africa by 2025," Fofana said in the ministry's statement.   If objectives are reached, tourism would account for 12 percent of GDP compared with 5.5 percent today, and jobs in the tourism sector would grow from 270,000, as of 2016, to 365,000.   The economy today is hugely dependent on rural earnings, especially cacao and coffee. The plan is to attract tourists to the remote west of the country, a region of unspoiled mountains and beaches.

Riyadh, May 26, 2020 (AFP) - Saudi Arabia will end its nationwide coronavirus curfew from June 21, except in the holy city of Mecca, the interior ministry said Tuesday, after more than two months of stringent curbs.   Prayers will also be allowed to resume in all mosques outside Mecca from May 31, the ministry said in a series of measures announced on the official Saudi Press Agency.   The kingdom, which has reported the highest number of virus cases in the Gulf, imposed a full nationwide curfew during Eid al-Fitr, the Muslim holiday that marks the end of the fasting month of Ramadan.

The ministry said it will begin easing restrictions in a phased manner this week, with the curfew relaxed between 6 am and 3 pm between Thursday and Saturday.   From Sunday until June 20, the curfew will be further eased until 8 pm, the ministry added.   The kingdom will lift the lockdown entirely from June 21.   "Starting from Thursday, the kingdom will enter a new phase (in dealing with the pandemic) and will gradually return to normal based on the rules of social distancing," Health Minister Tawfiq Al-Rabiah said on Monday.   Saudi Arabia has reported around 75,000 coronavirus infections and some 400 deaths from COVID-19.

In March, Saudi Arabia suspended the year-round "umrah" pilgrimage over fears of the disease spreading in Islam's holiest cities.   That suspension will remain in place, the interior ministry said.   Authorities are yet to announce whether they will proceed with this year's hajj -- scheduled for late July -- but they have urged Muslims to temporarily defer preparations for the annual pilgrimage.   Last year, some 2.5 million faithful travelled to Saudi Arabia from around the world to participate in the hajj, which Muslims are obliged to perform at least once during their lifetime.

Santiago, May 26, 2020 (AFP) - Chile registered a new high for coronavirus cases on Monday, with nearly 5,000 infections in 24 hours, including two ministers in President Sebastian Pinera's government.   Health authorities announced 4,895 new infections in the South American country and 43 deaths.

Public Works Minister Alfredo Moreno and Energy Minister Juan Carlos Jobet said they were among those with the disease.   "I have been informed that the COVID-19 test I had a few days ago was positive," Moreno said on Twitter, adding that he had no symptoms so far.   The 63-year-old minister had placed himself in quarantine after one of his staff tested positive.  Jobet also tested positive after starting to quarantine preventatively on Saturday, "when he experienced mild symptoms, which could be associated with the disease," a statement from the Energy Ministry said.

The 44-year-old minister "has had no direct contact with President Sebastian Pinera or other cabinet members in recent days," the statement said, without specifying how he became infected.   Three other ministers, who had self-quarantined after being in contact with infected people, all tested negative and resumed work.

Chile suffered a surge in infections last week, prompting the government to order the lockdown of Santiago.   The capital is the main focus of the pandemic in Chile, with 90 percent of the country's 74,000 cases.   Last week, the Senate was closed after three senators tested positive for the coronavirus. Quito, May 25, 2020 (AFP) - Demonstrators defied coronavirus restrictions to march in cities across Ecuador on Monday in protest against President Lenin Moreno's drastic economic measures to tackle the crisis.   Moreno last week announced public spending cuts including the closure of state companies and embassies around the world, but trade unions Monday said workers were paying a disproportionate price compared to Ecuador's elite.   "This protest is because the government is firing workers to avoid making the rich pay," Mecias Tatamuez, head of the county's largest union, the Unitary Front of Workers (FUT), told reporters at a march in Quito.

Around 2,000 people marched in the capital, waving flags and banners and shouting anti-government slogans.   The protesters wore masks and respected distancing measures recommended against the spread of the coronavirus that has caused at least 3,200 deaths in the country, making it South America's worst hit nation per capita. Authorities say more than 2,000 further deaths are likely linked to the virus.

