The early history of the Faroe Islands is not very clear. According to Færeyinga Saga emigrants who left Norway to escape the tyranny of Harald I of Norway settled in the isla
ds about the beginning of the 9th century. There is also evidence that Irish monks settled the islands, introducing sheep in the process. Early in the 11th century Sigmund, whose family had flourished in the southern islands but had been almost exterminated by invaders from the northern islands, was sent from Norway, from which he had escaped, to take possession of the islands for Olaf Tryggvason, king of Norway. He introduced Christianity and, though he was subsequently murdered, Norwegian supremacy was upheld. Norwegian control of the islands continued until 1380, when Norway entered into a union with Denmark, which gradually evolved into the double monarchy Denmark/Norway. The reformation reached the Faroes in 1538. When Norway was taken away from Denmark at the Treaty of Kiel in 1814, Denmark retained possession of the Faroe Islands.
The monopoly trade over the Faroe Islands was abolished in 1856. Since then, the country developed towards a modern fishery nation with its own fleet. The national awakening since 1888 was first based on a struggle for the Faroese language, and thus more culturally oriented, but after 1906 was more and more politically oriented after the foundation of the political parties of the Faroe Islands.
On April 12, 1940, the Faroes were invaded and occupied by British troops. The move followed the invasion of Denmark by Nazi Germany and had the objective of strengthening British control of the North Atlantic (see Second Battle of the Atlantic). In 1942–43 the British Royal Engineers built the only airport in the Faroes, the Vágar Airport. Control of the islands reverted to Denmark following the war, but in 1948 a home rule regime was implemented granting a high degree of local autonomy. The Faroes declined to join Denmark in entering the European Community (now European Union) in 1973. The islands experienced considerable economic difficulties following the collapse of the fishing industry in the early 1990s, but have since made efforts to diversify the economy. Support for independence has grown and is the objective of the government.

ENTRY REQUIREMENTS: Passport and visa regulations are similar for Denmark, Greenland, and the Faroes. A valid passport is required. U.S. citizen tourist and business travelers do not need visas for visits of up to 90 days. That period begins when entering any of the following countries which are parties to the Schengen agreement: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Italy, Luxembourg, The Netherlands, Norway, Portugal, Spain, and Sweden. Note: Although European Union regulations require that non-EU visitors obtain a stamp in their passports upon initial entry to a Schengen country, many borders are not staffed with officers carrying out this function. SAFETY AND SECURITY: Denmark remains largely free of terrorist incidents, however the country shares, with the rest of Western Europe, an increased threat of Islamic terrorism. Like other countries in the Schengen area, Denmark's open borders with its Western European neighbors allow the possibility of terrorist groups entering and exiting the country with anonymity. Americans are reminded to remain vigilant with regard to their personal security and to exercise caution.

Public demonstrations occasionally occur in Copenhagen and other Danish cities and are generally peaceful events. Prior police approval is required for public demonstrations, and police oversight is routinely provided to ensure adequate security for participants and passers-by. Nonetheless, as with any large crowd comprised of diverse groups, situations may develop which could pose a threat to public safety. U.S. citizens are advised to avoid areas where public demonstrations are taking place.

CRIME: Denmark, Greenland, and the Faroes all have very low violent crime rates, however, non-violent crimes of opportunity have slightly increased over the last few years, especially in Copenhagen and other major Danish cities, where tourists can become targets for pickpockets and sophisticated thieves. Criminals frequent airports, train stations, and cruise ship quays to take advantage of weary, luggage-burdened travelers. Thieves also operate at popular tourist attractions, shopping streets, and restaurants. In hotel lobbies and breakfast areas, thieves take advantage of even a brief lapse in attention to snatch jackets, purses, and backpacks. Women's purses placed either on the backs of chairs or on the floor are typical targets for thieves. Car and home break-ins are also on the rise.

INFORMATION FOR VICTIMS OF CRIME: The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate. If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance. The Embassy/Consulate staff can, for example, assist you to find appropriate medical care, to contact family members or friends, and explain how funds could be transferred. Although the investigation and prosecution of the crime is solely the responsibility of local authorities, consular officers can help you to understand the local criminal justice process and to find an attorney if needed.

Denmark has a program to provide financial compensation to victims who suffer serious criminal injuries. According to existing regulations, the victim must report the incident to the police within 24 hours. Danish police routinely inform victims of serious crime of their rights to seek compensation. MEDICAL FACILITIES AND HEALTH INFORMATION: Excellent medical facilities are widely available in Denmark. In Greenland and the Faroe Islands, medical facilities are limited and evacuation is required for serious illness or injury. Although emergency medical treatment is free of charge, the patient is charged for follow-up care.

TRAFFIC SAFETY AND ROAD CONDITIONS: While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States. The information below concerning Denmark is provided for general reference only, and may not be totally accurate in a particular location or circumstance.

A valid U.S. driver's license may be used while visiting Denmark, but the driver must be at least 18 years old. Driving in Denmark is on the right side of the road. Road signs use standard international symbols. Many urban streets have traffic lanes reserved for public transport only. Unless otherwise noted on traffic signs, the speed limit is 50 km/h in urban areas, 80 km/h on open roads, and 130 km/h on expressways.

Use of seat belts is mandatory for drivers and all passengers. Children under three years of age must be secured with approved safety equipment appropriate to the child's age, size, and weight. Children from three to six years of age may use approved child or booster seats instead of seat belts.

Driving under the influence of alcohol or drugs is considered a very serious offense. The rules are stringently enforced, and violations can result in stiff fines and possible jail sentences.

Copenhagen, the capital and largest city in Denmark, has an extensive and efficient public transportation system. Trains and buses connect Copenhagen with other major cities in Denmark and to Norway, Sweden, and Germany. Bicycles are also a common mode of transportation in Denmark. Passengers exiting public or tourist buses, as well as tourists driving rental cars, should watch for bicycles on their designated paths, which are usually located between the pedestrian sidewalks and the traffic lanes.

Danish expressways, highways, and secondary roads are of high quality and connect all areas of the country. It is possible to drive from the northern tip of Denmark to the German border in the south in just four hours. Greenland has no established road system, and domestic travel is performed by foot, boat, or by air. The majority of the Faroe Islands are connected by bridges or serviced by boat. Although the largest islands have roads, most domestic travel is done on foot, horseback, boat, or by air.

Copenhagen, April 24, 2020 (AFP) - The Faroe Islands had planned to close to tourists for a weekend this April to protect its fragile ecosystem.   However, isolated due to the pandemic, the Danish archipelago is now offering people a chance to discover the islands with virtual tours online.   "We do these tours for people who were supposed to come to the Faroe Islands and visit now and had to cancel their tours. This is kind of our way of giving them the experience they otherwise would have had, (but) through our eyes, ears and body," Kristina Sandberg Joensen, one of the virtual guides working for the Faroese tourism office, told AFP.   The self-governing territory in the North Atlantic, which has 187 confirmed cases of the new coronavirus, closed its borders in mid-March.

In order to visit the islands virtually, "tourists" take in the stunning views on their phone or computer free of charge as their guide explores the local landscape in real time, either on foot, on horseback or at sea.    Each tourist can even control the direction their guide takes for 60 seconds, using on-screen joystick controls.   Between 20,000 and 40,000 people have taken part in virtual tours since they started on April 15, the tourism office said.   Known for its high cliffs, dramatic waterfalls and open expanses, the archipelago of 1,400 square kilometres (540 square miles) is home to 50,000 people and 80,000 sheep spread out over 18 islands.

Some 110,000 tourists visited the Faroe Islands in 2018, with their numbers increasing by 10 percent per year the past five years.   The archipelago had originally planned to close its main tourism sites on April 18 and 19, asking only a select number of volunteers to come help clean up the local ecosystem.   The operation has instead been postponed until September because of the coronavirus crisis.

Copenhagen, Nov 14, 2019 (AFP) - Authorities in the Faroe Islands have announced the archipelago in the North Atlantic will be "closed for maintenance" for two days in April when tourists won't be welcome, instead opening the doors to volunteer caretakers.   In practice, the self-governing Danish islands will keep hotels open and international flights running, but popular tourist sites will be temporarily closed on April 16 and 17 next year.   The event is a continuation of a pilot project run in the spring of 2019, when 100 volunteers from 25 countries were invited to the islands.

Registrations for eager volunteers opened on Wednesday at 1500 GMT and were to remain open for 24 hours, the Faroese tourism office said on its website.   One hundred people will then be randomly selected to be part of the maintenance crew, who will be offered housing and food during their stay although they will still need to pay for their own plane tickets.   "The fragile natural environment in some popular tourist locations has felt the effects of an increase of visitors," the head of the tourism office, Guri Hojgaard, told AFP in March shortly after the pilot project was launched.   "These areas need a helping hand to ensure they remain pristine".

For the first edition of the event they received about 3,500 applications and the selected volunteers helped with projects like creating walking paths, constructing viewpoints to help preserve nature and protect birdlife sanctuaries and re-building rock cairns.   A popular destination for its fascinating landscapes with 30-metre cliffs, the archipelago covers 1,400 square kilometres (540 square miles) and has 50,000 inhabitants and 80,000 sheep spread over 18 islands.   In 2018, 110,000 tourists visited the Faroe Islands and the number of tourists has increased by about 10 percent annually for the past five years.    According to Hojgaard, the "closed for maintenance, open for voluntourism" weekend can "contribute to the international discussion about overtourism by showing that tourists can actually be a part of the solution."

COPENHAGEN, Nov 25, 2011 (AFP) - A hurricane packing winds of almost 200 kilometres (125 miles) an hour tore through the Faroe Islands overnight, causing major damage and evacuations but no deaths, police said Friday.  "There was a hurricane... a lot of material damage has been reported but no deaths so far," said Rani Wardum, a police officer in Torshavn, the capital of the North Atlantic archipelago. "Winds reach up to 55 metres per second," or 198 kilometres per hour, in some places, meteorologist Mogens Roenebek of the Danish Meteorological Institute told AFP.

The Faroe Islands, an autonomous Danish province, are home to around 48,000 people. The extent of the damage was not immediately known. "Many roofs were blown off and we had to evacuate a retirement home. The seniors were moved into a hospital," Wardum said.

Some residents were also evacuated from their homes during the night and a number of boats came loose from their moorings and ended up on land, he added. "The winds are still raging, but it was particularly violent last night and overnight," Wardum said, noting that the southern coastal regions of the Faroes Islands were hardest hit. The storm was heading towards the west coast of Norway on Friday, with strong winds and heavy seas, according to Roenebek.

REYKJAVIK, May 6, 2010 (AFP) - The quantity of ash spewed by Iceland's Eyjafjoell volcano increased overnight and the higher ash cloud could make it to the Faroe Islands Friday, Icelandic authorities said Thursday.   "Ash production did increase last night and the ash plume is going higher now than the last couple of days," Agust Gunnar Gylfason, who monitors the eruption's progress at Iceland's Civil Protection Department, told AFP.

