The early history of the Faroe Islands is not very clear. According to Færeyinga Saga emigrants who left Norway to escape the tyranny of Harald I of Norway settled in the isla
ds about the beginning of the 9th century. There is also evidence that Irish monks settled the islands, introducing sheep in the process. Early in the 11th century Sigmund, whose family had flourished in the southern islands but had been almost exterminated by invaders from the northern islands, was sent from Norway, from which he had escaped, to take possession of the islands for Olaf Tryggvason, king of Norway. He introduced Christianity and, though he was subsequently murdered, Norwegian supremacy was upheld. Norwegian control of the islands continued until 1380, when Norway entered into a union with Denmark, which gradually evolved into the double monarchy Denmark/Norway. The reformation reached the Faroes in 1538. When Norway was taken away from Denmark at the Treaty of Kiel in 1814, Denmark retained possession of the Faroe Islands.
The monopoly trade over the Faroe Islands was abolished in 1856. Since then, the country developed towards a modern fishery nation with its own fleet. The national awakening since 1888 was first based on a struggle for the Faroese language, and thus more culturally oriented, but after 1906 was more and more politically oriented after the foundation of the political parties of the Faroe Islands.
On April 12, 1940, the Faroes were invaded and occupied by British troops. The move followed the invasion of Denmark by Nazi Germany and had the objective of strengthening British control of the North Atlantic (see Second Battle of the Atlantic). In 1942–43 the British Royal Engineers built the only airport in the Faroes, the Vágar Airport. Control of the islands reverted to Denmark following the war, but in 1948 a home rule regime was implemented granting a high degree of local autonomy. The Faroes declined to join Denmark in entering the European Community (now European Union) in 1973. The islands experienced considerable economic difficulties following the collapse of the fishing industry in the early 1990s, but have since made efforts to diversify the economy. Support for independence has grown and is the objective of the government.

ENTRY REQUIREMENTS: Passport and visa regulations are similar for Denmark, Greenland, and the Faroes. A valid passport is required. U.S. citizen tourist and business travelers do not need visas for visits of up to 90 days. That period begins when entering any of the following countries which are parties to the Schengen agreement: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Italy, Luxembourg, The Netherlands, Norway, Portugal, Spain, and Sweden. Note: Although European Union regulations require that non-EU visitors obtain a stamp in their passports upon initial entry to a Schengen country, many borders are not staffed with officers carrying out this function. SAFETY AND SECURITY: Denmark remains largely free of terrorist incidents, however the country shares, with the rest of Western Europe, an increased threat of Islamic terrorism. Like other countries in the Schengen area, Denmark's open borders with its Western European neighbors allow the possibility of terrorist groups entering and exiting the country with anonymity. Americans are reminded to remain vigilant with regard to their personal security and to exercise caution.

Public demonstrations occasionally occur in Copenhagen and other Danish cities and are generally peaceful events. Prior police approval is required for public demonstrations, and police oversight is routinely provided to ensure adequate security for participants and passers-by. Nonetheless, as with any large crowd comprised of diverse groups, situations may develop which could pose a threat to public safety. U.S. citizens are advised to avoid areas where public demonstrations are taking place.

CRIME: Denmark, Greenland, and the Faroes all have very low violent crime rates, however, non-violent crimes of opportunity have slightly increased over the last few years, especially in Copenhagen and other major Danish cities, where tourists can become targets for pickpockets and sophisticated thieves. Criminals frequent airports, train stations, and cruise ship quays to take advantage of weary, luggage-burdened travelers. Thieves also operate at popular tourist attractions, shopping streets, and restaurants. In hotel lobbies and breakfast areas, thieves take advantage of even a brief lapse in attention to snatch jackets, purses, and backpacks. Women's purses placed either on the backs of chairs or on the floor are typical targets for thieves. Car and home break-ins are also on the rise.

INFORMATION FOR VICTIMS OF CRIME: The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate. If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance. The Embassy/Consulate staff can, for example, assist you to find appropriate medical care, to contact family members or friends, and explain how funds could be transferred. Although the investigation and prosecution of the crime is solely the responsibility of local authorities, consular officers can help you to understand the local criminal justice process and to find an attorney if needed.

Denmark has a program to provide financial compensation to victims who suffer serious criminal injuries. According to existing regulations, the victim must report the incident to the police within 24 hours. Danish police routinely inform victims of serious crime of their rights to seek compensation. MEDICAL FACILITIES AND HEALTH INFORMATION: Excellent medical facilities are widely available in Denmark. In Greenland and the Faroe Islands, medical facilities are limited and evacuation is required for serious illness or injury. Although emergency medical treatment is free of charge, the patient is charged for follow-up care.

TRAFFIC SAFETY AND ROAD CONDITIONS: While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States. The information below concerning Denmark is provided for general reference only, and may not be totally accurate in a particular location or circumstance.

A valid U.S. driver's license may be used while visiting Denmark, but the driver must be at least 18 years old. Driving in Denmark is on the right side of the road. Road signs use standard international symbols. Many urban streets have traffic lanes reserved for public transport only. Unless otherwise noted on traffic signs, the speed limit is 50 km/h in urban areas, 80 km/h on open roads, and 130 km/h on expressways.

Use of seat belts is mandatory for drivers and all passengers. Children under three years of age must be secured with approved safety equipment appropriate to the child's age, size, and weight. Children from three to six years of age may use approved child or booster seats instead of seat belts.

Driving under the influence of alcohol or drugs is considered a very serious offense. The rules are stringently enforced, and violations can result in stiff fines and possible jail sentences.

Copenhagen, the capital and largest city in Denmark, has an extensive and efficient public transportation system. Trains and buses connect Copenhagen with other major cities in Denmark and to Norway, Sweden, and Germany. Bicycles are also a common mode of transportation in Denmark. Passengers exiting public or tourist buses, as well as tourists driving rental cars, should watch for bicycles on their designated paths, which are usually located between the pedestrian sidewalks and the traffic lanes.

Danish expressways, highways, and secondary roads are of high quality and connect all areas of the country. It is possible to drive from the northern tip of Denmark to the German border in the south in just four hours. Greenland has no established road system, and domestic travel is performed by foot, boat, or by air. The majority of the Faroe Islands are connected by bridges or serviced by boat. Although the largest islands have roads, most domestic travel is done on foot, horseback, boat, or by air.

Copenhagen, April 24, 2020 (AFP) - The Faroe Islands had planned to close to tourists for a weekend this April to protect its fragile ecosystem.   However, isolated due to the pandemic, the Danish archipelago is now offering people a chance to discover the islands with virtual tours online.   "We do these tours for people who were supposed to come to the Faroe Islands and visit now and had to cancel their tours. This is kind of our way of giving them the experience they otherwise would have had, (but) through our eyes, ears and body," Kristina Sandberg Joensen, one of the virtual guides working for the Faroese tourism office, told AFP.   The self-governing territory in the North Atlantic, which has 187 confirmed cases of the new coronavirus, closed its borders in mid-March.

In order to visit the islands virtually, "tourists" take in the stunning views on their phone or computer free of charge as their guide explores the local landscape in real time, either on foot, on horseback or at sea.    Each tourist can even control the direction their guide takes for 60 seconds, using on-screen joystick controls.   Between 20,000 and 40,000 people have taken part in virtual tours since they started on April 15, the tourism office said.   Known for its high cliffs, dramatic waterfalls and open expanses, the archipelago of 1,400 square kilometres (540 square miles) is home to 50,000 people and 80,000 sheep spread out over 18 islands.

Some 110,000 tourists visited the Faroe Islands in 2018, with their numbers increasing by 10 percent per year the past five years.   The archipelago had originally planned to close its main tourism sites on April 18 and 19, asking only a select number of volunteers to come help clean up the local ecosystem.   The operation has instead been postponed until September because of the coronavirus crisis.

Copenhagen, Nov 14, 2019 (AFP) - Authorities in the Faroe Islands have announced the archipelago in the North Atlantic will be "closed for maintenance" for two days in April when tourists won't be welcome, instead opening the doors to volunteer caretakers.   In practice, the self-governing Danish islands will keep hotels open and international flights running, but popular tourist sites will be temporarily closed on April 16 and 17 next year.   The event is a continuation of a pilot project run in the spring of 2019, when 100 volunteers from 25 countries were invited to the islands.

Registrations for eager volunteers opened on Wednesday at 1500 GMT and were to remain open for 24 hours, the Faroese tourism office said on its website.   One hundred people will then be randomly selected to be part of the maintenance crew, who will be offered housing and food during their stay although they will still need to pay for their own plane tickets.   "The fragile natural environment in some popular tourist locations has felt the effects of an increase of visitors," the head of the tourism office, Guri Hojgaard, told AFP in March shortly after the pilot project was launched.   "These areas need a helping hand to ensure they remain pristine".

For the first edition of the event they received about 3,500 applications and the selected volunteers helped with projects like creating walking paths, constructing viewpoints to help preserve nature and protect birdlife sanctuaries and re-building rock cairns.   A popular destination for its fascinating landscapes with 30-metre cliffs, the archipelago covers 1,400 square kilometres (540 square miles) and has 50,000 inhabitants and 80,000 sheep spread over 18 islands.   In 2018, 110,000 tourists visited the Faroe Islands and the number of tourists has increased by about 10 percent annually for the past five years.    According to Hojgaard, the "closed for maintenance, open for voluntourism" weekend can "contribute to the international discussion about overtourism by showing that tourists can actually be a part of the solution."