Demonstrations took place in several other cities, including Guayaquil, the epicentre of Ecuador's health crisis, where union leaders said hundreds marched through the city.   Moreno ordered the closure of Ecuadoran embassies, a reduction in diplomatic staff and scrapped seven state companies as part of measures designed to save some $4 billion.    He also announced the liquidation of the TAME airline, which has lost more than $400 million over the last five years.

The government says the pandemic has so far cost the economy at least $8 billion.   Public sector working hours have been cut by 25 percent, with an accompanying 16 percent pay cut.   Moreno said on Sunday that 150,000 people had lost their jobs because of the coronavirus.   Ecuador was struggling economically before the pandemic hit, due to high debt and its dependence on oil.   The IMF predicts that the economy will shrink by 6.3 percent this year, the sharpest drop of any country in South America.

Dublin, May 25, 2020 (AFP) - Ireland recorded no new deaths from the coronavirus on Monday for the first time since March 21.   Prime Minister Leo Varadkar called it a "significant milestone", adding on Twitter: "This is a day of hope. We will prevail."

The announcement came one week after Ireland, which has suffered 1,606 deaths from 24,698 infections, began to ease lockdown measures that had been in place for nearly two months.   Ireland entered lockdown in late March, recording a peak of 77 deaths on a single day on April 20.   "In the last 24 hours we didn't have any deaths notified to us," chief medical officer Tony Holohan said at a daily press briefing.   He warned that the zero figure could be a result of a lag in reporting of deaths over the weekend, but he added: "It's part of the continued trend that we've seen in (the) reduction in the total number of deaths."

Ireland has announced a five-step plan to reopen the nation by August and took the first steps last Monday -- allowing outdoor employees to return to work, some shops to reopen and the resumption of  activities such as golf and tennis.   While the news of no fresh deaths was greeted as progress, officials remain concerned there will be a "second wave" as the lockdown is loosened.   "The number of new cases and reported deaths over the past week indicates that we have suppressed COVID-19 as a country," Holohan added in a statement.   "It will take another week to see any effect on disease incidence that might arise from the easing of measures."

Luxembourg, May 25, 2020 (AFP) - Luxembourg will ease its coronavirus restrictions on Wednesday, reopening cafes and restaurants and allowing civil and religious ceremonies under strict conditions, the government announced.   The tiny country has so far registered only 3,993 COVID-19 cases, of which 110 have been fatal. Four people are in intensive care and shops were closed on March 18 to slow the spread of the new coronavirus.

Prime Minister Xavier Bettel told a news conference on Monday that eateries could reopen terraces with a maximum of four people at a single table.   Indoor dining in cafes and restaurants will resume on Friday, he said, with social distancing of 1.5 metres (five feet) between groups.   Marriages and funerals will also be allowed if the attendees wore face masks and kept two metres distance from each other.   Bettel however said cafes and restaurants would have to close at midnight.

Francois Koepp, the general secretary of the Horeca federation grouping hotels, restaurants and cafes, welcomed the announcement, saying the sector had "greatly suffered from the confinement".   He said it provided employment to some 21,000 people in this nation of 620,000 inhabitants.   Cinema theatres and gyms will open at the end of the week but children's parks will remain closed.   The government has pledged to give every citizen over 16 a voucher worth 50 euros ( $54) to spend in hotels to provide a boost to the sector.   The vouchers will also be given to some 200,000 cross border workers from Belgium, France and Germany.

Prague, May 25, 2020 (AFP) - The Czech Republic and Slovakia will reopen their border this week for those travelling to the other country for up to 48 hours, Czech Prime Minister Andrej Babis said Monday.   "This will be possible without tests or quarantine" starting Wednesday, he added in a message posted on Twitter.   The Czech Republic and Slovakia formed a single country until 1993. Babis himself was born in the Slovak capital of Bratislava.

