SAFETY AND SECURITY:
The U.S. Government has no information related to the targeting of U.S. citizens, interests or facilities by terrorist organizations in Moldova, and no Americans have been killed or injured as a result of terrorist activity in Moldova. However, the U.S. government remains deeply concerned about the heightened threat of terrorist attacks against U.S. citizens and interests abroad. Americans are reminded to remain vigilant with regard to their personal security and to exercise caution. Because Moldovan Government authorities often ask to see identification on the street, Americans should carry a copy of their passport with them at all times.
There is a separatist regime in control of the Transnistria region that is not recognized by the United States. Consular assistance to American citizens in that region cannot be ensured. Travelers should exercise caution when visiting or transiting Transnistria. Travelers should be aware that there are numerous road checkpoints along roads leading into and out from Transnistria. Taking photographs of military facilities, public buildings, and security forces, including checkpoints along roads leading into and out from Transnistria, is strictly prohibited.
Racially motivated incidents against foreigners and persons of color have occurred in Moldova. Persons of African, Asian, or Arab heritage may be subject to various types of harassment, such as verbal abuse, and denied entrance into some clubs and restaurants. These Americans are also at risk for harassment by police authorities.
In some instances, Americans have become victims of harassment, mistreatment and extortion by Moldovan law enforcement and other officials. Low-level bribery attempts are commonplace in Moldova. These encounters should always be reported to the U.S. Embassy. Moldovan authorities have cooperated in investigating such cases, but those investigations enjoy the greatest chance of success when the officer is identified by name, physical description, or other identifying characteristics. Please note this information if you ever have a problem with police or other officials. Americans who have refused to pay bribes in Moldova generally report no consequences beyond being delayed or inconvenienced.

CRIME: Moldova’s economic difficulties, as well as organized criminal activity and more frequent travel by foreigners to Moldova, contribute to the risk visitors face from street crime, some potentially violent. While this risk is no greater than in most cities in the United States, many Americans have reported theft of money and small valuables from hotel rooms and local apartments. Cases of breaking and entering into homes and offices have occurred. Sexual assault against foreigners is rare. Travelers are wise to exercise the same precautions with regard to personal safety and protection of valuables in Chisinau that they would in any major U.S. city.
Precautions should also be taken when using ATMs in Moldova. Some Americans have reported unauthorized withdrawals from their accounts after using ATMs. Instances have been reported of PIN theft from use of ATMs in Moldova, either by “skimming” devices, which record the ATM card information while in use, or by surreptitious observation.
Train and bus services are below Western European standards and some U.S. citizens have been victims of crimes involving thefts while traveling on international trains to and from Moldova.
Americans who use the Moldovan postal service report frequent losses from international letter and package mail.
Internet Fraud Warning: The Embassy is aware of various confidence schemes that have taken advantage of American citizens, frequently via the Internet. In some cases these involve the purchase or sale of items on the Internet in which the payment or shipment of goods was not completed by a Moldovan counterpart. In the spring of 2006, Moldovan police recovered over $250,000 in jewelry that was sent to “buyers” in Moldova from the United States via fake online escrow companies. Substantial criminal enterprises specializing in this type of crime (Internet auction fraud) have emerged in Moldova. In other cases, American citizens, particularly males, have met potential Moldovan fiancé(e)s on the Internet who have convinced them to send hundreds or even thousands of dollars, but have no intention of a serious relationship. Once the American citizen starts to question the reason for sending the money, the Moldovan fiancé(e)s suddenly ends his/her contact. On occasion, American citizens who come to Moldova to visit someone they have first met over the Internet have reported becoming subject to crimes such as extortion and involuntary detention. American citizens should be aware that any such activity committed by individuals in Moldova is subject to the Moldovan legal system and could prove difficult to prosecute. In the vast majority of cases, there is little that the U.S. Embassy can do to assist American citizens who are defrauded by Moldovans via the Internet.

INFORMATION FOR VICTIMS OF CRIME: The loss or theft abroad of a U.S. passport should be reported immediately to the local police and the nearest U.S. Embassy or Consulate. If you are the victim of a crime while overseas, in addition to reporting to local police, please contact the nearest U.S. Embassy or Consulate for assistance. The Embassy/Consulate staff can, for example, assist you to find appropriate medical care, contact family members or friends and explain how funds could be transferred. Although the investigation and prosecution of the crime is solely the responsibility of local authorities, consular officers can help you to understand the local criminal justice process and to find an attorney if needed.

MEDICAL FACILITIES AND HEALTH INFORMATION: Medical care in Moldova is substandard throughout the country, including Chisinau. In the event of serious medical conditions every effort should be made to go to Western Europe. In the event of emergency, travelers should attempt first to contact the local ambulance service, which is trained to determine which medical facility is most appropriate for treatment and will transport the injured or sick person to that location. Hospital accommodations are inadequate throughout the country and advanced technology is lacking. Shortages of routine medications and supplies may be encountered. Elderly travelers and those with existing health problems may be at particular risk due to inadequate medical facilities. The U.S. Embassy maintains lists of medical facilities and English-speaking doctors, but cannot guarantee or endorse competence. Visitors to Moldova are advised to bring their own supply of both prescription and common over-the-counter medications. Pharmacies are not stocked to Western standards and products are not labeled in English. Poor quality and/or fraudulent medications have been reported.
HIV/AIDS restrictions: Some HIV/AIDS entry restrictions exist for visitors to or foreign residents of Moldova. Short term visitors (periods of less than 90 days) do not require HIV testing. Applicants for residence permits, however, are required to submit to a HIV test and demonstrate that they are HIV negative. Please verify this information with the Embassy of Moldova at www.embassyrm.org before you travel.
Medical Information: Tuberculosis is an increasingly serious health concern in Moldova; the World Health Organization (WHO) has placed it in its “highest risk” category. Travelers planning to stay in Moldova for more than 3 months should have a pre-departure PPD skin test status documented. Given the way TB is transmitted, travelers should consider limiting their exposure to TB by avoiding crowded public places and public transportation whenever possible. Other major health concerns include Hepatitis A (food-borne), Hepatitis B, and Hepatitis C (blood- and body fluids-borne). The incidence of sexually transmitted diseases is as "high" as it is in most developing countries.