The ash cloud "might reach the Faroe Islands around midnight (GMT Thursday) under 20,000 feet (6,000 meters)" and continue on south towards Ireland on Friday, he added.   "The plume went up to 30,000 feet (9,000 meters) for some time last night, and again this morning, due to an increase in explosive activity, but otherwise it's been around 18,000 and 20,000 feet" high, he said.

At the strongest period of the eruption, Eyjafjoell sent a plume around 30,000 feet into the air, but scientists have stressed that the height of the plume does not necessarily reflect a particular quantity of ash.   On Tuesday, the plume contained about only 10 percent of the ash it held at the beginning of the eruption.   European airspace and airports across the continent were open on Thursday, but intergovernmental air traffic controller Eurocontrol said the ash cloud could mean transatlantic flights might need to be re-routed.

Airspace above Ireland, Northern Ireland and Scotland was partly shut Wednesday for the second time in two days, causing the cancellation of hundreds of flights.   The fresh disruption came after Europe's skies were closed for up to a week last month by the eruption of the Eyjafjoell volcano. It was the biggest aerial shutdown in Europe since World War II, with more than 100,000 flights cancelled and eight million passengers affected.

Haiti is one of the least developed and least stable countries in the Western Hemisphere. The availability of consumer goods and services is barely adequate in the capi

ENTRY/EXIT REQUIREMENTS: All Americans traveling by air outside of the United States are required to present a passport or other valid travel document to enter or re-enter the United States. Haitian law requires U.S. citizens to have a passport to enter and exit Haiti. Once in Haiti, an undocumented U.S. citizen can experience delays of several weeks for the issuance of a passport, as it is often more difficult to establish identity and citizenship overseas than in the United States. The Haitian government requires foreigners to pay a departure fee. U.S. citizens are encouraged to contact the Embassy of the Republic of Haiti for more details regarding current entry, departure and customs requirements for Haiti. SAFETY AND SECURITY:
U.S. citizens should exercise extreme caution and are strongly encouraged to register online at https://travelregistration.state.gov prior to travel.
Travel in Haiti can be dangerous and all visitors are urged to exercise vigilance and caution. In some cities and towns ordinary services such as water, electricity, police protection and government services are either very limited or unavailable. While U.N. personnel from several countries have been in Haiti since 2004, their presence does not guarantee absolute security for residents or visitors.
During 2007 and early April 2008, the Embassy issued several security related messages warning U.S. citizens in Haiti of violent or unstable conditions. On occasion, the U.S. mission in Haiti was forced to suspend service to the public or close because of security concerns. These concerns have also prevented Embassy personnel from traveling to or through some areas. Since October 2004 Embassy personnel have been prohibited from entering central Port-au-Prince after dark due to security concerns. The Embassy has also imposed a curfew on its officers from time to time. If situations occur where the Embassy must suspend operations or when officers are unable to travel freely, the Embassy will continue to be available by telephone to offer emergency services to U.S. citizens.
In early April 2008, there were violent demonstrations, looting, transportation disruptions, and up to seven reported deaths in Les Cayes and Port-au-Prince. Some American citizens were temporarily stranded in isolated locations and could not safely travel until calm was restored. Because political and economic conditions precipitating the civil unrest have not been entirely resolved, American citizens should defer non-essential travel to Haiti.
U.S. citizens in Haiti should avoid all large gatherings, as crowd behavior can be unpredictable. Visitors encountering roadblocks, demonstrations, or large crowds should remain calm and depart the area quickly and without confrontation. Assistance from Haitian officials, such as the police, is often unavailable. Overseas visitors must be particularly cautious on the days of planned political activities. U.S. citizens are urged to take common-sense precautions and avoid any event where crowds may congregate.

CRIME: There are no "safe areas" in Haiti. Crime, a chronic problem over the years, has increased in recent years and can be subject to periodic surges sometimes not obviously explained by other events or conditions. The U.S. estimates that up to 8% of the cocaine entering the United States passes through Haiti. The state of law and order has steadily deteriorated as a result. Reports of kidnapping, death threats, murders, drug-related shootouts, armed robberies, break-ins or carjackings are common. These crimes are primarily Haitian against Haitian, though several foreigners and U.S. citizens have been victimized. In 2007, there were 29 reported kidnappings of American citizens, including two victims who were killed. Many American citizens reported that they were beaten and or raped by their hostage takers. Kidnapping remains the most critical security concern; kidnappers frequently target children.
U.S. citizens who travel to Haiti should exercise extreme caution throughout the country. Travelers should keep valuables well hidden, ensure possessions are not left in parked vehicles, use private transportation, alternate travel routes, and keep doors and windows in homes and vehicles closed and locked. U.S. citizens should avoid all night-time travel due to poor road conditions and increased criminal activity after dark. They should be alert for suspicious onlookers when entering and exiting banks, as criminals often watch and subsequently attack bank customers. Withdrawals of large amounts of cash should be avoided.
Criminal perpetrators often operate in groups of two to four individuals, and are disposed occasionally to be confrontational and gratuitously violent. Criminals sometimes will seriously injure or kill those who resist their attempts to commit crime. In robberies or home invasions, it is not uncommon for the assailants to beat or shoot the victim in order to limit the victim's ability to resist. If an armed individual demands the surrender of a vehicle or other valuables, the U.S. Embassy recommends compliance without resistance. This recommendation also applies in the event of a kidnapping. Visitors to Haiti should exercise caution at all times and review basic personal security procedures frequently.
U.S. citizens in Haiti must be particularly alert when arriving from overseas at the Port-au-Prince airport, as criminals have often targeted arriving passengers for later assaults and robberies. Some recent incidents have resulted in death. The use of public transportation, including "tap-taps" (private transportation used for commercial purposes), is not recommended. Visitors to Haiti should arrange for someone known to them to meet them at the airport.
U.S. citizens should decline all requests to carry items for others to or from Haiti. Traffickers of illegal drugs have duped unsuspecting travelers into helping transport narcotics aboard commercial airlines.
Certain high-crime zones in the Port-au-Prince area should be avoided, including Croix-des-Bouquets, Carrefour, Martissant, the port road (Boulevard La Saline), urban route Nationale #1, the airport road (Boulevard Toussaint L'Ouverture) and its adjoining connectors to the New ("American") Road via Route Nationale #1 (which should also be avoided). This latter area in particular has been the scene of numerous robberies, carjackings, and murders. Embassy employees are prohibited from remaining in the downtown area after dark or entering Cite Soleil and La Saline and their surrounding environs due to significant criminal activity. Neighborhoods in Port-au-Prince once considered relatively safe, such as the Delmas road area and Petionville, have been the scenes of an increasing number of violent crimes.
Cameras and video cameras should only be used with the permission of the subjects; violent incidents have followed unwelcome photography. Their use should be avoided altogether in high-crime areas.
Holiday periods, especially Christmas and Carnival, often bring a significant increase in criminal activity. Haiti's Carnival season is marked by street celebrations in the days leading up to Ash Wednesday. In recent years, Carnival has been accompanied by civil disturbances, altercations and severe traffic disruptions. People attending Carnival events or simply caught in the resulting celebrations have been injured and killed. Random stabbings during Carnival season are frequent. Roving musical bands called “rah-rahs” operate during the period from New Year's Day through Carnival. Being caught in a rah-rah event may begin as an enjoyable experience, but the potential for injury and the destruction of property is high. A mob mentality can develop unexpectedly leaving people and cars engulfed and at risk. During Carnival, rah-rahs continuously form without warning; some rah-rahs have identified themselves with political entities, lending further potential for violence.
The Haitian police are understaffed, poorly equipped and unable to respond to most calls for assistance. There are continued allegations of police complicity in criminal activity. The unsatisfactory response and enforcement capabilities of the Haitian national police and the weakness of the judiciary frustrate many victims of crime in Haiti. In the past, U.S. citizens involved in business and property disputes in Haiti have been arrested and detained without charge, and have been released only after intervention at high levels of the Haitian Government.

MEDICAL FACILITIES AND HEALTH INFORMATION: Medical facilities in Haiti are scarce and for the most part sub-standard; outside the capital standards are even lower. Medical care in Port-au-Prince is limited, and the level of community sanitation is extremely low. Life-threatening emergencies often require evacuation by air ambulance at the patient's expense. Doctors and hospitals often expect immediate cash payment for health services.