COPENHAGEN, Nov 25, 2011 (AFP) - A hurricane packing winds of almost 200 kilometres (125 miles) an hour tore through the Faroe Islands overnight, causing major damage and evacuations but no deaths, police said Friday.  "There was a hurricane... a lot of material damage has been reported but no deaths so far," said Rani Wardum, a police officer in Torshavn, the capital of the North Atlantic archipelago. "Winds reach up to 55 metres per second," or 198 kilometres per hour, in some places, meteorologist Mogens Roenebek of the Danish Meteorological Institute told AFP.

The Faroe Islands, an autonomous Danish province, are home to around 48,000 people. The extent of the damage was not immediately known. "Many roofs were blown off and we had to evacuate a retirement home. The seniors were moved into a hospital," Wardum said.

Some residents were also evacuated from their homes during the night and a number of boats came loose from their moorings and ended up on land, he added. "The winds are still raging, but it was particularly violent last night and overnight," Wardum said, noting that the southern coastal regions of the Faroes Islands were hardest hit. The storm was heading towards the west coast of Norway on Friday, with strong winds and heavy seas, according to Roenebek.

REYKJAVIK, May 6, 2010 (AFP) - The quantity of ash spewed by Iceland's Eyjafjoell volcano increased overnight and the higher ash cloud could make it to the Faroe Islands Friday, Icelandic authorities said Thursday.   "Ash production did increase last night and the ash plume is going higher now than the last couple of days," Agust Gunnar Gylfason, who monitors the eruption's progress at Iceland's Civil Protection Department, told AFP.

The ash cloud "might reach the Faroe Islands around midnight (GMT Thursday) under 20,000 feet (6,000 meters)" and continue on south towards Ireland on Friday, he added.   "The plume went up to 30,000 feet (9,000 meters) for some time last night, and again this morning, due to an increase in explosive activity, but otherwise it's been around 18,000 and 20,000 feet" high, he said.

At the strongest period of the eruption, Eyjafjoell sent a plume around 30,000 feet into the air, but scientists have stressed that the height of the plume does not necessarily reflect a particular quantity of ash.   On Tuesday, the plume contained about only 10 percent of the ash it held at the beginning of the eruption.   European airspace and airports across the continent were open on Thursday, but intergovernmental air traffic controller Eurocontrol said the ash cloud could mean transatlantic flights might need to be re-routed.

Airspace above Ireland, Northern Ireland and Scotland was partly shut Wednesday for the second time in two days, causing the cancellation of hundreds of flights.   The fresh disruption came after Europe's skies were closed for up to a week last month by the eruption of the Eyjafjoell volcano. It was the biggest aerial shutdown in Europe since World War II, with more than 100,000 flights cancelled and eight million passengers affected.

Haiti is one of the least developed and least stable countries in the Western Hemisphere. The availability of consumer goods and services is barely adequate in the capi

ENTRY/EXIT REQUIREMENTS: All Americans traveling by air outside of the United States are required to present a passport or other valid travel document to enter or re-enter the United States. Haitian law requires U.S. citizens to have a passport to enter and exit Haiti. Once in Haiti, an undocumented U.S. citizen can experience delays of several weeks for the issuance of a passport, as it is often more difficult to establish identity and citizenship overseas than in the United States. The Haitian government requires foreigners to pay a departure fee. U.S. citizens are encouraged to contact the Embassy of the Republic of Haiti for more details regarding current entry, departure and customs requirements for Haiti. SAFETY AND SECURITY:
U.S. citizens should exercise extreme caution and are strongly encouraged to register online at https://travelregistration.state.gov prior to travel.
Travel in Haiti can be dangerous and all visitors are urged to exercise vigilance and caution. In some cities and towns ordinary services such as water, electricity, police protection and government services are either very limited or unavailable. While U.N. personnel from several countries have been in Haiti since 2004, their presence does not guarantee absolute security for residents or visitors.
During 2007 and early April 2008, the Embassy issued several security related messages warning U.S. citizens in Haiti of violent or unstable conditions. On occasion, the U.S. mission in Haiti was forced to suspend service to the public or close because of security concerns. These concerns have also prevented Embassy personnel from traveling to or through some areas. Since October 2004 Embassy personnel have been prohibited from entering central Port-au-Prince after dark due to security concerns. The Embassy has also imposed a curfew on its officers from time to time. If situations occur where the Embassy must suspend operations or when officers are unable to travel freely, the Embassy will continue to be available by telephone to offer emergency services to U.S. citizens.
In early April 2008, there were violent demonstrations, looting, transportation disruptions, and up to seven reported deaths in Les Cayes and Port-au-Prince. Some American citizens were temporarily stranded in isolated locations and could not safely travel until calm was restored. Because political and economic conditions precipitating the civil unrest have not been entirely resolved, American citizens should defer non-essential travel to Haiti.
U.S. citizens in Haiti should avoid all large gatherings, as crowd behavior can be unpredictable. Visitors encountering roadblocks, demonstrations, or large crowds should remain calm and depart the area quickly and without confrontation. Assistance from Haitian officials, such as the police, is often unavailable. Overseas visitors must be particularly cautious on the days of planned political activities. U.S. citizens are urged to take common-sense precautions and avoid any event where crowds may congregate.

CRIME: There are no "safe areas" in Haiti. Crime, a chronic problem over the years, has increased in recent years and can be subject to periodic surges sometimes not obviously explained by other events or conditions. The U.S. estimates that up to 8% of the cocaine entering the United States passes through Haiti. The state of law and order has steadily deteriorated as a result. Reports of kidnapping, death threats, murders, drug-related shootouts, armed robberies, break-ins or carjackings are common. These crimes are primarily Haitian against Haitian, though several foreigners and U.S. citizens have been victimized. In 2007, there were 29 reported kidnappings of American citizens, including two victims who were killed. Many American citizens reported that they were beaten and or raped by their hostage takers. Kidnapping remains the most critical security concern; kidnappers frequently target children.
U.S. citizens who travel to Haiti should exercise extreme caution throughout the country. Travelers should keep valuables well hidden, ensure possessions are not left in parked vehicles, use private transportation, alternate travel routes, and keep doors and windows in homes and vehicles closed and locked. U.S. citizens should avoid all night-time travel due to poor road conditions and increased criminal activity after dark. They should be alert for suspicious onlookers when entering and exiting banks, as criminals often watch and subsequently attack bank customers. Withdrawals of large amounts of cash should be avoided.
Criminal perpetrators often operate in groups of two to four individuals, and are disposed occasionally to be confrontational and gratuitously violent. Criminals sometimes will seriously injure or kill those who resist their attempts to commit crime. In robberies or home invasions, it is not uncommon for the assailants to beat or shoot the victim in order to limit the victim's ability to resist. If an armed individual demands the surrender of a vehicle or other valuables, the U.S. Embassy recommends compliance without resistance. This recommendation also applies in the event of a kidnapping. Visitors to Haiti should exercise caution at all times and review basic personal security procedures frequently.
U.S. citizens in Haiti must be particularly alert when arriving from overseas at the Port-au-Prince airport, as criminals have often targeted arriving passengers for later assaults and robberies. Some recent incidents have resulted in death. The use of public transportation, including "tap-taps" (private transportation used for commercial purposes), is not recommended. Visitors to Haiti should arrange for someone known to them to meet them at the airport.
U.S. citizens should decline all requests to carry items for others to or from Haiti. Traffickers of illegal drugs have duped unsuspecting travelers into helping transport narcotics aboard commercial airlines.
Certain high-crime zones in the Port-au-Prince area should be avoided, including Croix-des-Bouquets, Carrefour, Martissant, the port road (Boulevard La Saline), urban route Nationale #1, the airport road (Boulevard Toussaint L'Ouverture) and its adjoining connectors to the New ("American") Road via Route Nationale #1 (which should also be avoided). This latter area in particular has been the scene of numerous robberies, carjackings, and murders. Embassy employees are prohibited from remaining in the downtown area after dark or entering Cite Soleil and La Saline and their surrounding environs due to significant criminal activity. Neighborhoods in Port-au-Prince once considered relatively safe, such as the Delmas road area and Petionville, have been the scenes of an increasing number of violent crimes.
Cameras and video cameras should only be used with the permission of the subjects; violent incidents have followed unwelcome photography. Their use should be avoided altogether in high-crime areas.
Holiday periods, especially Christmas and Carnival, often bring a significant increase in criminal activity. Haiti's Carnival season is marked by street celebrations in the days leading up to Ash Wednesday. In recent years, Carnival has been accompanied by civil disturbances, altercations and severe traffic disruptions. People attending Carnival events or simply caught in the resulting celebrations have been injured and killed. Random stabbings during Carnival season are frequent. Roving musical bands called “rah-rahs” operate during the period from New Year's Day through Carnival. Being caught in a rah-rah event may begin as an enjoyable experience, but the potential for injury and the destruction of property is high. A mob mentality can develop unexpectedly leaving people and cars engulfed and at risk. During Carnival, rah-rahs continuously form without warning; some rah-rahs have identified themselves with political entities, lending further potential for violence.
The Haitian police are understaffed, poorly equipped and unable to respond to most calls for assistance. There are continued allegations of police complicity in criminal activity. The unsatisfactory response and enforcement capabilities of the Haitian national police and the weakness of the judiciary frustrate many victims of crime in Haiti. In the past, U.S. citizens involved in business and property disputes in Haiti have been arrested and detained without charge, and have been released only after intervention at high levels of the Haitian Government.