MEDICAL INSURANCE: The Department of State strongly urges Americans to consult with their medical insurance company prior to traveling abroad to confirm whether their policy applies overseas and if it will cover emergency expenses such as a medical evacuation. TRAFFIC SAFETY AND ROAD CONDITIONS: While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States. The information below concerning Moldova is provided for general reference only, and may not be totally accurate in a particular location or circumstance.
Moldova’s highway infrastructure consists mainly of two-lane roads that often lack markings or signage, are unevenly maintained, and seldom have lighting. Caution should be taken to prevent collisions with agricultural vehicles and/or livestock. Urban roads in Moldova are infrequently maintained and often lack clear signs or lane markings. Travel outside of urban areas before dawn and after dusk should be avoided if at all possible. Drivers and pedestrians should exercise extreme caution to avoid accidents, which are commonplace. Many Moldovan drivers would be considered aggressive or erratic by American standards. Many accidents involve drunk drivers. The quality and safety of public transportation vary widely. Trains, trolleybuses, and buses are often old and may frequently break down. Taxis are available in most urban areas, and vary from old Soviet-era vehicles to newer, Western European or American model vehicles. Emergency services are generally responsive. Police emergency assistance can be called at 902 and emergency ambulance at 903.

AVIATION SAFETY OVERSIGHT: As there is no direct commercial air service to the United States by carriers registered in Moldova, the U.S. Federal Aviation Administration (FAA) has not assessed Moldova’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards. SPECIAL CIRCUMSTANCES: Travelers are advised to register any foreign currency brought into Moldova with customs authorities upon entering the country. It is advisable to contact the Embassy of Moldova in Washington for specific information regarding customs requirements. Please see our Customs Information.
Visas and residency: Current Moldovan Government (GOM) border registration procedures will remain unchanged under the new immigration law. As of January 1, 2007, U.S. and most other foreign nationals arriving in Moldova do not require a visa and are permitted stays of up to 90 days in any given six-month period. At the point of entry (i.e., airport or border), the Border Guard Service enters the traveler’s personal data into a computer program and transfers the data to the GOM’s Population Register. Visitors are not given a paper “registration receipt.” U.S. citizens are able to enter Moldova through Transnistria. However, because they will not have been registered at the border, they will still have to register with the nearest office of the Ministry of Information Development (MID) within three days of arrival in right-bank (western) Moldova.
For stays exceeding 90 days, foreign nationals are required to obtain “immigration certificates” and residence permits from the National Bureau for Migration. Foreign nationals planning to work in Moldova must also obtain a work permit. Immigration, residence and work permits usually need to be extended annually, but may be issued for up to five years.