TRAFFIC SAFETY AND ROAD CONDITIONS: While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States. The information below concerning Haiti is provided for general reference only, and may not be totally accurate in a particular location or circumstance. Cars are supposed to be driven on the right side of the road in Haiti, but few roads have lane indicators and drivers use whatever part of the road is open to them, even if it is not the correct side of the road. Traffic is extremely congested in urban areas, and hours-long traffic jams develop throughout the country.
Driving in Haiti must be undertaken with extreme caution. The situation on the roads can be described as chaotic at best, and it is advisable for those with no knowledge of Haitian roads and traffic customs to hire a driver through a local hotel. Roads are generally unmarked, and detailed and accurate maps are not widely available. Lanes are not marked and signs indicating the direction of traffic flow seldom exist. This lack of organization, along with huge potholes that occur without warning, may cause drivers to execute unpredictable and dangerous maneuvers in heavy traffic. The Haitian government lacks adequate resources to assist drivers in distress or to clear the road of accidents or broken-down vehicles blocking the flow of traffic. Drinking and driving is illegal in Haiti, but people frequently drive after drinking, especially at night.
Public transportation as it is usually defined does not exist in Haiti. While Haitians use buses, "tap-taps" and taxis, which may observe regular routes, much like public transportation, none of these should be considered reliable. The Embassy strongly discourages their use.
Those who drive in Haiti should do so defensively and conservatively, avoid confrontations such as jockeying for position, and remain aware of the vehicles around them. Drivers should carry the phone numbers of people to call for assistance in an emergency, as Haitian authorities are unlikely to respond to requests for assistance. When traveling outside of Port-au-Prince, drivers should caravan with other vehicles to avoid being stranded in the event of an accident or breakdown.
Although written and driving tests are required to qualify for driver's licenses, road laws are not generally known or applied. Signaling imminent actions is not widely practiced, and not all drivers use turn indicators or international hand signals properly. For instance, many drivers use their left blinker for all actions, including turning right and stopping in the road, and others flap their left arm out the window to indicate that they will be taking an unspecified action. Drivers do not always verify that the road is clear before switching lanes, turning, or merging.
Speed limits are seldom posted and are generally ignored. Speeding is the cause of many of the fatal traffic accidents in Haiti, as are overloaded vehicles on winding, mountainous roads and vehicles without brakes. Poor maintenance and mechanical failures often cause accidents as well. Drivers should be particularly cautious at night, as unlighted vehicles can appear without warning.
Right of way is not widely observed in Haiti, and there are few operational traffic lights or traffic signs. It is advisable at most intersections to stop and verify that there is no oncoming traffic even if it appears that you have the right of way. Drivers can be quite aggressive and will seldom yield. Walls built to the edge of roads frequently make it impossible to see around corners, forcing drivers to edge their cars into the road at intersections to check for oncoming traffic.
In addition to vehicles, a variety of other objects may appear on the road in Haiti, such as wooden carts dragged by people, small ice cream carts, animals, mechanics working on vehicles parked on the street, and even vendors and their wares. Vehicles are often abandoned in the road or by the side of the road. There are few marked crosswalks and sidewalks, and pedestrians often wend their way through traffic in urban areas. AVIATION SAFETY OVERSIGHT: The U.S. Federal Aviation Administration (FAA) has assessed the Government of Haiti’s Civil Aviation Authority as not being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for the oversight of Haiti's air carrier operations. SPECIAL CIRCUMSTANCES:
The official currency of Haiti is the gourde, which has a variable exchange rate. Visitors will notice that most establishments in Haiti price items in an unofficial currency known as the “Haitian dollar.” (One Haitian dollar is equivalent to five gourdes.) Others give prices in gourdes or even in U.S. dollars. It is always a good idea to clarify with vendors which currency -- the gourde, Haitian dollar, or U.S. dollar -- is being used in a given transaction, as price tags often bear a number without indicating currency. The currency itself shows a value in gourdes. U.S. dollars are the currency of choice at the Labadee Beach cruise ship port-of-call.
Travelers' checks are often difficult to change in Haiti, but credit cards are widely accepted and some establishments accept or cash personal checks. At least one local bank chain has ATMs around Port-au-Prince that are compatible with some U.S. ATM cards. These ATMs are frequently out-of-order, and there have been reports of over-charging accounts.
Haiti, like most Caribbean countries, can be affected by hurricanes and other storms. Hurricane season runs from approximately June 1 - November 30 each year. Extensive flooding as a result of heavy rainfall has occurred in the past. Daily weather information in Haiti is available from national and international media. The Haitian meteorological service provides hurricane warnings via national radio. Both media and government information is only in Kreyol and/or French. Warnings are also available on the internet from many sources among which is the National Oceanic and Atmospheric Administration (NOAA) at hurricanes.noaa.gov. CRIMINAL PENALTIES: While in a foreign country, a U.S. citizen is subject to that country's laws and regulations, which sometimes differ significantly from those in the United States and may not afford the protections available to the individual under U.S. law. Penalties for breaking the law can be more severe than in the United States for similar offences. Persons violating Haiti's laws, even unknowingly, may be expelled, arrested or imprisoned. Penalties for possession, use, or trafficking in illegal drugs in Haiti are severe, and convicted offenders can expect long jail sentences and heavy fines. The judicial process in Haiti can be extremely long; progress is often dependent on considerations not related to the specific case. Detainees may wait months or years for their cases to be heard before a judge or to have legal decisions acted upon by the authorities. Bond is not usually available to those arrested for serious crimes with the result that often suspects remain in custody for many months before formal indictment. Engaging in illicit sexual conduct with children or using or disseminating child pornography in a foreign country is a crime, prosecutable in the United States. Port-au-Prince, July 3, 2019 (AFP) - At least five people were killed and three are missing in Haiti after a torrential downpour buffeted the capital of Port-au-Prince, the country's civil protection agency said Wednesday.   Three people were found dead in the city's impoverished Cite Soleil neighbourhood, while two others were killed elsewhere in Port-au-Prince.   In the busy hillside neighbourhood of Petionville, three people went missing and five were seriously injured when a wall collapsed under the weight of the downpour.

On Wednesday, heavy equipment was rolled out across the capital to clear mud and debris, while officials warned residents in flood-prone areas to remain on alert.   "There are unstable weather conditions prevailing in the Caribbean basin, and rain and thunderstorm activity could hit the country over the next two days," Haiti's civil protection agency said.

Heavy rain causes unusual damage in Haiti's main cities due to a lack of proper drainage infrastructure.   Some of the country's poorest residents also build flimsy homes along canals and gullies that easily become clogged with waste when it rains.   Every year Haiti has to prepare for potentially catastrophic storms during the Atlantic hurricane season, which runs from June 1 through November 30. However due to a complete lack of urban planning, even heavy rain is enough to threaten lives across the country.

Port-au-Prince, May 22, 2019 (AFP) - With no oxygen in intensive care or gloves in the emergency room, residents at Haiti's largest hospital have gone on strike to protest the filthy environment and demand six months of back pay.   "We have almost nothing when we talk about emergency services," said Emmanuel Desrosiers, 24, one of the doctors-in-training at the State University of Haiti Hospital (HUEH) that began the work stoppage Monday.    "When a patient arrives, when we should immediately take charge, we start by listing the things they or their family need to go buy."   The HUEH, known as the "general hospital," is where the most disadvantaged families in this impoverished Caribbean country crowd. Buying the medical supplies themselves is a financial headache, but private clinics are far too expensive.   In crumbling buildings in the center of Port-au-Prince, male and female patients are crowded together in tiny rooms, while trash cans overflow.   "We feel ridiculous when we give hygienic advice to patients," one resident said of the situation.

The residents' selflessness as they work in an unsanitary environment is compounded by the fact that they have not been paid since the start of their residency, nearly six months ago.   After five years of medical studies, the state is required to pay them 9,000 Haitian gourdes (HTG) per month -- only about $100, due to the devaluation of the national currency.   Nothing is being done about the hospital's disrepair, with those in charge waiting for a new building to be completed, according to resident Yveline Michel.   The new HUEH will have two floors and more than 530 beds once it's finished -- but it's unclear when that will be.   The project began after the January 2010 earthquake, which destroyed more than half the hospital. The United States, France and Haiti invested $83 million in a new hospital, which should have been completed by 2016.   Instead, there is little visible activity on the construction site, which can be seen through the windows of the current building.

Due to the heat, the windows are always open, letting in noise and dust from the street. There are only a few fans in the hospital rooms, which do little to combat the humidity or the flies.   "At any moment we could lose patients, but the state isn't doing anything to save their lives," said Michel, 25.   "We're striking for the population, since it should make these demands."   But some locals question the residents' position because the strike prevents the already struggling hospital from functioning.   Since the strike began, the poorest families in the area no longer know where to go for medical emergencies, as the residents are in charge of admitting patients.   "Due to the lack of resources and the unsanitary environment, there are always people dying in the hospital, so it's not the strike causing that," said Michel in response.

Port-au-Prince, Feb 21, 2019 (AFP) - With flaming barricades and widespread looting, 10 days of street violence in Haiti have all but buried a tourism industry that managed to resurrect itself after a devastating earthquake in 2010.   Ugly, violent footage beamed around the world has again sent the message that this impoverished Caribbean country is politically unstable and no place to go on vacation.

The final straw was the helicopter evacuation last week of 100-odd Canadian tourists trapped as angry protesters demanded the resignation of the president, whom they accuse of corruption.   "We have been through 12 days of hell. We managed the crisis but today we are suffering from the aftershocks," said Tourism Minister Marie-Christine Stephenson.

- Blacklist -
Beside the direct effects of the demonstrations, the United States delivered another crushing blow on February 14 when it urged its citizens not to travel to Haiti, which thus joined a no-go list with war-torn countries like Syria, Yemen and Afghanistan.

The minister said the US travel alert for Haiti was too harsh, calling the riots something that flared up unexpectedly and are now over.   "OK, they lasted 12 days but I am not sure that other Caribbean countries, which have had riots of their own, have been punished as severely and quickly as we have," said Stephenson.   Overnight, the decision by the US State Department hit the tourism industry hard. Travel web sites simply stopped offering flights to Haiti's two international airports.   Hotels are reporting cancellation of reservations and many empty rooms.

Officials in the industry have yet to tally up the damage but say that for the second time in less than a year, they will have to lay off workers.   In July of last year, three days of riots over a government attempt to raise fuel prices ruined the summer vacation season for Haiti's tourism industry.   It is not just hotels that will suffer again, said Beatrice Nadal-Mevs, president of the Haitian Tourism Association.   "This is going to affect everyday people because these are direct jobs that are going to be lost and supply chains will be threatened: farming, fishing, crafts, transport," Nadal-Mevs said.

- Mardi Gras cancelled -
With the opposition planning more demonstrations to seek the resignation of President Jovenel Moise, the sector got yet more bad news with word that Carnival celebrations have been called off in the Haitian capital, Port-au-Prince.   City Hall said it could not guarantee revelers' safety.   The festivities, which this year were planned for March 3-5, usually draw many Haitians living abroad and fleeing the winter cold in Canada and the eastern US.

Another major Carnival celebration is scheduled to take place in the city of Gonaives, but the government has not said if it will go ahead.   As grim as things are, some foreign tourists have gone ahead with visits to Haiti.   On Wednesday, a group of Australians under police escort visited a square featuring statues of heros of Haiti's independence from France. Days ago, demonstrators at the same plaza were throwing rocks at police, who responded with volleys of tear gas grenades.

A woman named Carole, who did not want to give her last name, said, "I trust the company we're traveling with. They not only want to take us but they want to bring us back."   Kevin McCue, another of the people in the group of 20, said he was glad that their tour operator had not opted for Plan B, which would have meant skipping Haiti and spending the whole week in the neighboring Dominican Republic.   "Tourism is alive and well here. People should come. The more they come, the better they spread some money among people who need it and the better for Haiti," said McCue.

Ottawa, Feb 17, 2019 (AFP) - A group of 25 school students from Quebec and three chaperones were able to leave Haiti on Sunday, where they had been stuck due to violent anti-government protests.   "We are on the plane" back to Montreal, one of the chaperones confirmed in a message to AFP.   Canadian tour operator Transat also confirmed that the group of students was aboard flight TS663, which departed at 3:59 pm (2059 GMT) from Port-au-Prince.   In addition to the students, employees of Canada's temporarily-shuttered embassy were also heading home aboard the aircraft.   The day before, a group of 131 Canadian tourists were evacuated via helicopter from their beachside resort in Haiti after being trapped for one week at the site due to the ongoing unrest.   The tourists were ferried in shifts to the Port-au-Prince international airport, where they boarded a flight to Canada, Transat said.

On Friday, Canada officially warned its citizens against all travel to Haiti, an advisory issued after the temporary closure of its embassy in Port-au-Prince.   Since February 7, at least seven people have died as Haiti has been plunged into political crisis, with everyday life paralyzed by protests and barricades in the largest towns.   The protesters, angry at soaring inflation and the alleged theft of nearly $2 billion in Venezuelan oil relief, are demanding President Jovenel Moise's resignation.   Canada is one of Haiti's largest international donors and is home to a large Haitian diaspora, located mostly in French-speaking Quebec.

Ottawa, Feb 14, 2019 (AFP) - Canada on Thursday temporarily closed its embassy in Haiti as violent protests against President Jovenel Moise's government trapped hundreds of Canadian tourists in the Caribbean island nation.   "Due to the current volatility, the Port-au-Prince embassy is closed today and we will continue to assess the situation in the coming days to ensure that our diplomats and their families are safe," Canada's foreign ministry said in a statement.   Clashes between police and protesters left at least one dead on Wednesday in Port-au-Prince, bringing to at least seven the number of people killed since protests began a week earlier.   The protesters, angry about skyrocketing inflation and the alleged theft of nearly $2 billion in Venezuelan oil relief to the island, are demanding Moise's resignation.

