Greenland

Located to the northeast of Canada, Greenland lies mostly within the Arctic Circle, extending to within less than 500 miles (800 km) of the North Pole. It is bordered on the north by the Lincoln Sea and the Arctic Ocean, and on the east and south by the G
eenland Sea, the Denmark Strait, and the Atlantic Ocean.

Its climate is bleak and Arctic, although rapid changes like bright sunshine and powerful blizzards are common. Average January and July temperatures in the south are 21°F (-6°C) and 45°F (7°C). In the north, average January and July temperatures are -31°F (-35°C) and 39°F (4°C). Average monthly precipitation decreases from 9 inches (24 cm) in the south to about half an inch (1.5 cm) in the north. Although summer rainfall is concentrated in the southwest, snow can fall in any month. Summers can be rather pleasant on the southwest coast, but the inland ice is uniformly cold, with a July average of 10°F (-12°C) and a February mean of -53°F (-47°C).

SAFETY AND SECURITY: Denmark remains largely free of terrorist incidents, however the country shares, with the rest of Western Europe, an increased threat of Islamic terrorism. Like other countries in the Schengen area, Denmark's open borders with its Western European neighbors allow the possibility of terrorist groups entering and exiting the country with anonymity. Americans are reminded to remain vigilant with regard to their personal security and to exercise caution.

Public demonstrations occasionally occur in Copenhagen and other Danish cities and are generally peaceful events. Prior police approval is required for public demonstrations, and police oversight is routinely provided to ensure adequate security for participants and passers-by. Nonetheless, as with any large crowd comprised of diverse groups, situations may develop which could pose a threat to public safety. U.S. citizens are advised to avoid areas where public demonstrations are taking place.

CRIME: Denmark, Greenland, and the Faroes all have very low violent crime rates, however, non-violent crimes of opportunity have slightly increased over the last few years, especially in Copenhagen and other major Danish cities, where tourists can become targets for pickpockets and sophisticated thieves. Criminals frequent airports, train stations, and cruise ship quays to take advantage of weary, luggage-burdened travelers. Thieves also operate at popular tourist attractions, shopping streets, and restaurants. In hotel lobbies and breakfast areas, thieves take advantage of even a brief lapse in attention to snatch jackets, purses, and backpacks. Women's purses placed either on the backs of chairs or on the floor are typical targets for thieves. Car and home break-ins are also on the rise.

INFORMATION FOR VICTIMS OF CRIME: The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate. If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance. MEDICAL FACILITIES AND HEALTH INFORMATION: Excellent medical facilities are widely available in Denmark. In Greenland and the Faroe Islands, medical facilities are limited and evacuation is required for serious illness or injury. Although emergency medical treatment is free of charge, the patient is charged for follow-up care.

TRAFFIC SAFETY AND ROAD CONDITIONS: While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States. The information below concerning Denmark is provided for general reference only, and may not be totally accurate in a particular location or circumstance.

A valid U.S. driver's license may be used while visiting Denmark, but the driver must be at least 18 years old. Driving in Denmark is on the right side of the road. Road signs use standard international symbols. Many urban streets have traffic lanes reserved for public transport only. Unless otherwise noted on traffic signs, the speed limit is 50 km/h in urban areas, 80 km/h on open roads, and 130 km/h on expressways.

Use of seat belts is mandatory for drivers and all passengers. Children under three years of age must be secured with approved safety equipment appropriate to the child's age, size, and weight. Children from three to six years of age may use approved child or booster seats instead of seat belts.

Driving under the influence of alcohol or drugs is considered a very serious offense. The rules are stringently enforced, and violations can result in stiff fines and possible jail sentences.

Copenhagen, the capital and largest city in Denmark, has an extensive and efficient public transportation system. Trains and buses connect Copenhagen with other major cities in Denmark and to Norway, Sweden, and Germany. Bicycles are also a common mode of transportation in Denmark. Passengers exiting public or tourist buses, as well as tourists driving rental cars, should watch for bicycles on their designated paths, which are usually located between the pedestrian sidewalks and the traffic lanes.

Danish expressways, highways, and secondary roads are of high quality and connect all areas of the country. It is possible to drive from the northern tip of Denmark to the German border in the south in just four hours. Greenland has no established road system, and domestic travel is performed by foot, boat, or by air. The majority of the Faroe Islands are connected by bridges or serviced by boat. Although the largest islands have roads, most domestic travel is done on foot, horseback, boat, or by air.

Kulusuk, Denmark, Oct 17, 2019 (AFP) - Kayaking past blue-white icebergs drifting along near a pristine harbour, wandering around colourful houses or trekking in the snow-capped wilderness: July and August are high season for tourists in eastern Greenland.   Many of the 85,000 tourists who visit each year head to the west coast, but eastern Greenland, with its glaciers, wilderness and wildlife starring whales and polar bears, is also drawing visitors.

Sarah Bovet, a 29-year-old Swiss artist, said it's hard to know what to expect.   "Thinking you're going to be surprised, you are even more so in reality," she said standing outside a hostel in the tiny village of Kulusuk.   Bovet was on an artistic residency in Greenland when she visited Kulusuk and its 250 souls.   Although she had imagined a small village before arriving, its stunning views and bright colours still came as a surprise.   With just one supermarket, an airport built in the 1950s by the US military to serve a Cold War radar base, and a harbour surrounded by brightly painted wooden houses, most of the villagers appreciate the extra revenue from tourism.

Justus Atuaq, a young hunter in Kulusuk, takes tourists out on sled tours in March and April -- the spring high season -- earning money that helps him feed and care for the dogs he uses for racing and hunting.   "Now I can take dogsleds for hunting, and sometimes tourists coming from other countries also want to dogsled," he said outside his wooden house.   Tourists also take boat trips during the summer high season from July to August.   Arrivals to the island grew 10 percent year-on-year from 2014 to 2017, and three percent in 2018, according to the tourist board, Visit Greenland.   Many adventure seekers and nature lovers arrive by plane, but cruise ships also bring admirers, hugging the picture perfect coastline.

- Growing strategic importance -
But they are not alone in taking an interest in the world's largest island.   The Danish territory's rich natural resources and growing strategic importance as the Arctic ice sheet melts have attracted the attention of US President Donald Trump.   The Arctic region has untapped reserves of oil, gas and minerals, as well as abundant stocks of fish and shrimp.   In August, Trump offered to buy Greenland, then called off a visit to Copenhagen over its refusal to sell.

Denmark colonised Greenland in the 1700s, granting it autonomy in 1979.    Today, many Greenlandic political parties advocate full independence.   The territory still receives an annual subsidy from Copenhagen, which was 4.3 billion Danish kroner (576 million euros) in 2017, and tourism could help it to become economically self-reliant.   Like many parts of Greenland, Kulusuk has no tarmac roads and visitors must travel by plane or boat.   The growth in tourism could put a strain on the village's infrastructure, and the sector faces unique challenges given Greenland's location, weather and the cost of travelling there.