Both countries have fared well in the current pandemic, with Slovakia posting the lowest death toll per capita in the EU and the Czech Republic keeping its COVID-19 figures down as well.   The Czech government will also open border crossings with Austria and Germany on Tuesday but will still require negative COVID-19 tests from those entering the country.   "We have negotiated similar conditions on the other side of the border with our German and Austrian colleagues," Interior Minister Jan Hamacek said.   The interior ministry said blanket border checks would be replaced by random ones and added it would still not allow tourists into the country.

Czech Health Minister Adam Vojtech said the government was working on other measures to ease the travel restrictions adopted in mid-March.   "We would like to introduce them next week," he added.   Vojtech said EU citizens could now come to the Czech Republic "on business or to visit their family for a maximum of 72 hours if they submit a negative coronavirus test."

The country is also accessible to non-EU citizens who do seasonal jobs there, on condition they have tested negative.   Czech restaurants, bars, hotels, castles, zoos and swimming pools have been open since Monday, when the government lifted many anti-virus measures.   Czechs also no longer have to wear face masks outside their homes, except in shops and on public transport.

Dhaka, May 25, 2020 (AFP) - Some 15,000 Rohingya refugees are now under coronavirus quarantine in Bangladesh's vast camps, officials said Monday, as the number of confirmed infections rose to 29.   Health experts have long warned that the virus could race through the cramped settlements, housing almost a million Muslims who fled violence in Myanmar, and officials had restricted movement to the area in April.

Despite this, the first cases in the camps were detected in mid-May.   "None of the infections are critical. Most hardly show any symptoms. Still we have brought them in isolation centres and quarantined their families," Toha Bhuiyan, a senior health official in the surrounding Cox's Bazar area told AFP.   He said narrow roads to three districts of the camps -- where the majority of the infections were detected -- have been blocked off by authorities.

The 15,000 Rohingya inside these so-called blocks faced further restrictions on their movement, he said.   It comes as charity workers expressed fears over being infected in the camps as they worked without adequate protection.   Two of the areas under isolation are in Kutupalong camp, home to roughly 600,000 Rohingya.   "We are trying to scale up testing as fast as possible to make sure that we can trace out all the infected people and their contacts," Bhuiyan said.

Seven isolation centres with the capacity to treat more than 700 COVID-19 patients have been prepared, he said.   Officials hope to have just under 2,000 ready by the end of May, he added.   Mahbubur Rahman, the chief health official of Cox's Bazar, said authorities hoped this week they would double the number of tests being performed daily from 188.   He said further entry restrictions have been imposed on the camp, with a 14 day quarantine in place for anyone visiting from Dhaka.   "We are very worried because the Rohingya camps are very densely populated. We suspect community transmission (of the virus) has already begun," Rahman told AFP.

- 'Very little awareness' -
Bangladesh on Monday notched up a record single-day spike in coronavirus cases, with 1,975 new infections, taking the toll to 35,585 cases and 501 deaths.   In early April authorities imposed a complete lockdown on Cox's Bazar district -- home to 3.4 million people including the refugees -- after a number of infections.

But a charity worker with one of the many aid organisations active in the camps said Monday he and many others were "very worried".   "Fear and panic has gripped aid workers because many of us were forced to work without much protection," he told AFP without wishing to be named.   "Social distancing is almost impossible in the camps. There is very little awareness about COVID-19 disease among the refugees, despite efforts by aid agencies."

The lack of information is exacerbated by local authorities having cut off access to the internet in September to combat, they said, drug traffickers and other criminals.   More than 740,000 Rohingya fled a brutal 2017 military crackdown in Myanmar to Cox's Bazar, where around 200,000 refugees were already living.

Antananarivo, May 25, 2020 (AFP) - Madagascar's government has announced it will dispatch troops and doctors to an eastern town after several bodies were found in the streets and where two people died from the novel coronavirus.   Madagascar's cabinet held a special meeting on Sunday to discuss the situation in Toamasina, the country's second largest city.   The Indian Ocean island nation has registered 527 infections and two deaths, both in Toamasina.