Requirement to Carry Documentation: As noted above, Moldovan police have the right to request identity documents from any person. Individuals who fail to produce appropriate ID upon request may be subject to detention and fines. Therefore, Americans are advised to carry their U.S. passports (or a copy of their passport’s biographic information page) with registration card, if applicable, or a Moldovan-issued identification document when in public.
Consular Access: Moldovan law enforcement authorities, particularly in the Transnistria region, have an uneven record of reporting the arrest or detention of American citizens to the U.S. Embassy, as required under international agreements. American citizens are therefore advised that if they are detained or arrested by Moldovan authorities, they should immediately request that the U.S. Embassy be contacted. Moldovan authorities have generally respected such requests in a prompt manner.
Photography: Americans who choose to travel in Transnistria should be aware that foreigners have reported being detained or harassed by authorities for taking photographs of military facilities or public buildings. Photography of checkpoints along roads leading into and out from the Transnistria region, or the personnel working there, is prohibited.
Dual Nationality: Recent Moldovan legislation allows dual citizenship. There is no requirement that dual nationals enter Moldova on their Moldovan passports. For further questions, please contact the Moldovan Embassy in Washington, D.C.
Telephone and Postal Services: Outside of Chisinau, travelers may have difficulty finding public telephones and receiving or making international and local calls. Losses have been reported from international letter and package mail, both of which are subject to a customs inspection before delivery. “Express” mail services such as DHL and Federal Express are available in Chisinau, although in most instances prices are high, and shipments arrive from (or reach) the United States in no less than five (5) business days.
Disabled Access: Persons with disabilities should be aware that public facilities and transportation in Moldova are rarely designed or built in a way that allows for wheelchair access. Wheelchair entrances, ramps, lifts or similar accommodations are rare; those that do exist are often below Western standards and/or poorly maintained. Most streets, sidewalks and other public paths are not well maintained and can be hazardous, particularly in poor weather conditions.
Commercial Transactions: Although still generally a cash-only economy, traveler’s checks and credit cards may be accepted in Chisinau, although locations that will accept them outside the capital are still rare. Some vendors require the customer dial in a PIN to authorize a sale by credit card. Caution is advised, however, as some travelers have reported incidents of unauthorized expenditures made on credit cards during or following their use in Moldova, and there have also been reported incidents of fraud and account theft using bank machines (ATMs – see “CRIME” above).
Business in Transnistria: As noted in the Safety and Security section above, a separatist regime controls a narrow strip of land in eastern Moldova known as Transnistria ("Pridnestrovie" in Russian). Individuals considering doing business in Transnistria should exercise extreme caution. The Embassy may not be able to offer consular or commercial services to Americans in Transnistria. Moldovan law requires firms (including those located in Transnistria) to register with the Moldovan Government and to use Moldovan customs seals on their exports. Under a December 2005 agreement between Moldova and Ukraine, Ukrainian customs and border officials require Moldovan customs seals on goods exported from Moldova, including Transnistria, and are enforcing this requirement with EU assistance. Transnistrian firms not legally registered with Moldovan authorities operate in contravention of Moldovan law, which may complicate or prevent the import or export of goods. The Government of Moldova has indicated that it will not recognize the validity of contracts for the privatization of firms in Transnistria that are concluded without the approval of the appropriate Moldovan authorities. A number of Internet fraud schemes have originated in Transnistria.
CRIMINAL PENALTIES: While in a foreign country, a U.S. citizen is subject to that country’s laws and regulations, which sometimes differ significantly from those in the United States and may not afford the protections available to the individual under U.S. law. Penalties for breaking the law can be more severe than in the United States for similar offenses. Persons violating Moldovan laws, even unknowingly, may be expelled, arrested or imprisoned. Penalties for possession, use, or trafficking in illegal drugs in Moldova are severe, and convicted offenders can expect long jail sentences and heavy fines. Engaging in illicit sexual conduct with children or using or disseminating child pornography in a foreign country is a crime, prosecutable in the United States. BRUSSELS, April 27, 2014 (AFP) - Citizens of Ukraine's neighbour Moldova will be granted visa-free travel from Monday to most European Union nations as part of the country's bid to sign an association deal with the EU bloc.
The decision shows that "closer relations with the European Union do bring tangible benefits to all," said the EU's home affairs commissioner Cecilia Malmstroem. Under the deal, Moldovans carrying a biometric passport will be authorised to travel without a visa for short stays to the Schengen zone, which currently comprises 26 countries, 22 of them members of the 28-nation EU. Between 50,000 and 55,000 Moldova nationals apply for short-term visas into the EU each year.
Moldova is one of the six former Soviet satellites that the EU hoped to draw into a wide-ranging Eastern Partnership programme on its eastern flank until Armenia, Azerbaijan and Belarus decided to turn back towards Moscow, and Ukraine's ousted leader Viktor Yanukovych too backed out in November at Russia's behest.
Moldova and Georgia however stood firm, initialling the partnership programme in November. They are expected to sign a final association deal with the EU in June. Wedged between Romania to the west and Ukraine to the east, Moldova's 3.5 million people are Europe's poorest. In the capital Chisinau there was a mixed response to the new visa-free travel, with a poll showing 50 percent of respondents underwhelmed on the grounds they were either too poor to travel or already owned a Romanian passport opening the door to the EU.

Belarus became an independent republic in 1991, after the breakup of the Soviet Union.
In 1996, a constitutional referendum, not recognized by the internat
Economic and political reform in Belarus has stalled or is being reversed under his authoritarian government.
The Belarusian Government’s human rights record remains very poor.
President Lukashenka gained a third five-year term as president in March 2006, in an election that international observers judged to be seriously flawed.
Democratic nations, including the United States and the members of the European Union, condemned the subsequent governmental crackdown on peaceful protests in Minsk, and imposed visa restrictions and other sanctions on senior Belarusian officials. As a result of the release of political prisoners in August 2008, the EU lifted its visa restrictions, but those of the United States remain in effect.
Both Belarusian and Russian are official languages, and Russian is widely spoken throughout the country, particularly in the cities.
Tourist facilities are not highly developed, but food and lodging in the capital and some regional centers are adequate.