Day tours of Kulusuk with flights from the Icelandic capital Reykjavik are 97,000 Icelandic kronur ($780, 700 euros).   Jakob Ipsen, a 48-year-old who grew up between Denmark and Greenland's west coast, runs Kulusuk's sole hotel.   The 32-room hotel stands beside a fjord, and from its dining room, guests can watch icebergs drift by during the summer.    But the region's isolation can be problematic, Ipsen admits.    "We have to get all our supplies in with the first ship for the whole summer season, and for the winter season when everything is frozen over, we have to get all our supplies in with the last ship for the whole winter," he said.

- 'They go back as different people' -
Greenland must tackle its infrastructure challenges if it wants to develop tourism, Visit Greenland says.   Government-funded work is under way to extend runways at the capital Nuuk and Ilulissat, both on the west coast, and a new airport is planned in the south.   The tourist body said it would weigh the environmental impact of boosting infrastructure, both on the environment and on local communities.    Ipsen worries about the effects of uncontrolled tourism to the region.   "We want to try to maintain it as it is, so it's not exploding," he said.

Already, said Johanna Bjork Sveinbjornsdottir, who runs tours in Kulusuk for an Iceland-based company, the rise in visitor numbers is making itself felt.   "In the campsites here out in nature where you used to be alone, there's two, three groups at a time," she said.   Like Ipsen, she is also concerned about the effect that rising visitor numbers could have on the wilderness around the village.    "If you want nature to survive that, you have to build up the infrastructure," she said, pointing to the lack of officially designated campsites around Kulusuk, with no rubbish bins or toilets for travellers outdoors and no one supervising the sites.   Despite the concerns, Sveinbjornsdottir hopes visitors will keep coming.   "They go back as different people," she said. "Everything is beyond what you ever imagined."

Copenhagen, Nov 16, 2018 (AFP) - Greenland's parliament has adopted a plan to upgrade or build airports to serve the massive North Atlantic island, keen to attract more tourists to its pristine Arctic wilderness.   Two airports -- in the capital Nuuk and in the tourism centre Ilulissat -- will be substantially upgraded, making it possible to fly directly to Greenland from Europe and North America.

A new national airport will be built in Qaqortoq in the south.   Greenland is an autonomous Danish territory. The plans have been controversial because of Copenhagen's direct financial involvement.   The project is estimated to cost at least 3.6 billion kroner (482 millions euros, $546 million).   Almost 20 percent of the financing will be provided by Denmark, which contributes 3.6 billion kroner to the island's annual budget.   Parliament adopted the proposal late Thursday with 18 out of 29 votes.

In September, the project plunged Greenland into a three-week political crisis, with an independent supporting party quitting the government coalition in protest against Denmark's involvement.   The social democratic Siumut party, which has dominated Greenland politics for four decades, was ultimately able to cling to power with a new, narrower majority.   "We are creating lots of opportunities for Greenland's future. We are not selling out," Prime Minister Kim Kielsen insisted in parliament's debate, local television KNR reported.   The three airports will serve the main population centres of the island, which is home to 55,000 people spread out across an area more than four times the size of France.

Smaller communities have meanwhile complained they will remain isolated.   In addition, "other risks have also been raised, like the reaffirmed presence of the US military, which not everyone sees as a positive thing, and the environmental risks brought on by better international connections," Mikaa Mered, a professor of Arctic geopolitics at the ILERI School of International Relations in Paris, told AFP.

Since 2009, Greenland has been largely independent when it comes to its economic policy but foreign and defense issues remain under Copenhagen's control.   "The big winner in this affair is Copenhagen. Both on the political, economic and geopolitical levels, Copenhagen is strengthening its positions across the board, vis-a-vis China and the triangular alliance with Washington," Mered said, referring to Beijig's eagerness to invest in the Arctic which has raised concern in the US.   Construction of the airports is scheduled to be completed by 2023.

Stockholm, July 13, 2018 (AFP) - A massive iceberg drifting near the coast of Greenland has triggered fears of flooding if it breaks up, leading the authorities to  evacuate a high-risk zone.    The authorities have urged residents of the Innarsuit island settlement with houses on a promontory to move away from the shore over fears that the iceberg, which was spotted on Thursday, could swamp the area.   "We fear the iceberg could calve and send a flood towards the village," Lina Davidsen, a security chief at the Greenland police, told Danish news agency Ritzau on Friday.

The settlement in northwestern Greenland has 169 inhabitants, but only those living closest to the iceberg have been evacuated, Ritzau reported.    "The iceberg is still near the village and the police are now discussing what do to next," Kunuk Frediksen, a police chief in the Danish autonomous territory, told AFP.   The incident comes weeks after scientists at New York University shot and released a video of a massive iceberg breaking free from a glacier in eastern Greenland in June.    Last year, four people died and 11 were injured after an earthquake sparked a tsunami off another island settlement called Nuugaatsiaq, sending several houses crashing into the sea.

Stockholm, Aug 14, 2017 (AFP) - Police in Greenland warned people to stay away from western areas of the island as wildfires scorched swathes of scrubland.     In a statement, the police said it "still discourages all traffic -- including hiking and hunting -- in two areas around Nassuttooq and Amitsorsuaq."     "The fires are not expected to end within the next few days," the statement added.    Some of the blazes have been burning since July 31.

Denmark's meteorological service BMI said the island registered its hottest-ever temperature of 24.8 degrees (77 Fahrenheit) on August 10.   Last year was Greenland's hottest on record.    The Danish territory has lost about 4,000 gigatons of ice since 1995, British researchers said in June, making ice melt on the huge island the biggest single contributor to rising sea levels.

Stockholm, June 18, 2017 (AFP) - Four people were listed as missing Sunday after an earthquake sparked a tsunami off Greenland and forced some residents to be evacuated.   "Four people are missing," local broadcaster KNR quoted local police chief Bjorn Tegner Bay as telling a news conference in the autonomous Danish territory.   There were no confirmed fatalities, but Bay said 11 houses had been swept away after a magnitude 4 overnight quake off Uummannaq, a small island well above the Arctic Circle.    "The huge waves risk breaking over Upernavik and its environs. The residents of Nuugaatsiaq are going to be evacuated," police said on Facebook, referring to nearby hamlets.

Some residents posted images to social media showing huge waves breaking over buildings in the town.   "A good explanation is that the quake created a fault at the origin of a tsunami," meteorologist Trine Dahl Jensen told Danish news agency Ritzau, warning of potential aftershocks.   "It's not normal, such a large quake in Greenland," she said.   KNR quoted Ole Dorph, mayor of Qaasuisup, a municipality in the area affected, as lamenting "a serious and tragic natural catastrophe which has affected the whole region."   Danish Prime Minister Lars Lokke Rasmussen tweeted news of what he termed a "terrible natural catastrophe at Nuugaatsiaq."   The world's largest island situated between the North Atlantic and Arctic oceans, Greenland, population 55,000, has an ice sheet particularly vulnerable to climate change.