Gun violence and blocked roads prevented about 100 Canadian tourists staying at the all-inclusive Royal Decameron Indigo Beach resort to get to the airport on Sunday.   "At present, it is not safe to organize a trip to the airport, so for the moment our customers are at the hotel, they are perfectly safe," said Christophe Hennebelle, vice president of tour operator Transat.   "We are in constant contact with the Canadian embassy in Haiti and with the government authorities to assess the situation," he said, adding that he hoped that "in the coming days" the Canadians would be repatriated. An airplane remains on standby in Canada to go pick them up.   Ottawa, meanwhile, is urging Canadians to avoid all non-essential travel to Haiti.

The possibility of unexploded mines exists though it should be remembered that this area is many miles away from the normal tourist resorts. The level of street crime in Morocco is low but growing. Busy market places, parks and beaches are popular locations for petty criminals. Tourists should take care not to flaunt personal wealth and to avoid travelling away from the main tourist zones late at night. Travelling alone is a particular risk and only authorised guides and taxis should be used. Tourists have been threatened with serious injury at knife point if they have refused to purchase cannabis.

It is an Islamic country and ladies in particular should take care to dress modestly. Islamic festivals can cause significant changes to occur which affect tourists including the holy month of Ramadan when all street cafés close until 5.30pm each day as strict Muslims do not eat during the daylight hours. The main tourist hotels continue to serve food as normal but many shops will remain closed. During these times tourists will need to carefully check their tickets and any travel arrangements may need to be changed. Banks and larger shops will remain open between 9am and 3pm Monday to Friday. Drug offences are treated very seriously and those visiting the Rif Mountains should realise this is a major cannabis growing area. Visitors with Arabic Bibles or those involved in any perceived outreach activity may find they are subjected to prolonged interrogation.

Communication in English may be difficult and many medications will be unavailable. Frequently small private hospitals are used where standards vary greatly. The food and water provided in many of the main tourist resorts is very satisfactory but variations can easily occur and travellers should be careful at all times. Lettuce, undercooked bivalve shellfish (mussels, oysters, clams etc) and untreated water are all frequently implicated in sickness among travellers. Eating previously peeled fruit is also unwise and should be avoided. Bottled water purchased from main shops or hotels should be used for drinking and brushing your teeth.

There is only a very small risk of malaria transmission throughout Morocco and prophylaxis is not recommended for the majority of tourists. However, sandflies do abound during the summer months and can transmit a nasty disease known as Leishmaniasis. It is essential to use good insect repellent when at risk and to report any slow healing bite or sore to a doctor after your return home.

However, be wary of any invitation from fellow passengers to alight at Asilah rather than continuing the journey south. Many tourists to Morocco hire motorbikes or cars to see more of the country. This is regarded as a high-risk activity and special care will be required at all times. Flash flooding can occur during the rainy season (November – March).
Rabies

Rabat, May 6, 2020 (AFP) - Morocco has rapidly expanded its fleet of drones as it battles the coronavirus pandemic, deploying them for aerial surveillance, public service announcements and sanitisation.   "This is a real craze. In just weeks, demand has tripled in Morocco and other countries in the region," said Yassine Qamous, chief of Droneway Maroc, African distributor for leading Chinese drone company DJI.   Moroccan firms have been using drones for years and Qamous says it "is among the most advanced countries in Africa" for unmanned flight, with a dedicated industrial base, researchers and qualified pilots.

But restrictive regulations have long limited civilian drones to specific applications such as filming, agriculture, monitoring solar panels and mapping.   That changed rapidly as the novel coronavirus swept across the world.    In recent weeks, authorities have employed drones to issue warnings, identify suspicious movement in the streets and disperse illegal rooftop and balcony gatherings.   A strict lockdown imposed in March has not been uniformly respected, with local media reporting on nighttime gatherings of neighbours and collective prayers on roofs, beyond the view of street patrols.

- 'Vital technology' -
Last week local authorities in Temara, a town near the capital Rabat, launched a high-precision aerial surveillance system developed by local company Beti3D, which previously specialised in aerial mapping.   Other countries in Europe, Asia and the Middle East have also adopted technology deployed in China since the start of the pandemic, whether for tracking the movements of citizens, disinfecting public spaces or facilitating deliveries.   "Drones have quickly emerged as a vital technology for public safety agencies during this crisis as they can safely monitor public spaces," according to the website of DJI, by far the world's top drone maker.

Like most countries, Morocco primarily uses imported Chinese drones. But the emergence of new applications linked to the pandemic is also driving local production of specialised aerial vehicles.   "There is real demand," said Abderrahmane Krioual, the head of Farasha, a start-up that has raised funds to produce drones for thermal surveillance and aerial disinfectant spraying.   The aeronautics department of the International University of Rabat (UIR) offered its facilities, expertise and prototypes to authorities in March, deploying drones with loudspeakers or infrared cameras able to detect movement at night or spot individuals with high temperatures.

Several projects are underway across the country ahead of the widespread deployment of various models of drones, said Mohsine Bouya, the university's director of technology development and transfer.    Teams are also developing tracking applications, but "we'll have to wait for a change to the law" before launching them, he said.   Moroccan authorities declined to comment on the use of drones or the numbers deployed since the start of the public health emergency in mid-March.

- 'Toxic lockdown culture' -
Unlike in some countries, the use of surveillance drones has not sparked public debate in Morocco, where the kingdom's authoritarian response to the pandemic is widely supported.   Morocco closed its borders early and tasked law enforcement with imposing strict confinement measures on the population.

They include movement restrictions and the compulsory wearing of masks, with a nighttime curfew since the start of the Muslim holy month of Ramadan -- enforced by a heavy police presence.   Those found guilty of violating lockdown measures face one to three months in prison, a fine equivalent to $125, or both.    Officials say 59,000 people have been prosecuted for breaching lockdown measures.

Authorities say the measures have limited transmission of the virus, with 5,382 COVID-19 cases reported including 182 deaths since the state of emergency was announced.   But the kingdom's high number of arrests -- some 85,000 people by April 30 -- has drawn criticism from Georgette Gagnon, director of field operations at the United Nations' Human Rights Office.   Last week she listed Morocco among countries where repressive coronavirus measures have created a "toxic lockdown culture".    Morocco disputed this, saying its measures were "in line with legal frameworks respecting human rights".

Rabat, April 13, 2020 (AFP) - More than 4,300 people were arrested over the weekend in Morocco for breaching emergency rules in place to combat the novel coronavirus, according to official figures.   More than half of those detained were taken into police custody.   Since mid-March, authorities have arrested 28,701 people across the North African country, 15,545 of whom have been referred to court after being held in custody, according to the country's national security force DGSN.

Penalties for violating measures in place to curb the spread of the COVID-19 disease include up to three months in jail and fines of up to 1,300 dirhams ($130), or both.   Morocco imposed a public health state of emergency on March 19, confining everyone to their homes except those with a permit to be out for work.   Last week, authorities made wearing face masks in public obligatory.   Police and security agents supported by soldiers in armoured cars have been deployed around the country, erecting road barriers and control points to enforce the measures.

Morocco has recorded 1,746 COVID-19 cases, with 120 deaths and 196 recoveries. Fewer than 7,000 tests have been carried out.   The largest number of arrests were made in the country's economic centre of Casablanca and the capital Rabat, according to the DGSN.   Isolation measures have proved most challenging in densely populated, working-class neighbourhoods, according to local media reports.

Economic paralysis brought on by the pandemic has left millions of Moroccans in a precarious existence, with the bulk of the workforce made up of informal workers dependent on odd jobs and lacking access to social safety nets.   In the absence of a social database, authorities are working to identify needy families to distribute direct financial aid and food baskets.

Rabat, April 6, 2020 (AFP) - Wearing face masks in public will be obligatory in Morocco from Tuesday in a bid to stem the spread of coronavirus, according to an official decree.   The decision was announced late Monday after a government meeting on how to control the epidemic.   Morocco imposed a public health state of emergency on March 19, confining everyone to their homes except those with a permit to be out and about for their work.

Police, security agents and soldiers in armoured cars have been deployed around the country, erecting road barriers and control points.   The official number of COVID-19 cases in Morocco has doubled in a week to 1,120, including 80 fatalities.   The real numbers are likely to be significantly higher as there is a lack of testing gear in the country.

Rabat, March 24, 2020 (AFP) - Morocco has authorised hospitals to use antimalarial drugs in treating the new coronavirus, according to a document seen by AFP, as scientists urge caution over encouraging results from small trials.   The Moroccan health ministry on Monday gave hospitals and regional health directors the green light to start using hydroxychloroquine and related compound chloroquine "in the care of confirmed COVID-19 cases".

In a message seen by AFP, it said that "efforts have been made to ensure the availability of these medicines", urging caution in how the stocks are managed.   Rabat last week ordered the Moroccan branch of French drug maker Sanofi to hand over its entire stock of Nivaquine and Plaquenil, both of which contain chloroquine.   Studies in France and China have found that the drug helped patients suffering from the COVID-19 illness, and France on Monday ordered its use in severe cases.

US President Donald Trump on Monday said chloroquine could be a "gift from God".   He has been criticised by scientists for overhyping the drug, and on Monday the World Health Organization urged caution over its use.   NBC later reported that a woman in Arizona who heard Trump talk about chloroquine ended up in hospital and her husband died after they took a form of chloroquine she had used to treat her koi fish.   Authorities in Nigeria said hospitals had seen cases of chloroquine poisoning after Trump's comments.   Experts have urged the public to remain cautious until larger clinical trials validate the smaller studies.

In its note, Morocco's health ministry said it took its decision after consulting with a scientific committee which recommended prescribing chloroquine along with another drug called azithromycine.   Morocco's transport minister, Abdelkader Amara, who tested positive for the new coronavirus on March 14, has already said he was taking Nivaquine.   "My health is stable. I have no fever or respiratory symptoms. The headaches are almost gone. I just feel a little tired," he told private radio station Medi 1.   Morocco has recorded 143 cases of the COVID-19 illness, with four dead. The country has three screening centres and 1,642 intensive care beds for 35 million inhabitants.

Fnideq, Morocco, March 14, 2020 (AFP) - Thousands of tourists were stranded in Morocco on Saturday after the kingdom suddenly announced strict border restrictions in response to the coronavirus, leaving travellers stuck at borders, ports and airports.   "We are lost!" said David, an Italian tourist waiting at the closed border with the Spanish enclave of Ceuta in northern Morocco.

Late on Saturday, Rabat announced a suspension of air links with 21 countries including Austria, Denmark, Greece, Norway, Sweden and Switzerland in Europe, as well Turkey and Bahrain, Egypt, Jordan, Lebanon, Oman, Tunisia, and the United Arab Emirates.   Africa's Chad, Mali, Mauritania, Niger and Senegal, and Canada and Brazil were also in the list.   Morocco had already suspended air, sea and land links with European countries and Algeria on Friday, as well as taking measures to confine citizens to prevent the spread of coronavirus.