A passport and visa are required.
Travelers must obtain a visa in advance to visit or transit through Belarus.
Travelers who do not have a visa cannot register at hotels.
U.S. citizens visiting or residing in Belarus are required to register with the local office of the Citizenship and Migration Department of the Ministry of Interior (formerly OVIR) within three business days after arrival.
The registration fee is one National Minimum Tariff Unit (currently about $17).
Failure to register can result in fines and difficulties when departing.
U.S. citizens staying in hotels are automatically registered at check-in.
Visa validity dates are strictly enforced; travelers should request visas of sufficient length to allow for changes in arrival and departure plans, and should carefully review the beginning and ending dates of their visas before traveling.
A valid exit visa is necessary to depart Belarus.
Generally, the visa issued by a Belarusian Embassy or Consulate is valid for both entry and exit.
Photocopies of visas may be helpful in the event of loss, but note that a copy of a visa will not be sufficient for entry or departure, as Belarusian border officials always require original travel documents.
Travelers who overstay their visa’s validity -- even for one day -- will be prevented from leaving until they have been granted an extension by the Department of Citizenship and Migration.
United States citizens without valid visas face delays in leaving Belarus and may have trouble finding adequate accommodation.
By Belarusian law, travelers with an expired visa may not check in at any hotel or other lodging establishment.
U.S. citizens traveling through Belarus to other countries are strongly advised that there is a transit visa requirement for entering and leaving Belarus.
Transit visas are required even for travelers transiting on direct overnight trains with no stops or transfers on Belarusian territory. Transit visas should be obtained prior to any journey that requires travel through Belarus.
Commonwealth of Independent States (CIS) and Russian visas are no substitute for this transit visa.
Most travel agencies, including those in Russia and CIS countries, as well as train ticket sales personnel, are often not aware of this visa requirement and may not seek a transit visa for a traveler unless instructed by the traveler to do so.
U.S. citizens attempting to transit Belarus without a valid Belarusian transit visa have been denied entry into the country and forcibly removed from trains.
In some instances, local border and railway authorities have threatened passengers who did not possess a valid transit visa with jail or extorted “fines.”
American citizens are advised not to pay any border or railway officials for transit visas or “transit visa fines,” as these officials are not authorized to issue such visas.
Americans finding themselves in Belarus without transit visas, if confronted by border or train personnel, should request to be put in contact with consular officials at the U.S. Embassy in Minsk.
U.S. citizens traveling to Belarus via Russia are reminded that they must possess a Russian transit visa in addition to their Belarusian visa. Russian Embassies outside of the United States, including the Russian Embassy in Belarus, generally do not issue transit or tourist visas to Americans.
Russian transit visas are not normally obtainable at Russian airports.
The Law on the Legal Status of Foreign Citizens and Stateless Persons in the Republic of Belarus states that all foreign citizens may be granted permission for a temporary stay (up to 90 days within a chronological year), temporary residence (up to one year), or permanent residence.
Belarusian Embassies and Consulates will issue visas for temporary stays.
A temporary stay visa will allow the bearer to be present physically in Belarus for a maximum of 90 days within the 365-day period for which the visa is issued.
Once an individual has spent 90 days in Belarus, at one time or through a combination of visits, he or she will not be eligible to receive another visa until the original 365-day period has passed.
Individuals who receive visas for a temporary stay, but wish to remain in Belarus for longer than 90 days, must apply for temporary or permanent residence with the Ministry of Interior.
Individuals must make the application in Belarus within the 90 days allotted for a temporary stay.
Permission for temporary residence can be granted to students, spouses, or close relatives of Belarusian citizens, or for “work, business, or other activities.”
Travelers may contact the Consular Section at the U.S. Embassy in Minsk for information about application procedures for temporary or permanent residence.
Every foreigner entering Belarus is required to fill out a migration card.
This card should be retained for the whole period of stay and should be presented to the border authorities when exiting Belarus.
Foreign citizens without a valid Belarusian visa, migration card, or proper registration with the Department of Citizenship and Migration as a temporary visitor or resident can be subject to sanctions up to and including deportation under the provisions of the Code of Administrative Violations.
Depending on the circumstances, deportees also can be banned from returning to Belarus for a period from one to ten years.
Foreign citizens visiting and transiting Belarus also should be prepared to demonstrate sufficient financial means to support their stay.
For individuals staying in Belarus for less than one month, this amount is equal to approximately $15/day/person.
For those staying for longer than one month, the requirements call for $375/month/person.
Belarusian officials may request this proof of funds at the time of visa application, at the border, or during registration.
According to the Ministry of Interior, cash, credit cards, paid hotel reservations, or a letter from an inviting party pledging full financial support are sufficient means to demonstrate financial wherewithal.
Belarus requires all foreign nationals (other than accredited diplomats) entering the country to purchase medical insurance at the port-of-entry, regardless of any other insurance they might have.
Costs for this insurance will vary according to the length of stay.
(Subject to change, current information puts costs at approximately $1 for a one or two day stay, $15 for a stay of up to 31 days, and $85 for a stay of one year.)
Travelers entering Belarus by air with more than 35 kilograms of luggage (77 pounds) will be charged 2 Euros per kilogram in excess of that limit.
The fee must be paid in dollars or Euros.
In accordance with current customs regulations, foreigners may enter Belarus with up to $10,000 and exit the country with up to $3,000 without submitting a written declaration.

The Belarusian Government enforces a requirement for special permits to travel in “protected border zones.”
The Government of Belarus has not provided information defining the parameters of those zones.
Travelers should be alert for warning signs, road barriers, and/or border guard posts, and are advised not to cross into such areas without permission.
Foreign missionaries may not engage in religious activities outside the institutions that invited them unless they have a religious worker visa.
One-year validity, multiple-entry, "spiritual activities" visas, which are required of foreign missionaries, can be difficult to get, even for faiths that are registered with the government and have a long history in the country.
Approval often involves a difficult bureaucratic process.
A law enacted in 2002 required all religious groups and organizations, including recognized “traditional” religions such as Russian Orthodoxy, Roman Catholicism, Orthodox Judaism, Sunni Islam, and Lutheranism, to re-register; most organizations have done so.
Unregistered religious groups may not legally gather for religious purposes.
Many unregistered groups continue to meet, however, leaving them vulnerable to selective implementation of the law by authorities.
The law also stipulates that only Belarusian citizens can head religious organizations in Belarus.
In recent years, authorities have harassed, warned, fined, and briefly detained members of some unregistered and so-called "non-traditional" faiths for engaging in unsanctioned worship or proselytism. The U.S. Embassy strongly recommends that any U.S. citizen who chooses to attend a religious service of an unregistered religious group do so only after consulting with members of the group about the risk of harassment or possible arrest by local law enforcement authorities.
U.S. citizens are also urged to contact the U.S. Embassy should they encounter any problems with authorities due to their participation in such services or events.
Naturalized U.S. citizens originally from Belarus do not automatically lose Belarusian citizenship upon naturalization.
Such individuals retain Belarusian citizenship unless they take specific steps to renounce it.
The Belarusian authorities will allow naturalized U.S. citizens from Belarus to enter the country without a valid Belarusian passport on a “certificate of return” issued by Belarusian Embassies and Consulates, but please note that a valid Belarusian passport will be required to leave the country.
It can take two to four weeks to receive a new Belarusian passport.