MEDICAL FACILITIES AND HEALTH INFORMATION: Medical facilities in Haiti are scarce and for the most part sub-standard; outside the capital standards are even lower. Medical care in Port-au-Prince is limited, and the level of community sanitation is extremely low. Life-threatening emergencies often require evacuation by air ambulance at the patient's expense. Doctors and hospitals often expect immediate cash payment for health services.

TRAFFIC SAFETY AND ROAD CONDITIONS: While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States. The information below concerning Haiti is provided for general reference only, and may not be totally accurate in a particular location or circumstance. Cars are supposed to be driven on the right side of the road in Haiti, but few roads have lane indicators and drivers use whatever part of the road is open to them, even if it is not the correct side of the road. Traffic is extremely congested in urban areas, and hours-long traffic jams develop throughout the country.
Driving in Haiti must be undertaken with extreme caution. The situation on the roads can be described as chaotic at best, and it is advisable for those with no knowledge of Haitian roads and traffic customs to hire a driver through a local hotel. Roads are generally unmarked, and detailed and accurate maps are not widely available. Lanes are not marked and signs indicating the direction of traffic flow seldom exist. This lack of organization, along with huge potholes that occur without warning, may cause drivers to execute unpredictable and dangerous maneuvers in heavy traffic. The Haitian government lacks adequate resources to assist drivers in distress or to clear the road of accidents or broken-down vehicles blocking the flow of traffic. Drinking and driving is illegal in Haiti, but people frequently drive after drinking, especially at night.
Public transportation as it is usually defined does not exist in Haiti. While Haitians use buses, "tap-taps" and taxis, which may observe regular routes, much like public transportation, none of these should be considered reliable. The Embassy strongly discourages their use.
Those who drive in Haiti should do so defensively and conservatively, avoid confrontations such as jockeying for position, and remain aware of the vehicles around them. Drivers should carry the phone numbers of people to call for assistance in an emergency, as Haitian authorities are unlikely to respond to requests for assistance. When traveling outside of Port-au-Prince, drivers should caravan with other vehicles to avoid being stranded in the event of an accident or breakdown.
Although written and driving tests are required to qualify for driver's licenses, road laws are not generally known or applied. Signaling imminent actions is not widely practiced, and not all drivers use turn indicators or international hand signals properly. For instance, many drivers use their left blinker for all actions, including turning right and stopping in the road, and others flap their left arm out the window to indicate that they will be taking an unspecified action. Drivers do not always verify that the road is clear before switching lanes, turning, or merging.
Speed limits are seldom posted and are generally ignored. Speeding is the cause of many of the fatal traffic accidents in Haiti, as are overloaded vehicles on winding, mountainous roads and vehicles without brakes. Poor maintenance and mechanical failures often cause accidents as well. Drivers should be particularly cautious at night, as unlighted vehicles can appear without warning.
Right of way is not widely observed in Haiti, and there are few operational traffic lights or traffic signs. It is advisable at most intersections to stop and verify that there is no oncoming traffic even if it appears that you have the right of way. Drivers can be quite aggressive and will seldom yield. Walls built to the edge of roads frequently make it impossible to see around corners, forcing drivers to edge their cars into the road at intersections to check for oncoming traffic.
In addition to vehicles, a variety of other objects may appear on the road in Haiti, such as wooden carts dragged by people, small ice cream carts, animals, mechanics working on vehicles parked on the street, and even vendors and their wares. Vehicles are often abandoned in the road or by the side of the road. There are few marked crosswalks and sidewalks, and pedestrians often wend their way through traffic in urban areas. AVIATION SAFETY OVERSIGHT: The U.S. Federal Aviation Administration (FAA) has assessed the Government of Haiti’s Civil Aviation Authority as not being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for the oversight of Haiti's air carrier operations. SPECIAL CIRCUMSTANCES:
The official currency of Haiti is the gourde, which has a variable exchange rate. Visitors will notice that most establishments in Haiti price items in an unofficial currency known as the “Haitian dollar.” (One Haitian dollar is equivalent to five gourdes.) Others give prices in gourdes or even in U.S. dollars. It is always a good idea to clarify with vendors which currency -- the gourde, Haitian dollar, or U.S. dollar -- is being used in a given transaction, as price tags often bear a number without indicating currency. The currency itself shows a value in gourdes. U.S. dollars are the currency of choice at the Labadee Beach cruise ship port-of-call.
Travelers' checks are often difficult to change in Haiti, but credit cards are widely accepted and some establishments accept or cash personal checks. At least one local bank chain has ATMs around Port-au-Prince that are compatible with some U.S. ATM cards. These ATMs are frequently out-of-order, and there have been reports of over-charging accounts.
Haiti, like most Caribbean countries, can be affected by hurricanes and other storms. Hurricane season runs from approximately June 1 - November 30 each year. Extensive flooding as a result of heavy rainfall has occurred in the past. Daily weather information in Haiti is available from national and international media. The Haitian meteorological service provides hurricane warnings via national radio. Both media and government information is only in Kreyol and/or French. Warnings are also available on the internet from many sources among which is the National Oceanic and Atmospheric Administration (NOAA) at hurricanes.noaa.gov. CRIMINAL PENALTIES: While in a foreign country, a U.S. citizen is subject to that country's laws and regulations, which sometimes differ significantly from those in the United States and may not afford the protections available to the individual under U.S. law. Penalties for breaking the law can be more severe than in the United States for similar offences. Persons violating Haiti's laws, even unknowingly, may be expelled, arrested or imprisoned. Penalties for possession, use, or trafficking in illegal drugs in Haiti are severe, and convicted offenders can expect long jail sentences and heavy fines. The judicial process in Haiti can be extremely long; progress is often dependent on considerations not related to the specific case. Detainees may wait months or years for their cases to be heard before a judge or to have legal decisions acted upon by the authorities. Bond is not usually available to those arrested for serious crimes with the result that often suspects remain in custody for many months before formal indictment. Engaging in illicit sexual conduct with children or using or disseminating child pornography in a foreign country is a crime, prosecutable in the United States. Port-au-Prince, July 3, 2019 (AFP) - At least five people were killed and three are missing in Haiti after a torrential downpour buffeted the capital of Port-au-Prince, the country's civil protection agency said Wednesday.   Three people were found dead in the city's impoverished Cite Soleil neighbourhood, while two others were killed elsewhere in Port-au-Prince.   In the busy hillside neighbourhood of Petionville, three people went missing and five were seriously injured when a wall collapsed under the weight of the downpour.

On Wednesday, heavy equipment was rolled out across the capital to clear mud and debris, while officials warned residents in flood-prone areas to remain on alert.   "There are unstable weather conditions prevailing in the Caribbean basin, and rain and thunderstorm activity could hit the country over the next two days," Haiti's civil protection agency said.

Heavy rain causes unusual damage in Haiti's main cities due to a lack of proper drainage infrastructure.   Some of the country's poorest residents also build flimsy homes along canals and gullies that easily become clogged with waste when it rains.   Every year Haiti has to prepare for potentially catastrophic storms during the Atlantic hurricane season, which runs from June 1 through November 30. However due to a complete lack of urban planning, even heavy rain is enough to threaten lives across the country.

Port-au-Prince, May 22, 2019 (AFP) - With no oxygen in intensive care or gloves in the emergency room, residents at Haiti's largest hospital have gone on strike to protest the filthy environment and demand six months of back pay.   "We have almost nothing when we talk about emergency services," said Emmanuel Desrosiers, 24, one of the doctors-in-training at the State University of Haiti Hospital (HUEH) that began the work stoppage Monday.    "When a patient arrives, when we should immediately take charge, we start by listing the things they or their family need to go buy."   The HUEH, known as the "general hospital," is where the most disadvantaged families in this impoverished Caribbean country crowd. Buying the medical supplies themselves is a financial headache, but private clinics are far too expensive.   In crumbling buildings in the center of Port-au-Prince, male and female patients are crowded together in tiny rooms, while trash cans overflow.   "We feel ridiculous when we give hygienic advice to patients," one resident said of the situation.

The residents' selflessness as they work in an unsanitary environment is compounded by the fact that they have not been paid since the start of their residency, nearly six months ago.   After five years of medical studies, the state is required to pay them 9,000 Haitian gourdes (HTG) per month -- only about $100, due to the devaluation of the national currency.   Nothing is being done about the hospital's disrepair, with those in charge waiting for a new building to be completed, according to resident Yveline Michel.   The new HUEH will have two floors and more than 530 beds once it's finished -- but it's unclear when that will be.   The project began after the January 2010 earthquake, which destroyed more than half the hospital. The United States, France and Haiti invested $83 million in a new hospital, which should have been completed by 2016.   Instead, there is little visible activity on the construction site, which can be seen through the windows of the current building.

Due to the heat, the windows are always open, letting in noise and dust from the street. There are only a few fans in the hospital rooms, which do little to combat the humidity or the flies.   "At any moment we could lose patients, but the state isn't doing anything to save their lives," said Michel, 25.   "We're striking for the population, since it should make these demands."   But some locals question the residents' position because the strike prevents the already struggling hospital from functioning.   Since the strike began, the poorest families in the area no longer know where to go for medical emergencies, as the residents are in charge of admitting patients.   "Due to the lack of resources and the unsanitary environment, there are always people dying in the hospital, so it's not the strike causing that," said Michel in response.