Flights to and from Algeria, Spain, France, Germany, the Netherlands, Belgium, Portugal and Italy were suspended "until further notice", while sea links for passengers and Morocco's land borders with Ceuta and a second Spanish enclave, Melilla, were closed.   But France announced that Rabat had agreed to allow repatriation flights for French nationals.   "New flights are being organised to enable (stranded French tourists) to return to France," President Emmanuel Macron tweeted Saturday.   The first flights back to France had already taken off that day, Foreign Minister Jean-Yves Le Drian said earlier.

The closure of the only land border between Africa and the European Union at Cueta and Melilla saw Spaniards rushing to leave on Thursday evening, as Moroccan day workers hastily returned in the opposite direction.   The land borders are busiest in summer and the border sees regular traffic throughout the year. Now though a Moroccan police roadblock bars the road towards the border with Cueta.

- 'Who will pay?' -
David said he tried to go to Spain because links with Italy, a hotspot of the disease, are suspended.   After arriving in Morocco for a motorcycle tour with his partner earlier this month, the 33-year-old Italian was stuck at a service station outside Cueta.

The border at Cueta, like that at Melilla, was reopened Friday only for Spaniards.    The Spanish embassy in Morocco tweeted Saturday that ferries were still operating between the enclaves and mainland Spain.   Its French counterpart also tweeted that "passage (into Ceuta and Melilla) is open to French ferry ticket holders with vehicles."

But except for a few travellers, the normally busy border post near the Moroccan town of Fnideq was deserted.   At the service station, camper vans bearing various European license plates were parked waiting.   "We don't know how long this will last, no one has told us anything," said Rene, a 71-year-old French man, speaking before Le Drian and Macrons' announcements.   "The weather is good here, there's surely fewer cases of coronavirus in Morocco than in France," he said.

Moroccan authorities have reported 17 cases of COVID-19, including one death. France and Spain have together announced more than 210 COVID-19 deaths.   Morocco's Transport Minister Abdelkader Amara has tested positive for the disease after an official visit to Europe, his ministry announced Saturday.   On the Spanish side at Cueta, stuck Moroccans were wondering why their country would not let them back in.   "If I need to get a hotel, who will pay?" asked a man hoping to return home.

At Tangiers port some 30 kilometres to the west, containers and trucks were unloaded as usual but the passenger terminal was closed.   The busiest port in North Africa, the facility welcomed 568,000 foreign tourists in 2019, while some 473,000 entered from Cueta and Melilla, according to official figures.   The travel restrictions are causing panic in the kingdom's tourism sector, which accounts for 10 percent of GDP and is a key source of foreign revenues.

ENTRY/EXIT REQUIREMENTS:
All U.S. citizens who are not also Colombian citizens must present a valid U.S. passport to enter and depart Colombia, and to return to the United States.
Dual U.S-Colombian citizens must present a Colombian passport to enter and exit Colombia, and a U.S. passport to return to the United States.
Be aware that any person born in Colombia may be considered a Colombian citizen, even if never documented as such.
U.S. citizens born in Colombia or who otherwise have Colombian citizenship, will need both a Colombian passport and a U.S. passport for the trip.
U.S. citizens traveling to Colombia do not need a Colombian visa for a tourist stay of 60 days or less.
Travelers entering Colombia are sometimes asked to present evidence of return or onward travel, usually in the form of a round-trip plane ticket.
Americans traveling overland must enter Colombia at an official border crossing.
Travelers arriving by bus should ensure, prior to boarding, that their bus will cross the border at an official entry point.
Entering Colombia at unauthorized crossings may result in fines or incarceration.

The length of stay granted to travelers is determined by the Colombian immigration officer at the point of entry and will be stamped in your passport.
Extensions may be requested by visiting an office of the Colombian immigration authority, known as the Departamento Administrativo de Seguridad, or DAS, after arrival in Colombia.
Fines are levied if a traveler remains in Colombia longer than authorized, and the traveler cannot leave Colombia until the fine is paid.
Any traveler possessing a Colombian visa with more than three months’ validity must register the visa at a DAS immigration office within 15 days of arrival in Colombia or face fines.
The DAS immigration office in Bogota is located at Calle 100 and Carrera 11B.
No arrival tax is collected upon entry into Colombia, but travelers leaving by plane must pay an exit tax at the airport, in cash.
The tax varies with the dollar/peso exchange rate, but is usually between $50 and $70.
Some airlines include all or a portion of this tax in the cost of your airline ticket; check with your airline to find out how much you will have to pay at the airport.
U.S. citizens whose U.S. passports are lost or stolen in Colombia must obtain a new U.S. passport before departing.
They must then present the new passport, along with a police report describing the loss or theft, to a DAS office.

ADDITIONAL EXIT REQUIREMENTS FOR MINORS:
To prevent international child abduction, Colombia has implemented special exit procedures for Colombian children under 18 who are departing the country without both their mother and their father or a legal guardian.
These procedures apply even if the child is also a U.S. citizen.
Complying with the procedures can be complex and time-consuming, especially if an absent parent is outside Colombia at the time.
Advance planning is essential.

The procedures are as follows: Upon exiting the country, the person traveling with the child (or the child him/herself) must present a certified copy of the child’s birth certificate, along with written, signed authorization from the absent parent(s) or legal guardian.
The authorization must explicitly grant permission for the child to travel alone, with one parent, or with a third party, by name.
When a parent is deceased, a notarized copy of a death certificate is required instead of written authorization.
When one parent has sole custody of the child, that parent may present a custody decree instead of the other parent’s written authorization.
If the documents to be presented originated in the United States, they must first be translated into Spanish and then signed in front of a Colombian consul at a Colombian consulate.
Then, upon arrival in Colombia, the documents must be presented to the Colombian Ministry of Foreign Affairs for certification of the consul’s signature.

Alternatively, the documents can be translated into Spanish, then notarized by a notary public in the United States, and authenticated by requesting an apostille from the competent authority in the state where the documents were prepared.
The document, translation, and apostille can then be presented to immigration officers at the airport when the child travels.
If the documents originated in Colombia and are written in Spanish, only notarization by a Colombian notary is required.
For documents originating in countries other than the United States or Colombia, please inquire with the Colombian embassy serving that country.
In cases where the absent parent refuses or is unable to provide consent, the other parent can request assistance from the Colombian child protective service, Instituto Colombiano de Bienestar Familiar (ICBF).
In appropriate cases, ICBF will investigate and may issue a document that will allow the child to travel without both parents’ consent.
This process may take a significant amount of time and is not within the control of the U.S. government.
SAFETY AND SECURITY:
Violence has decreased markedly in many urban destinations, including the cities of Bogota, Medellin, Barranquilla, and Cartagena.
Cali has made less progress combating crime than most other large cities.
The level of violence in Buenaventura remains high.
Small towns and rural areas of Colombia can be extremely dangerous due to the presence of narco-terrorists.
Common crime remains a significant problem in many urban and rural areas, as described in the section on crime below.

The incidence of kidnapping in Colombia has diminished significantly from its peak at the beginning of this decade.
Nevertheless, terrorist groups, including the Revolutionary Armed Forces of Colombia (FARC), and other criminal organizations, continue to kidnap and hold civilians for ransom or as political bargaining chips.
No one is immune from kidnapping on the basis of occupation, nationality, or other factors.
On July 2, 2008, the GOC effected a successful military rescue of three Americans, Ingrid Betancourt, and eleven members of the Colombia security forces. President Uribe called on the FARC to release the remaining hostages and seek peace. Although the U.S. government places the highest priority on the safe recovery of kidnapped Americans, it is U.S. policy not to make concessions to kidnappers.
Consequently, the U.S. government’s ability to assist kidnap victims is limited.

Official and personal travel by U.S. Embassy employees outside most urban areas is subject to strict limitations and reviewed by security officers on a case-by-case basis.
U.S. Embassy employees are allowed to travel by air, but inter- and intra-city bus transportation is off limits to them.

CRIME:
Although the threat of terrorism has decreased in most of Colombia’s cities, they nevertheless experience much of the same crime that is seen in comparably sized cities throughout the region.
Robbery and other violent crimes, as well as scams against unsuspecting tourists, are common in urban areas.
Generally speaking, if you are the victim of a robbery, you should not resist.
Some of the most common methods used by criminals in Colombia are noted below:
Robberies of ATM customers:
Tourists and others have been robbed after using automatic teller machines (ATMs) on the street.
In some cases, robbers have used motorcycles to approach their victims and later flee the scene.
Americans are urged to use ATMs only inside shopping malls or other protected locations.
Driving to and from the location – rather than walking – provides added protection.
When using an ATM, you should be on the lookout for anyone watching or following you.

Robberies of taxi passengers:
Robbery of taxi passengers is a serious problem in Bogota.
Typically, the driver – who is one of the conspirators – will pick up the passenger and then stop to pick up two or more armed cohorts, who enter the cab, overpower the passenger, and take his/her belongings.
If the passenger has an ATM card, the perpetrators may force the passenger to withdraw money from various ATM locations.
Such ordeals can last for hours.
In almost every case of taxi-related crime, the victims have been riding alone and have hailed taxis off the street.
Rather than hailing a taxi, you should use the telephone dispatch service that most taxi companies offer.
Many hotels, restaurants, and stores will call a taxi for you, and the taxi usually arrives within minutes.
When a taxi is dispatched by telephone, the dispatcher creates a record of the call and the responding taxi.

Robberies while departing airports:
U.S. citizens arriving at major Colombian airports have occasionally been victimized by armed robbery while en route from the airport to their hotel or home.
The perpetrators typically scout out victims at the airport and then follow their vehicles before robbing the occupants at a stoplight.
Travelers should remain vigilant at airports and report to local airport police if they suspect they are being observed.
Robberies on Hiking Trails:
Several U.S. citizens were robbed in 2007 while hiking on nature trails in and around Bogota.
Because hiking trips generally take place in isolated settings, participants are especially vulnerable.
Hikers in Colombia are more protected if they travel in large groups.
Use of disabling drugs:
The Embassy continues to receive reports of criminals in Colombia using disabling drugs to temporarily incapacitate tourists and others.
At bars, restaurants, and other public areas, perpetrators may offer tainted drinks, cigarettes, or gum.
Typically, victims become disoriented or unconscious, and are thus vulnerable to robbery, sexual assault, and other crimes.
Avoid leaving food or drinks unattended at a bar or restaurant, and be suspicious if a stranger offers you something to eat or drink.
Counterfeit money scam:
U.S. citizens in Colombia routinely fall victim to a scam in which purported undercover police officers approach them on the street and request to examine their money, supposedly to determine if it is counterfeit.
The “officers,” who are in fact criminals, then flee with the money.
In a variation of this scam, the thieves may ask to see jewelry.
Legitimate Colombian police officers do not make such requests.

INFORMATION FOR VICTIMS OF CRIME:
The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate.
If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance.
The Embassy/Consulate staff can, for example, assist you to find appropriate medical care, contact family members or friends, and explain how funds could be transferred.
Although the investigation and prosecution of the crime are solely the responsibility of local authorities, consular officers can help you to understand the local criminal justice process and to find an attorney if needed.

The local equivalent to the “911” emergency line in Colombia is 112 for police and 119 for fire.