Belarusian citizens, including dual nationals, are subject to Belarusian laws requiring service in Belarus’ armed forces, as well as other laws pertaining to passports and nationality.
American-Belarusian dual nationals of military age who do not wish to serve in the Belarusian armed forces should contact the Embassy of Belarus in Washington, D.C. to learn more about an exemption or deferment from Belarusian military service before going to Belarus.
Without this exemption or deferment document, they may not be able to leave Belarus without completing military service, or may be subject to criminal penalties for failure to serve.
Children born to Belarusian parent(s) before August 15, 2002, even if born in the United States and in possession of a U.S. passport, may not be issued a Belarusian visa for travel to Belarus.
The Belarusian government considers these children to be Belarusian citizens until age 16, when they may choose to accept or reject that claim to citizenship.
Instead of a visa, a "certificate of return" is issued that will allow the child to enter Belarus.
It is imperative that parents of such children understand that, in order to leave the country, the child will be required to have a Belarusian passport if he/she does not already have one.
It can take anywhere from two to four weeks to complete the application procedures and receive a new Belarusian passport.
(Note: if the parent left Belarus on a series PP passport, given to Belarusians who reside abroad and have cancelled their local registration, then Belarus would not require the child to reject his/her claim to citizenship).
For children born to one Belarusian parent and one foreign parent after 2002, the parents must by mutual consent agree to Belarusian citizenship for the child, regardless of the place of birth.
If the parents cannot reach consensus, Belarus would only force Belarusian citizenship on a child in cases where the child would be left stateless.

Both organized and spontaneous demonstrations occur in Belarus.
Localized street disturbances relating to political events occur most frequently in Minsk or larger cities.
In some instances, authorities may use force to disperse protesters; bystanders, including foreign nationals, may face the possibility of arrest, beating, or detention.
Even demonstrations intended to be peaceful can sometimes become confrontational and escalate into violence.
For this reason, it is recommended that American citizens avoid all demonstrations and protest gatherings.
Security personnel may at times place foreign visitors under surveillance.
Hotel rooms, telephones, and fax machines may be monitored, and personal possessions in hotel rooms may be searched.
Taking photographs of anything that could be perceived as being of military or security interest may result in problems with authorities.

Belarus has a moderate incidence of street crime. Though violent crime against foreigners is rare, criminals have been known to use force if met with resistance from victims.
Common street crime, such as mugging and pocket picking, occurs most frequently near public transportation venues, near hotels frequented by foreigners, and/or at night in poorly lit areas.
American citizens and other foreigners in Belarus have also been the victims of car theft, car vandalism, and hotel and residential break-ins.
Foreigners visiting nightclubs should pay particular attention to their surroundings, as criminal elements may rob unsuspecting patrons after surreptitiously drugging their drinks.
Travelers should keep a copy of their passport in a separate location from their original passport.
As in many countries around the world, counterfeit and pirated goods are widely available in Belarus. Transactions involving such products may be illegal under local law. TRAFFIC SAFETY AND ROAD CONDITIONS:
While in a foreign country, U.S. citizens may encounter road conditions that differ significantly from those in the United States.
The information below concerning Belarus is provided for general reference only, and may not be totally accurate in a particular location or circumstance.
American citizens on short-term visits to Belarus (up to 90 days) are permitted to drive with a valid U.S. state driver’s license.
U.S. citizens should, therefore, always carry their passports with them to prove date of entry into the country in the event that police stop them.
If residing in Belarus for more than 90 days, one should apply for a Belarusian driver’s license.
Drivers will be required to successfully complete a two-part test in Russian; the first part is a computer-based multiple-choice test on local driving rules, and the second part is a driving test.
To receive a local driver’s license, drivers will also need to complete a medical exam at a special medical clinic, which will include a general physical, a chest x-ray, and an eye exam.
Radar traps and road construction sites, often unlit at night, are widespread.
Except for a stretch of the main east-west highway, where the speed limit is 100 km/h (60 mph), the maximum speed limit on divided highways or main roads outside village, town or city limits is 90 km/h (55 mph).
Speed limits in cities are 60 km/h unless marked and will usually range between 40 km/h and 70 km/h, with frequent radar traps.
Visible and hidden dangers exist, including potholes, unlit or poorly lit streets, inattentive and dark-clothed pedestrians walking on unlit roads, drivers and pedestrians under the influence of alcohol, and disregard for traffic rules.
Driving in winter is especially dangerous because of ice and snow.
Driving with caution is urged at all times.
Radio-dispatched taxi services are generally reliable, arrive promptly once called and usually offer the lowest fare.
Most radio-dispatched taxis are metered, although fares can vary greatly and are considerably higher in the late evening and overnight hours.
The use of informal taxis or "gypsy cabs" is not recommended.
Minsk has a clean, safe, and efficient subway system that easily reaches most of the city center. Service is stopped briefly during the early morning hours, but otherwise runs regularly throughout the day.
Ticket prices are extremely low by western standards.
Though their routes are extensive, buses and trolleys lack heating or cooling capabilities and are usually crowded.
Travelers on all public transportation should be wary of pickpockets and other petty crime.
For travelers interested in car rental, only one major western rental agency currently operates in Minsk.
In general, rental car networks in Belarus are not well developed.
Travelers may experience significant delays (of several hours) in crossing the border by road into neighboring countries.

AVIATION SAFETY OVERSIGHT:
As there is no direct commercial air service to the United States by carriers registered in Belarus, the U.S. Federal Aviation Administration (FAA) has not assessed Belarus’s Civil Aviation Authority for compliance with International Civil Aviation Organization (ICAO) aviation safety standards.

Traveler's checks are normally not accepted in Belarus as a means of payment, but can be freely exchanged for cash at any bank.
Most hotels, restaurants, and stores accept major credit cards.
All Belarusian banks provide cash from major credit cards.
All payments in Belarus are made in Belarusian rubles.
Authorized currency exchange centers are widely available throughout major cities.
ATMs are also available for use, and it has become easier to use credit cards and debit cards in Belarus, especially in Minsk; however, this does not mean that it is safer to do so.
There have been reports of instances in which U.S. citizens have had their card numbers “skimmed” and the money in their debit accounts stolen or their credit cards fraudulently charged.
(“Skimming” is the theft of credit card information by an employee of a legitimate merchant or bank, manually copying down numbers or using a magnetic stripe reader.)
In addition to skimming, the risk of physical theft of credit or debit cards also exists.
To prevent such theft, the Embassy recommends that travelers keep close track of their personal belongings and only carry what is needed when out.
If travelers choose to use credit cards, they should regularly check their account status to ensure its integrity.