CRIME:
Street crime in Burkina Faso poses high risks for visitors. Most reported incidents involve purse-snatchers and street scam artists, who target wallets, jewelry, cell phones and other valuables. Thieves are especially active during international meetings or events, which draw large crowds to the capital. The areas near and around the U.N. Circle, Avenue Kwame N’Krumah, and the former Central Market in Ouagadougou experience the highest incidence of purse snatchings and muggings. Travelers should stay alert, remain in groups, and avoid poorly lit areas. Be especially cautious at night, when most reported incidents have taken place.
There continue to be frequent armed robberies and attacks on intercity roads throughout the country. Although these armed individuals and groups operate mostly at night, there have been daytime attacks. They have injured and/or killed individuals who refused their demands or attempted to drive through their roadblocks. Several attacks have been directed at intercity public buses. U.S. travelers should avoid all intercity travel at night. Check with the U.S. Embassy for the latest security information before setting out on your journey.

Perpetrators of business fraud often target foreigners.
Recent scams that have victimized U.S. citizens have taken many forms, including fraudulent transactions for gold and antiquities.
Typically these scams begin with an unsolicited communication (usually by e-mail) from an unknown person who describes a situation that promises quick financial gain, often involving the transfer of a large sum of money or valuables out of the country. A series of "advance fees" must be paid to conclude the transaction, such as fees to provide legal documents or to pay certain taxes. In fact, the final payoff does not exist; the purpose of the scam is simply to collect the advance fees. One common variation involves individuals claiming to be refugees or other victims of western African conflicts who contact U.S. citizens to request help in transferring large sums of money out of Burkina Faso. Another typical ploy involves persons claiming to be related to present or former political leaders who need assistance to transfer large sums of cash.

While such fraud schemes in the past have been associated with Nigeria, they are now prevalent throughout West Africa. The scams pose a danger of both financial loss and physical harm.

Some medicines are, however, available through local pharmacies.

TRAFFIC SAFETY AND ROAD CONDITIONS:
While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States.

Public transportation is not safe.
While urban road conditions are fair, rural roads are in poor condition and roadside assistance is not available.
Travelers should exercise great caution when traveling by land in Burkina Faso.
All but a few roads are unpaved, narrow, and full of potholes.
Livestock and children often dart onto the road without warning.
Road travel at night is especially dangerous and, if at all possible, should be avoided.

SPECIAL CIRCUMSTANCES:
Burkina Faso’s customs authorities may enforce strict regulations concerning export from Burkina Faso of items such as masks, religious materials, and antiquities. The Director of the National Museum has stated that all exportation of objects of art (old or traditional artists’ works, and all old material of the national cultural patrimony) is subject to the prior approval of the Ministry of Culture. Contact the Embassy of Burkina Faso in Washington (see contact information in the Entry Requirements section) for specific information regarding customs requirements.
Foreigners should always carry an identity document, such as a passport or U.S. driver’s license.
Credit cards are accepted at only a few high-end establishments in Ouagadougou. Travelers' checks may be cashed at local banks, but euro-denominated traveler’s checks are much more widely accepted than dollar-denominated ones. There are a few ATMs in Ouagadougou and Bobo-Dioulasso, but they do not always accept cards from foreign banks.
ATMs generally accept Visa credit cards with a personal identification number.

Burkina Faso’s laws concerning photography have recently changed.
Photo permits from the Tourist Office are no longer required for tourists.
Film crews still do require permits.
Note that the Tourist Office publishes a list of buildings, installations, and areas that may not be photographed at all.

Local telephone service is adequate but expensive.
Cell phone networks are available in most urban areas.
However, telephone coverage in rural areas is limited. International calls cannot always be made from hotels; it is often necessary to make international calls from a Post and Telecommunications Office, where only local currency is accepted.
Collect calls are not possible.
Cyber-cafes for Internet access are common in both Ouagadougou and Bobo-Dioulasso.

Ouagadougou, March 10, 2020 (AFP) - Two cases of coronavirus have been detected in Burkina Faso, a couple who returned to the West African country from France, the government said.   About 20 cases have been reported across the African continent, and Egypt on Sunday announced its first fatality since the outbreak emerged in China in December.   "The samples, taken and analysed... have tested positive for the coronavirus," Health Minister Claudine Lougue said at a press briefing on the cases late Monday.   "One of the infected people is a Burkinabe woman who returned from France on February 24."   "The tests on her husband also proved positive," she said, adding that a third person who travelled with the couple had no symptoms but was under observation.

The woman had been staying in the east French town of Mulhouse, Lougue said.   The couple are in quarantine at the Tengandogo teaching hospital in the southern outskirts of the capital Ouagadougou.   More than 13,000 arriving passengers have been monitored with equipment installed at the Ouagadougou airport, as part of a strategy to tackle the virus at a cost of some 13 million euros ($14.6 million), according to the health ministry.

Ouagadougou, March 4, 2020 (AFP) - Four Burkina Faso soldiers were killed and eight more wounded when their vehicles hit improvised explosive devices on Tuesday in the restive north of the country, security sources said.   Burkina Faso has been battling jihadists in the north as an Islamist militant insurgency that began in Mali spreads across the Sahel region.   "A vehicle with a military unit from Banh hit an explosive device while on an escort mission," a security source said late Wednesday.   "Four military were killed in this ambush and another three were injured."   Another military vehicle that was reinforcing the first unit also hit an explosive device, leaving five people injured, the security source said.   Jihadist attacks in Burkina Faso, which borders Mali and Niger, have killed around 800 people and forced 800,000 from their homes since 2015.

One of the poorest countries in the world, Burkina Faso's armed forces struggle with poor equipment and lack of training and funding despite being part of a regional Sahel anti-jihadist campaign with neighbouring states.   Militants are increasingly using improvised explosive devices and landmines in Burkina Faso, often combining them with ambushes.   Across the Sahel, Islamist militants -- as well as the intercommunal violence they have provoked -- killed around 4,000 last year in Burkina Faso, Mali and Niger, according to the UN.

Washington, Nov 27, 2019 (AFP) - The US State Department has urged Americans not to travel to Burkina Faso, which has been fighting an Islamist militant revolt since 2015.   Burkina Faso is now at the highest level of threat to travellers "because of terrorism, crime and kidnappings," said an updated travel advisory issued on Tuesday.   "The US government is unable to provide emergency services to US citizens throughout most of the country," the advisory added.

The country's jihadist insurgency, which came from neighbouring Mali, began in the north but has since spread to the east.   Combining guerrilla hit-and-run tactics with road mines and suicide bombings, the insurgents have killed nearly 600 people, according to a toll compiled by AFP. Civil society groups put the tally at more than 1,000.   In October, the UN High Commissioner for Refugees said that violence in Burkina Faso had caused more than a quarter of a million people to flee their homes over the previous three months.