Port-au-Prince, Feb 21, 2019 (AFP) - With flaming barricades and widespread looting, 10 days of street violence in Haiti have all but buried a tourism industry that managed to resurrect itself after a devastating earthquake in 2010.   Ugly, violent footage beamed around the world has again sent the message that this impoverished Caribbean country is politically unstable and no place to go on vacation.

The final straw was the helicopter evacuation last week of 100-odd Canadian tourists trapped as angry protesters demanded the resignation of the president, whom they accuse of corruption.   "We have been through 12 days of hell. We managed the crisis but today we are suffering from the aftershocks," said Tourism Minister Marie-Christine Stephenson.

- Blacklist -
Beside the direct effects of the demonstrations, the United States delivered another crushing blow on February 14 when it urged its citizens not to travel to Haiti, which thus joined a no-go list with war-torn countries like Syria, Yemen and Afghanistan.

The minister said the US travel alert for Haiti was too harsh, calling the riots something that flared up unexpectedly and are now over.   "OK, they lasted 12 days but I am not sure that other Caribbean countries, which have had riots of their own, have been punished as severely and quickly as we have," said Stephenson.   Overnight, the decision by the US State Department hit the tourism industry hard. Travel web sites simply stopped offering flights to Haiti's two international airports.   Hotels are reporting cancellation of reservations and many empty rooms.

Officials in the industry have yet to tally up the damage but say that for the second time in less than a year, they will have to lay off workers.   In July of last year, three days of riots over a government attempt to raise fuel prices ruined the summer vacation season for Haiti's tourism industry.   It is not just hotels that will suffer again, said Beatrice Nadal-Mevs, president of the Haitian Tourism Association.   "This is going to affect everyday people because these are direct jobs that are going to be lost and supply chains will be threatened: farming, fishing, crafts, transport," Nadal-Mevs said.

- Mardi Gras cancelled -
With the opposition planning more demonstrations to seek the resignation of President Jovenel Moise, the sector got yet more bad news with word that Carnival celebrations have been called off in the Haitian capital, Port-au-Prince.   City Hall said it could not guarantee revelers' safety.   The festivities, which this year were planned for March 3-5, usually draw many Haitians living abroad and fleeing the winter cold in Canada and the eastern US.

Another major Carnival celebration is scheduled to take place in the city of Gonaives, but the government has not said if it will go ahead.   As grim as things are, some foreign tourists have gone ahead with visits to Haiti.   On Wednesday, a group of Australians under police escort visited a square featuring statues of heros of Haiti's independence from France. Days ago, demonstrators at the same plaza were throwing rocks at police, who responded with volleys of tear gas grenades.

A woman named Carole, who did not want to give her last name, said, "I trust the company we're traveling with. They not only want to take us but they want to bring us back."   Kevin McCue, another of the people in the group of 20, said he was glad that their tour operator had not opted for Plan B, which would have meant skipping Haiti and spending the whole week in the neighboring Dominican Republic.   "Tourism is alive and well here. People should come. The more they come, the better they spread some money among people who need it and the better for Haiti," said McCue.

Ottawa, Feb 17, 2019 (AFP) - A group of 25 school students from Quebec and three chaperones were able to leave Haiti on Sunday, where they had been stuck due to violent anti-government protests.   "We are on the plane" back to Montreal, one of the chaperones confirmed in a message to AFP.   Canadian tour operator Transat also confirmed that the group of students was aboard flight TS663, which departed at 3:59 pm (2059 GMT) from Port-au-Prince.   In addition to the students, employees of Canada's temporarily-shuttered embassy were also heading home aboard the aircraft.   The day before, a group of 131 Canadian tourists were evacuated via helicopter from their beachside resort in Haiti after being trapped for one week at the site due to the ongoing unrest.   The tourists were ferried in shifts to the Port-au-Prince international airport, where they boarded a flight to Canada, Transat said.

On Friday, Canada officially warned its citizens against all travel to Haiti, an advisory issued after the temporary closure of its embassy in Port-au-Prince.   Since February 7, at least seven people have died as Haiti has been plunged into political crisis, with everyday life paralyzed by protests and barricades in the largest towns.   The protesters, angry at soaring inflation and the alleged theft of nearly $2 billion in Venezuelan oil relief, are demanding President Jovenel Moise's resignation.   Canada is one of Haiti's largest international donors and is home to a large Haitian diaspora, located mostly in French-speaking Quebec.

Ottawa, Feb 14, 2019 (AFP) - Canada on Thursday temporarily closed its embassy in Haiti as violent protests against President Jovenel Moise's government trapped hundreds of Canadian tourists in the Caribbean island nation.   "Due to the current volatility, the Port-au-Prince embassy is closed today and we will continue to assess the situation in the coming days to ensure that our diplomats and their families are safe," Canada's foreign ministry said in a statement.   Clashes between police and protesters left at least one dead on Wednesday in Port-au-Prince, bringing to at least seven the number of people killed since protests began a week earlier.   The protesters, angry about skyrocketing inflation and the alleged theft of nearly $2 billion in Venezuelan oil relief to the island, are demanding Moise's resignation.

Gun violence and blocked roads prevented about 100 Canadian tourists staying at the all-inclusive Royal Decameron Indigo Beach resort to get to the airport on Sunday.   "At present, it is not safe to organize a trip to the airport, so for the moment our customers are at the hotel, they are perfectly safe," said Christophe Hennebelle, vice president of tour operator Transat.   "We are in constant contact with the Canadian embassy in Haiti and with the government authorities to assess the situation," he said, adding that he hoped that "in the coming days" the Canadians would be repatriated. An airplane remains on standby in Canada to go pick them up.   Ottawa, meanwhile, is urging Canadians to avoid all non-essential travel to Haiti.

The possibility of unexploded mines exists though it should be remembered that this area is many miles away from the normal tourist resorts. The level of street crime in Morocco is low but growing. Busy market places, parks and beaches are popular locations for petty criminals. Tourists should take care not to flaunt personal wealth and to avoid travelling away from the main tourist zones late at night. Travelling alone is a particular risk and only authorised guides and taxis should be used. Tourists have been threatened with serious injury at knife point if they have refused to purchase cannabis.

It is an Islamic country and ladies in particular should take care to dress modestly. Islamic festivals can cause significant changes to occur which affect tourists including the holy month of Ramadan when all street cafés close until 5.30pm each day as strict Muslims do not eat during the daylight hours. The main tourist hotels continue to serve food as normal but many shops will remain closed. During these times tourists will need to carefully check their tickets and any travel arrangements may need to be changed. Banks and larger shops will remain open between 9am and 3pm Monday to Friday. Drug offences are treated very seriously and those visiting the Rif Mountains should realise this is a major cannabis growing area. Visitors with Arabic Bibles or those involved in any perceived outreach activity may find they are subjected to prolonged interrogation.

Communication in English may be difficult and many medications will be unavailable. Frequently small private hospitals are used where standards vary greatly. The food and water provided in many of the main tourist resorts is very satisfactory but variations can easily occur and travellers should be careful at all times. Lettuce, undercooked bivalve shellfish (mussels, oysters, clams etc) and untreated water are all frequently implicated in sickness among travellers. Eating previously peeled fruit is also unwise and should be avoided. Bottled water purchased from main shops or hotels should be used for drinking and brushing your teeth.

There is only a very small risk of malaria transmission throughout Morocco and prophylaxis is not recommended for the majority of tourists. However, sandflies do abound during the summer months and can transmit a nasty disease known as Leishmaniasis. It is essential to use good insect repellent when at risk and to report any slow healing bite or sore to a doctor after your return home.

However, be wary of any invitation from fellow passengers to alight at Asilah rather than continuing the journey south. Many tourists to Morocco hire motorbikes or cars to see more of the country. This is regarded as a high-risk activity and special care will be required at all times. Flash flooding can occur during the rainy season (November – March).
Rabies

Rabat, May 6, 2020 (AFP) - Morocco has rapidly expanded its fleet of drones as it battles the coronavirus pandemic, deploying them for aerial surveillance, public service announcements and sanitisation.   "This is a real craze. In just weeks, demand has tripled in Morocco and other countries in the region," said Yassine Qamous, chief of Droneway Maroc, African distributor for leading Chinese drone company DJI.   Moroccan firms have been using drones for years and Qamous says it "is among the most advanced countries in Africa" for unmanned flight, with a dedicated industrial base, researchers and qualified pilots.

But restrictive regulations have long limited civilian drones to specific applications such as filming, agriculture, monitoring solar panels and mapping.   That changed rapidly as the novel coronavirus swept across the world.    In recent weeks, authorities have employed drones to issue warnings, identify suspicious movement in the streets and disperse illegal rooftop and balcony gatherings.   A strict lockdown imposed in March has not been uniformly respected, with local media reporting on nighttime gatherings of neighbours and collective prayers on roofs, beyond the view of street patrols.

- 'Vital technology' -
Last week local authorities in Temara, a town near the capital Rabat, launched a high-precision aerial surveillance system developed by local company Beti3D, which previously specialised in aerial mapping.   Other countries in Europe, Asia and the Middle East have also adopted technology deployed in China since the start of the pandemic, whether for tracking the movements of citizens, disinfecting public spaces or facilitating deliveries.   "Drones have quickly emerged as a vital technology for public safety agencies during this crisis as they can safely monitor public spaces," according to the website of DJI, by far the world's top drone maker.