Minsk, Aug 2, 2018 (AFP) - A massive corruption scandal has rocked the health service of ex-Soviet Belarus, leading even officials in the country dubbed "Europe's last dictatorship" to call for an overhaul of the system. Authorities have arrested dozens of medics, drug company representatives and bureaucrats on suspicion of siphoning off millions of dollars in state funding. Valery Vakulchik, head of the powerful KGB state security service, in televised comments last month denounced what he called a vast system of procurement of drugs and medical equipment at inflated prices. Prices were habitually hiked by up to 60 percent and in some cases even doubled, he said. Following his announcement, 37 top health officials were arrested and criminal investigations were opened involving 60 people including local representatives of international pharmaceutical companies.
The KGB chief acknowledged that the Soviet-style bureaucracy in the country bordering the European Union, ruled by strongman Alexander Lukashenko, helped promote corruption. "The existing system of procuring medical equipment and drugs created the conditions for corrupt practices," he said. "Bona fide suppliers could not rely on a positive outcome," he added, while procurements were made not directly from producers but "via numerous middlemen (and) finance companies." Those detained in the scandal include deputy health minister Igor Lositsky, doctors at reputed clinics and leading business figures involved in producing and importing medicines. One of the arrested businessmen is Sergei Shakutin, director of Iskamed group, who is the brother of one of Lukashenko's close associates. Belta state news agency has published photos of searches at the home of a medical centre director that uncovered $500,000 in cash. Officers also found $620,000 in the garage of the director of a public enterprise that imported medical equipment.
The KGB chief said bribes paid to corrupt officials amounted to millions of dollars. "There will be further arrests since the people detained so far are just the perpetrators," Sergei Satsuk, editor of news site Yezhednevnik, who is familiar with the case, told AFP. The chief beneficiaries in such schemes were retired law enforcement officials who set up companies to enter the lucrative medical equipment market, Satsuk said. "In 10 years they drained all the juice out of the country's medical system," he said. He said this involved supplying equipment that was not just over-priced but also often lacked the necessary certification or came with faked documentation. Some equipment was imported as second-hand but re-sold as new.
- Powerful temptation -
This is one of the biggest corruption scandals in the history of Belarus, which is wedged between Russia and Poland and has been led by Lukashenko since 1994. "Bureaucracy has privatised the state. We need to reform the whole system of state management, otherwise corruption schemes will spring up wherever budget funds are being spent," independent economist Yaroslav Romanchuk told AFP.
Other smaller corruption scandals have in recent years hit the sports, forestry and energy ministries as well as large companies, factories and banks. Three ministers have been sacked and senior bureaucrats and regional officials have been arrested. "Even if you clean out the state structures of bribe-takers, corruption won't die in Belarus for a single day," said Romanchuk. "The very next day new people in old posts in the old system will relaunch the old corruption schemes." The system "creates the most powerful temptation to set up schemes with kickbacks, bribes, swindling and abuses of office," Romanchuk said.
Minsk, July 24, 2018 (AFP) - Belarus on Tuesday announced that it is extending visa-free travel for tourists from five days to 30 days in a move that could attract more visitors to the ex-Soviet state on the European Union's doorstep.
Strongman ruler Alexander Lukashenko signed a decree allowing visitors from 80 countries including 39 in Europe, as well as the United States, Australia and Japan to stay for 30 days. The ruling will enter force when the decree is published in one or two days. The decree says the move is aimed at "promoting further development of the Belarusian tourism sector" as well as making the country more attractive as a host for sports events and festivals and improving its connectedness to the global economy.
Belarus said it is keen to promote itself as a medical tourism venue and for people keen to recuperate and undergo spa procedures at its sanatoriums. The visa-free rule requires visitors to fly in and out of Minsk's main airport. As before, the visa exemption does not apply to foreigners arriving or leaving from Russia because of a lack of border controls betweeen the neighbours.
Minsk has close ties to former Soviet master Moscow, with Belarus part of an economic union with Russia. Chinese people will also be covered by a separate visa agreement that comes into force in August. Ties between Belarus and the European Union have improved since the 28-nation bloc began lifting most of its sanctions on the country in 2015 after Lukashenko released high-profile political prisoners.
Belmopan, Belize, May 17, 2016 (AFP) - Belize has joined the growing number of Latin American nations grappling with the Zika virus, after the health ministry confirmed the country's first known case. Authorities said Monday the infected person resides in Belize City, adding that efforts would be taken to prevent the virus from spreading.
"An immediate investigation was launched and several actions were simultaneously initiated to minimize and contain a potential outbreak," a health ministry statement said. The mosquito-borne Zika virus can cause the birth defect microcephaly, which can cause babies to be born with unusually small heads and deformed brains.
[Nearly 10,000 people sought medical aid after tick bites in Moscow for the period April-June of this year (2015), among them there are more than 1900 children up to 17 years. Last year (2014) for the same period it was recorded that around 8000 people sought medical aid after tick bites. The ticks attacked people mainly in the territory of the Moscow region.

Sydney, Dec 10, 2019 (AFP) - The death toll from New Zealand's White Island volcano eruption rose to six late Tuesday, after an injured person died in an Auckland hospital, police said. "Police can confirm a further person has died following the eruption on Whakaari/White Island, bringing the official toll to six," a police statement said. Eight more people who remain missing are presumed dead after the volcano erupted Monday.