MEDICAL FACILITIES AND HEALTH INFORMATION:
Medical care is adequate in major cities but varies greatly in quality elsewhere.
Emergency rooms in Colombia, even at top-quality facilities, are frequently overcrowded and ambulance service can be slow. Many private health care providers in Colombia require that patients pay for care before treatment, even in an emergency.
Some providers in major cities may accept credit cards, but those that do not may request advance payment in cash.
Uninsured travelers without financial resources may be unable to obtain care, or relegated to seeking treatment in public hospitals where care is far below U.S. standards.
The Embassy regularly receives reports of U.S. citizens in Colombia who have died or suffered complications from liposuction and other elective surgeries intended to treat obesity.
Before undergoing such a procedure in Colombia, the Department of State recommends that you consult with your personal physician, research the credentials of the provider in Colombia, and carefully consider your ability to access emergency medical care if complications arise.
It is important to confirm that your medical insurance provides coverage in Colombia, to include treatment of complications from elective procedures or medical evacuation if necessary.
Should you suffer complications as a result of medical malpractice, collecting damages from your surgeon may be difficult.
Colombia has seen a recent increase in the use of unregulated drugs that purport to enhance sexual performance.
Several American tourists recently died after using these substances, which come in liquid, powder, or tablet form.
You are urged to seek guidance from a physician before ingesting any such substances in Colombia.
Travelers to the capital city of Bogota may need time to adjust to the altitude of 8,600 feet, which can affect blood pressure, digestion, and energy level, and cause
mild dyspnea with exercise, headaches, sleeplessness, , and other discomfort.
Travelers should drink liberal fluids to maintain hydration,, and should avoid strenuous exercise unti they have acclimated to the altitude.
Travelers with circulatory or respiratory problems should consult a physician before traveling to Bogota or other high-altitude locations.

Due to the security environment in Colombia, U.S. government officials and their families are not permitted to travel by road between most major cities.
They also cannot use inter- or intra-city bus transportation, or travel by road outside urban areas at night.
All Americans in Colombia are encouraged to follow these same precautions.
Traffic laws in Colombia, including speed limits, are often ignored and rarely enforced, creating dangerous conditions for drivers and pedestrians in major cities.
Under Colombian law, seat belts are mandatory for front-seat passengers in a private vehicle.
Car seats are not mandatory for children, but a child under ten is not permitted to ride in a front seat.
It is against the law to talk on a cellular phone while driving in Colombia, and violators may be fined.
While driving outside major cities, it is mandatory to drive with your lights on.
If an accident occurs, the involved parties must remain at the scene and not move their vehicles until the authorities arrive; this rule is strictly enforced, and moving a vehicle or leaving the scene of an accident may constitute an admission of guilt under Colombian law.
Americans seeking to import their own vehicles into Colombia should consult with their nearest Colombian consulate for information on Colombian taxes and licensing rules, which can be complicated and bureaucratic.

SPECIAL CIRCUMSTANCES:
Colombia employs strict screening procedures for detecting narcotics smuggling at its international airports.
Americans and other travelers are occasionally questioned, searched, fingerprinted, and/or asked to submit to an abdominal x-ray upon arrival or departure.
Most airport inspectors do not speak English, and travelers who do not speak Spanish may have difficulty understanding what is asked of them.

CUSTOMS REGULATIONS:
Travelers generally must not enter or exit Colombia while carrying cash or other financial instruments worth more than 10,000 U.S. dollars.
Colombian authorities may confiscate any amount over $10,000, and may initiate a criminal investigation into the source of the money and the traveler’s reasons for carrying it.
Recovery of the confiscated amount requires a lengthy, expensive legal process and may not always be possible.
Americans wishing to send large sums of money to or from Colombia should contact their nearest Colombian consulate, or speak with Colombian customs officials, and should also consider seeking advice from an attorney or financial professional.

Colombian law prohibits tourists and business travelers from bringing firearms into Colombia.
Illegal importation or possession of firearms may result in incarceration.

In many countries around the world, counterfeit and pirated goods are widely available. Buying or selling them is illegal in Colombia, and bringing them back to the United States may result in forfeitures and fines.

Colombian law forbids the export of pre-Columbian objects and other artifacts protected by cultural patrimony statutes.
Under an agreement between the United States and Colombia, U.S. customs officials are obligated to seize pre-Columbian objects and certain colonial religious artwork when they are brought into the United States.

CRIMINAL PENALTIES:
While in a foreign country, a U.S. citizen is subject to that country's laws and regulations, which sometimes differ significantly from those in the United States and may not afford the protections available to the individual under U.S. law.
Penalties for breaking the law can be more severe than in the United States for similar offenses.
Persons violating Colombia’s laws, even unknowingly, may be expelled, arrested, or imprisoned.
Engaging in sexual conduct with children or using or disseminating child pornography in a foreign country is a crime, prosecutable in the United States.

If you are arrested, the U.S. government cannot request your release.
Colombia and the United States do not have a prisoner transfer agreement, and so any sentence for a crime committed in Colombia is ordinarily served in a Colombian prison.
Penalties for possession, use, or trafficking of illegal drugs in Colombia are severe, and convicted offenders can expect long prison sentences under harsh conditions, with significant expense and great hardship for themselves and their families.
Colombian police make multiple arrests daily for drug trafficking at major airports, and have sophisticated means for detecting illegal drugs in baggage or on your person.
Travelers are sometimes requested to undergo an x-ray to ensure that they are not smuggling narcotics within their own bodies.
There are more than 30 Americans incarcerated in Colombia for attempting to smuggle drugs out of the country.

The hardships resulting from imprisonment do not end even after release from prison:
Colombian law requires that serious offenders remain in the country to serve a lengthy period of parole, during which the offender is given no housing and may lack permission to work.
As a result, family members must often support the offender, sometimes for more than a year, until the parole period expires.
DISASTER PREPAREDNESS: Colombia is an earthquake-prone country.

Bogota, May 10, 2020 (AFP) - Avianca, the second-largest airline in Latin America, filed for bankruptcy protection in the United States on Sunday to reorganize its debt "due to the unpredictable impact" of the coronavirus pandemic.   In a statement issued in Bogota, Avianca said that along with "some of its subsidiaries and affiliates," it had asked to "voluntarily file for Chapter 11 of the Bankruptcy Code" in a New York court.   The process allows financially struggling companies to reorganize and restructure their debt.   The airline's operations "have been dramatically affected by the COVID-19 pandemic," as well as federal air travel restrictions.   The company "continues to have high fixed costs," the statement said.

Avianca temporarily suspended all passenger operations in late March, following Colombian President Ivan Duque's decision to close the country's airspace as the number of confirmed coronavirus cases rose.   The decision, which grounded 142 aircraft, "has reduced consolidated income by more than 80 percent and has put significant pressure on liquidity," according to the statement.   It added that 12,000 of the airline's more than 20,000 employees would take unpaid leave.   The company asked the New York court for "authorization to fulfill work commitments" prior to the bankruptcy protection request and "maintain the compensation scheme applicable to its employees."

The coronavirus pandemic has dealt a crushing blow to the global aviation industry, which has been directly affected by confinement measures and travel restrictions.  According to the International Air Transport Association (IATA), Latin American airlines will lose $15 billion in revenue this year, the worst crisis in the industry's history.   Avianca, which had already filed for Chapter 11 bankruptcy in the US in 2003, recorded a net loss of $894 million in 2019, against a $1.1 million profit the year before.   Avianca Holdings -- which carried 30.5 million passengers in 2019 -- is currently comprised of the Colombian airlines Avianca and Tampa Cargo, the Ecuadorian airline Aerogal and the companies of the Taca International Airline Group, which has offices in Central America and Peru.

Montevideo, March 26, 2020 (AFP) - Countries across Latin America have tightened measures to halt the spread of the deadly novel coronavirus, with more lockdowns, border and school closures as well as increased aid to the region's poorest.   As cases of COVID-19 continue to rise -- numbering more than 7,400 and 123 deaths as of Wednesday -- Bolivia and Colombia became the latest countries to impose a total lockdown, while Chile extended its school closures until the end of April.   Here are the latest measures taken in several Latin American nations:

- Bolivia -
Bolivia is closing its borders and ordering a strict lockdown until April 15 starting at midnight Wednesday, President Jeanine Anez said as she declared a state of "sanitary emergency."   The steps are designed to add teeth to a lockdown that was ordered on Sunday but has largely been ignored.   More police and soldiers have been deployed to enforce the measures, Anez said.   There would be narrow exceptions to who can cross the borders and the times at which people can be outside their homes, she added.

- Colombia -
A three-week total lockdown began just after midnight Tuesday and is set to last until April 12.   "Stay at home, prevent the virus from spreading and save lives," said President Ivan Duque.   Nearly 500 cases of the deadly virus have been reported in Colombia, which has a population of 48 million.   The capital city Bogota had already been on lockdown since Sunday on the orders of the mayor.

- Chile -
About 1.3 million residents of Santiago -- including those of the Chilean capital's most affluent neighborhoods -- will be on lockdown for least a week starting at 0100 GMT Thursday, officials said.   This follows an order by authorities to extend school closures until May. Classes were suspended on March 16, just under two weeks after the first coronavirus case was recorded.   Chile has reported more than 1,100 infections and three deaths.

- Panama -
Panama will allow the cruise ship Zaandam -- operated by the Holland America cruise line -- to sail through its canal even though there are 42 people aboard with flu-like symptoms, Health Minister Rosario Turner said Wednesday.   The vessel, with 1,800 passengers, set sail on March 7 from Buenos Aires headed for San Antonio on the central coast of Chile.   But the ship had to alter its plans when ports along the way stopped it from docking due to coronavirus fears.   Every ship that reaches Panama must present a list of sick people, "and if we suspect there are people with respiratory problems, they cannot land," Turner said.   The Zaandam is set to cross the 80-kilometer inter-oceanic Panama Canal on Thursday and meet up on the Caribbean side with another cruise ship, the Rotterdam, which is to deliver supplies and kits to test for COVID-19.   The aim is to reach Fort Lauderdale in Florida on March 30, its operator said.   There have been 558 cases of the virus in Panama, including eight deaths.

- Honduras -
Soldiers have begun distributing food to locked-down residents in the poorest neighborhoods of the capital Tegucigalpa.   President Juan Orlando Hernandez said 800,000 poor families -- 3.2 million people -- would receive food to ensure they stayed indoors.   Honduras has recorded 36 COVID-19 cases so far.

- Brazil -
President Jair Bolsonaro has warned of possible "chaos" and "looting" of supermarkets if state shutdowns ordered by the governors of Sao Paulo and Rio de Janeiro are not ended.   Bolsonaro, who has repeatedly scoffed at the severity of the deadly pandemic, previously criticized the closing of schools and businesses in Sao Paulo and Rio, two of the country's most populous states.   "Companies aren't producing anything. They can't pay their employees. And if the economy collapses, there won't be any way to pay public officials. We are facing chaos," Bolsonaro said.   If that happens and supermarkets are looted, he added, "we'll have chaos plus the virus."