Bobo-Dioulasso, Burkina Faso, Oct 18, 2019 (AFP) - "They've placed us in the red zone, which means the tourists aren't coming like before. Even the aid workers don't come," said Antoine Atiou, governor of Burkina Faso's Hauts-Bassins region.   The "red zone" refers to the risk of jihadist attacks -- a top-end warning by Western embassies to travellers wanting to visit southwest Burkina and the economic capital, Bobo-Dioulasso, once a popular tourist destination.   The impact has been brutal for local businesses. The city's hotels have emptied, its heritage sites are quiet and the souvenir shops shuttered.    "It's hard, hard, hard!... We haven't seen a tourist for a fortnight," said Sanou Moumouni, a guide at the city's mosque and in the historic Kibidwe district for 22 years.   In the past he could sometimes earn 100,000 CFA francs ($167, 150 euros) in two days, he said, but he has not made 5,000 francs in the last three months.    "I'm living on loans," he said. "We no longer have work because of the murderers. We're sick of it."    The north and the east of the landlocked country in West Africa endure frequent Islamist attacks, which have claimed some 600 lives in the past four years. There have also been some raids in the west.

In December 2018, an Italian man and his Canadian companion were kidnapped on the road from Bobo to the capital Ouagadougou. Last April, the Burkinabe government said it had information that the couple was still alive, but might have been taken to another country.   Bobo-Dioulassou itself has been relatively spared as the jihadist threat expands across poor nations of Africa's Sahel region.   Ministry of tourism statistics from 2017 show that of about half a million annual visitors to Burkina Faso, fewer than 150,000 came from abroad -- down 5.6 percent from 2015.   The number of nights stayed in the country by Westerners fell from 30,000 in 2012 to fewer than 15,000 in 2017. "This trend has probably sped up in 2018 and 2019," a local tour operator said.

- Crafts and wonders -
Renowned for its traditional masks, its batik print textiles and the balafon -- a West African instrument like a xylophone -- Bobo attracted thousands of Western tourists.   The Lonely Planet guide, which notes the security situation currently prohibits travel, says the city's "tree-lined streets exude a languid, semitropical atmosphere that makes it a favourite rest stop for travellers", adding that highlights include a "thriving live-music scene and excellent restaurants". 

The city itself has an array of charms, with its grand railway station, bustling market and striking Great Mosque -- an undulating white-plastered mud structure studded with wooden poles that dominates the historic centre.   Bobo-Dioulasso is a jumping-off point to visit regional highlights like the ruined fortress of Loropeni, a UNESCO World Heritage Site. It was also a base for exploring the Dogon country in Mali, Ivory Coast and Ghana.   "Everyone came through Bobo. We really were a tourist region. Now it's over," said Benjamin Ouedraogo, owner of the Watinoma hotel and president of the professional association of hotel and restaurant owners in High Basins.   He said hotels in the region only do a third of the business they did before the attacks   To avoid closing his hotel, Ouedraogo took on a second job in the building trade. "We asked for help, but state aid is a disaster," he said, explaining that the authorities rejected applications for tax rebates and preferential tariffs on water and electricity.

- 'We subsist' -
In Kibidwe, an old neighbourhood of the city near the mosque, children play in alleys and women wash clothes in the open air, but most of the shops that catered for tourists are now shut.   Sanon Bissiri, an artist, was quick to bring out his batik prints on spotting Western journalists.    "I don't hang them every day any more, that's pointless. Since July, I haven't even sold two. All this because of those jihadists. Now I have to do masonry whenever I'm wanted."   Bissiri used to sell his textiles to an Italian association that made regular visits.   "That's over. We just get by. It's my wife who meets our needs," he said. "I come in to work each day on foot, six kilometres (nearly four miles). I can't afford medicine for my son with his cough."   Bobo's nightlife is not what it was, though the locally-brewed beer is the same.    "There's still a little activity with Burkinabe visitors," said musician Gaoussou Ben Sanou. But "there's less money, fewer dates, fewer gigs. We can't sell records".   Governor Atiou said people were reluctant to go out.   "All that weighs on economic activity. Unfortunately, this is the aim of the terrorists."

At least 18 people died in 10 days after eating pesticide-contaminated food in 2 localities in Burkina Faso. A dozen still remain under observation in hospitals, according to the Minister of Health.  The 1st cases were reported on [1 Sep 2019] in the town of Didyr in the centre-west of the country, said Professor Claudine Lougue, Minister of Health.  About 15 members of the same families felt unwell after eating local dishes made from bean leaves and small millet seeds, which are actually seed remains. Thirteen died later despite medical care.

On Monday [2 Sep 2019], the ministry received another alert, this time from the central-eastern region. Here again, 14 people from the same family were admitted to the health centres. Five have lost their lives. After analysis, doctors diagnosed massive food poisoning, said the minister. Complementary examinations incriminate pesticides, she said.  "Investigations have been made on samples of biological products such as blood and urine, and we found an unusually high level of pesticides in foods that were consumed. There was an abnormally high level of pesticides, and these pesticides were strongly incriminated," said the minister.

The remains of food have been secured, announced Professor Lougue, who calls on citizens to observe strict hygiene measures in the use of plant leaves for consumption. Pesticides are used for the needs of field work, especially in the countryside during this period of wintering.

CRIME:
Crimes such as burglary, pick-pocketing and armed robberies in homes do occur on the islands, particularly around the winter holidays.
Such crimes can occur anywhere, but are more prevalent in public places, such as in markets, on the streets, or near hotels.
Do not display large amounts of cash in public.
If possible, leave valuables and extra cash at your hotel while sightseeing or visiting the beach.
When dining in restaurants or visiting markets, it is recommended that one carry only minimal amounts of cash and avoid wearing excessive amounts of jewelry.
If involved in an attempted robbery or carjacking, Americans are encouraged to comply with the attacker to avoid injury and to report all incidents to the police and the U.S. Embassy in Libreville.
Police response time to reports of crime can be slow.

Sao Tome, Sao Tome and Principe, Dec 12, 2017 (AFP) - A big roadside poster announces a "Pest Control Campaign" in Sao Tome and Principe, with a man in a white face mask wielding an insecticide spray fuelled by a tank on his back.   The island nation in the Gulf of Guinea is at war against malaria, as it has been twice a year since 2003, with such success that the disease no longer routinely claims lives.   In mainland central Africa, the incidence of malaria spread by infected female mosquitos is among the highest rates in the world.

Malaria killed some 445,000 people around the planet in 2016, according to the World Health Organisation (WHO), out of 216 million estimated cases that year.   "Our last death was in 2016. It was a Portuguese man who failed to take measures for prevention and treatment," said Hamilton Nascimento, coordinator of the National Programme to Fight Paludism (PNLP) in Sao Tome.   In 2005, malaria claimed more than 5,000 lives out of about 50,000 infected people in Sao Tome and Principe, according to the WHO.   The humid tropical climate of the islands provides an ideal breeding ground for the female mosquitos that carry the parasitic infection from one person to another with their bloodsucking bites.

- National priority -
Yet since 2014, the number of deaths has fallen to none on Sao Tome, apart from the Portuguese victim. On Principe, lying to the north, malaria has been eradicated, in official terms.   The government wants to wipe it out everywhere by 2025, but the WHO has warned that a sizeable part of future funding is at risk.   The battle against a once endemic disease began as a national priority in the 1980s, in the wake of independence from Portugal in 1975, Nascimento told AFP.