Sydney, Dec 10, 2019 (AFP) - Toxic haze blanketed Sydney Tuesday triggering a chorus of smoke alarms to ring across the city and forcing school children inside, as "severe" weather conditions fuelled deadly bush blazes along Australia's east coast. Fire engines raced office-to-office in the city centre with sirens blaring, as inland bushfires poured smoke laden with toxic particles into commercial buildings. Emergency services responded to an "unprecedented" 500 automatic call-outs inside a few hours according to New South Wales Fire and Rescue's Roger Mentha.
A regional fire headquarters miles from the nearest blazes was itself evacuated while throngs of mask-wearing commuters choked their way through thick acrid air and the organisers of a harbour yacht race declared it was unsafe to proceed. "The smoke from all the fires is just so severe here on the harbour that you just can't see anything, so it's just too dangerous," said spokeswoman Di Pearson of an event that normally foreshadows the famed Sydney-Hobart yacht race. "The vision is just so poor." Some of the city's commuter ferries were also cancelled "due to thick smoke" and school kids were kept inside at breaktime and sent home early as pollution levels soared far above "hazardous" levels.
For weeks the east of the country has been smothered in smoke as drought and climate-fuelled bushfires have burned. But the scale of the problem on Tuesday shocked even hardened residents. Bruce Baker -- an 82-year-old who lives in Gosford, north of Sydney -- said he was skipping his daily morning walk because of the smoke. "This is the worst it's been, for sure," he told AFP. "It dries your throat. Even if you're not asthmatic, you feel it." Authorities recommended that the vulnerable cease outdoor activity altogether and that everyone stay inside as much as possible, although one couple braved the toxic air to get married on the waterfront in front of Sydney Harbour Bridge shrouded in smog.
A cricket match between New South Wales and Queensland also went ahead, despite a barely visible ball. Tuesday had been expected to bring strong winds and high temperatures that made for "severe conditions where embers can be blown ahead of the fire into suburbs and threaten properties." But New South Wales Rural Fire Service said "deteriorating fire conditions have been delayed by a thick blanket of smoke" over the east of the state. As the day developed there were nearly 100 bushfire incidents in the state of New South Wales alone and dozens more in Queensland. Total fire bans were put in place across much of the east of the country and in large parts of western Australia. Temperatures in some inland areas eased past 44 degrees Celsius (111 Fahrenheit).
- The 'big dry' -
To the northwest of Sydney, several fires already burning for weeks have combined to create a "megafire" that has already destroyed 319,000 hectares (788,000 acres) of land, mostly inside national parks. Prime Minister Scott Morrison -- who for weeks has not commented on the smoke haze -- defended his government's handling of the fires and said there were no plans to professionalise the countryside's largely volunteer force. "Our policy is sensible when it comes to addressing and taking action on climate change. Our actions on climate change are getting the results they're intended to get," he said. Morrison's conservative coalition has been criticised by former fire chiefs for failing to heed warnings about climate change. The crisis has been propelled by a prolonged drought that has made vegetation tinder dry.
The Bureau of Meteorology has reported that Australia experienced its driest November on record this year. The "big dry" has left farmers desperate and small towns facing the prospect of running out of water completely. A swathe of the east of the country has seen "rainfall deficiencies" since early 2017 -- almost three years. Many dams in New South Wales are empty and almost all are well below capacity. Firefighters south of Brisbane recently reported 1,000 litres of water were stolen from tanks at their station. Amid the shortage, Tuesday also saw the toughest water restrictions in a decade being introduced for Sydney -- with curbs on everything from hosepipe use to washing cars.

Sao Paulo, Dec 10, 2019 (AFP) - Gripping the deadly snake behind its jaws, Fabiola de Souza massages its venom glands to squeeze out drops that will save lives around Brazil where thousands of people are bitten every year. De Souza and her colleagues at the Butantan Institute in Sao Paulo harvest the toxin from hundreds of snakes kept in captivity to produce antivenom. It is distributed by the health ministry to medical facilities across the country.
Dozens of poisonous snake species, including the jararaca, thrive in Brazil's hot and humid climate. Nearly 29,000 people were bitten in 2018 and more than 100 died, official figures show. States with the highest rates of snakebite were in the vast and remote Amazon basin where it can take hours to reach a hospital stocked with antivenom. Venom is extracted from each snake once a month in a delicate and potentially dangerous process.
Using a hooked stick, de Souza carefully lifts one of the slithering creatures out of its plastic box and maneuvers it into a drum of carbon dioxide. Within minutes the reptile is asleep. "It's less stress for the animal," de Souza explains. The snake is then placed on a stainless steel bench in the room where the temperature hovers around 27 degrees Celsius (80 degrees Fahrenheit). De Souza has a few minutes to safely extract venom before the snake begins to stir. "It's important to have fear because when people have fear they are careful," she says.
- Antivenom 'crisis' -
The snakes are fed a diet of rats and mice that are raised at the leafy institute and killed before being served up once a month. After milking the snake, de Souza records its weight and length before placing it back in its container. The antivenom is made by injecting small amounts of the poison into horses -- kept by Butantan on a farm -- to trigger an immune response that produces toxin-attacking antibodies.
Blood is later extracted from the hoofed animals and the antibodies harvested to create a serum that will be administered to snakebite victims who might otherwise die. Butantan project manager Fan Hui Wen, a Brazilian, says the institute currently makes all of the country's antivenom -- around 250,000 10-15 millilitre vials per year.
Brazil also donates small quantities of antivenom to several countries in Latin America. There are now plans to sell the life-saving serum abroad to help relieve a global shortage, particularly in Africa. About 5.4 million people are estimated to be bitten by snakes every year, according to the World Health Organization (WHO).
Between 81,000 and 138,000 die, while many more suffer amputations and other permanent disabilities as a result of the toxin. To cut the number of deaths and injuries, WHO unveiled a plan earlier this year that includes boosting production of quality antivenoms. Brazil is part of the strategy. It could begin to export antivenom as early as next year, Wen says. "There is interest for Butantan to also supply other countries due to the global crisis of antivenom production," she says.