A mysterious illness is ravaging indigenous communities in western Colombia, where 10 children have died so far this year [2020], local media reported on Wednesday [29 Jan 2020]. Regional authorities sent physicians and bacteriologists to the Baudo river in the Choco province to confirm suspicions that contaminated water is killing the children. At least 180 other minors have fallen ill because of the mystery illness in the river communities with about 1500 inhabitants, according to Red Mas Noticias.

Bajo Bauco Mayor Hermenegildo Gonzalez told radio station La FM that the indigenous communities along the river have no access to drinking water, often suffer food shortages and have no access to healthcare, which is complicating what exactly is causing the recent spike in child deaths.

"The issue of water consumption is one of the major risk factors as well as food management and the handling of waste," Choco health secretary Carlos Murillo told television network RCN. According to the mayor, the physicians and bacteriologists will need at least until the end of the week to have access to medical facilities that will allow them to establish what is causing the deaths.

The Choco province is Colombia's poorest province, with a poverty rate exceeding 60% and a child mortality rate of 65 per 1000 children, according to national statistics agency DANE. The dumping of mercury used in illegal mining and waste products that come from the production of cocaine aggravates the health situation, especially among children. Ongoing guerrilla and paramilitary activity in the province complicates efforts to combat chronic state abandonment in the Pacific province and provide basic public services to often isolated communities like those living along the Baudo river.  [byline: Adriaan Alsema]

Bogota, Dec 5, 2019 (AFP) - Thousands of protesters took part in anti-government demonstrations in Colombia's capital Bogota and other cities Wednesday during the country's third general strike in two weeks.   Strike leaders say they intend to maintain pressure on right-wing President Ivan Duque's government, after brushing aside his appeals to cancel the strike on the grounds its effects were crippling the economy.   But crowds were smaller than previous demonstrations as protests took place for a 14th consecutive day.   Some roads were blocked in the capital and in the northeastern city of Cali, but many businesses remained open.   Around 250,000 people took part in the first demonstration against Duque's 15-month-old government on November 21, when the initial general strike brought the country to a standstill.

Interior Minister Nancy Patricia Gutierrez estimated that 40,000 people took part in demonstrations across the country on Wednesday, but organizers said the number of participants was much higher.   "The Colombian people have woken up!" shouted Paola Jiminez, a 41-year-old lawyer taking part in a pot-banging "cacerolazo" demonstration in Bogota.   "Colombians are finding it more and more difficult financially," she said.   A student taking part in one of several peaceful protests in Bogota, who gave his name as Nicolas, held up a banner saying: "The state lies more than my ex."

Police were deployed in nearby streets, but there were no confrontations of the kind that have marred some protests over the last two weeks, during which four people died. Some 500 have been injured.   On Tuesday, the Colombian National Strike Committee -- comprising unions, students and teacher organizations, indigenous groups and the opposition -- met directly with Duque's advisors for the first time, but reached no agreement.    Another meeting was scheduled for Thursday.

Under fire for his economic policies and corruption in the country, Duque launched a national dialogue with mayors and other officials 10 days ago.   The strike committee has presented Duque with a list of 13 demands, including the withdrawal of his proposed tax reforms, and full compliance with the 2016 peace deal with FARC guerrillas.   Among them is a call to dismantle the feared ESMAD riot police, widely criticized for its heavy handed response to protesters.   Duque has yielded to some of the demands on tax reform, announcing the return of Value Added Tax to the poorest 20 percent of the population and benefits for companies that hire young people.

Bogota, Nov 27, 2019 (AFP) - Colombian unions marked their second general strike in a week on Wednesday as tens of thousands poured onto the streets in protest against the government of right-wing President Ivan Duque.   Public transport was largely shut down and shops and offices closed in the centre of the capital as a series of protests that began with a 250,000-strong march last Thursday continued for a seventh consecutive day.

Some protesters banged pots and pans as they made their way through the streets. Large demonstrations were also held in Cali and Medellin.   "We are outraged by so much mistreatment and so much corruption," said David Martinez, a 50-year-old public employee who joined a march in Bogota dressed as a clown.   "I'm dressed as a clown because that's how the government sees us. People have risen up in Ecuador, Chile, in Bolivia, now it's our turn to say: No More!" Martinez told AFP.

The protests have been largely peaceful but sporadic violence has left four dead -- including a young man who died Monday after being wounded in clashes with riot police on Saturday. Some 500 people have been injured.   Police said 184 people had been detained in the protests since last week.   "They have turned Colombia into a democracy where they favor a minority of businessmen and bureaucrats, while the vast majority must try to hang on to their privileges," teachers union Fecode said in a statement.   Duque, under fire over his economic policies and corruption, launched a "national dialogue" Sunday with mayors and other officials in a bid to assuage popular anger.   However, protest leaders reacted angrily when they were initially omitted from direct talks.

- US support -
US Secretary of State Mike Pompeo voiced "steadfast support" for Duque's government in a phone call to the beleaguered president on Wednesday, the State Department said.   Pompeo "welcomed the national conversation that President Duque has convened in Colombia in response to recent demonstrations," it said.   A Gallup poll published on November 7 showed Duque's approval ratings at 26 percent in October, the lowest since he took office in August 2018, while 70 percent of respondents believe the country is heading in the wrong direction.

The National Strike Committee -- which groups unions, students, university lecturers and indigenous groups -- presented a list of 13 demands to the government, including the withdrawal of Duque's proposed tax reforms, and full compliance with the 2016 peace deal with FARC guerrillas.   But perhaps the most controversial is the call to dismantle the feared ESMAD riot police, after the death Monday of 18-year-old protester Dilan Cruz, who was hit in the head by a tear gas canister.

Duque has yielded to some of the demands on tax reform, announcing the return of Value Added Tax to the poorest 20 percent of the population and benefits for companies that hire young people.   "This government is open building towards the future, but it must be done with the whole of society," Duque said in an interview with Colombia's W Radio, insisting that many of the protesters claims were based on disinformation or "false premises."

Yerevan, June 1, 2020 (AFP) - Armenian Prime Minister Nikol Pashinyan and his family have tested positive for the coronavirus, he said Monday, as the rate of new infections soared in the Caucasus nation.   "My coronavirus test was positive yesterday," Pashinyan said in a self-recorded video message on Facebook, adding that his family were also infected.   He said he had no "viable symptoms" of the virus and would be working from home.   The prime minister and his wife Anna Hakobyan, who is a journalist, have four children.   The ex-Soviet republic of some three million has so far reported 9,492 cases of the coronavirus and 139 deaths.

Coronavirus patients have overwhelmed Armenia's hospitals and last week health officials said that intensive care treatment could be soon restricted to patients with the best chance of survival.   Pashinyan's announcement came nearly one month after Armenia on May 4 lifted a state of emergency imposed in March to slow the spread of the coronavirus.

The prime minister acknowledged his government had failed to enforce anti-virus measures and there had been widespread quarantine violations.   Pashinyan was elected prime minister in the wake of mass popular protests he led two years ago against veteran leader Serzh Sarkisian and his Republican Party.   He has since led a relentless crusade against graft and initiated sweeping judicial reforms.

San Salvador, June 1, 2020 (AFP) - Tropical Storm Amanda triggered flash floods, landslides and power outages as it barrelled through El Salvador and Guatemala Sunday, killing 14 people, authorities said, warning of further heavy rain to come.   El Salvador President Nayib Bukele declared a 15-day state of emergency to cope with the effects of the storm, which he estimated to have caused $200 million in damage, but which weakened later in the day as it moved into Guatemala.

Amanda, the first named storm of the season in the Pacific, unleashed torrents of floodwater that tossed vehicles around like toys and damaged about 200 homes, the head of the Civil Protection Service William Hernandez said.   The fatalities were all recorded in El Salvador, Interior Minister Mario Duran said, warning that the death toll could rise.   One person is still missing, senior government official Carolina Recinos added.   "We are experiencing an unprecedented situation: one top-level emergency on top of another serious one," San Salvador mayor Ernesto Muyshondt said, referring to the coronavirus pandemic.

He added that half of those killed died in the capital, and that 4,200 people had sought refuge in government-run shelters after losing their homes or being forced to leave because they were in high-risk areas.   In some flooded areas, soldiers worked alongside emergency personnel to rescue people.   "We lost everything, we've been left with nowhere to live," said Isidro Gomez, a resident of hard-hit southeastern San Salvador, after a nearby river overflowed and destroyed his home.

Another victim, Mariano Ramos, said that at dawn residents of his San Salvador neighborhood were slammed by an avalanche of mud and water. An elderly man died in the area, officials said.   El Salvador's environment ministry warned residents of the "high probability" of multiple landslides that could damage buildings and injure or kill people.

Nearly 90 percent of El Salvador's 6.6 million people are considered vulnerable to flooding and landslides due to its geography.   In neighboring Guatemala, officials said roads had been blocked by at least five landslides and some flooding was reported, but no evacuations were underway.   Even though Amanda weakened to tropical depression status, Guatemalan officials warned that heavy rain would continue, with swollen rivers and possible "landslides affecting highways ... and flooding in coastal areas."

Lima, June 1, 2020 (AFP) - Peru on Sunday reported 8,800 new COVID-19 infections, setting a new daily record for a country that already has the second highest number of novel coronavirus cases in Latin America after Brazil.   The death toll is now at 4,506, the third highest in the region -- itself the new hotspot of the deadly disease -- after Brazil and Mexico, with President Martin Vizcarra warning the country is only halfway through the crisis.

Infections have jumped in Peru despite a months-long mandatory lockdown and a nigh time curfew and the government ordering international borders to be closed.   The spike is concentrated around the capital Lima, where one third of the population lives, and put tremendous strain on Peru's economy and healthcare system.   Four out of every ten Peruvians lost their source of income when the lockdown began, according to one study, and last week Peru secured a two-year, $11 billion credit line from the International Monetary Fund.

- 'Tremendous challenge' in Chile -
Neighbouring Chile on Sunday reported 57 more fatalities in the past 24 hours, a new record that brings the country's COVID-19 death toll to 1,054.   "We are facing the largest pandemic of the past 100 years," said Deputy Health Minister Paula Daza, as she announced the latest figures.    "It is a tremendous challenge; we are living very difficult times in our country."

In Santiago, where the 80 percent of the virus cases were reported, 96 percent of the emergency room beds were taken, officials said.   Officials reported a sharp increase in cases over the past two weeks.   In early May the government of President Sebastian Pinera said that the number of virus cases had hit a plateau, and lockdown restrictions would be loosened.

Moscow, June 1, 2020 (AFP) - Shopping malls and parks are set to reopen in Moscow on Monday as the Russian capital eases coronavirus restrictions despite having the world's third-largest caseload.   The relaxation of the confinement orders in Moscow, the epicentre of Russia's outbreak with a population of more than 12 million, comes after President Vladimir Putin announced the epidemic had passed its peak in the country.

Under lockdown since March 30, residents of Europe's most populous city were until now only allowed to leave their homes for brief trips to shop, walk dogs or travel to essential jobs with a permit.   While Muscovites welcomed the opportunity to return to parks and malls after weeks of being cooped up at home, many ridiculed the Moscow mayor's "experiment" aimed at regulating people's walks and exercise.