The islands of Sao Tome and Principe, which have a combined land surface of 1,000 square kilometres (386 square miles), benefit from their offshore location west of Gabon and from a small population of less than 200,000 inhabitants.   "We have three strategies: spraying inside houses, distributing mosquito nets impregnated (with insecticide) and the fight against larvae using a biological insecticide that we spread in stagnant waters," Nascimento said.   The population of Sao Tome also has access to free medication to treat malaria and to testing campaigns nationwide. If a case of malaria is detected, "the hospital follows up the patient for 28 days," he added.   "Sick people are given free care by the health centres and medicine is
accessible everywhere in the country."

For all the successes in tackling a disease that has no available vaccine and is prone to mutate, residents of the islands have begun to grow weary of the repeated campaigns.   "The number of people who open their doors to the mosquito sprayers has gone down," Health Minister Maria Jesus Trovoada said, concerned that this refusal to take part "puts all the efforts of the government in peril".   Authorities in Sao Tome and Principe have been clear about their desire to reduce dependence on foreign aid, which accounts for about 90 percent of the nation's resources, and the battle with malaria is part of that goal.   At the end of the 1980s and again in 2012-2013, the disease ravaged the country because of a shortfall in funding and spreading resistance to insecticides, Hamilton said.   "We must often -- about every 10 years -- change the insecticide, because the mosquitos develop resistance," he explained.

- Funding cuts? -
While the government recently stepped up its contribution, the Global Fund to Fight AIDS, Tuberculosis and Malaria, a foundation partnered with the WHO, finances most measures to beat the disease on the islands.   The grant from the Global Fund may be slashed by more than 50 percent, the WHO warned in a recent report. Sao Tome and Principe would then "need more or less $5 million (4.2 million euros) between 2018 and 2021 to go on getting good results".   "The impact of lack of funding is unknown. However, if current efforts to control malaria have to be reduced due to lack of funds a high risk of a relapse exists," Rebekka Ott, the Global Fund representative on Sao Tome, told AFP.

The foundation is also concerned about Sao Tome's cutting of diplomatic ties with Taiwan at the end of 2016 in order to develop relations with China. Taiwan previously paid more than 30 percent of the cost of fighting malaria.   China, whose flag has already been mounted at the National Centre for Endemics, is expected to take up the baton, but by providing "technical assistance" rather than financial aid.   Whatever the obstacles, the WHO announced in April 2016 that 21 countries in the world may eliminate malaria by 2020. Six of those nations are in Africa: Algeria, Botswana, Cape Verde, Comoros, Swaziland and South Africa.

In March 2016 we started following a patient from Sao Tome with severe leg ulcer, complicated with bacterial infection and extension to bone. In December 2016, an _Aspergillus fumigatus_ DNA was found in a bone biopsy. The patient has improved since, with anti-fungal therapy (first with itraconazole and in the last 2 months changed to voriconazole). I think this is a possible aetiology. It was a very difficult diagnosis, because normal fungal cultures were negative. We also did DNA and culture for _Mycobacterium ulcerans_ and it was negative.

Buruli ulcer (also known as the Bairnsdale ulcer in Australia) is a chronic skin and soft tissue infection due to _Mycobacterium ulcerans_ with large ulcers usually on the legs or arms that can lead to adjacent bone infection and permanent disfigurement and disability.

Buruli ulcer is named after a county in Uganda. _M. ulcerans_ needs a temperature between 29-33 deg C (84.2-91.4) to grow in vitro (<http://jcm.asm.org/content/36/11/3420.full>). The organism produces a unique toxin -- mycolactone, which causes tissue damage and inhibits the immune response. Local immunosuppressive properties of the mycolactone toxin enable the disease to progress with no pain and fever.

The diagnosis can be confirmed by polymerase chain reaction (PCR), direct microscopy, histopathology, and culture. Buruli ulcer has been reported in over 30 countries usually with tropical climates in Africa, South America, Asia, and Western Pacific regions, as well as Australia. Countries in West and Central Africa -- Benin, Cameroon, Cote d'Ivoire, Democratic Republic of the Congo and Ghana -- report the majority of cases. In Africa, most cases occur in children under 15 years, whereas in Australia, only 10 per cent are children under 15 years; and in Japan, 19 per cent are children under 15 years.

_M. ulcerans_ has been identified in fresh and brackish water and soil in swampy areas. Abrasions of the skin after contact with contaminated water, soil, or vegetation are likely routes of entry. _M. ulcerans_ is not believed to be transmitted from person to person; but the exact mode of transmission is unknown and may vary by geographic region. Vectors, in particular aquatic insects and mosquitoes, may also play a role in some locations.

In south-eastern coastal Australia, possums, which have laboratory-confirmed _M. ulcerans_ skin lesions and/or _M. ulcerans_ PCR-positive faeces, may be a reservoir (ProMED-mail post Buruli ulcer - Australia: (VI) M. ulcerans, possum faeces http://promedmail.org/post/20140913.2771412).

Buruli ulcer has been reported to develop in travellers at the site of a trauma after having left a disease-endemic area. 80 per cent of cases detected early can be cured with a combination of antibiotics; however, late diagnosis can result in long and costly hospitalizations with significant morbidity and disability.

Medical treatment is rifampin, combined with either streptomycin, clarithromycin, or moxifloxacin for 8 weeks, in addition to surgical wound management.

ADRA has organized an awareness campaign among 50 rural community groups targeting 1000 women, focusing primarily on the districts of MeZochi and Caue. With this training, the women become health promoters in their communities, teaching other people the same health and hygiene practices they have been taught. Each woman will receive training on how cholera is transmitted, how it can be treated, and how to prevent it. They will also receive bottles of lye, which they will use to safely disinfect water, food, and any other potential contaminant. In addition, ADRA will distribute 10 health education leaflets to each woman; one for her personal use, and 9 additional leaflets to share among her community. ADRA will also perform a theatre play that will be performed in 24 communities to educate the community on the cholera outbreak. According to reports reaching here on Mon, 19 Dec 2005, the spokesman for the national committee overseeing the anti-cholera campaign, Jose Manuel de Carvalho, said that 5 more people had died from the disease in the preceding 2 weeks for a total of 25 fatalities. In the same period, de Carvalho added, the number of cases more than doubled to 1374 from 650. The outer island of Principe has so far been spared. He repeated government appeals for increased attention to personal and public hygiene to help staunch the highly infectious disease. Last week, a riot erupted in the archipelago's capital when a police officer tried to enforce a ban on the sale of street food at a Sao Tome market.

Jamestown, Nov 22, 2017 (AFP) - Cut off from the rest of the world for centuries, St. Helena, which lies isolated in the middle of the Atlantic Ocean, is now reachable by plane for the first time.   The aviation breakthrough promises to lift the British-run territory from obscurity and bring it within reach of international tourists.   The arrival of the first commercial flight was also a relief for islanders frustrated by a delay to the opening because of high winds.

After years of procrastination, London gave the green light in 2011 a full runway on the island.    The ambition was to bring it within six hours of mainland Africa instead of the five days previously needed to make the ocean voyage from Cape Town.   British officials hoped that 30,000 tourists a year would visit the island, which is home to just 4,500 residents -- known as "Saints".   Just don't expect white sandy beaches and palm trees.