In one of its worst natural disasters, a huge mass of volcanic debris from the eruption of Mount Ruapehu triggered a mudslide in 1953 that washed away a bridge and caused a passenger train to plunge into a river with the loss of 151 lives. After Monday's eruption on New Zealand's White Island, here is a recap of some of the deadliest volcanic eruptions around the world in the past 25 years.
- 2018: Indonesia -
In December the Anak Krakatoa volcano, a small island in the Sunda Strait between Java and Sumatra, erupts and a section of its crater collapses, sliding into the ocean and generating a tsunami. More than 420 people are killed and 7,200 wounded.
- 2018: Guatemala -
The June eruption of the Fuego volcano, about 35 kilometres (22 miles) from the capital, unleashes a torrent of mud and ash that wipes the village of San Miguel Los Lotes from the map. More than 200 people are killed.
- 2014: Japan -
The sudden eruption in September of Mount Ontake, in the central Nagano region, kills more than 60 people in Japan's worst volcanic disaster in nearly 90 years. The mountain is packed with hikers at the time. In 1991 an eruption of the southwestern Unzen volcano kills 43.

At least 16 people are killed on the island of Sumatra in February by a spectacular eruption of Mount Sinabung, which had lain dormant for 400 years before roaring back to life five months earlier. In 2016 villages are scorched and farmland devastated after another eruption kills seven.

Indonesia's most active volcano, Mount Merapi on Java island, starts a series of explosions in October, eventually killing more than 320 people. An 1930 eruption of the volcano killed 1,300 people and one in 1994 claimed more than 60 lives.
- 2002: DR Congo -
The eruption in July of Mount Nyiragongo in the eastern Democratic Republic of Congo destroys the centre of Goma town, along with several residential areas, and kills more than 100 people.
- 1997: Montserrat -
The capital of the small British colony, Plymouth, is wiped off the map and 20 are killed or left missing in avalanches of hot rock and ash clouds when its volcano erupts in June.
- 1995: The Philippines -
At least 70 are killed and another 30 missing after the crater of the Parker volcano in the south of the island of Mindanao collapses. Five years earlier the eruption of Mount Pinatubo, 80 kilometres north of the capital Manila, kills more than 800 people.
- Worst ever -
The explosion of Indonesia's Krakatoa volcano in 1883 is considered the worst ever seen. The eruption sent a jet of ash, stones and smoke shooting more than 20 kilometres (12 miles) into the sky, plunging the region into darkness, and sparking a huge tsunami that was felt around the world. The disaster killed more than 36,000 people.
The most famous eruption in history is that of Mount Vesuvius in modern-day Italy in 79 AD, which destroyed the towns of Herculaneum, Stabiae and Pompeii, wiping out an estimated 10 percent of the population of the three cities.
There were more human cases than animal ones in that outbreak, prompting Mod.AS to comment: "Unfortunately, during the recent South Sudan RVF event, as in most -- if not all -- previous RVF events in other African countries, humans served as sentinels. Improved surveillance in animals is desperately needed in Africa, to allow timely measures applied, predominantly preventive vaccination, before the development of a full-blown epizootic involving secondary infection in humans." Intensified surveillance is needed in South Sudan in those localities where the affected man had been prior to his return to Uganda.

Cox’s Bazar, Bangladesh
Over 635,000 Rohingya refugees and Bangladeshi host community will be vaccinated against cholera in a 3-week-long campaign beginning today at the refugee camps in Cox’s Bazar and nearby areas, to protect vulnerable population against the deadly disease amidst increasing number of cases of acute watery diarrhoea (AWD).
The Oral Cholera Vaccination (OCV) campaign will be implemented in the refugee camps from 8-14 December to reach 139,888 Rohingya aged 1 year and less than 5 years. In the host community, the campaign will take place from 8-31 December and aims to reach any person older than 1 year (495,197). In total, 635,085 people are expected to be reached.
Led by the Ministry of Health and Family Welfare, with support of the World Health Organization (WHO), UNICEF and other partners, the campaign aims to reach people who missed some or all previous cholera vaccination opportunities. The campaign, including operational costs, is funded by Gavi, the Vaccine Alliance.
“We want to equip these populations with more protection against diarrheal diseases. Despite the progresses made to ensure access to quality water and sanitation, such diseases remain an issue of concern: approximately 80% of host community living near the camps have not been targeted in previous OCV campaigns and are still vulnerable”, says Dr Bardan Jung Rana, WHO Representative in Bangladesh.
Earlier rounds of cholera vaccination, which have taken place since the beginning of the emergency response in 2017, have helped prevent outbreaks of the disease. To this date, over 1 million people were vaccinated against cholera.
Heavy rain has led to rivers bursting their banks, forcing the closure of shops and restaurants
Streets in the South Island tourist towns of Wanaka and Queenstown were slowly going under water on Friday, after Lake Wanaka and Lake Wakatipu burst their banks earlier in the week, flooding businesses and sewerage systems.
Water and large debris closed the main street of Wanaka, a popular spot with Instagrammers thanks to its famous tree that appears to have grown out of the lake. On Friday businesses were sandbagging as heavy rain continued to fall.
Sewerage systems in the town were also at risk of contaminating the lake, with the Queenstown Lakes District council taking the precautionary measure of shutting down the sewer connection to a handful of premises.
Wanaka residents were told to be on “high alert” with heavy rain predicted all weekend.
The streets of the usually bustling tourist town were largely empty, and the popular cafes and restaurants on the lake shore were closed.