Like most countries, Morocco primarily uses imported Chinese drones. But the emergence of new applications linked to the pandemic is also driving local production of specialised aerial vehicles.   "There is real demand," said Abderrahmane Krioual, the head of Farasha, a start-up that has raised funds to produce drones for thermal surveillance and aerial disinfectant spraying.   The aeronautics department of the International University of Rabat (UIR) offered its facilities, expertise and prototypes to authorities in March, deploying drones with loudspeakers or infrared cameras able to detect movement at night or spot individuals with high temperatures.

Several projects are underway across the country ahead of the widespread deployment of various models of drones, said Mohsine Bouya, the university's director of technology development and transfer.    Teams are also developing tracking applications, but "we'll have to wait for a change to the law" before launching them, he said.   Moroccan authorities declined to comment on the use of drones or the numbers deployed since the start of the public health emergency in mid-March.

- 'Toxic lockdown culture' -
Unlike in some countries, the use of surveillance drones has not sparked public debate in Morocco, where the kingdom's authoritarian response to the pandemic is widely supported.   Morocco closed its borders early and tasked law enforcement with imposing strict confinement measures on the population.

They include movement restrictions and the compulsory wearing of masks, with a nighttime curfew since the start of the Muslim holy month of Ramadan -- enforced by a heavy police presence.   Those found guilty of violating lockdown measures face one to three months in prison, a fine equivalent to $125, or both.    Officials say 59,000 people have been prosecuted for breaching lockdown measures.

Authorities say the measures have limited transmission of the virus, with 5,382 COVID-19 cases reported including 182 deaths since the state of emergency was announced.   But the kingdom's high number of arrests -- some 85,000 people by April 30 -- has drawn criticism from Georgette Gagnon, director of field operations at the United Nations' Human Rights Office.   Last week she listed Morocco among countries where repressive coronavirus measures have created a "toxic lockdown culture".    Morocco disputed this, saying its measures were "in line with legal frameworks respecting human rights".

Rabat, April 13, 2020 (AFP) - More than 4,300 people were arrested over the weekend in Morocco for breaching emergency rules in place to combat the novel coronavirus, according to official figures.   More than half of those detained were taken into police custody.   Since mid-March, authorities have arrested 28,701 people across the North African country, 15,545 of whom have been referred to court after being held in custody, according to the country's national security force DGSN.

Penalties for violating measures in place to curb the spread of the COVID-19 disease include up to three months in jail and fines of up to 1,300 dirhams ($130), or both.   Morocco imposed a public health state of emergency on March 19, confining everyone to their homes except those with a permit to be out for work.   Last week, authorities made wearing face masks in public obligatory.   Police and security agents supported by soldiers in armoured cars have been deployed around the country, erecting road barriers and control points to enforce the measures.

Morocco has recorded 1,746 COVID-19 cases, with 120 deaths and 196 recoveries. Fewer than 7,000 tests have been carried out.   The largest number of arrests were made in the country's economic centre of Casablanca and the capital Rabat, according to the DGSN.   Isolation measures have proved most challenging in densely populated, working-class neighbourhoods, according to local media reports.

Economic paralysis brought on by the pandemic has left millions of Moroccans in a precarious existence, with the bulk of the workforce made up of informal workers dependent on odd jobs and lacking access to social safety nets.   In the absence of a social database, authorities are working to identify needy families to distribute direct financial aid and food baskets.

Rabat, April 6, 2020 (AFP) - Wearing face masks in public will be obligatory in Morocco from Tuesday in a bid to stem the spread of coronavirus, according to an official decree.   The decision was announced late Monday after a government meeting on how to control the epidemic.   Morocco imposed a public health state of emergency on March 19, confining everyone to their homes except those with a permit to be out and about for their work.

Police, security agents and soldiers in armoured cars have been deployed around the country, erecting road barriers and control points.   The official number of COVID-19 cases in Morocco has doubled in a week to 1,120, including 80 fatalities.   The real numbers are likely to be significantly higher as there is a lack of testing gear in the country.

Rabat, March 24, 2020 (AFP) - Morocco has authorised hospitals to use antimalarial drugs in treating the new coronavirus, according to a document seen by AFP, as scientists urge caution over encouraging results from small trials.   The Moroccan health ministry on Monday gave hospitals and regional health directors the green light to start using hydroxychloroquine and related compound chloroquine "in the care of confirmed COVID-19 cases".

In a message seen by AFP, it said that "efforts have been made to ensure the availability of these medicines", urging caution in how the stocks are managed.   Rabat last week ordered the Moroccan branch of French drug maker Sanofi to hand over its entire stock of Nivaquine and Plaquenil, both of which contain chloroquine.   Studies in France and China have found that the drug helped patients suffering from the COVID-19 illness, and France on Monday ordered its use in severe cases.

US President Donald Trump on Monday said chloroquine could be a "gift from God".   He has been criticised by scientists for overhyping the drug, and on Monday the World Health Organization urged caution over its use.   NBC later reported that a woman in Arizona who heard Trump talk about chloroquine ended up in hospital and her husband died after they took a form of chloroquine she had used to treat her koi fish.   Authorities in Nigeria said hospitals had seen cases of chloroquine poisoning after Trump's comments.   Experts have urged the public to remain cautious until larger clinical trials validate the smaller studies.

In its note, Morocco's health ministry said it took its decision after consulting with a scientific committee which recommended prescribing chloroquine along with another drug called azithromycine.   Morocco's transport minister, Abdelkader Amara, who tested positive for the new coronavirus on March 14, has already said he was taking Nivaquine.   "My health is stable. I have no fever or respiratory symptoms. The headaches are almost gone. I just feel a little tired," he told private radio station Medi 1.   Morocco has recorded 143 cases of the COVID-19 illness, with four dead. The country has three screening centres and 1,642 intensive care beds for 35 million inhabitants.

Fnideq, Morocco, March 14, 2020 (AFP) - Thousands of tourists were stranded in Morocco on Saturday after the kingdom suddenly announced strict border restrictions in response to the coronavirus, leaving travellers stuck at borders, ports and airports.   "We are lost!" said David, an Italian tourist waiting at the closed border with the Spanish enclave of Ceuta in northern Morocco.

Late on Saturday, Rabat announced a suspension of air links with 21 countries including Austria, Denmark, Greece, Norway, Sweden and Switzerland in Europe, as well Turkey and Bahrain, Egypt, Jordan, Lebanon, Oman, Tunisia, and the United Arab Emirates.   Africa's Chad, Mali, Mauritania, Niger and Senegal, and Canada and Brazil were also in the list.   Morocco had already suspended air, sea and land links with European countries and Algeria on Friday, as well as taking measures to confine citizens to prevent the spread of coronavirus.

Flights to and from Algeria, Spain, France, Germany, the Netherlands, Belgium, Portugal and Italy were suspended "until further notice", while sea links for passengers and Morocco's land borders with Ceuta and a second Spanish enclave, Melilla, were closed.   But France announced that Rabat had agreed to allow repatriation flights for French nationals.   "New flights are being organised to enable (stranded French tourists) to return to France," President Emmanuel Macron tweeted Saturday.   The first flights back to France had already taken off that day, Foreign Minister Jean-Yves Le Drian said earlier.

The closure of the only land border between Africa and the European Union at Cueta and Melilla saw Spaniards rushing to leave on Thursday evening, as Moroccan day workers hastily returned in the opposite direction.   The land borders are busiest in summer and the border sees regular traffic throughout the year. Now though a Moroccan police roadblock bars the road towards the border with Cueta.

- 'Who will pay?' -
David said he tried to go to Spain because links with Italy, a hotspot of the disease, are suspended.   After arriving in Morocco for a motorcycle tour with his partner earlier this month, the 33-year-old Italian was stuck at a service station outside Cueta.

The border at Cueta, like that at Melilla, was reopened Friday only for Spaniards.    The Spanish embassy in Morocco tweeted Saturday that ferries were still operating between the enclaves and mainland Spain.   Its French counterpart also tweeted that "passage (into Ceuta and Melilla) is open to French ferry ticket holders with vehicles."

But except for a few travellers, the normally busy border post near the Moroccan town of Fnideq was deserted.   At the service station, camper vans bearing various European license plates were parked waiting.   "We don't know how long this will last, no one has told us anything," said Rene, a 71-year-old French man, speaking before Le Drian and Macrons' announcements.   "The weather is good here, there's surely fewer cases of coronavirus in Morocco than in France," he said.

Moroccan authorities have reported 17 cases of COVID-19, including one death. France and Spain have together announced more than 210 COVID-19 deaths.   Morocco's Transport Minister Abdelkader Amara has tested positive for the disease after an official visit to Europe, his ministry announced Saturday.   On the Spanish side at Cueta, stuck Moroccans were wondering why their country would not let them back in.   "If I need to get a hotel, who will pay?" asked a man hoping to return home.

At Tangiers port some 30 kilometres to the west, containers and trucks were unloaded as usual but the passenger terminal was closed.   The busiest port in North Africa, the facility welcomed 568,000 foreign tourists in 2019, while some 473,000 entered from Cueta and Melilla, according to official figures.   The travel restrictions are causing panic in the kingdom's tourism sector, which accounts for 10 percent of GDP and is a key source of foreign revenues.

ENTRY/EXIT REQUIREMENTS: Passports and visas are required.
American citizens coming to Lebanon for tourism can purchase a short-term visa at the border.
Travelers holding passports that contain visas or entry/exit stamps for Israel will likely be refused entry into Lebanon.
Travelers whose passports contain Israeli stamps or visas and who also hold an "Arab nationality" may be subject to arrest and imprisonment.
Travelers who have overstayed their entry visa validity in Lebanon have to adjust their status with the Central Department of Surete General (Department of Passport and Immigration) prior to their departure.