Rather, the island is known as a paradise for hikers and divers with dramatic scenery and its volcanic origins, and boasts history as rich as its flora and fauna.   The British have detained various opposition forces on the island over the centuries, including the defeated Napoleon after the Battle of Waterloo who died in exile on St. Helena in 1821.   It was also temporarily home to 25,000 former slaves after they were released in the 19th century on the island, which lay on the slave-trading route from Africa to America and the Caribbean.

- 'We had already invested' -
Encouraged by London's upbeat estimates, islanders began investing in tourism, sensing an opportunity in an economy where the average annual salary is just £7,280 (8,150 euros, $9,600).   Local businessman Johnny Herne runs a pleasure boat that he imported from Scotland 8,000 kilometres (5,000 miles) away on which guests can spot humpback whales and dolphins along the craggy coastline.   He has so far invested £182,000 in his business but now is drowning in debt as a result of the airport delay, which he says contributed to his divorce.   "It ruined my life," he said.

Entrepreneur Paul Hickling produces a cactus liqueur and a local coffee and has invested more than £100,000.   "The government said: 'Invest because the airport is coming... all these people are going to come'," he said.   "Unfortunately the airport got delayed -- but we had already invested the money."   In April 2016, just three weeks before the £285-million airport's grand opening, disaster struck.   Unforeseen winds meant that takeoffs and landings were ruled too dangerous, leaving islanders dismayed.

- 'Big relief' -
Hazel Wilmot, a hotelier in the capital Jamestown, had had large quantities of food and drink shipped to St. Helena and her property was fully booked.   But with the delay, tourists cancelled their trips.   "I had four containers at sea full of food, full of booze that I could not use," she said. In 2016 she says she lost at least £200,000.    Local officials set up a scheme to help businesses affected by the delay -- but no one has yet claimed, according to the island's trade board.

But overly strict criteria and a complex claiming process have deterred claimants, locals say.   After the 18-month delay, the first commercial flight finally touched down on October 14 this year.   A sense of euphoria swept through the cabin as champagne was served and the island edged into view. On the ground, islanders celebrated the long-awaited arrival.   "It was a big relief when the airport finally opened. It has not been easy," said Craig Yon, a manager of a hotel that opened in 2012.

- 'Not going to stop' -
But the island may never experience a tourism boom on the scale that was promised.   For safety reasons, the passenger capacity of the aircraft serving the island is far smaller than planned.   And the single weekly flight from Johannesburg will serve the island at a cost of about £800 return.   "South Africans would prefer to go for three weeks in Thailand than to go to St. Helena," said one South African travel agent, who organises trips to the island.   For this Christmas, Wilmot has just five bookings so far.    "Where are all these tourists we were told were going to swamp the island?" she said.   Tourism chief Helena Bennett now thinks the goal of 30,000 visitors was "unrealistic" -- indeed the small plane can bring less than 4,000 people, including residents, to the island each year.

Even today, the island has just 121 guest beds including a new hotel funded by the local government.   None of the properties have a website, while roads are so small that often only one car can pass.    But with the air link, the flow of tourists will at least be more constant.    "During the two-week period when the Royal Mail Ship is away, the island is dead," said Bennett, referring to the passenger and cargo vessel that calls at the island.   "With the plane, we are going to have visitors every week. The island is not going to stop anymore."

Jamestown, Oct 14, 2017 (AFP) - The first regular commercial flight landed at St. Helena Saturday, opening the small British island in the South Atlantic to the world after centuries of isolation.   Around 100 islanders came out to the airport to watch the historic landing of the Embraer 190 jet which came from Johannesburg.   On the tarmac, some 60 incoming passengers were welcomed by the island's smiling governor, Lisa Phillips.   "It is connecting us to the world and it is opening us to the world," said Niall O'Keeffe, in charge of economic development on the island.

St. Helena, with just over 4,000 residents known as "Saints", is best known as the rocky outcrop where French emperor Napoleon Bonaparte saw out his final days.   After five years of construction, controversy and embarrassing delays due to high winds, the airport built at a cost of £285 million (318 million euros) finally opened for business.   "It will bring in tourists and we will be able to get a better standard of living," said Phillips.

The volcanic tropical island itself measures just 122 square kilometres (47 square miles) and is located almost exactly halfway between Africa and South America.   Its isolated location meant it was chosen as a place of exile for those who suffered defeat at the hands of the British,  with Napoleon held there from 1815 until his death in 1821.

Several thousand Boer prisoners of war were also detained there at the start of the 20th century.   Until Saturday, St. Helena was one of the world's most inaccessible locations.   It has been only reachable by sea, a five-day voyage from Cape Town aboard a Royal Mail vessel that chugs along at a speed of just 15 knots (28 kilometres an hour).   Every three weeks, the RMS St. Helena has been the islanders' link to the outside world, bringing a cargo of food, post, visitors and vehicles.

- Major engineering challenge -
The new flight route, via Windhoek in Namibia, makes the island reachable by air from South Africa in just six hours.   The airport has been a colossal civil engineering challenge.   The island had no suitable flat surface to construct the necessary 1,950 metre-long airstrip.   Engineers were forced to chip away a mountain peak and fill in a valley to create enough of an even surface.   The runway is located on a breathtaking mountain just 300 metres from the sea.   Because of high winds, Comair abandoned plans to operate the route with a Boeing 737, paving the way for AirLink's smaller Embraer 190 jet.

- High winds setback  -
The winds meant that the airport could not be opened in 2016 as originally planned with a ribbon-cutting by Prince Edward, Queen Elizabeth II's youngest son.   The conditions made take-offs and landings much more difficult than expected and just weeks before the scheduled ceremony, it was cancelled and the airport became practically unused.   After more than a year of test flights and studies, the decision was taken to use the Embraer 190.   The island will be served by a weekly service from Johannesburg costing about £800 return ($1,060). The average salary on St. Helena is just £7,280.   "It's more expensive that a flight to London" from South Africa, said
Jacqui Wilson, who saved up to take the "historic" flight.

But on the personal side people are just so glad there is an airport.   "Now we will be able to go home more often. Our family and friends will be able to visit, which is very great," said Catherine Man, the only veterinarian on the island.:   It is also hoped that the air link will help reduce the island's dependence on aid from London which cost the British taxpayer £53.5 million in 2015 alone.   When the RMS St. Helena is retired from service next year, the island will become almost completely dependent on its airport.   But with its Napoleonic heritage, rare birds and exotic plant life, hopes are high that the island will become a nirvana for curious travellers.

There has been a noticeable increase in cases of hand foot and mouth disease, the Collective Prevention Services (CPS) says in a press release and urges parents and guardians, day care centres and play schools to be on alert for an increase in clusters of the disease amongst the school population. CPS advises to take extra measures to prevent outbreaks by washing of hands often with soap and water.

Hand foot and mouth disease is a common viral illness that usually affects infants and children who are 10-years of age or younger. It can sometimes occur in adults. There is no vaccine to protect against the viruses that cause it.