As a two-week test measure, Sergei Sobyanin said residents of Moscow will be allowed to take walks according to a staggered schedule based on their home address.   "Regular walks are allowed between 9am and 9pm but no more than three times a week -- twice on weekdays and once on a weekend," said Sobyanin on his blog, adding that a detailed schedule would be released separately.   People can jog or exercise between 5am and 9am but must wear masks, according to the new rules.   Sobyanin said he feared that without limits on walking, people would throng the streets in scenes reminiscent of May Day outpourings in Soviet times.

- 'Sheer lunacy' -
The new regulations unleashed a flood of mockery on social media, with political commentator Alexander Golts calling them "sheer lunacy".   Critics quipped that life in Moscow was beginning to imitate dystopian fiction such as the novels of Aldous Huxley and Yevgeny Zamyatin.

Popular comedian Maxim Galkin, who has nearly eight million followers on Instagram, released a sketch in which Putin and Sobyanin discuss a "breathing schedule" for Moscow residents.   The five-minute parody has been viewed nearly six million times over the past few days.   When the restrictions are relaxed, dry-cleaners, laundry services and repair workshops will be allowed to reopen, while restaurants, cafes and cinemas will remain closed for now.

Moscow authorities also said that no mass gatherings would be allowed during the city-wide quarantine that will remain in place until at least June 14.   On Thursday authorities sentenced prominent reporter and activist Ilya Azar to 15 days in jail for staging a lone protest in central Moscow.   Dozens of his supporters have also been briefly detained over the past few days.   Rights organisations including Amnesty International and the Council of Europe have warned Moscow against using the coronavirus lockdown as a pretext to muzzle activists.

Many critics have also questioned the move to lift the restrictions as Russia reported more than 9,000 new infections on Sunday.   With more than 405,000 confirmed infections and over 4,600 deaths, the country has the world's third-largest caseload after the United States and Brazil.   Analysts say Putin is keen to open up the Russian economy and has recently ordered a World War II victory parade postponed by the contagion to be held on June 24.   The 67-year-old leader is also widely expected to announce a new date for a vote on constitutional reforms that could pave the way for him to potentially stay in power until 2036.

Mogadishu, May 31, 2020 (AFP) - At least 10 people died and 12 were wounded when an explosive device ripped through a minibus outside the Somali capital Mogadishu on Sunday, the government said.   The deadly explosion occurred near Lafole village along the Afgoye-Mogadishu where the passenger bus was travelling early in the day.   "At least 10 civilians were killed in an explosion at Lafole area this morning, those who died were all civilians," the information ministry said in a statement, adding that the victims were on their way to a funeral.

Witnesses said the minibus was completely destroyed, and described an horrific scene with everyone on board either dead or wounded and many bodies ripped apart or burned beyond recognition.   "This was a horrible incident this morning, the explosive device went off as the bus was passing by the area and destroyed it completely," said Daud Doyow, a witness.   "Bodies of civilians were strewn in pieces and most of the people died," he added.   "There were more than 20 people on board and 10 of them were confirmed dead while the rest are seriously wounded and taken to hospital, this is a horrible scene here," said another witness, Abdirisak Adan.   No group immediately claimed responsibility for the bombing, but Somalia's al Qaeda-aligned Shabaab group carries out regular attacks in and around the capital, often killing civilians.

Nairobi, May 27, 2020 (AFP) - Kenya said Wednesday it had documented a record 123 cases of coronavirus in the past 24 hours, a "staggering" figure although one also explained in part by wider testing.   "Today, I come to you with sombre news," Health Minister Mutahi Kagwe said.   "Our figures today are staggering. Out of the 3,077 samples tested, we have 123 positive cases. For the first time we have hit a triple digit.    "This is the highest number of positive cases we have ever recorded in a single day since we recorded the first case on March 13."

A total of 1,471 cases of COVID-19 have been recorded in Kenya since the start of the epidemic. Of these, 55 have been fatal.   The tally of infections has doubled since mid-May but the country has also tripled its number of daily tests, from less than 1,000 to nearly 3,000, which has helped unearth more cases.

Kagwe sounded a warning about the vulnerability of crowded slums in the capital Nairobi, which leads the list of new cases followed by the port city of Mombasa.   "There is a raging number of infections in these areas," he said, adding: "No-one should have a false sense of security about their immunity to COVID-19."   Among its anti-coronavirus measures, Kenya has a national 7pm-5am curfew, which is currently in force until June 6, and has a ban on entering or exiting the cities of Nairobi, Mombasa, Kilifi, Kwale and Mandera.

Nicosia, May 27, 2020 (AFP) - Cyprus hopes to attract tourists after its coronavirus lockdown by paying the medical costs of anyone who tests positive for COVID-19 while holidaying on the island, officials said Wednesday.   The plan was outlined in a letter to tour operators and airlines detailing the measures Cyprus is taking to ensure the safety of its tourism sector.   The letter was made public Wednesday and signed by the ministers of foreign affairs, transport, and tourism.

The Mediterranean island is marketing itself as a safe holiday destination during the global pandemic.   The Republic of Cyprus has reported 939 novel coronavirus cases and only 17 deaths.   The government said it is "committed to taking care of all travellers who test positive during their stay, as well as their families and close contacts".   It pledged to cover accommodation, dining and medical care if a tourist falls ill with the virus.   The "traveller will only need to bear the cost of their airport transfer and repatriation flight," it said.

- 'Quarantine hotels' -
A 100-bed hospital will be available exclusively for tourists who test positive, with more beds available "at very short notice if required".   An additional 112 beds in intensive care units with 200 respirators will be reserved for critically ill patients.   Designated "quarantine hotels" will have 500 rooms available for family members and close contacts of patients.

Other hotels on the island will be allowed to remain open if a guest tests positive, but their room will "undergo a deep clean".   Authorities have forecast a 70 percent decline in tourist arrivals in 2020.    Tourism earned Cyprus EUR2.68 billion ($2.94 bn) in 2019 -- about 15 percent of gross domestic product -- down one percent from the previous year, which was bolstered by a record 3.97 million arrivals.   Cyprus plans to reopen its airports on June 9 to arrivals from 13 countries considered low risk.   These include Israel, Greece, Germany, Austria and Malta but the island's two biggest markets Britain and Russia are not on the approved list.

hose arriving between June 9-19 will need to provide a health certificate proving they do not have the virus.   That requirement will be dropped from June 20, when another six countries will be added to the approved list, including Switzerland and Poland.   Cyprus says it will update the list of approved countries on a weekly basis based on scientific advice.

Officials will administer temperature checks and free random testing of arrivals.   Having tested over 10 percent of its population, Cyprus says it has one of the lowest coronavirus infection rates in Europe.   "Very few countries worldwide, especially in the Mediterranean, can boast about such statistics," the letter said.

Stockholm, May 27, 2020 (AFP) - Airline SAS said Wednesday it would resume flights on several domestic and international routes in June, over two months after the operator grounded most of its fleet over the new coronavirus' impact on travel.   "This primarily includes domestic flights within and between the Scandinavian countries, but flights to New York, Chicago and Amsterdam from Copenhagen are also set to resume," SAS said in a statement.

The Scandinavian airline announced in mid-March it was halting most of its traffic and furloughing around 90 percent of its staff.   In late April the airline, whose two largest shareholders are the Swedish and Danish states, announced it was laying off about 5,000 people, representing 40 percent of the company's workforce.

In early May the company secured a state-guaranteed credit line of 3.3 billion Swedish kronor ($344 million or 313 million euros) to help it navigate the impact of the new coronavirus.   Even with the resumption of some flights, the airline continues to operate at a reduced capacity, but the added routes means an effective doubling of the aircraft in use from 15 to 30, according to SAS.   Finnair, of Nordic neighbour Finland, announced early last week it would start resuming its long-haul flight to Asia in July.

Yerevan, May 27, 2020 (AFP) - Virus cases have overwhelmed Armenia's hospitals, officials said Wednesday, raising the prospect that intensive care treatment could be restricted to patients with the best chance of survival.   The tiny Caucasus nation of some three million has so far reported 7,774 coronavirus cases and 98 deaths.   At a cabinet meeting on Wednesday, Prime Minister Nikol Pashinyan said "the situation with the coronavirus pandemic is very severe in Armenia."

Health ministry spokeswoman Alina Nikoghosyan told AFP: "if the current situation persists, in the coming days, intensive care will only be available for the patients with the best survival chances."   Health Minister Arsen Torosyan said Sunday that out of the country's 186 intensive care beds for coronavirus patients, only 32 remained empty and would soon be filled.

The prime minister called for stricter enforcement of measures aimed at containing the outbreak such as the wearing of face masks in public spaces.   This comes after the country lifted a state of emergency on May 4 which it had declared in March because of the pandemic.   Pashinyan said his government had failed to enforce anti-virus measures and there had been widespread quarantine violations.   "Our mistake was that we put too much trust in our citizens' sense of responsibility," he said.

Deputy Prime Minister Tigran Avinyan said he did not rule out that the government could have to impose a fresh nationwide lockdown.   Analysts have criticised the government's handling of the crisis, saying a decision to close borders was taken too late and officials sent the public "confusing messages."   "Officials were calling for the wearing of face masks, but they themselves didn't wear them until recently," said analyst Tatul Hakobyan.

New Delhi, May 27, 2020 (AFP) - India is wilting under a heatwave, with the temperature in places reaching 50 degrees Celsius (122 degrees Fahrenheit) and the capital enduring its hottest May day in nearly two decades.   The hot spell is projected to scorch northern India for several more days, the Meteorological Department said late Tuesday, "with severe heat wave conditions in isolated pockets".   As global temperatures rise, heatwaves are a regular menace in the country -- particularly in May and June. Last year dozens of people died.

Met officials said Churu in the northern state of Rajasthan was the hottest place on record on Tuesday, at 50 Celsius, while parts of Punjab, Haryana and Uttar Pradesh sweltered in the high 40s.   Parts of the capital, New Delhi, recorded the hottest May day in 18 years with the mercury hitting 47.6 Celsius.   No deaths have been reported so far this year, but last year the government said the heat had killed 3,500 people since 2015. There have been fewer
fatalities in recent years.

The country of 1.3 billion people suffers from severe water shortages with tens of millions lacking running water -- to say nothing of air conditioning.   Parts of Delhi and elsewhere regularly see scuffles when tankers arrive to deliver water. Last year Chennai made international headlines when the southern city ran out of water entirely.   The heatwave adds to problems the country already has dealing with the spread of coronavirus.   India now has the 10th highest number of coronavirus cases globally, climbing above 150,000 on Wednesday with almost 4,500 deaths.

Last week cyclone Amphan killed more than 100 people as it ravaged in eastern India and Bangladesh, flattening villages, destroying farms and leaving millions without power.   Huge swarms of desert locusts, meanwhile, have destroyed nearly 50,000 hectares (125,000 acres) of crops across western and central India, and may enter Delhi in coming days.   The north-eastern states of Assam and Meghalaya are also currently experiencing floods, with more heavy rainfall forecast in the coming days.