SAFETY AND SECURITY:
A Department of State Travel Warning advises U.S. citizens against travel to Lebanon.
Recent events underscore the need for caution and sound personal security precautions.
U.S. citizens who are in Lebanon despite this Travel Warning should exercise particular caution when traveling in parts of the southern suburbs of Beirut, portions of the Bekaa Valley and areas south of the Litani River in South Lebanon.
Hizballah maintains a strong presence in many of these areas, and there is the potential for action by other extremist groups.
The situation remains tense and a resumption of sporadic violence remains a possibility.
On May 7, 2008, Hizballah militants blocked the road to Rafiq Hariri International Airport.
The action rendered the airport inaccessible and travelers were unable to enter or leave the country via commercial air carriers.
Armed Hizballah and other opposition members proceeded to enter areas of Lebanon not traditionally under their control resulting in heavy fighting and a number of casualties.
While there is now full access to the airport, widespread hostilities have subsided, and the government of Lebanon has successfully elected a president and formed a cabinet, the United States remains concerned about Hizballah's willingness to use violence to achieve political ends with little or no warning.
Since the May hostilities there have been violent outbreaks in Tripoli that left over ten dead and dozens wounded.

Americans have been the targets of numerous terrorist attacks in Lebanon in the past.
The perpetrators of many of these attacks are still present and retain the ability to act.
On January 15, 2008, a U.S. Embassy vehicle was involved in a bomb attack that killed three Lebanese bystanders.
American citizens should thus keep a low profile, varying times and routes for all required travel.
Americans should also pay close attention to their personal security at locations where Westerners are generally known to congregate, and should avoid demonstrations and large gatherings.
Unofficial travel to Lebanon by U.S. Government employees and their family members requires prior approval by the Department of State.
Palestinian groups hostile to both the Lebanese government and the U.S. operate largely autonomously inside refugee camps in different areas of the country.
Intra-communal violence within the camps has resulted in violent incidents such as shootings and explosions.
Travel by U.S. citizens to Palestinian camps should be avoided.
Asbat al-Ansar, a terrorist group with apparent links to Al-Qaida, has targeted Lebanese, U.S. and other foreign government interests.
It has been outlawed by the Lebanese government but continues to maintain a presence in Ain al-Hilweh refugee camp.
Americans traveling to Lebanon should also be aware that personnel from the U.S. Embassy are not able to travel in all areas of Lebanon.
In the case of an emergency involving a U.S. citizen in areas where it is unsafe for Embassy personnel to travel, the Embassy may not be able to render assistance.
In addition, dangers posed by landmines and unexploded ordnance throughout south Lebanon are significant and also exist in other areas where civil war fighting was intense.

CRIME: The crime rate in Lebanon is moderate, but both car theft and home break-ins occur.
Violent crime and sexual assault are rare, although petty theft -- such as pick pocketing and purse snatching -- is common in crowded public areas.
Police are responsive but often unable to effect a positive outcome.
There are no special concerns with regard to targeted victimization of Americans or to scams or confidence schemes.
There have, however, been recent kidnappings of Lebanese-American women by their Lebanese relatives in an effort to force these women into marriage.

In many countries around the world, counterfeit and pirated goods are widely available.
Transactions involving such products may be illegal under local law.
In addition, bringing them back to the United States may result in forfeitures and/or fines.

Such facilities are not always available in outlying areas, although no location in the country is more than three hours from the capital.
Doctors and hospitals often expect immediate cash payment for services, and without such payment, may deny service even in emergency cases.

Beirut, May 12, 2020 (AFP) - Lebanon on Tuesday ordered a four-day-long lockdown to stem the spread of the coronavirus after recording an uptick in infections in recent days amid eased restrictions.    The "total lockdown" -- which will start at 7:00 pm (1600 GMT) on Wednesday and end at 5:00 am (0200 GMT) on Monday -- excludes the health, agriculture, food and manufacturing industries, Information Minister Manal Abdel Samad said after a cabinet meeting.

But "citizens should stay home and avoid going out except for urgent cases," she told journalists.    Lebanon has officially announced 870 cases of COVID-19, including 26 deaths.    Last month the crisis-hit country started to slowly emerge from a weeks-long lockdown that has aggravated its worst economic crisis since 1975-1990 civil war.

Restaurants and cafes have reopened at 30 per cent capacity, mosques have resumed prayers, and many people are back at work.   But "the rate at which the coronavirus is spreading from one person to the other has accelerated in our community in the past three days," Prime Minister Hassan Diab said on Tuesday, explaining why his government is tightening lockdown measures.

He said the country has recorded more than 100 new infections over four days, accusing some of "negligence and lack of responsibility" for violating government measures to stem the coronavirus.    The new virus cases include repatriated Lebanese nationals who have returned to the country en mass in recent weeks.

Beirut, April 21, 2020 (AFP) - Hundreds of Lebanese demonstrators on Tuesday reclaimed streets emptied by the coronavirus-induced lockdown to revive a moribund protest movement but stayed in their cars to respect social distancing.   Joyous convoys of honking cars decked out with Lebanon's cedar-emblazoned flag converged on Martyr's Square, the epicentre of the protest movement born almost exactly half a year ago.   "It's so good to be back, there's no better feeling," said Hassan Hussein Ali, a 22-year-old protester who came equipped with a loudspeaker and a protective mask.   "Corona has killed everything but it hasn't stopped the corruption of our politicians, so it will not stop us either," he said, standing outside Beirut's landmark Mohammad al-Amin mosque.

The noisy procession of protesters leaning out of their cars, wearing colourful face masks, and in some cases visors and disposable gloves, drove across town and along the seafront.   The demonstration stopped near a venue where lawmakers were discussing several hot button issues, including a divisive general amnesty, the legalisation of cannabis and lifting of immunity for ministers and MPs suspected of graft.

An unprecedented nationwide and cross-sectarian protest movement erupted on October 17 last year, rattling Lebanon's reviled hereditary political class but failing to touch off radical change.   Protest fatigue and a severe economic crisis that set Lebanon on course to default had already led the protest movement to peter out before confinement measures kicked in.   Observers predict however that crippling capital controls imposed by the banks and a defacto devaluation could spark a second wave of protests once the lockdown is lifted.

Protesters who turned out in their cars on Tuesday were keen to remind the newly-installed government that the street was still a force to be reckoned with.   Leaning out of her car in central Beirut before the convoy set off, 54-year-old Lina al-Adawi said she was there to protest ever-worsening living conditions.   "I came out because the state still hasn't done anything so far. We haven't seen any reforms," she said, wearing a face mask and red headscarf.    "The coronavirus has made the economic and living situation even worse -- unemployment, the spike in the exchange rate, poverty and hunger."

Beirut, April 8, 2020 (AFP) - Millions in Lebanon risk food insecurity due to a coronavirus lockdown unless the government provides urgent assistance, Human Rights Watch warned Wednesday.   Lebanon in mid-March ordered residents to stay at home and all non-essential businesses to close to halt the spread of COVID-19, which has officially infected 575 people and killed 19 nationwide.   Before the pandemic erupted, Lebanon was struggling with its worst economic crisis in decades, with 45 percent of the population facing poverty according to official estimates.   Lockdown measures to slow the spread of the virus have made matters worse with "millions of Lebanon's residents... at risk of going hungry", HRW said in a statement.

Lebanon is home to 4.5 million people, and also hosts around 1.5 million Syrians who have fled the nine-year war next door, most of whom rely on aid to survive.   "The lockdown... has compounded the poverty and economic hardship rampant in Lebanon before the virus arrived," said HRW senior researcher Lena Simet.    "Many people who had an income have lost it, and if the government does not step in, more than half the population may not be able to afford food and basic necessities."

The economic crisis since last year had already caused many people to lose their jobs or take salary cuts, and stay-at-home measures to counter the virus have now prevented even more from earning a wage.   Media has carried reports of a taxi driver who set his car on fire after security forces fined him for breaking the lockdown rules.   And an unemployed Lebanese construction worker unable to afford rent offered to sell his kidney, in an image widely shared online.   HRW Lebanon researcher Aya Majzoub said many families are struggling due to a lack of savings.

The government has said it will pay out 400,000 Lebanese pounds (less than $150 at the market rate) to the most vulnerable.   HRW said the government should also consider suspending rent and mortgage payments throughout the lockdown.   Majzoub said Syrian refugees were also affected.   "Many of them were seasonal workers -- they worked in agriculture, they worked in the service industry -- and they're not able to do that anymore," she said.   But their ability to cope will depend largely on international aid, as before the pandemic.

The World Bank last week said it had re-allocated $40 million from its support to Lebanon's health sector to fight the virus, including for tests and ventilators.   And it has also been discussing "assistance to help mitigate the impact of the economic and financial crisis on the poor through emergency social safety nets", World Bank spokeswoman Zeina El-Khalil told AFP in March.    On Monday, Lebanon's President Michel Aoun urged the international community to provide financial assistance to back economic reforms.

Beirut, April 5, 2020 (AFP) - Lebanon on Sunday started repatriating nationals who were stranded abroad in its first flights in weeks since it closed its international airport to stem the novel coronavirus.   Many Lebanese work abroad, in the Gulf or in Africa, while thousands of youth study in Europe.   The first of four planes touched down at the Beirut international airport late in the morning bringing in 78 passengers from Riyadh, local television reported.