People with symptoms should consult their family physician and take measures to mitigate an increase in the number of cases.

Symptoms include cold-like conditions, fever, mouth sores, loss of appetite, cough, and a skin rash; a non-itchy red rash that develops on the hand and the feet, and sometimes the rash can develop into painful blisters; painful mouth ulcers.

Johannesburg, July 15, 2016 (AFP) - The mail boat that is the only link to St Helena, one of the world's most remote islands, has had its retirement delayed after a new airport failed to open due to dangerous winds.   The airport, constructed between soaring mountains and the South Atlantic Ocean, was designed to boost tourism and revive the community on the British territory where Napoleon was exiled and died in 1821.

But the 250-million-pound ($330 million) facility has been closed indefinitely for more data to be gathered after the first test flights in April measured severe air turbulence.   The RMS St Helena mail boat, which was due to be decommissioned this year after the airport's scheduled opening, takes about five days to reach the island from Cape Town.

The St Helena government said Friday that the boat would be kept in service until at least July 2017.   "Intensive work continues to mitigate wind conditions experienced at St Helena Airport," it added in a statement. "Getting this right will take some time."   Located nearly 2,000 kilometres (1,200 miles) from the African coast, St Helena has about 4,200 residents, one bank, and no cash machines.   A mountain ridge had to be lowered and a small valley filled in during the construction of the airport.

Johannesburg, April 28, 2016 (AFP) - The opening of an airport on St Helena, one of the world's most remote islands, has been postponed indefinitely after test flights revealed dangerous wind conditions, officials said Thursday.   The airport, constructed between soaring mountains and the South Atlantic Ocean, was designed to boost tourism and revive the community on the British territory where Napoleon was exiled and died in 1821.   An opening ceremony to be attended by Prince Edward, the Earl of Wessex, had been scheduled for next month to mark the start of weekly commercial flights from Johannesburg, four and half hours away.   But the 250-million-pound ($360 million) airport will remain closed after a test flight last week measured severe turbulence and wind data.

The only way to reach the island is a five-day journey by sea from Cape Town by a mail boat that is due to be decommissioned this year.   "It is quite a disappointment, but when you are talking about airports, everything revolves around safety," Ian Jones, the St Helena government spokesman, told AFP, speaking from the island's capital Jamestown.   "There are some side winds and wind shear that we knew about, but it is not until you land a full-size aircraft that you fully understand the conditions.   "We did not realise how serious it was."   Jones said the airport had no new opening date, but analysis of wind data, new observational equipment and adjustments to the approach route would be considered to enable the runway to open.

Dublin, March 27, 2020 (AFP) - Ireland is to impose a lockdown in a bid to stem the spread of the coronavirus, Prime Minister Leo Varadkar said on Friday.   "Everybody must stay at home, in all circumstances," he said of the new measures to come into force at midnight (0000 GMT) on Saturday and last until 12 April.   Exceptions will be made for essential workers, medical appointments and the purchase of food.   Travel for "vital family reasons", for farming and exercise within two kilometres (one mile) of homes will also be allowed.

All public or private gatherings "of any number of people" outside a single household are also prohibited.   "These are radical actions aimed at saving as many people's lives as possible," said Varadkar at a press conference.   "I'm asking us for a time to forego our personal liberties and freedoms for a greater cause."   There have been 22 COVID-19 related deaths and 2,121 confirmed cases of the virus in Ireland, according to department of health figures released earlier Friday.   Earlier this month the Irish government ordered schools, universities and pubs to close nationwide.   Swathes of non-essential businesses were also ordered shut earlier this week as Ireland braced for an uptick of COVID-19 cases within its borders.

Emergency coronavirus legislation passed through the final stages of Irish parliament and was signed into law by president Michael D. Higgins earlier Friday.   The bill enacts a rent freeze and a moratorium on evictions for the duration of the crisis.   It also streamlines the registration of healthcare and defence forces staff returning to the workforce, and enables the Irish government's financial supports to those laid off as a result of COVID-19 business closures.   "The legislation is emergency legislation for a time of crisis," said Higgins in a statement.   "These are difficult times, but our difficulties will come to an end."

Johannesburg, March 28, 2020 (AFP) - South African police enforcing a coronavirus lockdown on Saturday fired rubber bullets towards hundreds of shoppers queueing outside a supermarket in Johannesburg, an AFP photographer said.   Between 200 and 300 people gathered outside a popular grocery store, Shoprite, early Saturday in Yeoville, a crime-prone area in Johannesburg's gritty central business district on day two of a nationwide lockdown.

But as they scrambled to secure their spots, many did not observe the recommended safe distance between them.   Police arrived in 10 patrol vehicles and started firing rubber bullets towards the shoppers.   Startled shoppers trampled on each other and a woman with a baby on her back fell to the ground.   Later the police used whips to get the shoppers to observe social distancing rules.

President Cyril Ramaphosa has ordered South Africa's 57 million people to stay at home for 21 days and deployed the police and the military to enforce the lockdown.   But many people, especially from poor neighbourhoods, have defied the order, going out in numbers looking for food.   While jogging and dog-walking are banned, shopping for food and other basics, but not alcohol, is permitted.   South Africa, which has 1,170 confirmed coronavirus cases, recorded its first death from the virus on Friday.

Accra, March 28, 2020 (AFP) - Ghana has announced a two-week lockdown in the country's two main regions starting Monday to curb the spread of coronavirus.   The move came as the authorities reported 137 confirmed cases, including four deaths.   President Nana Akufo-Ado said there would be "restrictions on movement of persons in the Greater Accra Metropolitan Area and the Greater Kumasi Metropolitan Area and contiguous districts for a period of two weeks."

He said residents would only be allowed to go out to buy food, water and medicines and to use public toilets.   "There shall be, during this period, no inter-city movement of vehicles and aircrafts for private or commercial purposes.. except for vehicles and aircrafts providing essential services and those carrying cargo," he said.   Ghana has already closed schools, suspended public events and banned large gatherings.

Brussels, March 27, 2020 (AFP) - Belgium on Friday extended its general lockdown to slow the spread of the coronavirus by two weeks to April 18.   The decision, confirmed by top officials, extended a confinement that began on March 18 until the end of the country's Easter holiday break, with schools, restaurants and most shops to remain closed.   Prime Minister Sophie Wilmes said the period could be extended by another two weeks to May 3 if the spread of the virus demanded it.   "Our efforts are only beginning and to ease up now would have catastrophic consequences," she told a media briefing.   Outdoor sports activities and walks outside are still allowed, but only in small groups, with a friend or with family members living under the same roof.

In theory, travelling for work can only be done with a certificate from the employer.    Supermarkets in Belgium remain open, but shoppers are only admitted if there is enough space for one person per 10 square metres, and they must not stay for more than 30 minutes.   Belgium, a country of 11.4 million people, has recorded 7,284 cases of the novel coronavirus strain, and 289 deaths.    The extension in Belgium follows a similar decision in neighbouring France where the lockdown rules are stricter.   Europe is grappling with the global outbreak that has killed more than 10,000 people on the continent, mostly in Italy and Spain.