Since Thursday, more than 120 new cases were confirmed, and several bodies were found in the city's streets though the cause of death was not clear.   "Doctors must carry out thorough examinations to see if these deaths are caused by another illness (...) or if they are really due to severe acute respiratory problems which is the critical form of COVID-19," Professor Hanta Marie Danielle Vololontiana, spokesperson for the government's virus taskforce, said in a national broadcast on Sunday.   The government will send 150 soldiers to reinforce Toamasina, maintain order and enforce measures against the coronavirus such as mask wearing and social distancing.

The cabinet also fired Toamasina's prefect without providing any explanation.    A team was also ordered to distribute a drink based on artemisia, a plant recognised as a treatment against malaria, which the Malagasy authorities claim cures COVID-19.    The potential benefits of this herbal tea, called Covid-Organics, have not been validated by any scientific study.    The cabinet has also announced an investigation into the death of a doctor in Toamasina. According to local press, the victim was hospitalised after contracting COVID-19 and was found dead hanged in his room on Sunday morning.

New Delhi, May 25, 2020 (AFP) - Domestic flights resumed in India on Monday even as coronavirus cases surge, while confusion about quarantine rules prompted jitters among passengers and the cancellation of dozens of planes.   India had halted all flights within the country, and departing and leaving for abroad, in late March as it sought to stop the spread of coronavirus with the world's largest lockdown.   But desperate to get Asia's third-largest economy moving again, the government announced last week that around 1,050 daily flights -- a third of the usual capacity -- would resume on Monday.

Aviation Minister Hardeep Singh Puri said strict rules would include mandatory mask-wearing and thermal screenings, although middle seats on the aircraft would not be kept empty.   The announcement reportedly caught airlines and state authorities off-guard, with several local governments announcing that passengers would have to go into quarantine for two weeks on arrival.   Maharashtra, the Indian state with the highest number of coronavirus cases, capped at 50 the number of departures and arrivals in and out of its capital Mumbai.

Airlines scrapped dozens of flights on Monday while hundreds of passengers cancelled their bookings, reports said.   The NDTV news channel said 82 flights to and from New Delhi had been cancelled and nine at Bangalore airport.   Other flights from cities including infection hotspots Mumbai and Chennai were struck off, many at short notice, reports said.   At Mumbai airport social distancing was forgotten as irate passengers harangued staff after their flights were cancelled at the last minute.

- 'Really scary' -
At New Delhi airport, hundreds of people anxious to get home but apprehensive about the risks queued from before dawn -- all wearing masks and standing at least one metre (three feet) apart.   Security personnel behind plastic screens verified check-in documents and that passengers had the government contact tracing app, Aarogya Setu, on their phones.

"While I'm looking forward (to flying home), the idea of flying is really scary," student Gladia Laipubam told AFP as she stood in line.   "Anything can happen. It's very risky. I don't really know when I'll be able to come back to Delhi now. There is no clarity from the university too at this time."   One female airline employee wearing gloves, a mask and a protective face shield said she and many other colleagues felt "very nervous" about starting work again.   "Dealing with so many people at this time is so risky. I must have interacted with at least 200 people since this morning," she told AFP, not wishing to be named.

Cabin crew on the planes had to wear full protective suits with masks, plastic visors and blue rubber gloves, and many were also confused about the rules, the Press Trust of India reported.   "There is no clarity on whether I need to go into home quarantine for 14 days after returning to my base or show up for duty on Monday," one pilot told PTI.   New coronavirus cases in India crossed 6,000 for the third consecutive day on Sunday, surging to a record single-day spike of 6,767 infections.   The country has recorded almost 140,000 cases and over 4,000 deaths.   Singh has said that international flights could resume in June, although dozens of special flights have in recent weeks brought back some of the hundreds of thousands of Indians stuck abroad.

Suva, Fiji, May 22, 2020 (AFP) - A huge fire at one of Suva's largest markets blanketed the Fijian capital in thick smoke before it was brought under control Friday, firefighters said.   The blaze engulfed the Suva Flea Market, a major tourist attraction near the waterfront, sending plumes of acrid black smoke into the air.   The National Fire Authority said an adjoining shop was also badly damaged but there were no reports of injuries.   "It's been stopped now and no one was injured but that's all we can say at the moment," a spokesman told AFP.   The said the cause of the fire was being investigated.