A second carrying 79 passengers from Abu Dhabi followed in the afternoon, the National News Agency said.   Local television showed health personnel in protective gear taking the temperature of disembarking passengers.   The Mediterranean country announced a lockdown and closed its airport from March 19 as part of measures to curb the spread of COVID-19, which has officially infected 527 people and killed 18 nationwide.   An AFP photographer saw a dozen buses outside the airport, which the health ministry said were to transport the passengers to their homes to self-quarantine or to a hotel to await the results of tests on arrival.

Health Minister Hamad Hassan said at a news conference Sunday evening that all the tests carried out on passengers arriving from Saudi Arabia were negative.    But he added the passengers will still have to self-quarantine.    Prime Minister Hassan Diab had arrived earlier amid heavy deployment of the Lebanese army.   Authorities said more than 20,000 people had signed up to be repatriated in total this week or at the end of the month.   Lebanese carrier Middle East Airlines said flights would land in Beirut later on Sunday from Lagos and Abidjan.   It has also announced return trips to Paris, Madrid and Kinshasa on Tuesday.

- Steep fares -
Lebanese returning home must either test negative for the virus no longer than three days before their return, or be tested immediately upon arrival, according to government guidelines.   They must pay for their own ticket and their families are not allowed to meet them at the airport.   The government has said priority will be given to those with critical health conditions such as diabetes or cancer, those aged over 60 and under 18, and families.   But critics have complained of steep ticket fares, while a financial crisis has severely restricted transactions from Lebanese bank accounts.

Coronavirus is the latest crisis to hit Lebanon, which is already reeling under a crumbling economy.   Due to an acute liquidity crisis, banks have since September increasingly been restricting access to dollars and have halted money transfers abroad.   On Monday, however, the banking association agreed to allow dollar transfers to Lebanese students outside the country to help them face the coronavirus pandemic, the finance ministry said.   Diab on Sunday told reporters the government was studying the possibility of supporting returning Lebanese students with a ticket.

The public transport minister said the MEA would offer half-price tickets to students in need, while the foreign and health ministers said Lebanese donors would cover the other half, according to the NNA.   Lebanese expatriates and activists have clamoured online for MEA to lower the price of its tickets and help those who cannot afford it.   The airline on Friday claimed tickets were more expensive -- $650 for an economy class seat from Riyadh and $1,800 for a cheaper fare from Abidjan for example -- because planes would be empty on the way out to evacuations.

Beirut, March 31, 2020 (AFP) - Lebanese authorities said Tuesday they would allow expatriates to return despite a lockdown in response to the coronavirus pandemic, a move that could affect up to 20,000 people.   The cabinet gave its initial approval for the proposal, which could be put in motion "in principle" from Sunday, a government statement said, without giving details of how it would be implemented.

An estimated 20,000 people "want to return to Lebanon", Foreign Minister Nassif Hitti told local television.  Beirut's international airport has been closed for nearly two weeks, along with schools, universities, restaurants and bars, and Lebanese have been urged to stay at home to stem the spread of COVID-19.   Lebanon has reported 463 official cases of the virus and 12 deaths.

Nicosia, June 6, 2020 (AFP) - Cyprus opens back up for international tourism on Tuesday, with airports welcoming visitors after an almost three-month shutdown, and a bold plan to cover health care costs for visitors.    But with arrivals expected to be down by 70 percent this year due to the chaos brought by the COVID-19 pandemic, it's a leap of faith for the small Mediterranean holiday island.   "Nobody here is expecting to make any money this year", Deputy Tourism Minister Savvas Perdios told AFP.    "We are setting the stage for the beginning of our recovery in 2021."

The divided island's tourism sector normally accounts for around 15 percent of GDP but has dried up in past months amid global measures to combat the spread of the novel coronavirus.    Cyprus saw a record 3.97 million arrivals in 2019, with more than half its market made up of British and Russian visitors.   But even if the island's airports in Larnaca and Paphos will open up to arrivals on Tuesday with the first flight due to arrive from Athens around midday (0900GMT), neither Britain or Russia are among the 19 countries allowed to land there.

The list of permitted countries, which also include Bulgaria, Germany and Malta, have been chosen based on epidemiological data and split into two categories.    Initially all travellers will need to show proof of a negative COVID-19 test undertaken within 72 hours of travel, but from June 20, only those arriving from six countries in the second category, such as Poland and Romania, will need to do so.    The government says the lists will be revised weekly and more countries can be added.

Cyprus will also cover accommodation, dining and medical care for any tourists who fall ill with the COVID-19 illness during their stay, as well as accommodation and meals for their families and close contacts.    "What we offer and what we sell is not the sun and the sea, it's hospitality, and this is an extension of our hospitality," Perdios said.     The government has designated a 100-bed COVID-19 hospital for tourists that Perdios said would be located in the Larnaca region, while 112 ICU units have been allocated for visitors.     Perdios said several four-star hotels would provide 500 quarantine rooms for close contacts of those who fall ill.

- 'Right thing to do' -
A raft of other health measures, including disinfection protocols and temperature checks at border controls, aim to protect travellers and locals alike.    "We've gone to big lengths to think ahead of things that could go wrong and try to devise plan Bs and Cs", Perdios said.     The Republic of Cyprus, in the south of the island, has registered 960 novel coronavirus cases and 17 deaths.   Perdios expressed hope that British tourists could be welcomed "sometime after mid-July", with Russia "slightly later, maybe by a couple of weeks".

A recently announced deal with Hungarian low-cost carrier Wizz Air to open a base in Cyprus from July was also an important step towards expanding and diversifying the island's tourist markets, he said.   While no date has been set to allow international tourists to visit the breakaway Turkish Republic of Northern Cyprus, only recognised by Ankara, the health care commitment would still apply to those visiting the north during their stay once the crossings are reopened.   "I am very confident that not only will we be able to continue providing our citizens with protection, but also caring for everybody who comes to the island on holiday", he said.     "If we are coming out with a scheme like this, it's because we can afford it, but most importantly, because we feel that it's the right thing to do."

Orlando, June 5, 2020 (AFP) - Tourists donned masks Friday and visited the attractions at Universal Orlando, the first of the major theme parks in Florida to open since the COVID-19 pandemic shut them down almost three months ago.   Universal Orlando resort and the other theme parks in this central Florida city closed on March 15 to prevent the spread of coronavirus.    New back-to-fun rules at the park include temperature controls at the entrance, mandatory use of face masks, markers on the ground to help enforce social distancing and posters thanking the public for their help "during this unprecedented time."

Universal Orlando is only reopening at 35 percent capacity and has launched a system of virtual lines in which space can be reserved, to avoid queues and crowds.    Terrence Wilson, 19, was happy with the result. "There's not a lot of people. I can get on all the rides without having to wait 40 minutes or an hour" he told the Orlando Sentinel.

On Monday, the Legoland Florida park opened in the city of Winter Haven, while SeaWorld in Orlando is scheduled to open on June 10.    The largest of Orlando's parks, Walt Disney World, will open on July 11.    That day the park's Magic Kingdom and Animal Kingdom sections will begin operating, while EPCOT and Hollywood Studios will follow suit on July 15.    Orlando is home to most of the state's theme parks and every year welcomes millions of tourists from all over the world.

Riyadh, June 5, 2020 (AFP) - Saudi Arabia on Friday announced a renewed lockdown in the city of Jeddah, gateway to the annual Muslim pilgrimage to Mecca, to counter a new spike in coronavirus cases.   "After reviewing the epidemiological situation and the high occupancy rates of intensive care departments, it was decided to take strict health precautions in the city of Jeddah for two weeks," starting from Saturday, the health ministry said.   The measures include a curfew running from 3 pm to 6 am, a suspension of prayers in mosques and a stay-at-home order for public and private sector workers in the Red Sea city whose airport serves Mecca pilgrims.

After an easing of precautions in the kingdom in late May, the ministry said that strict measures could also soon return to Riyadh, which was "witnessing a continuous increase during the last days" of critical cases of the pandemic.   Saudi Arabia has declared almost 96,000 coronavirus infections and 642 deaths from the Covid-19 respiratory disease, the heaviest toll in the Gulf.   It has suspended the year-round "umrah" pilgrimage to Mecca and Medina over fears of the coronavirus pandemic spreading to Islam's holiest cities.

Authorities are yet to announce whether they will proceed with this year's hajj, scheduled for the end of July, but have urged Muslims to temporarily defer preparations for the annual pilgrimage.   Last year, some 2.5 million faithful travelled to Saudi Arabia from across the world to take part in the hajj, which all Muslims must perform at least once in their lives if able.

Dublin, June 5, 2020 (AFP) - Ireland will dramatically accelerate its plan to ease coronavirus lockdown restrictions in the coming days, Prime Minister Leo Varadkar said Friday.   "Today I can confirm that it is safe to move to phase two of the plan to reopen our country starting on Monday," Varadkar told a press conference.   "I'm also announcing an acceleration of the roadmap."   More workplaces will open and household visits will be permitted from Monday in line with the government plan to reopen the Republic announced in May.

However an escalation of the scheme will see citizens allowed to travel across their county of residence and/or up to 20 kilometres (12 miles) from home.   All shops will also be permitted to reopen whilst the final stage of the "roadmap" to end lockdown -- in place since 28 March -- will be brought forward from August to July.   Playgrounds will reopen while the government now intends to allow hotels, restaurants and bars serving food to resume trade on June 29.   "We are making progress, we are heading in the right direction, and we have earned the right to be hopeful about the future again," Varadkar said.   Ireland has suffered 1,664 deaths from the coronavirus, according to official figures.   Recorded deaths peaked at 77 in a single day in April, but by Thursday that figure had fallen to just five.