Bangui, Central African Republic, March 27, 2020 (AFP) - The Central African Republic, a poverty-stricken state that the UN has singled out as highly vulnerable to coronavirus, has stepped up measures over fears that the disease is spreading locally.   President Faustin-Archange Touadera, in a statement received by AFP on Friday, said that after four cases of infection ad been detected, all among people coming from abroad, a fifth had now surfaced.

In this light, "there are grounds for fearing local transmission" of coronavirus, he said.   New measures unveiled by the authorities include a two-week ban on people coming in from countries where the virus is being transmitted locally, except for diplomats and NGO workers.

Schools, childcare facilities and universities are being closed, and restrictions have been placed on movement between the capital Bangui and the rest of the country.   The United Nations on Wednesday said the CAR "is one of the least prepared countries to face a COVID-19 outbreak, with 2.2 million people already in need of health assistance and about 70 percent of health services provided by humanitarian organisations."   The country has been ravaged by three civil wars in 20 years and remains prey to violence from armed groups that control two-thirds of the country.

Rome, March 27, 2020 (AFP) - Italy recorded a shocking spike in coronavirus deaths Friday with 969 new victims, the worst daily record for any country since the pandemic began.   The infection rate however continued its downward trend, with the civil protection agency reporting nearly 86,500 confirmed cases in Italy -- a 7.4 percent increase, down from around 8.0 percent in previous days.

Brussels, March 27, 2020 (AFP) - A pet cat has been infected with the novel coronavirus in Belgium after being contaminated by its owner, Belgian health authorities said Friday.   Cases of contamination of pets are rare and authorities ruled out any risk of contamination to humans from home animals.   The reports follows similar cases in Hong Kong where two dogs tested positive for COVID-19 during a screening campaign carried out on 17 dogs and eight cats living in contact with people carrying the virus.

In Belgium, the discovery was made by researchers at the Faculty of Veterinary Medicine in Liege.   This is "an isolated case" which can occur after "close contact between animals and infected  humans", said Doctor Emmanuel Andre, a government agency spokesman on the pandemic.    The virus can be transmitted from humans to animals but "there is no reason to think that animals can be vectors of the epidemic in our society", he said.

In Hong Kong, "the dogs showed no symptoms", while in Belgium "the cat was suffering from transitory respiratory and digestive problems", said the Belgian food safety agency AFSCA in a statement.    "So far, there is no evidence that a domestic animal can transmit the virus to humans or other pets", the public authority said.

As a precautionary measure, it is "strongly recommended" to apply standard rules of hygiene when dealing with pets: "avoid close contact with pets... wash your hands after handling any animal, do not let the animal lick your face."   The aim is to prevent the transmission of the virus to the animal and to prevent the animal itself from becoming a carrier of the virus.

Beijing, March 27, 2020 (AFP) - China reported more than 50 imported cases of the coronavirus on Friday, hours after announcing a ban on foreigners entering the country.   In recent weeks China's tally of infections has dwindled dramatically, with only a handful of domestic patients each day.

But just as the country appears to be bringing the outbreak under control, nations around the globe are battling to control soaring numbers of infections in new hotspots.   There were another 55 new infections in China on Friday, the National Health Commission said, with one local infection and 54 imported cases from overseas.   Beijing has been racing to control the number of infections being brought into the country -- mostly Chinese nationals returning home from overseas, including large numbers of students abroad.

On Thursday Beijing announced dramatic measures to curb arrivals into the country, including reducing the number of international flights, limiting the capacity on board to 75 percent, and imposing a ban on foreigners entering China.   Non-nationals living in China with valid visas and resident permits will be blocked from returning to the country after midnight on Friday night, the foreign ministry said.    The ministry said it was a "temporary measure that China is compelled to take in light of the outbreak situation."

Diplomats and the crew of international airlines and vessels will still be permitted to enter.   Flights in and out of China will also be capped at just one route a week to each country, including for international airlines.   The tally of cases brought into China from abroad climbed to 595 on Friday, health officials said.   A series of strict measures had already been put in place to try and stem the wave of infections coming in.   All Beijing-bound international flights have been diverted to other urban centres, where passengers will first be screened for the virus.

Many Chinese cities including Beijing and Shanghai have also imposed a compulsory 14-day quarantine for all arrivals from abroad.    There were nearly 1,100 return international passenger flights scheduled to come to China this week.   There were another five deaths on Friday, according to the National Health Commission -- all in the province of Hubei where the virus first emerged late last year.   In total 81,340 people have been infected in China, and the outbreak has claimed 3,292 lives.

Hubei lifted travel restrictions this week after two months in lockdown, but fears remain of a rebound in cases elsewhere in the country, even though only healthy people are allowed to leave the province.   Traffic police in Jiangxi reportedly blocked people trying to enter the province from neighbouring Hubei on Friday.    Videos posted on China's Twitter-like platform Weibo purportedly showed scores of people clashing with police on a bridge connecting the provinces.   Other footage showed people trying to overturn a vehicle.

London, March 27, 2020 (AFP) - British police faced criticism on Friday for using "over-the-top" methods to maintain a coronavirus lockdown, after officers armed with sweeping new powers deployed drones to detect walkers far from home.   Civil liberties group Big Brother Watch said the police must behave within the rule of law after it also emerged that road checkpoints had been set up to quiz drivers about their journeys.   "It's understandable why police are dispersing parties and barbecues but demanding drivers give journey details at road checkpoints is over-the-top," said director Silkie Carlo.     "It's critical we protect public health and critical we protect basic democratic norms too. Arbitrary policing will not help the country to fight this pandemic."

The drone incident happened in the Peak District National Park in Derbyshire, central England, while roadblocks were used in other parts of the country.   Social media users compared their actions to "the Stasi", East Germany's notorious state police.    Another civil liberties group, Liberty, said in a statement: "We need a response in terms of public health rather than a response in terms of criminal justice to this epidemic."   Britons have been told since the beginning of the week that they are only allowed to leave their homes for limited reasons such as going to work, essential food shopping, or for exercise once a day.   But they are not allowed to travel for recreational purposes.

To enforce the new rules, police were officially handed powers which prevents people leaving their home "without reasonable excuse".   Those ignoring the tougher restrictions on movement could be hit with a £60 fine doubled to £120 (133 euros,$147) for any second offence.   The measures will be in place for at least six months, with a review every three weeks.   Derbyshire police defended their actions, claiming in a tweet that "we will not be apologetic for using any legal and appropriate methods to keep people safe".   It added: "Our actions and the government's advice are there to keep you and others safe."   A total of 11,658 coronavirus cases have so far been confirmed in Britain, and 578 deaths.

Madrid, March 27, 2020 (AFP) - The death toll in Spain soared over 4,800 Friday after 769 people died in 24 hours, in what was a record one-day figure for fatalities, the government said.    Health ministry figures showed the number of deaths reaching 4,858, while cases jumped to 64,059, although the rate of new infections appeared to be slowing, registering a 14 percent increase compared with 18 percent a day earlier.