The Republic last Monday registered its first day without any COVID-19 deaths in more than two months, one week after entering the first phase of its plan to leave lockdown.   "We've proved we can suppress the virus, but now we do face another test," said health minister Simon Harris.   "We must prove we can live alongside it and keep it weak at the same time."

The easing includes provisions for shops to hold staggered opening hours and social distancing measures to remain in place.   "We must remain careful, cautious vigilant, and together," Harris added.   Finance minister Paschal Donohoe announced Friday that a government wage subsidy scheme enacted when the nation entered lockdown will be extended until the end of August.   To date, 1.37 billion ($1.55 billion) euros has been paid to half a million employees.   But he warned "this support cannot last forever" and he expected to see a continued decline in reliance on the scheme.

Quito, June 5, 2020 (AFP) - As much of Ecuador went into lockdown against the coronavirus, scientists shipped out of the Galapagos, leaving important research activity frozen and the Pacific archipelago's tourism in deep crisis.   Authorities are desperately hoping for a revival of the vital tourism industry -- the main engine of the local economy -- once visitors are allowed to fly in again from July 1.

In the meantime, local officials say they have to take a leaf out of English naturalist Charles Darwin's book and "adapt to survive."   Darwin based his theory of evolution on his studies of the islands' unique flora and fauna. But dozens of researchers following in his footsteps had to leave before air links were shut down as the pandemic advanced.   "Science has to a large extent been paralyzed these days in the Galapagos," Diego Quiroga of Quito's San Francisco University told AFP.

Sixteen researchers of various nationalities from the university's Galapagos Science Center were repatriated along with 50 US students when Ecuador shut its borders, suspended flights and imposed strict restrictions on movement in mid-March.   The move meant that the Galapagos was largely spared the devastating impact of the virus felt on the mainland.   Ecuador, a country of 17 million, has more than 40,000 infections with 3,500 deaths.   The Galapagos is the least affected of its provinces, with fewer than 80 infections among its 30,000 population.

- Research suspended -
The 76 projects being carried out under the Center's auspices remain in limbo, and an international congress set to draw 200 scientists to the archipelago was canceled.   The Charles Darwin Foundation, which has been operating on the islands for 60 years, had to shelve 20 research programs.

Around 30 of its scientists and volunteers who were carrying out field work "had to abandon their investigation sites," said Maria Jose Barragan, the foundation's CEO and science director.   With them went "an important season of investigation into the reproductive cycle of birds" in the Galapagos, she said.   The Galapagos National Park (PNG), a public body responsible for conservation of the archipelago, continues to operate.

- Adapting to less -
The Charles Darwin Foundation fears, however, the long-term impact of the pandemic on future research.   "I think the global picture for the conservation sector, regarding acquisition and availability of funds, will change becaus there will likely
be other interests" competing for funds, said Barragan.   "We have to adapt, which is actually the principle of the theory of evolution: change and adapt," she said.

Galapagos Science Center head Carlos Mena says he does not believe "funding for science is decreasing, but yes, it will move to other sectors, such as economic rejuvenation or the study of diseases and viruses."   As things stand, any freeze in research projects affects livelihoods on the archipelago.   Mena says this will translate into almost a million dollars in lost revenue for 2020. "Science brings in revenue. It's not huge, not like tourism, but yes, it generates revenue."

In the months of lockdown, between March and May, the Galapagos -- which had more than 270,000 visitors last year -- lost $200 million in tourism revenue, according to the Provincial Chamber of Tourism.   "The revenue is zero. There have been no tourists, therefore no admissions to the park, nor the economic revenue" they generate, said park director Andres Ordonez.

Mena believes tourism will come back stronger after the coronavirus, saying the work of researchers can "serve as a guide for better tourism" in the islands with their fragile ecosystems.   "The Galapagos have always been considered as a laboratory for studying the evolution of species," he said. "We can also see them as a laboratory for building tourism or a better model of society than before the pandemic."

Rio de Janeiro, June 5, 2020 (AFP) - Brazil's death toll from the novel coronavirus has surged to become the third-highest in the world, surpassing Italy's, according to official figures released Thursday.   The South American country of 210 million people reported a new record of 1,473 deaths in 24 hours, bringing its overall toll to 34,021, from 614,941 infections, the health ministry said.   Italy has confirmed 33,689 deaths from 234,013 infections.

Johannesburg, June 4, 2020 (AFP) - South Africa said Thursday it had recorded 3,267 novel coronavirus cases in 24 hours, the biggest jump since the pandemic hit the country.   Africa's biggest industrial power now has a total of 40,792 infections, the health ministry said. It saw a rise of 56 deaths for a total of 848 fatalities.   More than half of the cases are in the Western Cape region where health services are under pressure.

South Africa is the sub-Saharan African country hardest hit by the pandemic.   President Cyril Ramaphosa on March 27 ordered South Africans to observe a lockdown aimed at slowing the disease's spread.   The move sharply limited people's freedom of movement while slowing an economy already in recession.   But Ramaphosa has gradually eased the lockdown measures and allowed most of the economy to restart.

London, June 4, 2020 (AFP) - Masks will be compulsory on public transport in England from next week to prevent the spread of the coronavirus, transport minister Grant Shapps said Thursday.   "As of 15th June, face coverings will be mandatory on public transport," he said at a daily briefing on the government's response to the coronavirus outbreak.   The government had previously advised people to wear face coverings in enclosed spaces such as shops and public transport but stopped short of making them compulsory.   They remain only a recommendation in Scotland, Wales and Northern Ireland, whose devolved administrations have responsibility for transport.

The announcement was made as part of plans to ease lockdown restrictions in England, as infection rates and the number of deaths from COVID-19 falls.   A total of 39,904 people have died in the outbreak in Britain, according to the latest official figures, which is the second-highest toll in the world after the United States.   "We need to ensure every precaution is taken on buses, trains, aircraft and on ferries," said Shapps, calling the use of face coverings a "condition of travel".   Small children, the disabled and anyone with breathing difficulties would be exempt, he added.   "We expect the vast majority won't need to be forced into this," he said, but warned that anyone refusing to do so could be prevented from travelling or even fined.

Cox's Bazar, Bangladesh, June 4, 2020 (AFP) - Rohingya refugees infected with coronavirus are fleeing quarantine in their Bangladesh camps because they fear being transferred to an isolated island in the Bay of Bengal, community leaders said Thursday.   At least two infected refugees have gone missing since testing positive for the virus after the first COVID-19 death was reported Tuesday, they said.

About one million Rohingya -- most of whom fled a military crackdown in Myanmar in 2017 -- are packed into camps along the Bangladesh border, and the coronavirus has become the latest cause of misery.   Aid agencies have long warned that the virus could cause chaos in the overcrowded camps, where social distancing is virtually impossible.   So far only 29 infections have been detected, although 16,000 Rohingya are in quarantine zones within the camps.

It was not immediately clear how many tests have been conducted in the camps, but a senior health official said two people who proved positive had "fled the isolation hospital".   He added that only 20 refugees agreed to be tested in the past two days because they believe those infected will be sent to Bhashan Char island in the Bay of Bengal.   "It has created mass panic," Nurul Islam, a community leader, told AFP.

Bangladesh authorities have long wanted to establish a camp for 100,000 people on the isolated island, and have already sent 306 Rohingya there.   "The Rohingya are petrified," the health official told AFP on condition of anonymity.   "We have told them they won't be sent anywhere."

Some 500 isolation beds have been prepared in the camps, but most are empty because so few confirmed cases have been found, according to the official.   The first Rohingya fatality from the coronavirus was announced only Tuesday, and health officials say they desperately need to increase testing to see how widespread the virus may be.   But Khalilur Rahman Khan, the government administrator of one camp block, said doctors told him refugees were reluctant to participate.

Several Rohingya leaders said the transfer of the 306 refugees to Bhashan Char had sparked rumours that anyone with coronavirus would be sent to join them.   "People are scared to go for virus tests," said Abu Zaman, a community leader.   Mohammad Shafi, a camp neighbour of the refugee whose death was announced Tuesday, said people who had coronavirus symptoms such as fever and aches insisted they only had seasonal flu.   "I tried to reassure them that this a curable disease and most people will recover, but many don't believe it," he said.

Santiago, June 3, 2020 (AFP) - Chile's government said Wednesday it was prolonging a three-week shutdown of the country's capital Santiago as the COVID-19 death toll reached a new daily record.   Health officials said 87 people had died in the previous 24 hours, and nearly 5,000 new infections were recorded.   The South American copper-exporting nation has now registered more than 113,000 infections and 1,275 deaths.

Health Minister Jaime Manalich confirmed the government was extending a three-week lockdown of the capital for another week.   The city is home to seven million of the country's 18 million population and produces half its GDP.    Manalich said the population's mobility had only been reduced by 30 percent, because of a large numbers of permits granted to those needed for essential activities.   "There are many permits," the minister said, warning that "for the quarantine to be effective, mobility needs to be reduced by at least 50 percent."

The minister appealed to people to minimize time spent outside of their homes to help reduce infections, especially in the coming weeks when emergency health services are expected to be operating at maximum capacity.   Already in Santiago, 97 percent of intensive care unit beds are occupied, while units in the rest of Chile report having reached 88 percent capacity.
